Extension Services Unit

Project Title:Experts On Call

I. INTRODUCTION

The College of Arts and Communication started out as Liberal Arts providing liberal education courses. The conversion of SIT into the University of Eastern Philippines led to the opening of the College of Arts and Sciences. Two decades later, CAS was made a University College and consequently departmentalization took place to respond to the enormous function of providing general education in all courses offered in the University.

The College of Arts and Communication formally started as an academic unit of the University on 1996. At present, the CAC has four departments, namely: Department of Languages and Communication, Department of Social Sciences, Department of Physical Education and the Department of Criminology.

The CAC is geared towards contributing to a world class university through its mission of developing learners into honest, hardworking, competent, efficient accelerator of progress, imbued with an enlightened sense of nationalism and a strong commitment to service.

The promotion of the mental and physical well-being of the learners through the liberal disciplines, the fostering of ethical and social significance as well as that of providing the learners a strong sense of fulfillment and concern or the development of their community and country.

All these revolve around promotion of harmonious relations with the self and others in the community, acquisition of the ability to think logically and critically and to communicate effectively, appreciation of roles as productive citizens, agents of change guardians of cultural heritage, protectors of the ecosystem, and the acquisition of skills or problem-solving, decision making, planning and dynamic leadership all geared towards self-reliance, sense of national consciousness and service to humanity.

In a nutshell, the extensity of the CAC its faculty members, staff and students do not perceive a particular space or size in rendering its expertise. It would rather that links and collaborations are forged upon the instance of communities, local government units, non-government organizations and other institutions needing experts from the academe.

On the frontline and as experienced are requests for assistance in communication skills among local government units (LGU) in the province, benchmarking researches, mass media campaign and advocacy (ranging from local to national calls), trainings (across disciplines as governance, community mobilization, and disaster preparedness among others) and translations as well as production of IEC materials.

II. OBJECTIVES

Like Bacchus, CAC takes a by-road from the academe to the broad spectrum of peoples from communities both local and international, government units and non-government institutions. This proposal on Experts On Call aims to be able to:

1. Establish harmonious relations with others outside the academe;2. Extend services in endeavors such as community mobilization towards development of dynamic leaders and leadership;3. Spur the development of strong sense of commitment to service and humanity, national consciousness and self-reliance among others; 4. Build strong protectors of the ecosystem, and guardians of cultural heritage; 5. Campaign and advocate on issues concerning children, women, the marginalized, the disabled and challenged; and6. Develop an army of agents of change in the local communities galvanized by the spirit of self-reliance, understanding, cooperation, participation and camaraderie.

III. IMPLEMENTATION PLAN

By operation, this proposal shall be implemented within an academic year and the rest to come. It shall be effective in manners and methodologies ranging from requests, Memorandum of Agreement (MOA) for services, community organization and mobilization, production of IEC materials and other advocacy and campaign paraphernalia which in effect shall result to muniments of linkages and collaboration between and among the CAC, the local and international communities, government units, non-government organizations and the like aggrupations.

The multiform requests beyond the academe shall take the following phases:

a. Receipt of Request for Services. This shall be the take- off point for the Experts On Call to request for a brainstorming from the requesting party. Upon agreement, a Special order is released to the concerned expert/s.b. Request for Travel. The travel shall be to the area of the requesting party. The involvement ranges from speakership, documenter and/or implementer of a particular program (such as conduct of FGDs or bench marking or conduct of actual research, among others). These travels are usually requested on Official Time. The requesting party shoulders expenses for transportation, food and accommodation.c. Conduct of Requested Activityd. Preparation of Reports/Documentation

Strategies and/or Approaches

To carry out activities, several strategies and/or approaches are utilized. These include:

a. Consultation-Workshopb. Focus Group Discussionc. Interviewsd. Committee Creation e. Lectures/Lecturettes

Recommendations

In the exercise of extension work, the Department of Languages and Communication recommends the signing of a Memorandum of Agreement (MOA). Such MOA provides a strong documentation of faculty involvement beyond the classroom and the academic activities. The same instrument provides for sustainability of projects and programs forging linkages and network building to further collaborations.

Organizational Set-up

The Department of Languages and Communication identified its faculty members based on their specialized discipline/s. Such identification comprises the list of Experts On Call for the department. However, when necessary, the same Experts On Call are tapped to help the other departments of the CAC in carrying out their extension activities.

Selected faculty members of the department are assigned to the CAC Extension Unit Services to ensure participation and appropriate implementation of programs and projects. Such membership is made official with the issuance of a Special Order issued by the Office Dean of the College.

Other Staff Requirement

To ensure a wide participation in the CAC extension services, senior students are tapped to provide services also based on their baccalaureate program.

At an early stage, the students are exposed both to the intricacies and significance of extension services.

Linkages

The linkages of the Department of Languages and Communication take shape in cooperation with local government units, government agencies and non-government organizations which are college initiated. International linkages and/or collaborations are concluded at the institutional level.

IV. BUDGETARY REQUREMENTS

Allocation and Sources

The College of Arts and Communication sets aside funds for extension work from its trust fund. The University also allots some amount for extension work. Vehicles when requested shall be made available.

The need for counter-parting is resolved at the University level. This usually takes the form of per diems certified funds available at the Budget Office.

V. EVALUATION

Program evaluation shall be conducted on a per project or activity basis. Each project or activity shall devise an appropriate tool, instrument or yet another activity for the purpose. Evaluation may also be conducted through community visits where applicable.
