SPECIAL PROVISIONS

The following Special Provisions supplement the Illinois Department of Transportation "Standard Specifications for Road and Bridge Construction", adopted April 1, 2016, the latest edition of the "Manual on Uniform Traffic Control Devices for Streets and Highways", the "Manual of Test Procedures for Materials" in effect on the date of invitation for bids, and the "Supplemental Specifications and Recurring Special Provisions" indicated on the Check Sheets included herein which apply to and govern the proposed improvement designated as Community Park at the Recreation Center of Highland Park, and in case of conflict with any part or parts of said Specifications, the said Special Provisions shall take precedence and shall govern. The referenced IDOT Standard Specifications can be downloaded at no cost here: http://www.idot.illinois.gov/doing-business/procurements/engineering-architectural-professional-services/consultants-resources/. DEFINITION OF TERMS Terminology shall conform to Section 101 Definition of Terms of the Standard Specifications except as modified herein. Modify Article 101.14 as follows: Department shall refer to the Park District of Highland Park. Modify Article 101.15 as follows: Standard Specifications. The Illinois Department of Transportation "Standard Specifications for Road and Bridge Construction", adopted April 1, 2016, and the "Supplemental Specifications and Recurring Special Provisions" indicated on the Check Sheets included herein Modify Article 101.16 as follows: Engineer. The Park District of Highland Park or their authorized representative. CONTROL OF WORK Comply with Section 105 Control of Work of the Standard Specifications except as modified herein. Add the following to Article 105.03 Conformity with Contract: it is made explicitly clear that the Contractor shall be solely responsible for Quality Control (QC) as necessary to ensure all work is completed in conformance with the plans and specifications. The Contractor shall complete testing, measurements, or other methods acceptable to the Engineer. Provide written documentation of same to the Engineer demonstrating compliance with the plans and specifications. The Engineer will conduct spot checks, random tests, etc. for Quality Assurance (QA). Failure of the Engineer to bring the Contractor’s attention to non-conforming work does not

relieve the Contractor of their responsibility to complete all work in conformance with the plans and specifications. Replace Article 105.09 Survey Control Points with the following: Survey control points are indicated on the plans. It shall be the Contractor’s responsibility to recover and maintain these, and other as convenient or necessary, survey control points during construction. The Contractor shall provide all layout for the Engineer’s approval. The Engineer reserves the right to make minor field adjustments to the layout with no changes in price or time. This special provision shall also apply to Check Sheet #10 Construction Layout Stakes. CONTROL OF MATERIALS Comply with Section 106 Control of Materials of the Standard Specifications except as modified herein. Add the following to Article 106.01 Source of Supply and Quality Requirements: it is made explicitly clear that the Contractor shall be solely responsible for Quality Control (QC) as necessary to ensure all materials are in conformance with the plans and specifications. The Contractor shall complete testing, obtain material certifications from suppliers, or other measures acceptable to the Engineer. Provide written documentation of same to the Engineer demonstrating compliance with the plans and specifications. The Engineer will conduct spot checks, random tests, etc. for Quality Assurance (QA). Failure of the Engineer to bring the Contractor’s attention to non-conforming material does not relieve the Contractor of their responsibility to complete all work in conformance with the plans and specifications. LEGAL REGULATIONS AND RESPONSIBILITY TO PUBLIC Comply with Section 107 Legal Regulations and Responsibility to the Public of the Standard Specifications except as modified herein. Add the following to Article 107.04 Permits and Licenses: The construction site activities of this project shall be conducted by the Contractor in compliance with the following permits and approvals issued for this project:

Watershed Development Permit (WDP) issued by Lake County Stormwater Management Commission (LCSMC)

Regional Permit (RP) issued by the U.S. Army Corps of Engineers (USACE) including in-stream work plan to be prepared by the Contractor

North Shore Sanitary District (NSSD)

East Skokie Drainage District (ESDD)

City of Highland Park (CHP) The general construction site activities of this project shall be conducted by the Contractor in compliance with the Illinois Environmental Protection Agency (IEPA) National Pollutant Discharge

Elimination System (NPDES) ILR10 permit, or if IEPA requires, an Individual NPDES Permit (IP). The Contractor’s work shall also comply with the Watershed Development Permit (WDP) issued for the project by the Lake County Stormwater Management Commission (LCSMC). The Engineer will prepare and submit the Storm Water Pollution Prevention Plan (SWPPP) and Notice of Intent (NOI) for NPDES coverage. The Contractor shall be responsible for completing all weekly and post-rainfall inspections. Reports describing the results of all inspections shall be prepared by the Contractor and filed in the SWPPP. Reports shall be completed within 24 hours of each inspection. The Contractor shall be responsible for all supplemental documentation required by the NPDES permit including but not necessarily limited to Incidence of Noncompliance (ION) and Change of Information (COI). Said documents shall be submitted to the Engineer for review and approval prior to submittal to IEPA by the Contractor. The Contractor shall implement and maintain erosion and sediment control measures necessary for compliance with the SWPPP and NPDES permit throughout the duration of the work. The Contractor will be solely responsible for compliance with the NPDES permit during the duration of the Contract. A copy of the signed SWPPP, all inspection reports, and other required documents shall be kept on the construction site at all times by the Contractor. The Contractor shall maintain the SWPPP including but not necessarily limited to revisions and other updates as changes are made during construction. The Contractor shall make the SWPPP, all inspection reports, and other referenced documents available upon request by the Engineer or regulatory agencies during construction. The individual completing soil erosion and sediment control inspections as required by the NPDES permit and LCMSC WDP shall be a Dedicated Erosion Control Inspector (DECI) through LCSMC’s DECI program. Add the following to 107.19 Unexpected Regulated Substances: The Contractor’s attention is drawn to the fact that the northwest portion of the project area includes the historic Highland Park Municipal Landfill. Refer to the plans for extents. The Contractor shall exercise extreme caution while completing work in this area so as not to disturb the existing clay landfill cap. A geotechnical report containing topsoil depths and other related information is provided for the Contractor’s reference. Any landfill material brought to the surface during construction operations cannot be reburied or spread on site and must be disposed of at a permitted landfill facility. A minimum two feet (2’) thick clay cap must be maintained over the landfill. The Contractor must immediately notify the Engineer if the cap is disturbed. The Contractor shall be responsible for repairing/restoring any disturbance of the clay cap to the Engineer’s satisfaction at no additional cost to the Park District of Highland Park. Add the following to the second paragraph of Article 107.20 Protection and Restoration of Property: The Contractor shall limit their activities, haul routes, temporary staging areas, and vehicular access throughout the site as shown on the plans or as approved by the Engineer. The Contractor shall plan their work to minimize on-site and off-site disturbances, and shall proactively manage noise, dust, vehicular traffic, and other disturbances to the satisfaction of the Engineer. Add the following to Article 107.20: The Contractor shall maintain conveyance of all flows during construction of this project. When existing drainage facilities are disturbed, the Contractor shall provide and maintain temporary inlets, outlets, and connections for all private and public drains, sewers, culverts, and other drainage facilities. The Contractor shall provide facilities to take in all

