Surveillance Reform Program

• Trigger for Change:• The recent introduction of the Explosive Ordnance Safety Program

(EOSP) and the emergence of new Explosive Ordnance (EO) Materiel Safety policy and guidance.

• New EO Materiel Safety Regulations (EOMSREGs) pertaining to In-Service Surveillance (ISS);

• The recent publication of STANAG 4675;

• Structural reorganisation of Explosive Materiel Branch (EMB)

All have served to provide the catalyst and prompted an opportunity to modernise and reform the manner in which the ADF manages ISS.

• Given the organisational change and changes in the EO fraternity in general, the SRP will be captured in an EMB publication entitled “Surveillance Program Plan”.

• This will be supported by organisational responsibilities represented by swim lane diagrams defining relationships and workflows between System Program Offices and AS&P. Building on the core strengths of surveillance SMEs being better placed to offer support.

• Routine Surveillance Audit• The AS&P ISSM will work with EMB QA team to establish and maintain a routine program of

surveillance audit across all EMB SPOs.

• A complete ongoing surveillance audit will be performed on each EMB SPOs on a biennial cycle.

• Auditing surveillance provides a mechanism for evaluating and maintaining the effectiveness of the SRP and ensures compliance with the SRP’s adopted standards and the Explosive Ordnance Safety Program (EOSP).

• Provides a mechanism for ensuring continuity and consistency of execution of the SRP across EMB SPOs and in accordance with extant EMB procedures.

Phase 2 Challenges.

• Phase 2 Challenges:• Change triggers were also program challenges;

• The value in changing the surveillance program questioned;

• Build and improve rather than rejuvenate old systems;

• Key was identifying what needed to change, what needed to be kept and what needed to grow;

• Generating a shared vision where people are enthusiastic and motivated about the new program and the processes through which it will be achieved.

• Generate a positive outlook where people look for opportunities and advantages rather than obstacles and reasons not to change.

• End of Phase 3 will see:• Infrastructure, roles and responsibilities identified, and manning in place to support SRP;

• Basic ISS application in place and a program of upgrades and enhancements in place to follow;

• ISS surveillance documentation templates in place;

• EMB policy and procedure document established via the Surveillance Program Plan;

• Surveillance Working Group operational providing SME Surveillance support via the ISSM;

• Complete inventory ‘grouped’ for surveillance, as far as practicable, based on Phase 2 exemplars;

• SRP process applied to all New Acquisitions;

• Routine Surveillance Audit Program in place;

• Expansion of data capture and better utilisation of environmental data to support the decision making process.
