Accepted Aspects by the Approval Bodies

• Against the function guarantee of cables and wires for traction control (here in particular prevention of an automatic train stop due to defects in the case of fire in the BUS system) and communication in the case of danger (here in particular loss of announcement possibilities in person compartments) lower demands can be made. That means for example that a proof of material-characteristics is not necessary and/or further preventive measures can be avoided.

• To the construction materials (e.g. in accordance with EN 45545-2:2008-2) due to the limited fire development lower requirements arose to the flameretardance. This is justified by the small flame heights and/or limited heat release in the starting phase of a fire. The materials in the direct surrounding of the fire source are hardly or only slightly involved at the fire spread due to the active fire fighting. That means for example that an interior ceiling structure could be classified comparably to a side panel construction. Further on toxicity tests can be avodided for small articles/items or for materials behind linings.




• Use of small items (e.g. gab covering, hoses, mounting plates) or other construction materials (e.g. interior liners, cables) with deviations from the proof requirement (e.g. normative requirements scarcely missed) would be possible. That means for example that e.g. for rubber elements in the range of the doors or windows an examination of the fire resistance in relation to commercial ignition initials (e.g. gas lighter) is sufficient.

• Lower demands can be made at separations or fire-retarding sealing of compartments (sanitary area, electrical cabinets, train driver compartment), since fire containment inside the compartment and/or prevention of fire spread into neighbouring areas from the outside is given. That means for example that the space-separating effect on basis of a construction evaluation is sufficient and large scale fire tests can be avoided.




• Demanded fire wall doors can be omitted, because compartments for persons can be classified as „ area of relative safety” due to the fire suppression at least over duration of the fire fighting process. Further on, time-critical evacuations can be excluded – even in the case of a bigger fire scenario (e.g. arson with a priming charge) than calculated.

• Increased evacuation times in relation to the original conditions can be accorded, since the health endangerment is lower in the fire affected areas and lies within acceptable borders. That means for example that vehicles with an additionally installed fire fighting system can be used in a higher operating category.

• Fire protection requirement concessions to the construction of the vehicles regarding the safety requirements (e.g. observableness of luggage compartments) are possible.




• As an effect of the immediate fire fighting there occurs not a thermal load critical for the body shell structure of the vehicle. That means for example that the body shell is not exposed at any time to the thermal load of a full blaze. Out of this reason it is not compellingly necessary to proof the stability of the body shell during a full fire blaze.

• Fire safety concessions to the infrastructure (e.g. lower requirements of fire protection of building parts, smoke outlet and smoke stopping systems) are possible.

• In connection with an automatic fire fighting process in the vehicle the development of a fire is limited to a minimum, so that the limit value defaults can be fallen below the calculated fire scenario concerning the smoke release in the emergency escape routes of the stations as well as the stability of the buildings.

Problem:

A lot of stations, which are 30 to 40 years old and the measures they have to realise are related to extreme efforts and costs

The FOGTEC idea: reduce the given scenario by active measurements on board, in this case with a fire detection and fire suppression system.

The operator, the fire safety consultant and the approval body accepted this solution, but they gave a approval plan to FOGTEC.




Idea of the operator: to win time for the evacuation

Main question: will the fire come back?

Step 1: smoke tests on board of the different running trains to develop a fire detection concept on the base of the ARGE – directive

Step 2: full scale fire test to demonstrate the effectiveness of the fire suppression system