storm water which will be received by these drains and sewers, and discharge the same. The Contractor shall provide and maintain a pumping plant, if necessary, and a temporary outlet and be prepared at all times to dispose of water received from these temporary connections until such time that they are no longer necessary or permanent drainage facilities are in service. Add the following to the last paragraph of Article 107.20: The cost of all materials and equipment required and all labor necessary to comply with the above Provisions will not be paid for separately, but shall be considered as included in the unit bid prices of the contract; no additional compensation will be allowed. Article 107.23 Protection of Streams, Lakes, Reservoirs, Natural Areas, Wetlands, Prairie Areas, Savannahs, and Endangered and Threatened Species. In additional to the requirements of this Article, the Contractor’s attention is directed to the fact that this site contains numerous high-quality natural areas in various stages of restoration and management. Refer to the overall restoration plan included with these special provisions for a general layout of natural areas. The Contractor shall exercise extreme care and restrict their operations to the work areas depicted on the plans. Any damages to natural areas outside of work shown on the plans shall be repaired by the Contractor to the satisfaction of the Engineer at no additional cost to the Park District of Highland Park. Article 107.24 Forest Protection. In additional to the requirements of this Article, the Contractor’s attention is directed to the fact that this site contains and is adjacent to numerous high-quality forests in various stages of restoration and management. The Contractor shall exercise extreme care and restrict their operations to the work areas depicted on the plans. Any damages to forest areas outside of work shown on the plans shall be repaired by the Contractor to the satisfaction of the Engineer at no additional cost to the Park District of Highland Park. Article 107.26 Indemnification. In addition to the requirements of this Article, for any activity occurring on an easement or any other property not owned by the Park District of Highland Park, the indemnification shall also be extended to the property owners and any tenants thereon. Article 107.27 Insurance. Insurance requirements shall be as stipulated by the Park District of Highland Park.

Article 107.39 Contractor’s Responsibility for Locating and Protecting Utility Property and Services. In addition to the requirements of this article, the Contractor is to be aware of and protect existing infrastructure related to the former use of the project site as a golf course. Golf course infrastructure may include, but is not necessarily limited to, inlets, underdrains, culverts, storm sewers, irrigation supply lines, irrigation heads, irrigation control equipment, and related improvements. Historic plans depicting locations of golf course infrastructure are attached to the specifications for informational purposes but are not guaranteed; the Contractor shall make their own investigations and adjust their work accordingly to avoid impacting golf course infrastructure.

Article 107.40 Conflicts with Utilities. In addition to the requirements of this article, add the following. If the Engineer determines that impacts to golf course infrastructure cannot be avoided, the Contractor shall make adjustments to golf course infrastructure as directed or approved by the Engineer on a time and materials basis. Payment for such adjustment authorized by the Engineer shall be paid for as per Article 109.04 Payment for Extra Work via the Allowance for Golf Course Infrastructure Adjustment included in the bid. No payments will be made unless the Extra Work has been authorized in writing by the Engineer.

DEMOLITION AND DISPOSAL OF CONSTRUCTION DEBRIS

General. The Contractor shall complete all demolition as shown on the plans and as necessary for new construction. Work shall conform to Section 201 of the Standard Specifications except as modified herein.

The Contractor shall comply with all IEPA requirements regarding the certification and disposal of debris including general construction debris, demolition debris, uncontaminated soil, waste, and clean construction demolition debris.

Method of Measurement. Demolition and disposal of construction debris will not be measured for payment.

Basis of Payment. The cost of demolition and construction debris disposal will not be paid for separately but shall be included in the various items of work.

PROTECTION OF EXISTING TREES

General. The Contractor shall prevent damage to existing trees not indicated for removal. Work shall conform to Articles 201.05 through 201.07 of the Standard Specifications except as modified herein.

Article 201.05 Protection of Existing Plant Material. Replace the second paragraph with the following: Parking or maneuvering of machinery, stockpiling of materials, or any other use will not be allowed upon unpaved areas within the dripline of existing trees unless the plans indicate construction work within said dripline. The Contractor shall exercise caution when working within the dripline of a tree, when required, to minimize damages.

Article 201.05 (a). Replace with the following: The Contractor shall manually erect Tree Protection Fencing as shown on the plans in locations requested by the Engineer.

Omit Article 201.05 (b) Tree Trunk Protection. This work will not be required.

Article 201.05 (c) Pruning for Safety and Equipment Clearance. Modify this Article as follows: Plant material shall be pruned to provide the minimum clearance required, as approved by the Engineer.

Existing weeds shall be treated with herbicide prior to stripping topsoil. Refer to special provision for Weed Control, Non-Selective and Non-Residual.

