The municipality will announce the names of people who will occupy 204 sites at the Old Hostel in Bohlokong near Bethlehem soon. These desperate people, who are in dire need of land to build their own homes, were called to the town hall for a meeting with the mayor. The meeting was called after a certain number of people from the location had allegedly threatened to illegally occupy municipal land. Express Eastern Free State learnt that those people led by the leader of Leihlo la Sechaba had allegedly planned to occupy the land on Sunday morning, the day on which the meeting was held. According to Tjhetane Mofokeng, executive mayor of the Dihlabeng Local Municipal- ity, the names of people who qualified to receive the sites would be announced within two weeks to a month. “We are done with the tendering process and we will announce the names of people who have qualified for the sites. We will send letters or use other means of communica- tion to inform those who have qualified,” Mofokeng said. He told people at the meeting that they should not listen to those who spread false informa- tion about the sites. “We are aware of the illegal meetings that have been conducted in the location. We are also aware that certain individuals wanted to give those sites to the people. “Please don’t fall for that. That is the municipality’s land,” he said. Mofokeng put the record straight that those who illegal- ly occupied the land would be evicted. “Those who illegally occupy the sites will leave the site just like that.” He said people who qualified for the sites would be expected to build within 24 months after the appointment letter had been issued. “You will be called to the office to sign a contract that has terms and conditions.” He said the reason they had requested people to fill out a tender document was to make sure that they did not give sites to people who had houses. “We were aware that some people sent a few people with different names to get the documents. Unfortunately, they will never win. “We want to give land to people who have never owned a house before. “Some will secure the land, keep it and sell it with an aim of making profit. That will never happen. MARQUARD. – The Marquard policeare searching for a man who alleged-ly raped a 64-year-old woman whohails from Moemaneng near Mar-quard.Allegedly, on Saturday an unknown

PHUTHADITJHABA. – The University ofthe Free State (UFS) continues to produceleaders and it is proud to have threeMandela Rhodes scholars next year and oneof them is Lehlohonolo Mofokeng.Lehlohonolo, who comes from an impov-

erished village, Turffontein, in Qwaqwa,has just finished his BEd Hons in Philoso-phy and Policy of Education at the UFS.He hopes to enrol for a master’s degree in

Education Policy, Planning and Manage-ment at the University of Witwatersrandwith his Mandela Rhodes Scholarship.“Going to Wits will afford me an opportu-

nity of a change in environment as I hopeto explore new options,” Lehlohonolo, whomatriculated from the Mookodi SecondarySchool in 2009, says.He says his matric year was a tough one

as they were moved from the ShakhaneSecondary School in March of that year.However, that did not stop him from doinghis best.Lehlohonolo believes strongly in his

capabilities.“Everybody was born to succeed. All you

have to do, is to believe in yourself.”He advises all the matriculants and all

who are currently writing their examina-tions to believe in their dreams.“Be convinced of your dreams. Yes, it will

la and Cecil Rhodes and is administered bythe Mandela Rhodes Foundation, which is apartnership between the Nelson Mandelaand the Rhodes Trusts.

It provides full funding for a maximum oftwo years of postgraduate study and is opento all African citizens under the age of 30years. Recipients must study towards anhonours or master’s degree at a recognisedSouth African institution.Although there is no maximum number

of awards, the scholarships are highlycompetitive, with fewer than 30 scholar-ships having been awarded each year sinceits inception in 2005. The scholarship

covers tuition, accommodation, meals, bookallowance, general allowance and travelexpenses.Recipients of the Mandela Rhodes

Scholarship are students with outstandingacademic achievements, who also possessleadership ability, entrepreneurial skillsand a commitment to reconciliation. Inaddition to receiving funding for theirstudies, scholars also do a leadershipdevelopment programme while in residence.

LADYSMITH. – Malefu Vilakazi, theexecutive mayor of the Thabo MofutsanyanaDistrict Municipality, recently set out on herannual site visit to the Ingula Project.

The tour was preceded by a presentationand deliberations on socio-economic develop-ment initiatives partaining to the newbuilding site. The proceedings started with awelcoming address by the project executiveand a project overview presentation. Thedelegation then attended a safety inductionbefore being driven to the main-undergroundworks inside the majestic Rhino HornMountain.

