It gives me great pleasure to welcome the Association of Electoral Administrators back to Blackpool for their AnnualConference at the Hilton Hotel.

We have had the pleasure of welcoming you to Blackpool for many years now, and on behalf of the Council and thepeople of Blackpool, I would like to extend a warm welcome to all your delegates and exhibitors.

I hope you will have time to enjoy Blackpool and to see the regeneration to our Talbot Gateway Central Business Districtwith the new Bickerstaffe House Council Offices and retail centre.

The Mayoress and I look forward to meeting you all at the Annual Dinner on 3rd March.

On looking back, I seem to always start every one of these Conferenceforewords by saying that the past year has been extremelychallenging for one or more reasons. Much as I would like to breakthe trend, I know that it would be impossible to do so given the past12 months that we have experienced. The conduct of the elections forthose who had them in May closely followed by the confirmation dryrun and the late canvass have all been keenly felt particularly wherethe challenges get ever higher and harder and the resources fordealing with the challenges retreat in ever sharper contrast. Thebackdrop of the biggest change to the registration system for wellover a century makes life no easier. It is for that reason that the majorfocus of this Conference will be individual electoral registration justas it was at our National Seminar in September.

There are, of course, other matters that weigh heavy in the minds of us all as we face the next 12 months not least ofwhich will be the elections in May this year and the fact that, when we next meet at our Annual Conference, we willbe three months or so from the 2015 General Election with all the implications that will arise from that. In the meantime,our colleagues in Scotland will have the conduct of the independence referendum on their minds as well as a latertransition to IER to quickly follow that. On the subject of referendums, there are the possibilities of council taxreferendums, the expansion of neighbourhood planning referendums and, in the longer term, an income tax referendumin Wales together with changes to the way in which National Assembly elections will be contested. For all these reasons,the programme has been prepared on the basis of providing you with as much information as possible about the manychanges that will or could be faced in the world of electoral administration over the next 12 months or so.

The agenda for the future and the work and change that it brings with it is daunting to say the least. I have neverknown such a period of change in such a short time and, once this programme is complete, electoral administrationwill be very different from that which it was when the AEA was founded just over 25 years ago. Clearly, such significantchange, together with the overall situation facing local government and, in particular, its resources, will have a lastingeffect on those who work within electoral administration in this country. We have been heavily involved in working withthe Cabinet Office, the Electoral Commission and several other Government departments in preparing for what liesahead. We may not always agree with each other but the mere fact that we have a seat at the table means that wecannot be ignored and speaks volumes for the progress we have made and the reputation that we have earned. Thisis evidenced by the fact that the Minister, Greg Clark, and the Chair of the Electoral Commission, Jenny Watson, readilyagreed to come to and speak at Conference. I look forward to what they have to say and their continuing engagementwith the AEA.

As usual, the Conference Working Party under the careful leadership of James Stevens has worked extremely hardbehind the scenes in making the arrangements for this Annual Conference. The members of the team know that wehave much to live up to when we consider past successes and we constantly strive to improve year on year. I am alwayssurprised at how much detail goes into putting together the Conference programme and making the many and variedarrangements which represent the very professional way in which this event is now organised and presented. On behalfof all those attending, I would want to place on record my appreciation of the efforts made by all those involved in theplanning and delivery of the Conference including the speakers at the plenary sessions and the trainers responsible forthe delivery of the workshops.

The changes which we make each year are based largely on the feedback we receive about the previous Conference.The Working Party spends some time in learning from that feedback including building on our strengths and seekingto rectify our weaknesses. Please make sure that you complete your questionnaire this year.

The Association has again had a challenging year but, I believe, we are stronger for it and are making a difference at anational level. There is still much to do as an organisation. Equally, the challenges facing the profession as a whole andour members individually are just as intense if not more so than they were a year ago. We will continue to strive to ensurethat electoral administration in this country is of the highest quality and that it provides a level of confidence and trustthat the public should both expect and deserve.