Add the following to Article 202.03 Removal and Disposal of Surplus, Unstable, Unsuitable, and Organic Materials: The Contractor shall remove and properly dispose of all surplus material resulting from earthwork operations. Other than where specifically called for in the plans, there shall be no permanent fills placed within Regulatory Floodway or Floodplain.

Add the following to Article 202.04 Classification: The Contractor must obtain the Engineer’s approval before using excavated material for embankment.

Modify Article 202.07 Method of Measurement as follows: Excavation will not be measured for payment.

The Engineer reserves the right to make minor field adjustments to the lines, grades, and cross sections shown on the plans at no additional cost. Modify Article 212.06 Basis of Payment as follows: This work will not be paid for separately but shall be included in the various items of work. WEED CONTROL, NON-SELECTIVE AND NON-RESIDUAL Description: This work shall consist of applying a post-emergent herbicide to weeds prior to topsoil stripping, seeding, and perennial planting. Materials: Herbicide shall be non-selective and non-residual capable of killing of killing the targeted species. Herbicides containing the chemical glyphosate shall not be permitted. Submit the name, label, and MSDS for all proposed chemicals to Engineer for review and approval prior to their use. Herbicide shall be in a formulation approved for site conditions, including being approved for aquatic use. Additives such as surfactants, water, and other materials shall be per the manufacturer’s recommendations; manufacturer’s recommendations shall be included. Requirements: Prior to any herbicide, provide to the Engineer a minimum notice of three working days. This work shall be required where weed growth (e.g. common reed, reed canary grass, purple loosestrife, and others defined by the Engineer) or other undesirable cover exists or as directed by the Engineer. Follow herbicide label directions at all times. Herbicide must be applied by an Illinois Licensed Pesticide Operator or Applicator. Provide copies of Licenses to Engineer for all who will be applying herbicides. Use care not to damage adjacent vegetation to remain. The Contractor shall replace desirable vegetation affected by their herbicide application at their own cost. Method of Measurement. Weed control will not be measured for payment. Basis of Payment. This work will not be paid for separately but shall be included in the various items of work. SEEDING Description: This work consists of seed bed preparation, and furnishing and planting seed. All work shall conform to Section 250 of the Standard Specifications except as modified herein. HYDROMULCH Description: This work consists of machine application of a hydraulic mulch for erosion control. All work shall conform to the requirements of Section 251 Mulch of the Standard Specifications except as modified herein. Modify Article 251.02 Materials as follows: Hydromulch shall be 70% wood fiber with 30% cellulose premixed with a 3% polymer tackifier applied at a rate of not less than 2,500 pounds per acre. Watering during the period of establishment shall be included in the cost of planting. The Contractor shall keep all perennial planting areas free of weeds during the period of establishment. For any perennial plants installed on or after September 1st, the period of establishment shall extend until June 15th of the following year. Any plants that are not alive, missing, or not possessing suitable vigor as determined solely by the Engineer shall be replaced at no additional cost. Modify Article 254.09 Method of Measurement as follows: Perennial plants will not be measured for payment. Boulders shall be rounded granitic or quartzite field boulders of the size noted on the plans.

Add the following to Article 281.04 Placing: Filter fabric will be required under stone riprap gradation RR3 and RR7, and boulders. Bedding will not be required with stone riprap gradation RR7.

Modify Article 281.06 Method of Measurement as follows: Riprap will not be measured for payment.

Modify Article 281.07 Basis of Payment as follows: This work will not be paid for separately but shall be included in the various items of work. The cost of geotextile fabric shall be included in the cost of riprap.

SUBGRADE PREPARATION

Description: This work consists of preparing the completed or existing earthwork prior to placement of aggregate base course. Work shall conform to Section 301 Subgrade Preparation of the Standard Specifications except as modified herein.

Add the following to Section 301.04 Subgrade Compaction and Stability: Subgrade preparation shall be performed after the completion of earthwork at all locations which will receive trails, pavement or structural improvements in preparation for the placement of aggregate base material. When proof rolling reveals additional unstable areas, undercut excavation shall be undertaken only as approved and directed by the Engineer. All excess excavated and spoil materials shall be removed from the site unless otherwise approved by the Engineer.

Subgrade preparation shall include final grading to within 0.1-foot of required subgrade elevations, shaping, disking, aerating, sheepsfoot rolling, vibratory rolling, compacting, proof rolling and testing as required. Areas proposed for trails and pavement shall be compacted to a minimum ninety-five percent (95%) of maximum density based on a Standard Proctor (ASTM D-698). Any areas that are inaccessible to a roller shall be compacted either by other mechanical means or using a hand tamper meeting the approval of the Engineer. The Contractor shall proof roll the finished subgrade with the Engineer present.

When proof rolling reveals unstable soil conditions, the Contractor shall undertake remedial action. If soil moisture is excessive, the material shall be aerated and compacted again and retested. If, in the opinion of the Engineer, a more significant remedy is required, the Contractor shall perform additional work, such as removal of unsuitable materials, placement of geotextile fabrics and/or soil replacement, with an approved suitable material.

Test rolling of subgrades shall be performed in the presence of the Engineer. When test rolling reveals unsuitable or unstable soils, the Engineer shall determine the most appropriate remedy

and direct the Contractor accordingly. Test rolling equipment shall conform to the following description:

1. Tandem axle, dual wheel dump truck. 2. Tire pressure shall be no less than ninety percent (90%) of manufacturer’s recommended

maximum inflation. 3. Minimum gross weight of loaded truck shall be 60,000 pounds. 4. Provide weigh slip to the Engineer.

