• Trigger for Change:• The recent introduction of the Explosive Ordnance Safety Program

(EOSP) and the emergence of new Explosive Ordnance (EO) Materiel Safety policy and guidance.

• New EO Materiel Safety Regulations (EOMSREGs) pertaining to In-Service Surveillance (ISS);

• The recent publication of STANAG 4675;

• Structural reorganisation of Explosive Materiel Branch (EMB)

All have served to provide the catalyst and prompted an opportunity to modernise and reform the manner in which the ADF manages ISS.

• Identifies essential roles to monitor and manage an effective surveillance program.

• manning recommendations rationalised to accommodate ADF context.

• Many AOP-62 functions already align with tasks being performed by Defence.

• Assisted in formalising roles to ensure they occurred not just to demonstrate compliance but to demonstrate an effective program in operation.

• Identifies right person for the role - personnel with:

• the correct authority to instigate ISS activities;

• inventory knowledge and access to data;

• technical safety background and surveillance expertise;

• knowledge of test and evaluation programs; and

• data management experience and knowledge of surveillance requirements.

• SRP New Roles and Responsibilities:

• Given the organisational change and changes in the EO fraternity in general, the SRP will be captured in an EMB publication entitled “Surveillance Program Plan”.

• This will be supported by organisational responsibilities represented by swim lane diagrams defining relationships and workflows between System Program Offices and AS&P. Building on the core strengths of surveillance SMEs being better placed to offer support.


Managing Surveillance – Surveillance Program Plan


• SWG Aims • Promote ISS Best Practice and develop ISS cultural

awareness – continuity of surveillance message;

• Increase visibility and awareness of ISS - consistency and continuity of approach across Defence;

• Encourage stakeholder collaboration and discussion to ensure that mutually acceptable and achievable surveillance activities are captured in supporting artefacts. In particular communication at the Acquisition stage of the munitions lifecycle.

In Service Surveillance On-line Applications• ISS Application is hosted on the Defence Restricted Network utilising the EMB EO Management Tool.



• Surveillance Planning Application• 7 Key Report Pages Identified so far:

• Report 1 - ISS DATA, Report One, Generic Design Data for NIIN.

• Report 2 - ISS DATA, Report Two, Specific Data for Batch/Lot or Identification number for Guided Weapons.

• Report 3 - Propellant Testing Report, identification of CI’s for propellant testing by NIIN, Lot number or all identification of CIs that require propellant chemical analysis testing within a specified date range.

• Report 4 - Proof Testing Report, identification of CI’s for proof testing by NIIN, Lot number or all identification of CIs that require proof testing within a specified date range.

• Report 5 - Component Search. Ability to search and identify individual energetic/lifed components within an all up round configuration. Identifies individual energetic/lifed components that may be present across multiple CIs.

• Report 6 - Incidents and Defects (EO16) this report page provides AS&P with the facility to track and record EO16 Incident and Defect report forms. It does not replace the EOIAC database. The page will allow AS&Pto more efficiently monitor and respond to trends in reported defects and failures that may impact on CI reliability and availability.

• Report 7 – Surveillance Activity Planning and Reporting (JPEU/DST Group).



• Traffic Light Reporting Tool• Communicates the state of an inventory based on achievement of programmed

surveillance activity.

• Reports surveillance/proof outcomes by means of Traffic Light system.

• Updated using metadata from ISS Planning Tool but will require Sustainment Manager input to confirm Success/fail/delay/repeat etc and the potential implications.

• Routine Surveillance Audit• The AS&P ISSM will work with EMB QA team to establish and maintain a routine program of

surveillance audit across all EMB SPOs.

• A complete ongoing surveillance audit will be performed on each EMB SPOs on a biennial cycle.

• Auditing surveillance provides a mechanism for evaluating and maintaining the effectiveness of the SRP and ensures compliance with the SRP’s adopted standards and the Explosive Ordnance Safety Program (EOSP).

• Provides a mechanism for ensuring continuity and consistency of execution of the SRP across EMB SPOs and in accordance with extant EMB procedures.

Phase 2 Challenges.

• Phase 2 Challenges:• Change triggers were also program challenges;

• The value in changing the surveillance program questioned;

• Build and improve rather than rejuvenate old systems;

• Key was identifying what needed to change, what needed to be kept and what needed to grow;

• Generating a shared vision where people are enthusiastic and motivated about the new program and the processes through which it will be achieved.

• Generate a positive outlook where people look for opportunities and advantages rather than obstacles and reasons not to change.

• End of Phase 3 will see:• Infrastructure, roles and responsibilities identified, and manning in place to support SRP;

• Basic ISS application in place and a program of upgrades and enhancements in place to follow;

• ISS surveillance documentation templates in place;

• EMB policy and procedure document established via the Surveillance Program Plan;

• Surveillance Working Group operational providing SME Surveillance support via the ISSM;

• Complete inventory ‘grouped’ for surveillance, as far as practicable, based on Phase 2 exemplars;

• SRP process applied to all New Acquisitions;

• Routine Surveillance Audit Program in place;

• Expansion of data capture and better utilisation of environmental data to support the decision making process.
