Introduction This Expression of Interest (EOI) is issued by the Local Organising Committee (CWC 2015) for the ICC Cricket World Cup 2015 for the purpose of selecting a shortlist of companies who will be invited to

participate in a subsequent formal tender. The aim of this EOI process is not to elicit proposals or tenders, but rather to assess the capacity and capability of respondents to carry out the Scope of Works.

The ICC Cricket World Cup 2015 is one of the biggest events in global sport.

In 2015, the ICC Cricket World Cup will be hosted by Australia and New Zealand for the first time in

23 years. Fourteen international teams – the 10 Test ranked nations of Australia, Bangladesh,

England, India, New Zealand, Pakistan, South Africa, Sri Lanka, West Indies, Zimbabwe and four

qualifiers including Ireland and Afghanistan– will battle for cricket’s ultimate prize.

CWC2015 vision is “for the ICC Cricket World Cup 2015 to inspire passion and participation in a

celebration of cricket that will bring lasting benefits to the game locally and internationally.”

A highly experienced team is being assembled to organise, promote and deliver 49 matches over 44

days in multiple venues, preceded by 14 warm up matches and climaxing in a final that, on current

metrics, will engage more than one fifth of the world’s population.

Based on the results of ICC Cricket World Cup 2011 – the most successful ever – CWC 2015 expects to

stage the fourth most viewed sports event in the world, behind only the Summer and Winter

Olympics and the FIFA World Cup.

Its ambition extends beyond the cricket field. CWC2015 will seek to inspire communities across New

Zealand and Australia to actively join in a celebration of sport and culture, demonstrating again the

support for major events in both countries.

The purpose of this Expression of Interest (EOI) is to seek innovative responses from industry and

other interested parties for the management of Catering Services for the Cricket World Cup 2015

(CWC) at one or more of the following New Zealand regional host city venues;

1. Christchurch

2. Napier

3. Nelson

4. Dunedin

5. Hamilton

CWC 2015 wishes to invite Expressions of Interest from suitably fully qualified, capable and financially sound Respondents for the management of Catering Services. EOI respondents may register their interest to provide Catering Services for one or more of the tender packages on offer. SECTION A - CONDITIONS OF EOI

1. Interpretation

In these Conditions, unless the context otherwise requires:

“Closing Date” means the time and date for the close of this EOI nominated by

CWC2015 and outlined in clause 3 of the EOI Conditions which can be changed by

CWC2015 in its discretion.

“Confidential Information” means the terms and conditions of this EOI and all other documents, information, know-how and data, in any form, and in any media relating to or concerning CWC2015 or connected with the staging of the Tournament in any media which is marked “Confidential” or, would reasonably be regarded as confidential, including: (a) strategies, projects, policies and business plans; (b) financial information; (c) marketing and advertising concepts, plans and materials; and (d) drawings, designs, patterns, samples, models, plans, trade-marks and logos,

but excluding information which: (i) is in or comes into the public domain otherwise than as a result of a

breach of this EOI; or (ii) at the time of first disclosure to or observation by the Respondent is

proven to already be in the Respondent’s lawful possession.

“CWC 2015” means the Local Organising Committee for the ICC Cricket World Cup

2015, Cricket World Cup 2015 Ltd, a company incorporated in Australia (ABN: 36162672675) and registered in New Zealand as an overseas company (Company Number: 4487299) with its registered address at Level 2, 220 Albert Road, South Melbourne, Victoria, 3205, Australia and address for service in New Zealand at Level 11, 20 Ballance Street, Wellington, New Zealand.

“EOI” means the written response made by the Respondent pursuant to and in

accordance with these EOI Conditions.

“EOI Conditions” means the terms and conditions that govern the EOI process.

“ICC Cricket World Cup 2015” means the ICC Cricket World Cup 2015 to be held

in Australia and New Zealand in February and March 2015.

“Public Announcement” means any release, comment, provision or disclosure of

any information, to any media entity or anyone engaged in the provision of

information to the public.

“Respondent” means a company, individual or consortia who have submitted an

EOI pursuant to this request for EOI.

“Services” means the provision of the Services outlined in the Scope of Work

attached to and forming part of this EOI.

“Scope of Work” means the indicative Scope of Work required to be carried out by

the successful Respondent as attached to this document.

2. EOI Conditions

2.1 These EOI conditions apply on receipt by the Respondent of this EOI. If the

Respondent does not accept all of these EOI Conditions it must immediately return

the EOI and it will not be entitled to participate further in this process.

3. Submission of Expression of Interest

3.1 An EOI may only be made by the submission of an electronic document (preferably in

PDF format) with fully completed schedules, documents and information as required

by CWC 2015.