Perform test rolling procedure as follows:

1. Operate equipment at a rate not to exceed three (3) mph to five (5) mph or a comfortable walking pace.

2. Adjust speed to allow the Engineer to measure any deflections and areas of rutting. 3. Operate test rolling equipment in a pattern so that affected areas are loaded with at least

one (1) pass. 4. After test rolling, check subgrade for conformance to drawings, and correct any surface

irregularities. Re-shape subgrade within tolerances specified. Test Rolling Evaluation:

1. Rutting up to one inch (1″) is acceptable. 2. Rutting in excess of one inch (1″) but not more than six inches (6″) shall be considered a

failure and shall require reworking soil and compaction to required density. 3. Deflection (pumping) up to one inch (1″) is acceptable. 4. Deflection in excess of one inch (1″) but not more than two inches (2″) shall be acceptable

if there is not substantial cracking or lateral movement of soil. 5. Deflection in excess of two inches (2″) but not more than six inches (6″) shall be considered

a failure and shall require reworking soil and compaction to required density. 6. Rutting and deflection in excess of six inches (6″) will require review and recommendation

for corrective action by the Engineer. 7. After remedial work is performed, a final test roll shall be performed upon completion of

work. 8. If remedial work is performed as directed, a second test roll may be waived at discretion of

the Engineer. When performing Subgrade Preparation, if it is determined that the material composition is acceptable and excessive moisture has rendered the material unstable, the Contractor shall perform air drying techniques as per Article 301.04 before consideration of removal of the material. ASPHALT SEALCOAT

Description. This work includes application of an asphalt emulsion sealcoat to existing asphalt pavement.

Materials. Subject to compliance with requirements, provide products from one of the following: The Brewer Company; Milford, OH or Neyra Industries, Inc.; Cincinnati, OH.

(a) Sealcoat: Polymer modified asphalt emulsion sealcoat complying with ASTM D 2939 and ASTM D 244; containing no coal tar; and containing less than 10 g/L volatile organic compounds (VOC's).

(b) Aggregate: Water-washed and dried, angular silica sand or sand prepared from stone, gravel, cured blast-furnace slag, or combinations thereof; free of clay, organic material, and other deleterious substances. Aggregate shall have a 40-70 AFS grain fineness number when tested in accordance with ASTM C 136.

(c) Water: Potable and free of harmful soluble salts; not less than 50 deg F.

(d) Primer – Pavement: Rapid drying, water-based emulsion formulated for application over aged asphalt pavement, and that promotes adhesion of applied sealcoat. As recommended by sealcoat manufacturer for each application indicated and Project conditions, and compatible with applied sealcoat.

(e) Primer – Oil Spot: Rapid drying, water-based emulsion formulated to seal and enhance adhesion over oil, grease, gasoline, and other fluid or chemical spots or stains. As recommended by sealcoat manufacturer for each application indicated and Project conditions, and compatible with applied sealcoat.

(f) Joint Sealant: ASTM D 6690, Type II or III, hot-applied, single-component, polymer-modified bituminous sealant

Preparation. Provide surface-applied protection over surface catch basins, drains, manholes, and similar items that are not to receive sealcoat. Protect adjacent curbs, fences, sidewalks, driveways, and other surfaces from application of primers and sealcoat. Remove surface spots of oil, gas, grease, and other fluids – use household cleaner only as recommended by sealcoat manufacturer. Identify stained areas where oil spot primer is to be applied.

Crack and Joint Filling. Comply with sealcoat manufacturer's written instructions regarding preparation, including routing of cracks and joints in existing asphalt pavement. Remove all vegetation, dirt, debris, and loose material from cracks and joints. Ensure edges of cracks and joints are dry. Remove wetness from surfaces of cracks and joints. Clean cracks and joints in existing hot-mix asphalt pavement. Remove existing joint sealant and rout cracks and joints as recommended by sealcoat manufacturer. Cracks and joints less than 1/4-inch wide shall be routed to not less than

1/2-inch wide by 1/2-inch deep. Clean routed joints and cracks of debris and loose material. Use hot-applied joint sealant to seal cracks and joints more than 1/4-inch wide, including routed cracks and joints. Fill flush with surface of existing pavement and remove excess. Cleaning. Immediately before placing primers and sealcoat materials, remove dust, dirt, loose foreign materials, mud and other lightly adhered materials, and debris from surface of asphalt pavement with air blower, power sweeper, or brooms. Water washing or flushing will not be allowed unless approved in writing by primer manufacturer. Prewetting. Asphalt pavement to receive sealcoat shall be prewetted with clean water as recommended by manufacturer. Primer Application. Prepare and thoroughly mix oil spot and asphalt primers in strict accordance with manufacturer's written instructions. Mix during use/application as recommended by manufacturer. Apply primers with equipment, and at application rates, as recommended by manufacturer for the condition of the asphalt pavement, including staining, to be sealed. Apply primer over hot-applied joint sealant as recommended by manufacturer. Sealcoat Application. Prepare and thoroughly mix pavement sealcoat in strict accordance with manufacturer's written instructions to achieve homogeneous mix and consistency recommended by manufacturer for condition of asphalt pavement. Add water to sealcoat mix as recommended by manufacturer to achieve fluid consistency required to uniformly coat asphalt pavement at application rate recommended by manufacturer for the Project. Add aggregate to sealcoat mix at rate recommended by manufacturer for the Project. Thoroughly mix aggregate into emulsion with power equipment to achieve homogeneous mixture with aggregate evenly distributed throughout, without clumping, and thoroughly coated. Apply sealcoat mix in accordance with manufacturer's written instructions and as indicated. Mechanical equipment and applicators shall be capable of accurately and uniformly depositing/spreading the sealcoat mix over the asphalt pavement on a continuous basis. Mechanical equipment and agitators shall be capable of periodically, or continually, agitating the sealcoat mix, as recommended by the manufacturer and as required to ensure proper suspension and uniformity of mix throughout application. Hand tools shall be used where space limitations prevent use of mechanical equipment or where neatly dressed detail work is required (e.g. along curbs). Care shall be taken to ensure areas of hand tool work are visually comparable to adjacent sealcoat applied by mechanical equipment. Each coat of sealcoat mix shall be applied at minimum rate of 0.12 gallons / sq. yard (1.33 gal. / 100 s.f.). One coat of sealcoat shall be applied to all asphalt pavement areas at application rates indicated and as recommended by manufacturer for the Project and anticipated amount of traffic. Sealcoat shall be applied uniformly, free of holidays and pinholes. Protection. Prohibit pedestrian (foot) and vehicular (wheeled) traffic from sealcoated asphalt pavement for not less than 48 hours after sealcoat application is completed. Before opening sealcoated asphalt pavement areas to traffic, examine all areas over which sealcoat materials were applied, with Engineer present, to verify that sealcoat materials are thoroughly dry (tack free and resistant to scuffing) and free from tracking to adjacent areas

PERMEABLE PAVERS

Description. This work includes furnishing and installing permeable concrete pavers including excavation, preparation of sub base, aggregate base, bedding, pavers, and joint filler. Work shall conform to IDOT Check Sheet # LRS 14 except as modified herein and as shown on the plans.