Once underground, the delegation wasescorted to the following key constructionareas: Machine Hall-East, Bottom Incline,Machine Hall, Tailrace Outlet and GeneratorTransformer Unit 3. The last mentioned wasthe main focus of the visit, as it is the firstunit that will be commissioned onsite.

The delegation proceeded to the emergencypower building to view the diesel generators.

The importance of the hot commissioned

diesel generators was pointed out. These canbe used in the event of powerhouse flooding,fire or when the tailrace tunnel is dewatered.

The alternative source of power is the22 kV network-standby transformer or thedistribution system. During the failure ofthis transformer, the two emergency-standbydiesel generators are used to restore thepower to the station. They will be utilized inthe event of the loss of the primary powersupply to the station’s auxiliary electricalpower distribution system.

“Our partnership with the Eskom-IngulaProject is paramount and is enhanced bysuch site visits,” said Vilakazi. “I havedefinitely learnt more about pumped storagescheme technology and how electricity isgenerated using this method. I’m impressedby the mammoth construction achievementsand milestones onsite. Moreover, thesurrounding communities have benefitedimmensely through this project and furthersocio-economic development initiatives willbe implemented in the area.”

THE hydro-power developerNuPlanet Project Development PtyLtd has started the constructionwork of the 4,5 MW StortemelkHydro Project near Clarens.This project, which was award-

ed preferred bidder status underbid window 2 of the South Africangovernment’s Renewable EnergyIndependent Power Producer(REIPP) Programme, will beconstructed over a two-year periodwith commissioning scheduled formid-2016.Similar to the two hydro-power

plants previously developed byNuPlanet for Bethlehem HydroPty Ltd, the project is situated onthe Ash River and utilizes theoutflow from the Lesotho High-lands Water Project.The project will be constructed

using a “split contract” structurewith an EPCM arrangement andnot the common EPC structure,which is commonly used in theREIPP Programme.Anton-Louis Olivier, NuPlanet

managing director, explains thereasoning behind this.“Based on our past experience

with Bethlehem Hydro, werealised that a small hydro projectdoes not lend itself as easily to theEPC contract structure as do solarPV or wind projects. Fortunately,our partners and lender agreedwith this approach.”The contractors to the project

are split between the water towire turbine, generator andswitchgear contractors, Andritz

Hydro GmbH of Germany andIndar Electrical SL of Spain.Aurecon South Africa Pty Ltd actsas the EPCM contractor, whilstthe civil works contract wasawarded to Eigenbau Pty Ltd.The capital cost of R186 million

was financed with project financedebt from Rand Merchant Bank,while equity financing wasprovided by Renewable EnergyHoldings, the Mertech Group andan independent broad-based blackeconomic empowerment (BBBEE)entity.According to Olivier, this

ownership structure is also aunique aspect of the project: “Notonly is Stortemelk one of the fewREIPP projects that is whollySouth African owned, but ourpartners, the Mertech Group, is

one of the largest philanthropicinvestors in South Africa. Combin-ing that with the BBBEE owner-ship and an additional sharehold-ing by a local Clarens-basedcharity, results in a businesswhich is ploughing back themajority of its returns into poorcommunities across South Africa.”The project will employ some 50

people during its construction.The appointed operations andmaintenance contractor, TMCOperations and Maintenance PtyLtd, is also currently operatingthe Bethlehem Hydro powerprojects and has the expertise tooperate the plant within a project

finance context.Olivier adds that through the

ongoing co-operation with Au-recon, NuPlanet was able toimplement a number of innovativemeasures in designing the projectto take into consideration environ-mental considerations, ensuremaximum availability as well asoptimising maintenance.This resulted into a vertical

CAT turbine directly coupled toan air-water-cooled generatorhence eliminating the forcedventilation and reducing thenumber of failure mechanisms.“We’re building the power plant

in one of the most beautiful parts

of South Africa,” he says. “Thebrief to the architects was todesign a powerhouse top-structurethat minimises visual impact andblends into the surroundingenvironment.”) Kallie Zwahlen, owner ofOutrageous Adventures who doeswhite-river rafting, says he will begoing on with his business whilehe can, because once the powerstation is finished they won’t haveany fast-flowing water to dorafting. It will definitely have anegative impact on tourism inClarens as lots of people enjoycanoeing, kayacking and white-riv-er rafting on the Ash River.