3.2 EOI’s must be delivered to the following address at any time on or before 5pm NZST

on Friday January 17 2014:

4. Late Submissions

4.1 CWC 2015 may, in its absolute discretion, permit any EOI lodged after the Closing

Date to be admitted for evaluation.

5. Information provided by CWC 2015

5.1 All information in relation to the EOI provided by CWC 2015, whether in the EOI

documents or not, is provided in good faith to assist Respondent to assess and

respond to the EOI. CWC 2015 makes no representations or warranties regarding

the accuracy or completeness of the information.

5.2 The Respondent acknowledges that CWC 2015 is not liable for any loss, damage or

expense suffered by a Respondent as a result of any inaccuracy or inadequacy in any

information it provides to the Respondent or any reliance on such information by the

Respondent.

6. Errors

6.1 If the Respondent finds any discrepancy, error or omission in its EOI, the Respondent

must notify CWC 2015 in writing of such discrepancy, error or omission on or before

the Closing Date.

7. Costs and Expenses

7.1 All costs and expenses associated with the preparation of a response to this EOI will

be the responsibility of the Respondent.

8. Ownership of documentation

8.1 All documentation and copyright in all documentation provided to CWC 2015 in

response to this EOI by the Respondent shall upon lodgement with CWC 2015

become the property of CWC 2015.

9. Evaluation

9.1 CWC 2015 is not bound to accept any response to this EOI and CWC 2015 reserves

the right to vary, suspend or abandon this EOI or to proceed in relation with all, some

or none of the tender packages outlined in Section C Schedule 2.

9.2 CWC 2015 will evaluate all EOI’s and may request further detailed clarifications from

selected short listed Respondents prior to finalising its short list.

10. Scope of Works

10.1 CWC 2015 will consider proposals for the Services as outlined in the Scope of Works.

10.2 Respondents are therefore requested to provide specific detail of the Services that

they intend to bid for when submitting its EOI.

11. No contractual relationship established

11.1 This EOI is an invitation to treat only and not an offer to acquire any goods and or

services. Submission of a response to this EOI does not create a contract for the

provision of the Services in any way unless and until the EOI is accepted by CWC

2015 and the parties execute a definitive and binding Agreement for the provision of

the Services by the Respondent to CWC 2015.

12. No right of recourse

12.1 Any decision made by CWC 2015 in relation to the selection of a short list from the

EOI will be final. CWC 2015 is not liable for any costs or expenses incurred by a

Respondent in preparing and lodging the Proposal irrespective of whether the EOI is

successful or not.

13 Public Announcement

13.1 The Respondent must not make any Public Announcements in relation to this EOI or

any matters relating to it unless it first obtains written consent from CWC 2015. If the

Respondent makes any Public Announcement at any time without the prior written

consent of CWC 2015, CWC 2015 reserves the right to reject the Respondent’s EOI

without notice, whether or not the Respondent has been advised it is successful or

unsuccessful. CWC 2015 reserves its right to pursue all remedies available to it the

fullest extent of the law.

14 Confidentiality

14.1 The Respondent undertakes to:

(a) keep secret and treat as confidential the Confidential Information;

(b) only use the Confidential Information for the purposes of considering whether to

respond and providing a Response to this EOI (Agreed Purpose); and

(c) ensure that any person to whom it discloses Confidential Information only uses

the Confidential Information for the Agreed Purpose.

15. Assignment of EOI and all rights obligations and benefits

15.1 The Respondent agrees that any rights, obligations and benefits under this EOI may

be novated by CWC2015 in its discretion.

SECTION B -SCOPE OF WORK

Summary of General Scope of Works

The respondent will be required to provide the Scope of Works in accordance with the catering services agreement to be entered into with CWC 2015. The successful Respondent will be required to provide Catering Services that include all materials, management, labour, equipment and consumables.

CATERING SERVICES

Objectives

The principle objectives in the provision of Catering Services in the venues are to:

plan, direct, control and deliver catering services for all customer groups;

provide catering services that are consistent with customer and client expectations whilst working within agreed budgets;

work in partnership with CWC 2015 to maximise benefits from sponsorship and other supplier support, without compromising catering services; and

contribute to the overall success of CWC 2015.

Organisational Structure and Key Roles

The planning and delivery of Catering Services at CWC 2015 venues is the responsibility of the CWC 2015 Catering Program, and reports to the Group Manager New Zealand Operations.

CWC 2015 Structure

CWC 2015 will nominate a CWC catering representative for each tournament venue who will manage the information interface between the successful catering contractor and CWC stakeholders, as well as the wider CWC 2015 programs during both the planning period and the delivery period.

