He was allegedly stabbed last Wednesday afternoon while trying to save his 12-year- old cousin’s cellphone. Apparently six children, four boys and two girls, were playing at the football field near the Mashudu church when an un- known man approached them. According to the 12-year-old boy, who came home carrying the younger one in his arms, the man came to them after they had refused to go to him. “He started by calling us saying we should come and fetch a bicycle. We refused. We could not go to him because we did not know him. He approached us and asked me what time it was. I kept quiet. We fled the scene and the man chased us,” he said. He said while they had been running, he had dropped his phone and the seven year old had picked it up. Unfortunately the attacker caught up with him and stabbed him. ”He caught him and stabbed him in the back immediately after he had picked up the phone. After that he left him bleeding and ran away with the phone,” the 12-year- old boy said. Mashabalala Motloung (31), the mother of the 12-year-old boy, said her child was still traumatized after the incident and added that he could not write Sotho and Natural Sciences for his final examination a day after the incident. “He came home carrying the young boy in his arms just like Hector Peterson was carried. He was, however, stopped by passers-by on the road who quickly called the ambulance,” she said. The injured boy was rushed to the Phekolong Hospital for treatment. Motloung said he was discharged the same day after the wound had been stitched up. She said they had gone to the Bethlehem Police Station to open a case and had later taken the older boy to the social workers for counselling. Sgt. BETHLEHEM. – The community ofBohlokong near Bethlehem is enraged andwants answers from the executive mayor ofthe Dihlabeng Local Municipality, TjhetaneMofokeng.

Bohlokong has been one of the quietermunicipal districts, because its communitymembers normally shy away from servicedelivery protests. But not anymore.

This year alone, the Dihlabeng LocalMunicipality has witnessed one if not twoprotest marches. This time the Bohlokongcommunity promises a big march.

They will march to the municipalheadquarters of Friday and will hope for apositive response from the mayor, NkosiMafilos, the march organiser and theleader of Leihlo La Setjahaba Rainbow,said.

Mafilos told Express Eastern Free Statethat they were expecting about 5 000 peopleto join the march.

He said they had heard enough from themunicipality – a municipality for whichthe people did not come first.

“We have stayed quiet for a long timehoping they would come to us and do theright thing. We now need answers from themayor,” he said.

Mafilos said they had already submitted

a memorandum of demands to the Office ofthe Executive Mayor and added that onFriday they would be going there to get aresponse on what they had written in thememorandum.

“We have already given them ourmemorandum. We don’t just need answers– it has to be constructive feedback.

“If we are not happy with the answers,we will picket until they give us thecorrect answers,” he said.

Mafilos said they also wanted theappointment of the new municipal mangerto be reviewed. Among the demands listedon the memorandum were that they wantedthe criteria used to allocate the sites inVogelfontein to people from Selahliwe, aninformal Settlement in Bohlokong.

“People of Ward 6 who occupy the landillegally should be removed as per courtorder because it will be fruitless if they arenot removed. The expensive legal costs tohave them removed must also be coveredor paid for. We demand a report of theMasikhulume budget and expenses withimmediate effect.

“Conflict caused by the municipalitybetween church ministers by allocatingthem illegal sites such as community parksshould cease. The municipality shouldmake sure the issue is resolved,” thememorandum read.

PHUTHADITJHABA. – Crime is rife inthe Maluti-a-Phofung Local Municipality– especially in Qwaqwa.

This is a big concern to the munici-pality and the South African PoliceService (SAPS).

In making sure that crime is reducedwithin the municipality and that peoplecan walk freely on the street withoutfearing for their lives, the municipalityhas invested R40 million in closed-cir-cuit television (CCTV) cameras.

A total of 30 cameras was placed inKestell, Harrismith and Qwaqwa.Apparently these were installed in 2010,but they have not been working.

The system for the use of these CCTVcameras was launched on Tuesday atthe Fire Department in Mandela Park,Qwaqwa. Here a monitor showing livewhat is happening where is mounted.

