Subject: Release balance amount of First Installment of funds (General Category) during2015-16 for the State of Uttar Pradesh under Centrally Sponsored Scheme onMicro Irrigation (Restructured) under Pradhan Mantri Krishi Sinchayi Yojana(P:MKSY).
Sir,I am directed to refer to this Department's letter No.11-42/2015-Hort. dated 22nd May,
2015 conveying the approval of competent authority for implementation of the CentrallySponsored Scheme on Micro Irrigation (Restructured) under Pradhan Mantri Krishi SinchayiYojana (P:MKSY) [erstwhile scheme of On farm Water Management in 2014-15] and toconvey the sanction of the President to the payment of an amount of ~ 273.00 Lakh(Rupees Two Crore Seventy Three Lakh only) during 2015-2016 as balance amount offirst installment (General Category) for implementation of the Scheme in Uttar Pradesh.
)
2. In accordance with the revised procedure, the Reserve Bank of India may please beadvised for debiting to the account of Department of Agriculture and Cooperation andpassing on the credit to the Central Account Section, for transfer to the State Government ofUttar Pradesh.
3. The said Grant-in-aid will be subject to the following conditions and the StateGovernment shall ensure that they are strictly complied with: -
a) The grants shall be utilized and disbursed by the concerned implementing agency inaccordance with the Operational Guidelines (which were applicable in the year 2014-15subject to minor modification that the funding pattern between the Central GovernmentShare and State Government Share is to be kept as 5'0:50), Annual Action Plan and inaccordance with the conditions stipulated in this letter.
b) The implementing agency shall maintain proper accounts of the expenditure incurred andsubmit the statement of audited accounts and Utilization Certificates to this Departmentas soon as possible after the closure of the fmancial year. The implementing agency shallfurnish consolidated monthly progress report regularly with details of physical andfinancial target and achievements.
c) The audited records of all aspects (permanent or semi permanent), acquired wholly orsubstantially, out of the grant to the implementing agency should be maintained asprescribed in the form GFR 19-A under General Financial Rules-2005. TheConsolidated Statement of Utilization Certificate along with statement of accounts shall

d) Assets permanent or semi-permanent acquired wholly or substantially, out of the grantby the Government of India shall not, without prior approval of the Government of India,be disposed of, encumbered or utilized for the purpose other than those for which thegrant is being sanctioned.
e) The accounts of the implementing agency shall be open to Internal Audit of the PrincipalAccounts Officer, Department of Agriculture and Cooperation as well as Statutory Auditby the Comptroller and Auditor General of India at his discretion and he shall have theright to demand the production of books, accounts, connected vouchers and otherdocuments and papers in this regard.
f) The Implementing Agency shall furnish Physical and Financial Progress Report to thisDepartment on monthly basis in the prescribed formats.
g) The Implementing Agencies will ·follow other terms and conditions contained in theGeneral Financial Rules 2005, as amended from time to time.
h) Any unspent balance of grant, which is not spent for the purpose for which it issanctioned during the financial year shall be refunded to the Government of India oradjusted for further utilization at the end of the financial year. The funds shall betransferred electronically through RTGS SystemlDemand Draft to the ImplementingAgencies.
i) At least 30% of budget allocations are earmarked for women beneficiary farmers. Theguidelines issued by competent authority in respect of persons with disabilities may alsobe kept in view for disbursement of subsidy. This may also be intimated to central Govt.in the monthly progress report.
4. As per Census of India 2011, the SC and ST population of Uttar Pradesh is 21% and1% respectively, Category wise funds released and head of account to which it shallbe debited are as under: -

Sir,I am directed to refer to this Department's letter No. 11-42120 15-Hort. dated 22nd May,
2015 conveying the approval of competent authority for implementation of the CentrallySponsored Scheme on Micro Irrigation (Restructured) under Pradhan Mantri Krishi
<Sinchaiyee Yojana (PMKSY) [erstwhile scheme of On farm Water Management in 2014-15]and to convey the sanction of the President to the payment of an amount of ~ 73.50 Lakh(Rupees Seventy Three Lakh and Fifty Thousand only) during 2015-2016 as balanceamount of first installment (SCSP Category) for implementation of the Scheme in UttarPradesh.
2. In accordance with the revised procedure, the Reserve Bank of India may please beadvised' for debiting to the account of Department of Agriculture and Cooperation andpassing on the credit to the Central Account Section, for transfer to the State Government ofUttar Pradesh.
3. The said Grant-in-aid will be subject to the following con itions and the StateGovernment shall ensure that they are strictly complied with: -