Customer Groups

Catering Services at match venues during the tournament period will be provided to the following customer groups:

User Pays Customers;

Ticketed Patrons – All general public areas

Hospitality Patrons

Obligatory Customers (customer groups which CWC 2015 pays for);

CWC 2015 Workforce – approved CWC 2015 paid and volunteer staff,

Players, and Team Officials,

CWC 2015 - VIPs

Menus & Pricing

The Caterer is required to provide comprehensive menus and beverage lists for all Customer Groups.

All menus, specifications, and presentation concepts must be presented to CWC 2015 for tasting and viewing according to the Catering Services Timeline as established by CWC 2015.

The Caterer must provide photographs of all menus if requested by CWC in accordance with the Catering Services Timeline.

The Caterer shall provide proposed prices for all Obligatory Customer Groups for all proposed menus.

General Public Pricing

Food and beverage prices for general public Patrons will be based on the premise that prices are to be no greater than general public food and beverage prices at the same venue, held within the summer cricket prior to World Cup Cricket (2014/2015) or as otherwise agreed by CWC 2015.

Project Management

The Caterer shall project manage all aspects of the planning, mobilisation, delivery and de-mobilisation of the Catering Services, including but not limited to the following;

Obtaining and managing the venue liquor license;

Developing and managing an alcohol management plan;

Development of Operation Plans

Development of Risk Management Plan

Procuring and managing suitable subcontractors for food/coffee vending;

Managing the bars for the sale of alcohol;

Approved menus and prices;

“Look’ of the concessions (in line with the Tournament look program);

Sponsor rights and products;

Value In Kind Product (VIK)

Accreditation (in accordance with the Tournament accreditation policies);

Temporary infrastructure requirements;

Development of Bump-in and Bump-out Schedule;

Compliance to govt laws, codes and guidelines;

Managing the required insurances, public liability, etc

Attending CWC planning meetings, etc

Timeline Management

The Caterer must provide a range of timeline deliverables in accordance with the Catering Services Timeline.

Project Management Resources and Reporting

The Caterer shall have sufficient project resources to provide all reports and updates as requested by CWC 2015 including:

SCHEDULE 3:

DESCRIPTION OF REQUIREMENTS

Respondents are required to incorporate the following in their responses to this EOI:

1. Previous Experience – The Respondent is required to provide details of any previous

relevant venue and event Catering and management experience similar to this

Scope of Work.

2. Vision – The Respondent is required to outline the vision for the Catering of the

venues under the responsibility of the Cricket World Cup.

3. Technical Knowledge and Experience – Provide evidence of technical knowledge relevant to the requirements of the proposed services.

4. Budget Accountability – Provide a summary of previous project and financial management experience and capabilities, working within a fixed budget whilst delivering on key outcomes and performance.

5. Project Delivery – Provide a brief overview of how the respective element(s) of the Services would be planned, managed and delivered.

6. Resources – The Respondent is required to provide details of its your professional

team including experience, qualifications, organisation structure, human and

financial resources together with details of how the Respondent would structure the

project team to meet the needs of Cricket World Cup in the development and

delivery of services.

7. Subcontracting – The Respondent should also indicate whether it would sub-contract any parts and why, detailing who the sub-contractors would be.

8. Client Referees – Provide at least three (3) referees which are relevant to the services proposed for this EOI.

9. Company Background – Provide appropriate financial details outlining years of operation, annual turnover, list of Directors or Partners, ownership structure, staff numbers (full time and part time) and financial stabilitity. Brief details of all key personnel experience and capability are also to be submitted.

10. Reverse Brief – Based on the information provided detail your understanding of the Services scope and purpose and specific details how you can meet the needs of Cricket World Cup.

Responses to this EOI should be concise and limited to not more than ten (10) A4 pages.

Brochures and similar documentation supporting this EOI response may be submitted but must be limited to no more than five (5) A4 pages.

Key criteria for the evaluation of the EOI

Previous experience of successfully managing catering services at major sporting events where there is minimal catering infrastructure in place;

Experience in developing solutions and operating in catering environments where commercial supply (sponsor) arrangements exist;

Proven capability of delivering in New Zealand and specific experience delivering catering services at the designated venue(s) or regions(s);

Teams in place in New Zealand;

Established relationships with suppliers in the region(s) where tendering; and

Demonstration of exceptional customer service including from client references.

Process following submission EOI responses

It is anticipated that unsuccessful respondents to this EOI will be notified and successful respondents issued with a Request for Proposal (RFP). It is planned that all catering contract packages will be awarded by mid-April (or earlier if possible) for commencement on May 1 2014.

RFP respondents may be required to present their proposals to CWC2015 management. CWC 2015 will advise RFP respondents of the requirement to make any presentation or clarifications in relation to their proposals following submission of their proposals.