Modify Materials as follows: Edge restraint shall be flush concrete curb, PCC sidewalk, continuous PCC footing, or as directed by the Engineer. Neither plastic nor metal edge restraints will be allowed. Paver style, finish, and color shall be as noted on the plans. Aggregate base, bedding, and joint filler shall be as shown on the plans and per manufacturer’s recommendations.

Method of Measurement. Permeable pavers will not be measured for payment.

Basis of Payment. This work will not be paid for separately but shall be included in the various items of work.

OVERLOOK STRUCTURES

Description. This work shall consist of final design and construction of boardwalk-type overlook structures.

Final Design. The Contractor shall submit detailed shop drawings for each structure signed and sealed by a Structural Engineer licensed by the State of Illinois. The shop drawings shall include piers, footings, bracing, framing, decking, rails and all other required components. Structural calculations supporting the shop drawings shall also be provided. Available geotechnical data is provided with these Special Provisions. Construction of the structures shall not begin until the Contractor has received approval of the final design from the Engineer.

Design Criteria. The overlook structures and related appurtenances shall be design and provided as indicated by the preliminary drawings included on the plans.

The Contractor is reminded that the Gateway Trail overlook structure is located within the limits of the Highland Park Landfill. The Gateway Trail overlook shall utilize wooden piles, concrete spread footings, or other approved footing systems. Metal footings are not recommended due to

the historic landfill. The North Pond overlook shall utilize metal helical piers, drilled concrete piers, concrete spread footings, continuous concrete footings, or other approved footing systems. Dimensions of structures, including width, shall be the same as or larger than depicted on the plans. The structures shall maintain a consistent deck elevation and shall meet Universal Accessibility requirements. The design of each structure shall accommodate its dead load plus a live load of not less than one hundred pounds per square foot (100 psf) multiplied by a factor of safety of not less than two (2.0). The design shall also account for wind, seismic, hydraulic, and debris loads in accordance with AASHTO criteria. This information must be clearly documented in the structural calculations. Rails shall be designed to minimally obstruct views while adequately protecting the public. Rails shall be designed to limit and discourage climbing and other potentially dangerous behavior. Materials. Piers and footings shall be as described in the design criteria section above, as shown in the preliminary design on the plans, and as detailed in the approved shop drawings. The overlook structures shall utilize structural steel frame sections such as manufactured by Wickcraft Boardwalks, Madison, WI or approved equivalent. Decking and rails shall be pressure treated southern yellow pine. Decking shall be prefabricated panels constructed of nominal two inch (2”) thick boards. Rails shall utilize steel mesh in lieu of wood pickets to maximize views. Piers. The Contractor will be required to demonstrate through standard engineering practice that all installed piers meet the design load bearing capacity at the time of construction; theoretical calculations alone will not suffice. Submit calculations, measurements, or other forms of documentation (e.g. wave calculations, gage readings, etc.) prepared, signed, and sealed by a Professional Engineer or Structural Engineer licensed by the State of Illinois documenting that design load capacity and related requirements have been met. Fabrication. Structures shall be constructed by workers experienced with other projects of same scope and scale of the required work. Structures shall be construction in conformance with approved shop drawings. The Engineer reserves the right to require resubmittal of signed and sealed shop drawings and calculations if construction varies from the approved shop drawings. Method of Measurement. Overlook structures will not be measured for payment. Basis of Payment. This work will not be paid for separately but shall be included in the various items of work.

Description. This work shall consist of constructing play mounds with a multi-colored patterned poured-in-place rubber surfacing system.

Materials. Concrete paving below poured-in-place rubber surface system shall be Class SI as per Article 1020.04 Concrete Classes and General Mix Design Criteria of the Standard Specifications.

Welded wire mesh reinforcement for concrete paving shall be uncoated 6” x 6” 9-gauge steel welded wire reinforcement.

Poured-in-place rubber surfacing system shall be a 2-layer rubber-urethane playground surfacing system such as Playbound Poured-in-Place Surfacing System by Surface America, Inc. Williamsville, NY, meeting the following performance requirements:

(a) Shock Attenuation (ASTM F1292):

1. Gmax: Less than 200.2. Head Injury Criteria: Less than 1000.

(b) Flammability (ASTM D2859): Pass.

(c) Tensile Strength (ASTM D412): 60 psi (413 kPa).

(d) Tear Resistance (ASTM D624): 140%.

(e) Water Permeability: 0.4 gal/yd2/second.

(f) Accessibility: Comply with requirements of ASTM F1951.

(g) Primer Material: Urethane.

(h) Basemat Material: Blend of 100% recycled SBR (styrene butadiene rubber) and urethane.

(i) Top Surface Material: Blend of recycled EPDM (ethylene propylene diene monomer) rubber and aromatic or aliphatic urethane binder.

1. Thickness: Nominal 1/2″ (12.7 mm), minimum 3/8″ (9.5 mm), maximum 5/8” (15.9mm).

Quality Assurance. Utilize an installer approved and trained by the manufacturer of the surfacing system, having experience with other projects of same scope and scale of the required work.

Concrete Installation. Concrete work shall conform to Articles 503.02 through 503.13.