BETHLEHEM. – Karabo Mokoena (12),one of the gr. 6 star learners of the Mot-shepuwa Public School in Bohlokong,Bethlehem, has big dreams ahead of thefinal examination.The outgoing Karabo says he is ready for

the examination and adds that he wants toleave a mark at the school by obtaining alevel 7 grade in all the subjects.Karabo was among the top ten gr. 6

learners who received academic awards atMotshepuwa’s recent annual awardsceremony.“I want to register my name as the

number-one learner in this school,” saysKarabo.“It is my last year here and I want to

show my teacher that I am not going toplay around in the next level.“I have to work hard to make sure that I

don’t disappoint them. They have taughtme well enough to challenge the world.“Our teachers told us to that we should

principal, says the awards are aimed atrewarding those who have done wellthroughout the year.“We know that not all learners will be

good in class, so we thought that weshould also have awards for those whohave done well in sports,” Ramokhothoanesays.“We gave awards to those who reached

the regional and provincial stages.”Ramokhothoane says they have encour-

aged all the learners to work hard, becausethey want to see them advancing to the

next class next year. “Our leaners havebeen doing well in the final examinationsince the awards ceremony and we believethat the awards are the main reason forthis. They all want to be winners and thatmakes them work harder.”Ramokhothoane has praised Abie

THE DA Caucus supports theinitiative taken by the executivemayor with Operation Payment.

To make this operation credibleto the public, his first actionshould be to recover the debtsowed by ANC councillors for thepast 40 months.

Cllr David Lengoabala, thespeaker, owes the DihlabengMunicipality approximately half amillion.

The total sum outstanding fromthe ANC councillors is R369 126.The Municipal Structures Act andthe Standing Rules and Orders ofthe Dihlabeng Council state quiteclearly that no councillor may bein arrears for a period exceeding 90days. The DA Caucus has oncountless occasions raised thispoint in council to no avail.

Their answer is that the council-lors have made arrangements withthe municipality.

At no stage has the residents of

Dihlabeng agreed that the munici-pality could allow a paymentscheme to accommodate thesecouncillors.

To make Operation Paymentwork, the executive mayor must

demand that these councillorsmake arrangements with theirbanks to settle the outstandingamounts immediately.

MPHO LEKGETHO, an HIV-positive mother of two, wants toshare her story with ExpressEastern Free State readers,especially with World Aids Dayapproaching. The article is alsoaimed at motivating those whohave just realised that findingout you are HIV positive is nota death sentence.

“MY life became very interest-ing after I had tested positive forHIV. I must admit living with HIVin 2013 is not the same as 15 yearsago,” says Lekgetho.

“I am not perfect, but I try mylevel best to be as good as I can.The true strength is keepingeverything together when every-one expects you to fall apart.

“I refused to believe that I hadcontracted HIV to die from it – Idid not see it as a barrier, but asa catalyst propelling me towardsmy destiny.”

Learning to cope“People are always asking me

how I cope, and the simple answeris: Self-acceptance and willingnessto change. When you embark on ajourney of change, you needenergy, and that can only happenwhen you have accepted thesituation you are facing, good orbad.”Disclosing one’s status

“I still remember how hard itwas, how I nearly got stuck in ablame-shifting zone, throughdenial. I could not really believethe news and was scared to shareit with my parents. I felt lost andconfused, but at the end of the dayI was left with no choice but tohelp to bring an HIV-negativechild into the world through thepregnancy I had, and that was tobe done through disclosure, whichmy parents supported.”

Coming to terms with stigma“Years of living with HIV has

helped me to develop a thick skin

and an understanding thateverybody is entitled to theiropinion.

“I cannot control what peoplethink or say, but I can choose howto respond to it.”

Making a living, and a differ-ence

“I go out and motivate youngwomen in my community a lot, aswell as encourage positive preven-tion programmes.

“One day someone asked mewhy I chose to work in this field.My answer was that I was notworking, but that the passion andpersonal experience was drivingme to successfully run theprogramme.

