    USCIS wi ll process all DACA requests, regardless of whether the indiv idualis in removal proceedings unless the ind ividual is in immigr.ation detentionunder the custody of ICE) or subject to a final order of removal. Dependingon when the order was issued. this could be an order of deportation, exclu sionor removal. A complete DACA package consists of conc urren tly filed Forms1-821 D, Consideration of Deferred Action for Childhood Arrivals and 1-765,Appl ication for Employment Authorization, with the worksheet, Form l-765WS. Forms 1 821 D a nd 1765 must be filed concurrent ly. DACA requestswi ll be adj udicated by all fou r Service Cen ters.

    All DACA requests are filed, with applicable fees, and with the appropriate

    USC IS Lockbox. DACA filings mistake nly mailed to a Service Center willbe forwarded to the appropriate Lockbox for process ing. Requests received ata Lockbox Facility will be electro nically scanned into OnBase ( the Lockboxintake system) and all pert inent fields will be populated in CLAIMS 3 C3)into the Form 1 821 screen, but with a new category 3 as the basis forrequesting DACA. Wh ile Forms 182 1 or T PS, and 1-821 for DACA arevery similar, when Form 1-82 1 appears in CLAIMS with category 3 (todenote that it is actu l llYan 1-82 1D fo r DACA), only those fields pertai ning tothe DACA reques t will be active.

    The file con taining the Form 1-82 10 and Form I-765 will be forwarded to theappropriate Service Center for adjud ication, based on the agreed upon routinglogic between Service Centers and Lockbox.

    The Lockbox wi ll sc reen DACA requests to determine whether they h avebeen filed correctly wi th USC IS.

    The requestor can reschedule multiple times within 87 days of the initial ASCappointment date. If the requestor fails to appear at the ASC within the 87days the DACA reques t wi ll be denied for abandonment.

    If the requcstor asks for an appointment beyond 30 days into the future thecentralized rescheduling facility will send a scanned request to the ServiceCenter for processing . The rescheduled ASC appointment date is not to

    This secrion addresses the procedures to be used for compleriogthe ooosufficicnt funds (NSF) cases. The NSF cases are identifiedby the BurlingtonFinanceCenter (BFC) and are listed in the NSF ''New B\11 Report in theFederalFinance ManagementService (FFMS)system.

    For DACA,Fonns ~ 8 21 Dand 1-765 must be filedconcurre ntly. There is nofee for Fonn 1 821D. The 380 fee is required for Form1-765. The 85biometricsfee is also required. Lockboxwill e looking for 465, either inone check or in two checks. The 1-765 fee and the biometrics fee will bebundled in C3 and listed as one fee - 465. f the DACArequestor does notremit $465, Lockbox will reject the entire filing. Even when the proper feehas been remitted, it.is possible that paymentmay be returned due to NSF.The NSF can occur In a combination of scenarios: the fees are paid in onecheckand theentire check is returnedas NSF; or the fee is paid in two checksand either or both checks are returned as NSF. Failure of either fee or bothfees to clear che bank, or being madegood within the14 calendar daysallowed , will result in denial ofFo rm 1-82 ID and rejection ofForm 1 765.See Chapter 9 for m ~ r einformationon the denial.

    Fee paymentsio the form of personal checks, cashier checks , or mooey ordersare submitted along with a DACA request. When a discrepan cy is fouod in apayment, such as stale, dated, or withoutsufficient funds, etc., the bank willnotify the Burlington Finance Center (BFC) in Vermont. These non-paymentchecks or moneyorders are referred to as bounced checks. The BFC willcompile all the bounCcdchecks and enter the data into the FFMS system,create an invoice number for each bouncedcheck case, and place them on thebounced check New Bill Report. The S ervice Center Records Divisions, ona daily basis, access.'this data via the FFMS website to downloada bouncedcheck ''New Bill Rcj>ort. '
