ELSE INVOLVEMENT IN SHENTON PARK AWT PROJECT
The WMRC Project involved the design, construction and commissioning of a 60,000 tpa AnaeCo™ Plant at the JFR McGeough Resource Recovery Facility (RRF) in
Shenton Park, Western Australia. ELSE Engineering Company has been involved in this project since 2013 and contributed to this project by delivering engineering
services.

DELIVERED ENGINEERING DOCUMENTATION
Majority of safety system engineering documents (cause & effect matrices, procedures and
specifications), have been under modification during the commissioning stage of this plant for
improvements made in process design and implementations. Documents listed below are part
of the engineering documentation have been reviewed/issued by ELSE engineering.

Documents listed below have been prepared by ELSE engineering focused on safety integrity
level (SIL) technical requirements. The former is verifying the specified safety integrity levels
have been achieved within the system. The latter is annual proof test procedure which must
be undertaken to keep the system safety integrity level (SIL) in place.

CONTROL SYSTEM (DCS) MODIFICATION, COMMISSIONING, FAT AND SAT
Based on recommendations given by ABB Company and upon the decision made by AnaeCo, control system (DCS) code has been under critical modifications during
commissioning stage. ELSE Engineering Company undertook DCS code modifications under direct supervision of ABB Company during the change over from the old
code to the new code.
- Create core function blocks (control modules) for motors, valves, P&ID controllers and input/output functions. The core control modules are the basic
component of DCS code. Therefore, their functionality has direct impact on reliability and efficiency of the control system. The functionality of the core control
modules were tested during control system factory acceptance test (FAT) and site acceptance test (SAT).
- Define a new structure for the glue logic and code layers for different plant areas (ASA/BCF/MRF and PRF) to increase the reliability of the system and to
reduce the system response time.
- Implement control loops and assign P&ID controllers to control the specified process variables within the design limits.

SAFETY INSTRUMENTED SYSTEM (SIS) MODIFICATION, COMMISSIONING, FAT AND SAT
ELSE Engineering Company had responsibility for programming and modifications of SIS code for BCF/ASA areas to meet the Australian standards for traceability and
also to meet the process requirements.
- Integration of the control system (DCS) and the safety system (SIS) is the vital
part of design in AWT plant. The process has defined four different stages during
processing a batch of organics in vessels.

Aerobic to Anaerobic Transition Phase

Anaerobic to Aerobic Transition phase
Each phase has its own process requirements and definitions. Therefore control
system (DCS) and safety system (SIS) must be aware of vessel current phase to
control or shutdown the plant based on the process requirements specified for
that phase. A handshaking is required between SIS and DCS for vessels initial
phase setting, or for transition from one phase to another. This handshaking is
called DCS/SIS integration.
DCS code for this integration has been implemented by engineers from ABB Company. The SIS code for integration has been implemented by ELSE Engineering
Company. ABB and ELSE had close cooperation to test the functionality of the code and to deliver the DCS/SIS integration factory acceptance test (FAT) followed by site
acceptance test (SAT). All these testes took place under direct supervision of AnaeCo engineering team.
- SIS modifications were implemented under the change management procedures. Else engineering company as an independent party has been responsible to verify if the
maintenance and change management procedures are followed during the safety system (SIS) modifications.
- Safety system annual proof tests must be undertaken to satisfy the technical requirements of the Safety Integrity Level (SIL) of the safety system. Proof tests was
performed for Shenton Park plant on Dec 2015. The annual proof test procedure and report was prepared by ELSE Engineering Company.

Communication with other disciplines within the project and resolving interdisciplinary issues is one of our core values in
Else engineering company. We had effective technical communications with electrical engineering discipline to implement
their requirements in control system (DCS) and safety system (SIS). The close cooperation with electrical engineering team
was everyday practice to achieve the commissioning goals precisely and efficiently.
Else Engineering has been requested to find a solution for VSD motors which were generating high level of noise during
operation. The solution suggested was implementing a few settings in VSD drives feeding those motors, which helped to
rectify the issue.

Australian standard AS 61511 is defining different stages for safety instrumented system (SIS) lifecycle. Stage 3 is
defined as “Operation and Maintenance” and stage 4 is defined as “Modification”. The standard requires a peer review
by another member of the application development team to reduce errors due to preconceived mindsets. For higher SIL
levels, the review must be undertaken by a member of an independent department. ELSE recommendation, However, is
to have independent review for modifications for all SIL levels, during the operation and maintenance stages of the
plant, to be sure all standard requirements have been met.
