    ThePowerElectronicsLab(PEL)inArnhemtakesaunique

    positionintheworldbecauseofthevoltageandpower

    range.Firstofallitisessentialtounderstandthatthis

    laboratoryisnotlikeanyofthealreadyexistingKEMA

    laboratories,not

    in

    functionality,

    purpose

    nor

    organisational

    structure.Thelaboratoryisowned,andwillberun,bythe

    independentfoundationcalledthe"stichtingEMVT

    laboratorium".KEMAhas50%shareinthisfoundationand

    thedutchgovernmenttheother50%.Theuseofthe

    laboratoryfacilitieswillthereforealsoreflectthisratioand

    beavailabletoKEMAfor50%ofthetimeatcommercial

    ratesand50%ofthetimeforresearchactivities

    coordinatedbyaDutchresearchinstituteonenergy,ECN,

    togetherwith

    the

    technical

    universities

    in

    Delft

    and

    Eindhoven.

    Thelaboratoryinfrastructurehasbeendesignedtoenablea

    varietyofelectricalcircuits,includingtheoptiontocirculate

    powerwithinthelaboratorybyconnectingthevirtualgrid,

    throughthedeviceundertest,backtothefeedinggrid.

    Alternativelyalargediversityofpassiveloadsareavailablein

    thelabandalreadysetuptobeeasilyconnectedtotestany

    circuit.

    Afullyequippedmeasuringsystemisprovidedinthesafety

    ofthecommandroom.Moreover,thecommandroom

    overlooksthelaboratoryflooronwhichthedeviceunder

    testisclearlyvisible.Thelaboratoryisbuiltaroundafully

    programmablepowerelectronicsconverterthatcaneither

    createacustom

    represent

    acustom

    load.

    The

    utility

    grid

    with

    off

    load

    tap

    changer

    (400

    V...4kV)toprovidemaximumflexibilityforR&Dandtesting.

    Thegridhastwomainoperationmodes:

    1)Firstisthebasicstaticoperationmodewithafixed

    fundamentalfrequency,inwhichitispossibleto

    superimposeawidevarietyofharmonicdistortionsontop

    ofthebasefrequencytosimulateabadlypollutedgrid,ora

    badlypollutedload(inreversepowerflowdirection).These

    amplitudesofthefundamentalfrequency,aswellasthatof

    theharmonicsvoltages,canbevariedonlineandareclosed

    loopcontrolledtoalargeextent.

    2)Secondly,thereisthedynamicmodeofoperation.Inthis

    operationmodeallkindsofothergridphenomenacanbe

    produced,e.g.voltageandfrequencyvariationswiththe

    abilityto

    include

    voltage

    dips,

    phase

    jumps

    and

    rapid

    voltage

    changes.

    Theprogrammedgridwillalsobecapableofcopingwith

    unbalancedloads/sourcesandstillprovidethecapabilityto

    superimposeharmonicvoltagesandinstigatedynamic

    networkphenomenaontoit.

    Forthefutureitisenvisionedtocreateaconnectiontoa

    RealTimeDigitalSimulator(RTDS)whichislocatedinDelft

    UniversityofTechnologytofurtherfacilitateresearchonthe

    interactionbetweenDERunitsandthepowersystem.
