SUBJECT: HS Natatorium & Central Plant Addition – RFP for Commissioning Verification

& TAB Services

Bid specifications for the High School Natatorium & Central Plant Project were written to

include TAB and Commissioning of HVAC, plumbing, electrical, pool and control systems,

performed by an independent agency. Without these services, the contractor’s bids would have

included these costs; inspection and testing results would have been provided by their designated

firms.

There are many complexities when integrating systems, such as:

New HVAC & Hot Water Generation Central Plant equipment “fit” to the existing

building controls and piping

Integrating Central Plant HVAC to Natatorium air handling and controls equipment

Plumbing, electrical and pool filtration and water treatment systems

We are replacing the central plant, which is the heart of the school building’s mechanical

systems.

With different engineers designing pool, HVAC, electrical and plumbing systems, it would be

advantageous for the District to have an independent third party perform equipment inspections

and testing.

Attached is the bid tab for Commissioning Verification Authority (CVA) & HVAC

Testing/Adjusting/Balancing Services for Wissahickon High School Natatorium and Central

Plant Project.

Based on the proposals received and a review of the submissions, it is our recommendation that

The Stone House Group be awarded the Commissioning Verification Authority (CVA)

Agreement in the amount of $47,500, and the HVAC Testing/Adjusting/Balancing Agreement be

awarded to Butler Balancing in the amount of $23,000,00.

Please note that the above fees are below the project budgets of $50,000 for the Commissioning

Verification Authority, and $45,000 for TAB Services, for a total of $95,000.

M E M O DATE: April 18, 2016 TO: Wade Coleman FROM: Gerry Moore RE: Service Contract for Preventative Maintenance, Inspections and Water Treatment of High School Absorption Chillers The High School presently has two (2) absorption chillers/heaters manufactured by Johnson Controls’ York Division. The machines are complex and difficult to service. Johnson Controls offers specially trained mechanics to service such machines, with rates offered through General Services Administration (GSA) Contract. The Johnson Controls’ proposal to perform preventative maintenance, inspections and water treatment on the (2) absorption chillers at the High School for the 2016-17 is based on GSA Contract #06F-0060P rates, for an amount not to exceed $ 32,500. It is recommended to award the Service Contract for Preventative Maintenance, Inspections and Water Treatment of High School Absorption Chillers for 2016-17 to Johnson Controls, per GSA Contract #06F-0060P, amount not to exceed $ 32,500.

Proposal Amount: $ 32,500

** National Fire Protection Association, NFPA, requires all fire sprinkler systems to undergo an

obstruction inspection every five (5) years. Obtrruction inspections are current and not required this year.

The Fire Marshalls for the two local municipalities, Whitpain & Lower Gwynedd, require annual testing and inspections in accordance with NFPA. It is recommended to award the Annual Testing & Inspections of the Fire Alarm and Sprinkler Systems to Simplex Grinnell LP, as per PA State Contract #4400010438, less discount, in the amount of $23,282.87. Bid amount: $ 23,282.87

Beginning in 2013-2014, the District purchased custodial supplies from the Pennsylvania

Department of General Services COSTARS Program, throughout the entire year, on an “as

needed basis”. Purchasing through this program has produced the following advantages:

No need for stock rotation Minimal loss due to product expiration Eliminates shortages and surplus stock All shipping costs included in the COSTARS price More diverse product lines with competitive COSTARS pricing available within the

various participating suppliers
