    PART I

    EXECUTIVE SUMMARY

    A well-organized program of family and community partnerships yields manybenefits for school and their students.

    Pulanglupa National High School has been vested so much for quality, relevant and

    substantial secondary education through its proper implementation of the enhanced basic

    education curriculum with apropos interventions and varied mediation. Thus, the school is

    always looking at the guiding principles on how to deliver it to its constituents in order to

    attain a well-organized, goal-linked and sustainable partnerships program. This is now the

    main reason in crafting the School-Community Education Improvement Plan, a blueprint of

    the school-community in implementing varied mediation towards set of objectives and

    targets. Furthermore, this is the ultimate document by which achievements, performanceand interventions of the school will be evaluated, tracked and monitored.

    School-Community Education Improvement Plan is the enhanced plan of the School

    Improvement Plan (SIP) of 2010-2012 wherein principal and teachers worked hand in hand

    in the implementation which geared towards the school vision and mission as the guiding

    principle in obtaining full school improvement. Thus, the school got a high percentage in the

    National Achievement Test and other assessment conducted by the Department of

    Education.

    Furthermore, it is the soul of the Pulanglupa National High School in making itsconstituents known to its thrusts, vision and mission and shared direction. This plan

    provides a holistic approach towards addressing breach both formal and non-formal

    education system in the barangay. The procedure allows full-participation of the

    stakeholders, sponsors and benefactors including indigenous people in the community. This

    plan is prepared and developed based on the needs of the school and the community

    prioritizing and identifying the targets for studentsbenefits. This is the main source through

    which the school-community can effectively and efficiently manage the educational system

    in our own school and to the community as well.

    Pulanglupa or Red Soil is commonly known to its people living in the community.Most of its barangayanons belong to Indigenous People like Manobo or Agusanon which has

    ____ individual or ____ percent based from the CBMS Survey of 2010.

    Carved from Prime Household Profile (PHP) Survey, Barangay Pulanglupa has an

    average family income of Php4,000.00 to Php10,000.00 per annum, this shows that family

    needs are the priority rather than education which resulted to frequent absenteeism, high

    drop-out and even the students are personally engaged to hard labor. Therefore, this will

    greatly affects the performance of the students in school. To address this problem, Project

    Alis Malnuris or school feeding will be conducted and also Project PALM or Panginabuhi

    Alang sa Mag-aaral is institutionalizedthrough school and community partnership.

    During the PHP Survey conducted, there are out-of-school youths who are supposed

    to be in high school level but not able to attend to. As a result, teenage pregnancy and early

    marriages are at hand, some are engaging in farm works particularly they are known as

    Harvesters for Lemonsito and Palm Oil, others are attending their younger sister or

    brother and the most difficult, and others are involved in anti-government activities wherein

    security is at risks and some are preferring to find a job for family existence. These are some

    reason why students are not in school.

    In order to address these needs of the community and IPs in particular and along

    with the prevailing problems in the school and community, Pulanglupa National High Schooland Barangay Local Government Unit (BLGU) coordinated and initiated partnership on the

    schools best practices to wit: Adlaw Ku Lumad Day, Gulayan sa Paaralan. Adopt-A-Child

    through Barangay Councilors, BASAK Inc. and private individual, Student Services Assistant

    (SSA), Feeding Program and Panginabuhi Alang sa Mag-aaral a skills development training

    to students like T-Shirt Printing, Beads Designing, Hollow Block Making and Computer

    Technology. Likewise, ALS implementation and SARDOs are properly handled as well as

    Guidance and Counseling is strategized.

    PNHS-SCEIP responded the needs of the community emphasizes the teamwork of

    principal, teachers and stakeholders to improve curriculum and instruction, reduce teachersisolation, assess student progress and enhance learning opportunities and increase

    effectiveness of school plans and programs.

    Finally, the ultimate features in the achievement of this plan are the active

    involvement, commitment and support of the community realizing the quality of basic

    education. Along with this endeavor, the school and community can be productive partners

    in their childrens school success.