I sincerely hope that you will enjoy the 27th Annual Conference of the AEA and that you will take full opportunity ofwhat it has to offer. I also hope that you will leave Blackpool feeling reinvigorated and refreshed and ready to facewhatever lies ahead in terms of improving this cornerstone of the democratic process. One thing is certain – having gotthis far, the AEA is here to stay and here to support you in the important work that you do.

Welcome to what must surely be one of the most historic of all AEAConferences. Facing and preparing for change has for long been atheme of our gatherings but the challenges we face in 2014 surelysurpasses the most dramatic of years.

The decision is made, and Great Britain is joining Northern Ireland ingetting Individual Electoral Registration. The winter canvass hasessentially run right up to the election period, and as we cometogether in Blackpool is, for many, still going on. EC6 forms arecirculating around the country and I, for my part, am amongst thoseplanning not just for European, but also for all–out Council elections.

Then on 10th June it’s my Confirmation Live Run and I haven’tforgotten that the space between major Polls this year and in 2015is nowhere a full twelve months. As Scots go to the polls in theSeptember Referendum, Haringey will be planning for both the 2015

General Election and the 2016 London Mayoral and Assembly Elections.

We all know that there just isn’t much space for actual life in the unfolding electoral timetable and this conference isabout supporting each other to deliver all the initiatives we have to deal with in a professional and effective manner,so that we continue to deliver our essential democratic function in a way that remains accepted and respected by theelectors we serve.

We have major polls to deliver. We are transforming the process of registration. We have to do this with new as wellas existing stakeholders, partners and relationships and we will not be as isolated in the work that we do as perhapswe once were. I very much appreciate that many of our partners will be here at this conference and working hardalongside us, but I am absolutely clear that the sheer scale of change now unfolding could not be delivered withoutthe AEA or individual commitment of its members.

Our hosts here in the North West have given a “wizardry” theme to our social event. It seems an apt choice. I hopethat at this conference, you will find not only concrete and vital help, support and ideas to get you through 2014, butalso a little bit of magic.

Joe Bradley

Joe Bradley is the owner of Joe Bradley Associates Ltd training consultancy. Joe has delivered a range ofcourses for the AEA and Electoral Commission on topics such as personal development and team building,effective presentation and train the trainer. He has also been invited many times over the past 20 yearsto deliver a session at our annual conferences. Joe has worked alongside many of our trainers to help themdevelop the styles and content of their training. He has also helped the International Foundation forElectoral systems to develop the training skills of local staff in Moldova, Jordan, Nigeria and Cairo. He saidhe is looking forward to the evening session and hopes to meet up with some old friends.

He says that “If you can’t explain the link between education and entertainment then you don’t knowthe meaning of either”

Plenary Sessions

1. How to create and maintain a positive workforce

Everyone will be working under even greater pressure this year and some election staff may feel press-ganged into it. Butdon’t worry – you will be given some useful tips to keep us smiling through.

2. Scotland - The Challenges

Learn how our Scottish colleagues are dealing with the new challenges registering 16 and 17 year olds bring and also howtheir preparations for the forthcoming referendum are progressing.

Andy Tiffin

Andy's first experience of managing elections was the combined European and local government poll in2004 at which, and with only 6 months experience in local government to his name, just surviving seemedan over ambitious expectation.

Prior to joining local government he worked in general management and process redesign within thefinancial services sector.

He grew up in Northumberland, from where he could see the Scottish border from his window. Insteadof heading north for work, he went south and now works at Hart District Council in Hampshire, whichaccording to the Halifax is the best place to live in the “current” UK. He is also Deputy Monitoring Officerfor his authority.

He is currently Vice Chair of Southern branch, sits on the AEA board and also the Electoral Commission’sElections, Referendums and Registration working group.

Kate Crawford

Kate is the Depute Assessor & Electoral Registration Officer for the area comprising Inverclyde Council ,Renfrewshire Council and East Renfrewshire Council which 3 authorities make up the Joint Board forwhom she works. Kate was appointed Depute in September 2007 and joined the AEA shortly after.

