FOR ACHIEVEMENT OF MDGs
UN DOCO, June 2009
BACKGROUND & CONTEXT• GA resolution: “…intergovernmental work of the GA on system
wide coherence focusing exclusively and in an integrated manner on ‘Delivering as One’ …”
• TCPR: “…continuing improvement in its effectiveness, efficiency, coherence and impact, along with a significant increase in resources and an expansion of its resources base…”

BACKGROUND & CONTEXT
UNDP-Spain MDG ACHIEVEMENT FUND: 2 funding windows
• “Thematic” Window – supports UN collective efforts in selected sectors
• “One UN” Window – supports the implementation of DAO: addressing funding gaps of ‘One UN Programmes’
EXPANDED DAO FUNDING WINDOW expansion of “One UN” window
under UNDG governance mechanism
ELIGIBILITY CRITERIA
• Nationally owned and led process to develop an ‘integrated UN Programme’
• Clear link between ‘integrated UN Programme’ and national development results
• Following the elements of DAO approach:– ‘integrated UN Programme’– Country Fund– Joint resource mobilization strategy– Approach and mechanism for results reporting– Strengthened RC/UNCT (under recent UNDG agreements)– Harmonization of business practices – to extent possible
ELIGIBLE COUNTRIES
• UNDAF roll out countries (2009 & beyond) – ‘09 countries will be eligible for funding from 2011
• For 2009 & 2010 eligible countries are:– Pilot countries– Countries that have prepared an ‘integrated UN
Programme’, following the DAO approach (RDTs to recommend)
• Very limited number of exceptional cases (e.g. post-crisis) (RDTs to recommend)
ALLOCATION CRITERIA
Take into consideration:• annual funding gap of ‘budgetary framework’ • past annual expenditure
Calculated as lower of:• 40% of annual funding gap • 30% of past annual expenditure x 40%
Example
Country N:• funding gap => $27 million • past annual expenditure => $20 million
allocation will be $2,440,000 lower of: 10,800,000 = 40% of 27,000,000 2,440,000 = 30% of 20,000,000 x 40%
Thus:Ceiling – lower of the twoFloor - $500,000
