The design concept of passenger screeningcheckpoints should be the same as that for holdbaggage screening.

Level 1 - with arch metal detectors andconventional X-ray equipment.

Level 2 - with advanced metal, explosive andhazardous substance detectors, and state-of-the-art X-ray equipment.

Level 3 - with a complete manual physical search.

Personnel with the required competencies(training), with an Operator CertificationProgramme that meets PNSACrequirements.Male and female personnel, especially forsecondary screening, which must be doneby gender.

Supervisor: Responsible for checkpointmanagement, procedures, and decision-making. Conducts the risk assessment,trains and guides its personnel, isresponsible for staff rotation, customerservice, coordination with supportorganisations.

Boarding pass controller and floworganiser: Has a critical mission,assessing risk based on passengerbehaviour. Through observation,he/she can determine who should bescreened more thoroughly.He/she must guide passengers,providing information or instructionsbefore going through the screeningcheckpoint.

X-ray operator: Is responsible foranalysing and interpreting the images on themonitor(s), detecting possible threats on handluggage through the identification of hazardousitems and substances or prohibited elements,providing information on manual search, andindicating the location or use of the tracedetector.

Hand-held metal detector operator:Is located after the arch metal detector,searches passengers that activate thedetector alarm, passengers targeted forrandom screening, and those who, basedon behavioural analysis, must be ruled outas a threat.

Person responsible for manual luggagesearch: Is responsible for taking the luggageflagged by the X-ray operator and physicallyinspecting it in search of the hazardous orprohibited item, element, or substancecontained therein.

Separate screening agent: Is responsiblefor conducting the special search ofpassengers in a separate area, including aphysical search of suspicious individuals orpersons with disabilities or prosthetics.

Trace detector operator: Is responsiblefor screening equipment or passengersusing a TDE. This must be conductedbased on suspicion or randomly on apercentage of passengers and theirluggage.

To make it more comfortable for passengers, thescreening checkpoint should meet somerequirements, such as:Spacious, with room for easy flow of passengers.Have flow organisers available.Accessible for disabled (wheelchairs).Roller extensions before and after the X-rayequipment. Information signs in two or more languages.