According to Vusi Tshabalala, execu-tive mayor of the municipality, thecameras are aimed at helping to reducecrime, which is now out of control inthis municipal area.

“There are 30 cameras in Kestell,Qwaqwa and Harrismith. They wereinstalled mainly in the areas wherecrime is a concern,” Tshabalala said.

“We know that Freedom Square hasbeen turned into something which Idon’t want to talk about. You will find55-year-old men holding the hand of14-year-old girls.”

Tshabalala said he was happy thatthey had launched the CCTV system atthis time of the year.

“We know that crime always shootsup during the festive season, but webelieve that we will see very little thisyear and in many years to come.

“We will zoom in on the criminalsthis time and they will go to jail,” hesaid.

He said they were going to hire peopleto monitor the cameras.

They are planning three shifts of 20people per group, that adds up to 60people in total.

“We are going to spend more moneyto install more cameras. We want peopleto live freely in this municipality.

“We are going to work together withthe SAPS. We are looking forward tosigning a memorandum of understand-ing (MOU) with them,” Tshabalala said.

Thulani Ntuli, the station commanderat the Phuthaditjhaba Police Station,said the criminals would surely leaveQwaqwa to do their dirty businesselsewhere.

“We as the SAPS commit ourselves todeploy strategically, because now wehave an area of action where we knowthat criminals will be spotted. We willcombat crime,” said Ntuli.

“This is an extension of communitypolicing. Thank you for a great invest-ment.”

Ntuli said they would work togetheras a cluster in making sure the systemwas being used effectively.

“We will send police members whowill always be vigilant,” Ntuli said.

BETHLEHEM. – Regardless of thechallenges and criticism that theThabo Mofutsanyana Mining Associa-tion faced, it stood firm and now ithas graduated.

It is now called the Free StateMining Association.

According to Lerato Mofokeng,chairperson, they changed the nameafter they had received many propos-als from business people within theprovince. She said they got calls frompeople in Welkom and Bloemfonteinasking to be accommodated.

“We could not believe it whenpeople turned out in numbers, askingto join. They told us they had readabout the association in ExpressEastern Free State. However, they feltthat they could not join an associa-tion which was only based in ThaboMofutsanyana. They requested us toaccommodate other municipalities,”Mofokeng said.

“We knew that it was not going tobe easy, but we were up for thechallenge.”

Mofokeng said after those inquiriesthey had gone out to meet therelevant people in making the requesta reality.

“We are going to meet with othermunicipalities soon to map the wayforward. We have also invitedMsebenzi Zwane, MEC for EconomicDevelopment, Environmental Affairsand Tourism.”

Mofokeng said she was over-whelmed that the association hadgrown under her leadership.

MAKWANE. – Problems of a poor accessroad to the three neighbouring schools anda clinic in Qholaqhwe, Qwaqwa, are thingsof the past.

This came after the Thabo MofutsanyanaDistrict Municipality completed the projectof upgrading it to a paved road.

The three schools, Qholaqhwe Interme-diate, Lerato Junior Phase and MathaboSenior Secondary, border this road.

Malefu Vilakazi, the Thabo MofutsanyanaDistrict executive mayor, officially launchedthe road recently and handed it over to theMaluti-a-Phofung Local Municipality.

The handing-over ceremony was held inthe Qholaqhwe Intermediate School hall andit was preceded by the cutting of the ribbonat the newly-paved road. The Maluti-a-Pho-fung Local Municipality’s executive mayorwas represented by a member of theMayoral Committee (MMC) for women,children and people living with disability,Masetjhaba Lakaje.

The handover of the road was accompa-nied by the donation of laptops to threeschools as part of the social responsibilityprogramme and empowering of schools witheducational facilities.

Handing over the road, Vilakazi said asthe district municipality they were gratefulthat the project was also able to create jobsfor local people.

“A total of 28 people, which comprised 13adult males, two adult females, one maleyouth and 12 female youths, were employedin the projects,” she said.