Kate is currently the Chair for the Scotland & Northern Ireland Branch of the AEA.

She has given evidence to the Scottish Government Select Committee for the referendum legislation andhas also been a member of a working party set up to discuss issues arising from this legislation.

Having been born and bred in Paisley she comes from a household which supports the local footballteam of St Mirren, which just goes to show she is an optimist by nature !

Lindsay Dixon

Lindsay is Head of Electoral Services at Sunderland City Council, a position she has held for 8 months,having been with the authority since 2008. Prior to working in Sunderland she was employed in electoralservices at South Tyneside Council where she joined after studying Geography and Mathematics atManchester University.

Lindsay holds the AEA Diploma, is a member of the Conference Working Party and she is also a memberof the Elections, Referendums and Registration Working Group.

Maria Hannan

Maria Hannan has worked on the Electoral Registration Transformation Programme since 2011 as Headof Research, leading and evaluating a series of data matching pilots as well as a range of other socialresearch to provide an evidence base for the Programme. Since October 2013 Maria has also been ProjectDirector for Customer Registration with responsibility for maximising registration, customer journeys(including forms and online registration) and student registration. Maria also leads on work to look at howwe may maximise the benefits of IER in the future as well as wider benefits realisation.

Prior to joining the Cabinet Office Maria worked on policing research for the Independent PoliceComplaints Commission and the Home Office and has a PhD in law from King’s College London.

3. Maximising Registration

Share good practice on maximising registration work. The speakers will be outlining the work they have undertaken,setting out some of the key successes/achievements and also lessons learned from undertaking the activity, particularlywhether they would do certain things differently in the future.

Susan Hutson

Susan has just celebrated 40 years in local government, most of which have been spent in ElectoralServices in different roles. She became Electoral Services Manager at Kirklees Metropolitan Council in2003.

She has been involved in ten parliamentary elections and there has rarely been a year when she has nothad a major election to organise. One of the most challenging was the all postal pilot in 2004 in theYorkshire and Humber region.

She has seen many changes in electoral services in her career including computerisation of electoralregistration data and the introduction of postal voting on demand.

Most recently Susan has been involved in preparing Kirklees for the transition to Individual ElectoralRegistration and this, along with the combined European and local elections in May this year will be herfinal challenge in this role as she plans to retire in June 2014.

For the last two years Susan has been the Chair of the North East and Yorkshire Branch of the AEA andsays that she hopes to continue in that position for a while post retirement.

Outside work she researches her family history and plans to do more volunteering as secretary of theHuddersfield & District Family History Society following retirement.

Susan Saunders

Susan's employment history started in banking and after several promotions she joined BradfordMetropolitan District Council within Electoral Services. For several years she managed the work-lifebalance bringing up her daughter and on return to full time work was promoted to the post of ElectoralServices Manager.

Following changes to legislation in 2001 and new options for voting, Bradford had to set out a whole newset of priorities to promote democracy, but also to impose measures to protect integrity. Susan has beenworking with partners on this to develop integrity guidance.

Future priorities are to further develop the integrity work started, shape a relatively new Electoral Servicesteam and continue partnership working to utilise the skills base across the Council.

John Turner

John Turner retired in October 2003 as Deputy Chief Executive at Norwich City Council. He was ReturningOfficer for the City and, in that capacity, ran various pilot elections including two full electronic pilots. Hehas been involved in elections for some 30 years and has been involved in training in this area of workfor the last 25 years or so. John is Chief Executive and Life Vice-President of the Association of ElectoralAdministrators and was a member of the Howarth Working Party on Electoral Procedures which providedthe recommendations leading to the range of reforms to Britain's electoral system since 1997. He has justbeen appointed by the Government to the Electoral Registration Transformation Programme Board. Heis also the Chairman of the AEA's Qualification and Examining Boards. He has had considerable experiencein international electoral matters and has worked in various countries in four continents of the world. Heis also involved with a number of other public bodies with interests in democratic and electoral matters.