Surface Preparation. Using a brush or short nap roller, apply primer to the substrate perimeter and any adjacent vertical barriers such as curbs or slabs that will contact the surfacing system at the rate of 300 ft2/gal (7.5 m2/L).

Basemat Installation. Using screeds and hand trowels, install the basemat at a consistent density of 29 pounds, 1 ounce per cubic foot (466 kg/m3) to the specified thickness. Allow basemat to cure for sufficient time so that indentations are not left in the basemat from applicator foot traffic or equipment. Do not allow foot traffic or use of the basemat surface until it is sufficiently cured.

Primer Application. Using a brush or short nap roller, apply primer to the basemat perimeter and any adjacent vertical barriers such as playground equipment support legs, curbs or slabs that will contact the surfacing system at the rate of 300 ft2/gal (7.5 m2/L).

Top Surface Installation. Using a hand trowel, install top surface at a consistent density of 58 pounds, 9 ounces per cubic foot (938 kg/m3) to a nominal thickness of 1/2″ (12.7 mm). Allow top surface to cure for a minimum of 48 hours. At the end of the minimum curing period, verify that the top surface is sufficiently dry and firm to allow foot traffic and use without damage to the surface. Do not allow foot traffic or use of the surface until it is sufficiently cured.

Protection. Protect the installed playground surface from damage resulting from subsequent construction activity on the site.

Method of Measurement. Play mounds will not be measured for payment.

Basis of Payment. This work will not be paid for separately but shall be included in the various items of work.

FOSSIL DIG

Description. This work shall consist of creating artificial bedrock outcroppings with mock fossil imprints.

Materials: Portland cement concrete (PCC) shall be Class SI as per Article 1020.04 Concrete Classes and General Mix Design Criteria of the Standard Specifications.

Concrete sealant shall be a water-based urethane modified acrylic glossy concrete sealant such as Eagle Armor Seal or approved equivalent. Placing. Pull back sand and pour PCC directly on tamped and leveled subgrade. Do not place concrete on sand. PCC surface shall be minimally worked, smoothed, and tooled to create the appearance of a natural bedrock outcropping. This work must be completed in the presence of the Engineer. Stamping. Prior to curing of concrete surface, the Engineer will stamp the PCC surface with stamping tools to create mock fossil imprints. The Engineer reserves the right to have the Contractor rework the PCC surface during stamping. Contractor shall work cooperatively with the Engineer throughout this process. Finishing. After initial curing of concrete surface, lightly wash approximately one-quarter (1/4) of the surface to expose aggregate in mix. Area surrounding mock fossil imprints shall not be washed. Contractor shall work with the Engineer to repair any fossil imprints damaged during washing. After PCC has cured at least 3 days, apply concrete sealant. Method of Measurement. Fossil dig will not be measured for payment. Basis of Payment. This work will not be paid for separately but shall be included in the various items of work. STABILIZED DECOMPOSED GRANITE (DG) PAVING Description. This work consists of furnishing and installing a stabilized granite aggregate pavement. Materials. Color shall be Kafka Dynamite Orange or as approved by the Engineer. Provide a one-quart sample for the Engineer’s review and approval prior to delivering materials to the site. Stabilizer shall be a powdered organic binder designed to be blended with crushed aggregate such as Organic-Lock, Stabilizer Solutions, or approved equivalent. The preferred supplier shall be Kafka Granite, Mosinee, WI. Mock up. Install a minimum twenty (20) square feet mock up for review and approval by the Engineer. Mock up may be incorporated into the final work. General Requirements. Follow all of manufacturer’s recommendations. Prepare the subgrade and install the aggregate base. Crowns and/or cross-slopes must be incorporated into the compacted base material. Spread the loose and uncompacted stabilized DG material over the prepared aggregate base. The use of a paving machine is recommended to evenly spread the material at the specified depth. The depth specified on the plans shall be achieved after compaction. Compact to 95% Modified Proctor Density. Static drum rollers shall be used to compact the material; vibratory compaction will not be permitted. Protect the stabilized DG surface from traffic or disturbance until fully cured. Repair any areas of loose DG identified by the Engineer. Method of Measurement. Stabilized decomposed granite paving will not be measured for payment. Basis of Payment. This work will not be paid for separately but shall be included in the various items of work. STONE BENCHES Description. This work consists of furnishing and installing large natural limestone blocks for seating. Materials. Stone benches shall be solid limestone such as Edenstone, Lannonstone, or approved equivalent. The stones shall have a minimum seat depth (front to back) of eighteen inches (18”) / twenty-four inches (24”) nominal; minimum height of sixteen inches (16”) / eighteen inches (18”) nominal; and minimum length of thirty-six inches (36”) / nominal forty-eight inches (48”). Color shall be cream or buff. All exposed sides shall be weathered. Split face or machine cut stone will not be accepted. All stones shall be free of sharp edges, weak planes, and spalling surfaces. Contractor shall obtain Engineer’s approval of all stones prior to their incorporation into the work.

Description. This work consists of furnishing and installing large natural limestone outcropping for seating.

Materials. Outcropping ledge shall be solid limestone such as Edenstone, Lannonstone, or approved equivalent. The stones shall have a minimum depth (front to back) of eighteen inches (18”) / twenty-four inches (24”) nominal; minimum height as indicated on the plans; and minimum length of thirty-six inches (36”) / nominal forty-eight inches (48”). Color shall be cream or buff. All exposed sides shall be weathered. Split face or machine cut stone will not be accepted. All stones shall be free of sharp edges, weak planes, and spalling surfaces. Contractor shall obtain Engineer’s approval of all stones prior to their incorporation into the work.

Placement. Prepare the subgrade and install the aggregate base. Outcropping ledge shall be placed as depicted on the plans and as directed by the Engineer. Ensure all stone benches are firmly set and do not rock or tip. Fill voids behind outcropping ledge with rock shims, gravel, and expanding foam to prevent migration of soil particles through the outcropping ledge.