“I would like to tell everyonethat there is life after a positivediagnosis.

“I am not perfect, but I havemanaged to survive because Iwanted to.

“Currently I have successfullyregistered my own trainingcompany, Tshwanelo’s TrainingInstitute, and am responsible forfacilitating support groups ofpeople living with HIV, victims ofrape and domestic violence, aswell as orphaned and vulnerablechildren. They have a specialplace in my heart.

“Apart from the trainingcompany, I have become the voiceof the voiceless. I know I canknock on any door to get resourc-es to uplift the spirit of those inneed.

“I am involved in so manystructures and I am able tomaintain balance, because I alsohave time for myself. I meditateoften.

“I love my own space andrespect others’ space too. Thoseare the things that keep megoing.”

Giving journalism a go“At one stage I was offered the

opportu- nity to be a local radiopresenter. That was the moment Iwould say truly boosted my

self-esteem and I did my best. Myinteraction with listeners isexciting.

“My life as a journalist andmeeting new people every daymakes me happy and productive.

“I believe that when you aresure of what needs to be achievednext, the universe makes ithappen – you are connected to allthe right channels and this iswhat I can say has happened tome.”

Chasing career goals“HIV-positive results did not

stop me from aiming for my goals.“I am a third-year distance-

PHUTHADITJHABA. – Maureen Dladla (35)and Potso Khomo (31) are the new winnersof the 2014 Setsing Super Spar Qwaqwa/Golden Gate Half-marathon.

Dladla and Khomo were crowned champi-ons of the marathon that started in GoldenGate and finished at the Super Spar inPhuthaditjhaba on Saturday. The newchampions came in to replace the 2013champions, Chabeli Nyelimane fromBotshabelo near Bloemfontein and MantiMabizela from Qwaqwa.

Nyelimane could not defend his title as hewas taking part in the South AfricanChampionships while Mabizela was beatenhands down. The winners won a floatingtrophy, gold medals and R1 000 in cash.

Apparently, Mpho Mokoena (30) fromBohlokong near Bethlehem was the winnerof the marathon in the men’s division, buthe was disqualified since he had taken partwithout registering.

This gave Khomo, who came second, achance to win the first spot even though hedid not hit the ribbon with the chest.Express Eastern Free State was reliably

informed that Mokoena had known that hehad not been registered for the competitionand that he would be disqualified should hewin the race.

He did not seem worried even when thetournament organisers told him to give thewinner’s Coca-Cola towel to Khomo whocame second.

However, after the race Mokoena deniedthat he had taken part in the competitionknowing that he had not been registered.

“My coach told me that he had doneeverything for me. I was unaware that I wasnot registered. I was not hurt when they toldme that my name was not on the list. I hadto give the championship title to Khomo.These things happen in athletics,” he said.

The interesting thing is Mokoena and thewinner of the women’s division, Dladla,come from the same team, the MalutiMarathon Club from Bethlehem. Dladla wasregistered for the tournament.

Khomo said that Mokoena had told himthat he was just running for fun and that hehad not regi

stered.“I was surprised when he told me that he

had not registered for the tournament. Afterhe had told me that, I told myself that Ishould just close the gap between him andmyself.

“I knew that it would mean I would be thewinner of the tournament,” said the athletefrom Radius Park in Welkom.

Khomo said he was, however, happy towin the race and added that it had beentough because he had not known the routewell.

“There are more hills, but I am sure thatnext year I’ll do better,” he said.

Dladla said she regarded the race as the

biggest in the Free State. She said winningwas more than what she had expected.

“I usually compete in longer distances. Ihave never run on that road before, butwhen other athletes started to up their paceI told myself that I should keep calm untilthey became tired.

“I increased my pace when I was 17 km

from the finish. After that I never lookedback. I hope to come back next year todefend my title,” she said.

Ray Thakhudi, the head of communica-tion: South African National Parks, said hewas happy with the turnout and organisa-tion and added that the participation showedthat the competition was growing.

“It is the second time that we havepresented this competition.

“We want to connect with the communityand this is one of the ways to bring themcloser to us.

“We are looking forward to making thisone of the big marathons in the country,” hesaid.