The Rt Hon Greg Clark MP

Greg Clark was appointed Minister of State on 7 October 2013. He has been the Conservative MP forRoyal Tunbridge Wells since 2005.

Greg was born in Middlesbrough and studied economics at Cambridge before earning his PhD from theLondon the School of Economics.

He was Director of Policy for the Conservative Party from March 2001 for three successive Leaders; WilliamHague, Iain Duncan Smith and Michael Howard, before being elected as the Member of Parliament ofParliament for Tunbridge Wells in 2005. He was appointed Minister for Cities in July 2011 and FinancialSecretary to the Treasury in September 2012. Prior to that, he was appointed Shadow Secretary of Statefor Energy and Climate Change in October 2008, having previously been Shadow minister for Charities,Social Enterprises and Volunteering. Before joining the Treasury, Greg’s previous position was for Ministerof State at Communities and Local Government, with responsibility for Decentralisation and PlanningPolicy.

Before entering politics, Greg worked for the Boston Consulting Group, one of the world’s top businessstrategy firms, and was posted to the USA, Mexico, South America and Iceland, as well as working forclients in the UK. He has also worked as Head of Commercial Policy at the BCC.

Greg and his wife have 3 children and live in Royal Tunbridge Wells.

Martha Matheou

Martha Matheou is the Electoral Services Manager at London Borough of Sutton. Originally joiningLondon Borough of Merton in 1996, Martha has facilitated all major elections. With her dedication andpassion for her career, she has obtained the AEA Diploma and is an active member of London branch.Martha is currently Deputy Chair of London AEA branch and is an AEA Board member. Martha is heavilyinvolved in the preparation and implementation of IER, including UAT software testing and acting as theLondon representative for the IER focus group for her EMS supplier. When not running the office, Marthaenjoys time with her family and seeing the world through the eyes of her 10 year old son Matthew.

5. IER - How, What and When

Yes, it’s nearly upon us and we are sure that you are wondering how it will all work. This session will not only update you onthe status of implementation nationally but all the latest information on how, when and what you will need to do to makethe transition a smooth one.

Colin Dingwall

Colin has been Programme Director for the Electoral Registration Transformation Programme since April2010. Prior to this he was Head of Performance and Delivery in the Department for Communities and LocalGovernment, overseeing delivery of the department’s portfolio of high risk projects and programmes.Before this he was head of Civil Partnership implementation, leading the development of policy, deliveryof legislation and then implementation of the Civil Partnership Act 2004 in local authorities across thewhole of the United Kingdom. Prior to joining the civil service in 2000, he worked in Westminster and inthe Scottish Parliament. Colin is a graduate of Edinburgh University in Politics and Modern History andlast year completed a Masters in Public Policy and Management at Birkbeck College, University of London.

Andrew Scallan

Andrew is the Director of Electoral Administration at the Electoral Commission. He joined the ElectoralCommission in October 2006 from Manchester City Council where he was the Deputy Returning Officerand Head of Statutory Services. In that job, as well as elections, his responsibilities included the registrationof births, marriages and deaths; the coroner’s service, licensing; trading standards and environmentalhealth.

Andrew has worked in elections since 1983 and is an honorary member of the Association of ElectoralAdministrators, having served as Honorary Secretary and Vice-Chairman. He is a former joint editor ofSchofield’s Election Law and has been a trainer and consultant on elections in this country and in emergingdemocracies.

Karen Quaintmere

Karen's experience in electoral administration started on the Isle of Wight when she joined the electionsoffice full time in 2000, and at the same time became a Member of the AEA.

Karen joined the Practice Team at the Electoral Commission in 2002. During her time there, Karen’sresponsibilities included leading the Commission's work across the full range of electoral administrationissues, including guidance, electoral policy and integrity.