Method of Measurement. Outcropping ledge will not be measured for payment.

Basis of Payment. This work will not be paid for separately but shall be included in the various items of work.

TURTLE LOAFING LOG

Description. This work consists of anchoring a tree trunk log to the ground for wildlife habitat enhancement and viewing.

Materials. Log shall be a solid tree trunk free of rot, cracks, and other major defects. Logs may be available on or near the site from tree removal operations by the owner but is not guaranteed. Log shall be a minimum ten feet (10’) in length and ten inches (10”) in diameter at its narrowest point. Log shall be free of preservatives and shall not be a finished or worked wooden pole.

Duckbill earth anchors shall be at least one and a half inches (1.5”) tall and four and three quarters inches (4.75”) long, made of aluminum or galvanized ductile iron, such as Model 68 or Model 68 – DBD by MacLean Civil Products, Fort Mill, SC. One-eighth inch (1/8”) cable shall be used. Placement. Place log rising out of the water as shown on the plans. Each end of the log shall be firmly secured to the ground by a cable and duckbill earth anchor system. Each cable shall either have a duckbill anchor at both ends, or the cable may be wrapped around the log and secured with not less than three (3) galvanized cable clamps evenly spaced around the circumference of the log. The top of the log shall be notched approximately one-quarter inch (1/4”) deep by six inches (6”) long to recess the cables. Method of Measurement. Turtle loafing log will not be measured for payment. Basis of Payment. This work will not be paid for separately but shall be included in the various items of work. SAND SIFTING TABLE Description. This work shall consist of fabricating and installing a wood sand sifting table play structure. Materials. Subject to Engineer’s review and approval.

(a) All wood members shall be southern yellow pine treated for ground contact. All wood members shall be grade No. 1 or better.

(b) All hardware shall be galvanized, stainless steel, or feature a corrosion resistant finish.

(c) Stainless steel perforated sheet shall be 16-gauge stainless steel sheeting with 0.25”

diameter round holes, maximum 60% open space.

(d) Plain steel angle shall be hardened American-made steel of the noted dimensions.

(e) Pan footing shall be hardened American-made one-quarter inch (1/4”) plate steel with a surface area of not less that one square foot (1 SF) with a positive post connection or approved equivalent.

Submittals. Contractor shall provide a shop drawing for the Engineer’s review prior to commencing construction. Fabrication shall not start before Contractor receives Engineer’s approval. Shop drawing shall clearly identify and describe all members and detail all connections. Fabrication. Fabricate the sifting table, pebble slide, and sand slide. Pull back sand and seat posts with pan footings firmly on tamped subgrade. Do not place pan footings on sand. Adjust post lengths as necessary to achieve specified heights above finished grade. Level and compact

subgrade so that all posts are plumb. Temporarily tack sifting table, pebble slide, and sand slide to posts. Ensure all tiers are level and with proper slope. Bolt posts, sifting table, pebble slide, and sand slide in place. All bolt heads and nuts shall be flush or recessed. Cut off bolts not more than one-quarter inch (1/4”) from outside edge of nut. Cover pan footings and backfill around posts with sand to a minimum depth of twelve inches (12”). Smooth all rough or sharp edges. Any materials damaged during construction shall be removed and replaced. Removal all debris.

Method of Measurement. Sand sifting table will not be measured for payment.

Basis of Payment. This work will not be paid for separately but shall be included in the various items of work.

AS-BUILT RECORD DRAWINGS

Description. This work shall consist of preparing and submitting as-built record drawings which illustrate substantial conformance with contract and permit requirements. Substantial conformance as used in this section shall be defined as all work being completed within tolerances specified or referenced in the Special Provisions prepared for this project, and as required by permits issued for this project.

Materials. As-built record drawings shall be submitted to the Engineer in digital PDF format. Other materials shall be subject to Engineer’s review and approval.

Requirements: As-built record drawings must be prepared under the direct supervision of, and be signed and sealed by, an Illinois licensed Professional Engineer (PE) or Professional Land Surveyor (PLS). As-built record drawings shall include surveyed spot elevations clearly annotated on project grading plans. The spot elevations shall be at a frequency and distribution to adequately illustrate all work was completed in substantial conformance with the approved plans.

Method of Measurement. As-built record drawings will not be measured for payment.

Basis of Payment. This work will not be paid for separately but shall be included in the various items of work.

NATURAL AREAS MONITORING AND MANAGEMENT

Description. This work consists of monitoring and managing specified areas to encourage growth of desirable vegetation and control weed growth.

Definitions. The following terms used in this special provision are defined below.

A. Herbicide: A chemical compound used to kill weeds, including root system.

Schedule. Monitoring and management shall commence immediately following installation of seed and plants, and shall end twelve (12) months after substantial completion. Materials. All materials used during the completion of this work shall meet or exceed those originally specified for this project or as approved by the Engineer. Requirements. The Contractor shall conduct monitoring and management within the following seeding and planting zones.

Monitoring and management shall be conducted to encourage the growth of desirable species and control the growth of undesirable weeds. The Contractor shall be solely responsible for determining what work, materials, means, and methods are necessary to meet the specified performance criteria.

A. Contractor shall guarantee that performance criteria will be met within the given timeframes.

B. If performance criteria are not met within given timeframes, the Contractor shall perform additional work and/or continue work at their own expense until such time as all performance criteria have been met. Payments may be withheld if performance criteria are not met.

C. Final acceptance shall be granted after the term of the required monitoring and management has passed and all performance criteria have been met.

Performance Criteria – Year 1 (2021)

A. The following performance criteria shall be met on June 15, 2021. 1. Short Grass Prairie and Wet Prairie Seeding: Minimum ninety-five percent (95%) total

areal vegetative coverage by cover crop and/or native species, and not less than eighty percent (80%) areal vegetative coverage by cover crop and/or native species within any one hundred square feet (100 SF) plot. Seedlings of at least two (2) different native grass and/or sedge and three (3) native forb species found within any one thousand square foot (1,000 SF) plot in Wet Prairie zone. Seedlings of at least one (1) native grass species found within any one thousand square foot (1,000 SF) plot in Short Grass Prairie zone. Not less than twenty-five percent (25%) of the native species included in each seed mix found on site.

