A letter will be sent to the delegation and community advising of the September 2016 one year extension of the implementation date of the boundary change. The Springdale P.S. boundary and other school boundaries will be reviewed as part of the Board's 2015/16 Annual Planning Document. The 2015/16 Annual Planning Document is scheduled to be reviewed by the Board Fall 2015. The Springdale P.S. community will be advised of any future boundary changes and any implementation dates as part of the Board's regular process of communicating with affected communities. I am writing to acknowledge your delegation at the Regular Meeting of the Board on Monday, April 7, 2014 regarding the boundary change for Springdale Public School. This letter is also in response to the petition signed by 69 parents in your neighbourhood requesting that students be allowed to remain at Springdale Public School. We can share with you that there will a delay in the implementation of the boundary change to September 2015.

Subsequent to this delegation to the Board, our Planning and Accommodation department has become aware of a timing delay to the construction of the new Ross Drive Public School. A report will be taken to the Physical Planning and Building Committee meeting on May 6, 2014, that will detail a contingency plan for the students and community should this school not be ready for occupancy in September 2014. The contingency plan would involve Carberry Public School and as such we will implement the proposed boundary change in September 2015.

The revised boundaries for Springdale Public School and Carberry Public School were approved at a Supplementary Meeting of the Board held on November 18, 2013. This decision was made following a community meeting on October 24, 2014 where parents had the opportunity to provide input and share concerns. At that time your concern was heard regarding the original recommendation for the boundary change that would result in your children attending Ross Drive Public School and needing to cross Dixie Road. Details of the boundary changes were shared with you by letter following the board meeting.

We recognize that implementing a boundary change can be a difficult process particularly when it involves moving students from their original school. According to our records, there are no children in the area that have moved four schools over the past five years as a result of boundary changes. As is our practice any students in grade 4 during the 2014-15 school year and wishing to remain at Springdale for their final year in grade 5 will be welcome to do so. We have examined the current start and end times of Springdale Public School, Carberry Public School and Lougheed Middle School. By adjusting the times for Carberry Public School we are able to provide the coordination between schools that will support older siblings accompanying younger siblings to Carberry Public School before arriving at their own school for the day. In reviewing the current status of Carberry Public School we are aware that before and after school child care is available through PLASP and that there is a crossing guard provided by the

city assigned to Father Tobin Drive at the corner where the students would cross to get to Carberry Public School.

Boundary changes are proposed as a result of an extensive review process. It is important to understand that the proposed boundary changes to be implemented in September 2015 represent the best long term option for the school community and the Board. By freeing up additional space at Springdale the board will have the flexibility needed, if they are able, to provide purpose-built kindergarten space for all Kindergarten students. As you may be aware, currently the space provided has resulted in four Kindergarten classes being located in regular size classroom space. Our goal has always been to balance enrolments across the system so that we can maximize learning for students. Research would tell us that junior schools function most effectively for student learning with a population under seven hundred. Due to the rapid growth in our system it has not always been possible to achieve this, however, when it is possible, that is our goal. We also know that in a dual track school with both French and English that it is very important to maintain a balance of students in both tracks to ensure a strong program. As we look to the future of Carberry Public School we need to actively plan for this.