The executive mayor stressed that thecompletion of the road was another indica-tor that the government delivered and thatit cared for its own citizens.

Lakaje said as the local municipality theywere happy that a priority need had beenmet through the construction and comple-tion of the road.

“We appreciate the work done by theThabo Mofutsanyana District Municipalityin assisting its own local municipalities. We

are also delighted at the work done by thecontractor who took less than a year tocomplete this road,” she said.

One of the principals, who received alaptop on behalf of his school, I. Mosethe ofthe Qholaqhwe Intermediate School, ex-pressed his joy at the completion of the roadand also for the donation of the laptop to hisschool and two other neighbouring schools.

He said the newly-paved road would makelife easier for them as teachers and learners.

He said it was always a hassle to come toschool on rainy days.

“Sometimes a child would faint at schooland it would be a challenge to rush thechild to the clinic or home because of theroad. But now we are happy at this achieve-ment by our government,” said Mosethe.

The Qholaqhwe road was upgraded from agravel road to brick-block paving by themunicipality to the tune of R6,2 million.

The road was upgraded with 1,5 km

brick-block paving and the surface standardincluded the following:

) Horizontal and vertical alignment of theroad in order to eliminate dangerous areas.) Improvement of the road surface byadding pavement layers and brick blocks.) Improvement of the drainage facilitiesthrough construction of concrete-linedchannels and drifts.) Road markings and finisher.

FRANKFORT. – Phakiso Mot-loung (19) from the Opnoop Farmnear Frankfort has been sentencedto 15 years’ imprisonment by theFrankfort Regional Court lastTuesday after he had been foundguilty on a charge of rape.

The rape was committed inDecember 2013.

He was accused of raping anine-year-old boy of the OpnoopFarm about 15 km from Frankfort.

The young boy, who was from

Namahadi near Frankfort, wasraped while visiting his mother onthe farm.

Sgt Mmako Mophiring, thepolice spokesperson, said the boyhad been playing with otherchildren on the day when Mot-loung intentionally sent the otherchildren to a nearby shop. Heremained with the boy.

“He then took the boy to hishouse where he raped him. Theboy informed his mother of theincident and they filed a com-plaint against the alleged rapist at

the Mafube Police Station,” hesaid.

Mophiring said the accused hadbeen kept in custody until thecase had been heard and he hadbeen found guilty.

“The case was investigated bySgt Gert de Jager of the MafubeFamily, Child Protection andSexual Offences Unit,” he said.

“The sentence comes at theright time before the officialkick-off of the 16 Days of Activismof No Violence against Womenand Children. In the Free State we

have already started by educatingthe youth, mature and older menin the form of an Imbizo YaMadoda which was launched inAugust 2014 at Bothaville. This iswhere men are motivated byreligious people to live by moralvalues. The young and maturemen get to know the word of Godand what is the expectation onmarriage and life in generalincluding their traditional values,”said the Free State provincialcommissioner, Lt Gen ThabetheMpembe.

day. Over 300 parents accompanied theirchildren to the graduation.Jerry Maya, principal, said he was happy

that the ceremony was a success.“I really want to thank the staff and the

parents for this success,” Maya said.When asked why he took the graduation to

the Basotho Cultural Village, he said that theschool wanted to offer an experience.“We took this ceremony to the Basotho

Cultural Village because we wanted topromote tourism. It was the first experienceof this venue to some of the parents, as they

have never come here before. They alwayspay for kids and forget about themselves. Wewanted them to bond with their kids. Also,to have a chance to discuss their children’sperformance with educators.”Maya said they wanted to build a great

partnership between parents and educators.“If we could manage that, we know that

learners would perform at their best atschool, knowing that there would be no roomfor lying since the parents would have accessto communicate straight with the teachers.”Malonya Mofokeng, one of the parents,

said she was very happy to witness herdaughter graduating.“I am so happy with the initiative of the

school, because I met my daughter’s educatorin a different atmosphere. I now know mydaughter’s friend and her parents as well,”Mofokeng said.