2. All Seeding and Planting Areas: No five thousand square feet (5,000 SF) plot shall besingly or collectively dominated by weeds as defined in this section, excluding cover crop.

3. All Planting Areas: 99% survivorship of all planted plugs or a dense mass of nativevegetation, as determined by the Engineer.

B. The following performance criteria shall be met on September 15, 2021. 1. Short Grass Prairie and Wet Prairie Seeding: Minimum ninety-five percent (95%) total

areal vegetative coverage by native species, and not less than ninety percent (90%) areal vegetative coverage by native species within any one hundred square feet (100 SF) plot. Minimum fifty percent (50%) total areal vegetative coverage by native species,

Seedlings of at least one (1) native grass species found within any five hundred square foot (500 SF) plot in Short Grass Prairie zone. A minimum of fifty percent (50%) of the native species included in each seed mix found on site.

2. All Seeding and Planting Areas: No five thousand square feet (5,000 SF) plot shall besingly or collectively dominated by weeds as defined in this section, excluding cover crop.

3. All Planting Areas: 99% survivorship of all planted plugs or a dense mass of nativevegetation, as determined by the Engineer.

Complete management activities, including but not limited to the following, as necessary to meet all performance criteria.

A. Herbicide application 1. The Contractor shall selectively control weeds with an approved herbicide.2. Care shall be taken not to affect surrounding desirable vegetation. The Contractor shall

be required to replace any vegetation affected by their herbicide other than weeds.3. Herbicide application shall conform to all requirements of the Weed Control, Non-

Selective and Non-Residual special provision.

B. Selective mowing 1. Selectively mow or weed whip weeds or cover crop to minimize competition and

prevent reseeding. 2. Ensure cut vegetation does not drop seed or smother desirable vegetation. Remove and

properly dispose of cut vegetation as necessary. 3. Care shall be taken not to affect surrounding desirable vegetation. The Contractor shall

be required to replace any vegetation affected other than that which was approved.

C. Prescribed controlled burning 1. Prescribed controlled burning may be employed as a management and weed control

tool at the project site with authorization from the Engineer and land owner. 2. Prior to the commencement of prescribed controlled burning, the Contractor shall

compile a burn plan that outlines a plan of action, identifies contingencies, and lists the names and contact information of local emergency agencies. Proper notice of intent to burn shall be given by the Contractor to all affected parties.

3. The Contractor shall apply for and receive all required permits prior to thecommencement of prescribed controlled burning. Provide copies of permits to the Engineer prior to conducting prescribed controlled burning.

D. Seeding 1. Complete supplemental seeding as necessary to achieve performance criteria.

2. Seeding shall be completed in conformance with Seeding special provisions.

E. Perennial planting 1. Complete supplemental perennial planting as necessary to achieve performance

criteria. 2. Perennial planting shall be in conformance with Perennial Plants special provision.

F. Erosion and sediment control

1. Repair erosion within the work area including washouts, rills, gullies, and other soil loss as necessary to achieve performance criteria.

2. Remove sediment accumulations resulting from erosion which affect performance.

G. Watering 1. Provide temporary irrigation as necessary during dry periods for seeding and planting

work to establish and/or sustain growth necessary to achieve performance criteria. If the Engineer determines Performance Criteria have not been met and the Contractor disagrees, the Contractor may conduct quantitative monitoring at their own expense and present the written results to the Engineer for consideration. Absent acceptable quantitative monitoring data to support the Contractor’s claims, the Engineer’s opinion shall be final. Method of Measurement. Natural areas monitoring and management will not be measured for payment. Basis of Payment. This work will not be paid for separately but shall be included in the various items of work. Payment will be made according to the following schedule.

A. Initial Payment. Upon inspection and determination that Performance Criteria have been met on or after June 15, 2021, fifty percent (50%) of the pay item will be paid.

B. Interim Payment. Upon inspection and determination that Performance Criteria have been met on or after September 15, 2021, the remaining fifty percent (50%) will be paid.

SELECTIVE CLEARING Description. This section includes removal of specific woody trees, shrubs, and vines; pruning existing trees to remain; and related work. Qualifications. The Contractor completing the work must be capable of identifying plants to be removed and remain to the species level at the time the work occurs. All persons applying herbicide must possess an Illinois Pesticide Applicator’s or Operator’s license with certifications in the appropriate categories. General. All invasive woody plants within selective clearing areas identified on the plans shall be cut and removed from the site. Stumps shall be cut flat to within one inch (1”) of the surrounding ground surface. All stumps must be treated with an appropriate herbicide within one (1) hour of

cutting. Any stump that is not treated within this timeframe must be recut and treated as specified. Invasive woody plants shall include buckthorn (Rhamnus spp.), honeysuckle (Lonicera spp.), sandbar willow (Salix interior), and others identified by the Engineer. All existing trees not designated for removal including boxelder (Acer negundo), silver maple (Acer saccharum), cottonwood (Populus deltoides), and others identified by the Engineer shall be pruned to a height of not less than eight feet (8’) above surrounding grade. Pruning shall conform to ANSI A300 (Part 1) guidelines at all times. This work shall include not less than three (3) follow-up maintenance visits conducted approximately thirty (30), sixty (60), and ninety (90) days after initial selective clearing to eradicate all resprouts and/or new seedlings. All maintenance visits must be conducted during the generally recognized growing season while the vegetation is actively growing and not dormant. All cut material must be removed from the site and properly disposed of. The Contractor shall be responsible for positively identifying all species before removal, and cooperatively working with the Engineer. Method of Measurement. Selective clearing will not be measured for payment. Basis of Payment. The cost of selective clearing will not be paid for separately but shall be included in the various items of work.