Since joining the AEA as Assistant Chief Executive in 2010, Karen has been largely responsible for theAssociation's policy and development portfolio, producing elections and referendums reports, andresponses to the many policy consultations.

6. Electoral Commission

This session will focus on the shared concerns that we all face in putting the voter first; the changes the ElectoralCommission have made to their approach as a result of feedback, and the challenges that remain through the elections in2014 and 201.

Jenny Watson

Jenny has been Chair of the Electoral Commission since January 2009, having been reappointed byParliament in 2012. She is currently a Board member of WRAP and Vice Chair of the Money Advice Trust.Since September 2103 she has been Chair of the Independent Complaints Panel for the Portman Group.

Jenny is a former Chair of the Equal Opportunities Commission. Although her early working life was inthe not for profit sector, working at Liberty, Charter88 and Victim Support, she has twice run her ownbusiness.

Jenny is a graduate of Sheffield City Polytechnic and has a Master’s degree from the University ofWestminster. She has been awarded honorary doctorates from Sheffield Hallam University and theUniversity of East London.

Andrew Francis

Andrew is Electoral Services Manager at South Cambridgeshire District Council, and also occupies theprestigious role of Secretary to the Eastern Branch of the AEA.

Andrew’s first experience of election work came in 2009, when he was given his big break by the currentDeputy Chairman of the AEA, who recruited him to act as a poll clerk and count assistant at combinedEuropean and County polls. So keen was she to avoid him counting again, she subsequently recruited himto work in the elections office. Andrew took on the lead role after only 11 months in the team.

Andrew has a diverse educational background with an undergraduate degree in Film and a postgraduatedegree in Computer Science. The holy trinity of academic achievement was complete in 2012 whenAndrew gained his Certificate in Electoral Administration.

Outside of work, Andrew is married with a two year old daughter, and is yet another supporter of soonto be League 2 Football Club, Cambridge United.

7. European Elections

We know now that for many of us the polls will be combined with local elections and which boundaries they will be run on.How are we going to cope with it all? Most issues will (hopefully) have been resolved by now but this session will ensurewe are all singing from the same sheet.

Dave Smith

Dave Smith is the Chief Executive of Sunderland City Council. Born in Salford and educated at SheffieldUniversity, he joined the council in 2005 and was appointed Chief Executive in 2008.

A career public servant, Dave has worked in a variety of roles including social care, housing and economicregeneration. Having completed a master’s degree at Manchester University, Dave was awarded his PhDin 1995 by the University of Warwick following a five year research programme. Dave has a particularinterest in the use of new technologies to support more effective, efficient and joined-up public servicedelivery and has been involved in the IBM Smarter Cities programme since 2009.

Lea Goddard

Lea is currently Head of Elections, Civic and Registration Services at the London Borough of Croydon. Hestarted his local government career, in the days of sealing wax and taper, at the old Cardiff City Counciland has worked at Hove, Westminster and Lewisham Councils. He has worked in a number of roles withinthe Democratic Services discipline, with electoral services being the common theme throughout his career.Lea has organised or run interference, depending on whom you talk to, on all major elections in a careernow spanning ???? years and no he’s not going to tell you how many.

In his spare time Lea is a keen runner, note not jogger, and still completes at many races andchampionships. All this running will explain why he is always thirsty and therefore never far from the bar.

Christine Fisher

As a Chief Executive/Returning Officer for the past 9 years, Christine has extensive experience in overseeinga variety of elections, including two full District and Parish council elections as well as numerous by-elections. She has been Acting Returning Officer for two UK Parliamentary elections and Deputy ReturningOfficer for three Leicestershire County Council elections. Christine was the Local Returning Officer for theEuropean Parliamentary election in 2009, Local Counting Officer for the UK Referendum in 2011 and thePolice Area Returning Officer for the PCC elections in 2012.

Christine is a member of the SOLACE Elections and Democracy Network Board and has worked in thepast with the Electoral Commission on reviewing performance standards.

Throughout her career in local government, she has focused on value, efficiency and outcomes and theseprinciples apply equally to her role as Returning Officer. For the PCC elections, Christine in her role asPARO, engaged and involved the LROs/electoral administrators in making joint decisions. For theforthcoming European elections, she has been appointed as the County Lead for Leicestershire and actsas the liaison between her colleagues in the County, Leicester City, Rutland Council and the RegionalReturning Officer.

Laura Lock

Laura Lock is Electoral Services Manager at Huntingdonshire District Council as well as being a memberof the Cabinet Office’s Expert Panel on Individual Electoral Registration and the Deputy Chairman of theAEA.

In this important plenary, Laura will chair a session focusing on significant changes to the election process,which could be easy to overlook in the IER landscape.

In her life outside of electoral administration (she keeps telling herself there is a life outside of electoraladministration), she remains a committed Cambridge United fan who is hopeful that 2014 will see herteam regain their rightful place in the football league.

Nicholas Paines QC

Nicholas Paines QC was appointed as Law Commissioner with responsibility for public law on 18November 2013. The electoral law project is one of the public law projects he oversees. He previouslypractised EU and public law as a barrister in chambers in London, and also as a member of the Bar ofNorthern Ireland. He sits as a Deputy High Court Judge in the Administrative Court, a Deputy Judge ofthe Upper Tribunal (Administrative Appeals Chamber) and the First-tier Tribunal (Tax Chamber) and aRecorder in the Crown Court.

George Cooper

George has a total of ten years’ experience managing electoral services across two large Boroughs andis Chairman of the AEA. He has held branch level-offices in both the West Midlands and London and hasserved on a number of sub-groups of both “London Elects” and the Electoral Commission, and sinceOctober 2012 has been a formal adviser to the Commission in preparation for IER.

His twenty-four year local government career has been varied, including at various points involvementin everything from housing maintenance to flood defences, but supporting electoral events has been atheme from the very beginning back in 1989.

He sustained two electoral pilot schemes including one in his very first election as a manager, and hisbelief that the AEA is indispensable to the support of colleagues in the business of elections has grownsince that time.

George holds the AEA Certificate, and a Master’s Degree in British Politics from Hull University, his thesisbeing on the subject of electoral systems.

Originally from Staffordshire, George has two daughters and now lives near Cambridge.

Bill Crawford, OBE

Bill is currently the Executive Director (Commercial) of the AEA.

As a career Local Government Officer, Bill worked in electoral services in the North East of England startingin 1969 and worked for Sunderland City Council from November 1975 to June 2013.

Bill joined the AEA in 1988 and has been a member of the seminar/conference working party since theScarborough conference in 1989.

Neil Middlehurst

Neil Middlehurst has worked in local government since 1983 at West Lancashire DC, his first electionwas in 1984 when he was a poll clerk in a very non accessible caravan!

Neil moved to Sefton Council in 1997 and became Head of Electoral Services in 2003. For anyone notknowing where Sefton is, well it is north of Liverpool and home to Aintree Racecourse and Royal BirkdaleGolf Club. In 2004, ahead of the all-postal elections in the North West, Neil was part of the group thatbrought together the joint working partnership across Merseyside. The Merseyside ElectoralAdministration Team, or MEAT as we prefer. MEAT 10th Anniversary celebrations will be taking place postelection this year!!

Neil was elected as Vice–Chairman of the North Branch of the AEA in 2008 and was elected to the Chairin 2009. Neil Is also the IER County Lead for Merseyside.

Away from the office Neil is married with two boys, Sam and Harry. Neil spends all his spare time actingas a chauffeur for Harry. He has had a lifetime love affair with Liverpool Football Club.

Paul Docker OBE

Paul Docker has worked within the legislative, courts and policy areas of central Government for over 25years and within the electoral policy area for 10 years after joining the Electoral Policy Division in August2003. Initially Paul led the work on the June 2004 all-postal pilots before taking on the overall ElectoralModernisation Programme from April 2005 to 2008.

Since then Paul has held a number of roles that have focused on the strategic, policy and legislative areasof development and is currently Head of Electoral Administration in the Elections & Parliament Divisionwhich is part of the Constitution Group within the Cabinet Office.

Peter Stanyon

Peter has been a member of the AEA since 1988 and was honoured to serve as its Chairman in 2010. Heis well known for his efforts as a trainer, usually trying imaginative ways to explain often technical andchallenging subjects ... long-term attendees may well remember puppets, hats, Thunderbirds and rolls ofhazard tape as props in the past! He is once again reunited in workshop delivery at this year’s conferencewith long term sidekick Sally Sprason … and PowerPoint will apparently not be on the agenda!

He is one of the Association’s team of examiners and a member of the Foundation Course writing anddelivery team. He also sits as a member of the Cabinet Office’s IER Expert and Implementation Panelsand was a member of the team that wrote the well-regarded IER manual presented at the ALIERT training.

Peter is employed by the London Borough of Enfield and continues to support his beloved Luton Town… be nice to him as he is labouring under the conviction that this year is the year!

Adam Shoesmith

Adam Shoesmith joined the Civil Service in 2007 and has worked largely in the centre of Government forthe Office of Government Commerce and the Cabinet Office.

Adam has been involved with projects looking at procurement capability reviews of central Governmentdepartments and improving access to Government contracts for SMEs. Following the election in 2010,Adam worked in the Efficiency and Reform Group of Cabinet Office, specifically on departmental spendingcontrols, business planning and identifying cost savings.

In 2011, Adam was seconded to the Government Olympic Executive to deliver a ministerial dignitarymanagement programme at the Olympic and Paralympic Games 2012.

He began his current role as Head of Elections Funding within the Elections and Parliament division ofCabinet Office in January 2013.

Steve Shorrock

Steve started in the department in 1983 working in processing until 2002.

From 2002 Steve became a Customer Account Manager and single point of contact for 120 largeemployers until 2005.

From 2005 Steve started working for the Data Quality Programme, championing Data Quality. He workedclosely with Employers, Consultants, Payroll Bureau and HMRC experts using his PAYE knowledge toinfluence the Data Quality projects such as the Large Scale Employer Cleanse Pilot.

From 2006 to September 2010 Steve was the Taxpayer Standards Forum (TDSF) secretariat, a vehicle forresolving employers and HMRCs Data Quality issues. The forum is HMRC’s Key Engagement forums fordata quality issues and is made up of employers, pension providers and 3rd party bureaux.

Since September 2010 Steve has worked as one of the leads on the HMRC RTI Data Improvement Projectvisiting over 200 employers to discuss data quality.

Sally Sprason AEA (Dip)

Sally works as the Electoral Services Manager for Swindon Borough Council. She is responsible for allaspects of electoral registration and the organisation of elections and referendums within the Borough.Sally gained the AEA certificate and went on 2 years later to complete the AEA Diploma.

Sally is an AEA accredited trainer and has delivered workshops at conference for many years and is anapproved AEA examiner for the association

Appointed as IER County lead for both Wiltshire and Gloucestershire, Sally is enjoying taking part inregular county meetings that help to promote the sharing of ideas for IER, and to keep up to date withhow the planning for IER is being progressed.

Frances Cleland

I began working in local government when I left university as I didn’t know what I wanted to do with mylife (who does really?) and fell into the electoral world in 2008 when I was appointed as Electoral ServicesManager for Winchester City Council. I worked there for 5 years before moving to Test Valley BoroughCouncil at the end of 2013.

I am currently Secretary for the AEA Southern Branch, a position I have held for the past few years, as wellas Secretary for the Hampshire & IoW Electoral Administrators Conference. I was lucky enough to beappointed as an AEA Trainer in 2013 and, having been thrown in at the deep end with the IER training,I am excited to be delivering my first Conference Workshop this year.

Emily joined Electoral Services in 2008 after a brief stint as a Deputy Town Clerk.
