are the areas where the recent ethnic clash between Garos and Rabhas occurred. Both

and Rabhas.

ABOUT GOALPARA DISTRICT OF ASSAM:

Goalpara is situated at the bank of famous "Brahmaputra". It is approximately 113 km from

Dispur/Guwahati, the capital city of Assam. As of 2001 India census Goalpara had a population

of 822306. Males constitute 52% of the population and females 48%. Goalpara has an average

literacy rate of 69%, higher than the national average of 59.5%: male literacy is 73%, and female

literacy is 64%. In Goalpara, 12% of the population is under 6 years of age. Goalpara is mostly

inhabited by the people belonging to the Rajbongshi community. Once it was a princely state

ABOUT EAST GARO HILLS DISTRICT OF MEGHALAYA:

East Garo Hills is an administrative district in the state of Meghalaya in India. The district

headquarters are located at Williamnagar. The district occupies an area of 2603 km² and has a

population of 247,555 (as of 2001). The East Garo Hills district was formed in 1976, after the

erstwhile Garo Hills district of Meghalaya was re-organised with a view to bringing the

administration closer to the people.

The district headquarter was christened as Williamnagar after the name of Captain Williamson

A. Sangma, the founder Chief Minister of the State of Meghalaya. Williamnagar is located on

the vast plain lands along the bank of the Simsang River, at Simsanggre. These plain lands are in

a sense historical as the Garos made their last major resistance to the British intrusion into Garo

Hills during the year 1837. The legendary Garo leader Pa Togan Nengminja Sangma was felled

by the British, in skirmish, at Chisobibra, quite close to Wiliamnagar, on 12 December 1837.

DELEGATION OF ASSAM STAE COMMISSIONN FOR PROTECTION OF CHILD RIGHTS:

The Assam State Commission for Protection of Child Rights had sent a delegation comprising of

two consultants, Mr. Chandan Barman and Ms. Urmimala Sengupta, on January 21, 2011 to the

relief camps of ethnic conflict (Garos and Rabhas) of Goalpara District of Assam to find out the

living condition including food, health, hygiene of the children. On January 21, 2011 the

delegation after reaching Goalpara Town at 12 noon did meet with Deputy Commissioner of

Goalpara District. The Deputy Commissioner, Mr. P.K. Goswami, briefed about the then

scenario of the conflict and assured full assistance and cooperation to the delegation.

After meeting with DC, the delegation moved for to visit the relief camps. The Deputy

Commissioner deputed one officer to accompany the delegates. The delegates with the

deputed officer visited five camps on the first day. On the second day with the help of Mr.

Kamal Nath, deputed by District Authority, the delegation visited 15 relief camps in the district.

On the third day, the delegates also visited 3 relief camps. Within three days the delegates

visited 23 relief camps in Goalpara District of Assam bordering East Garo Hills District of

Meghalaya.

DEFINITION & ABREVIATION:

Child: Child means a person who has not attained the age of 18 years.

Camp: Camp means relief camps of Goalpara district of Assam opened after the outbreak of ethnic class between the Garos and the Rabhas.

Student: Student means an inmate of relief camp who will be appearing in the forth coming HSLC and HS Exams under SEBA or AHSEC or MBOSE.

Commission: Commission means Assam State Commission for Protection of Child Rights.

DC: DC means Deputy Commissioner of Goalpara District of Assam.

District Authority: District Authority means DC and his designated officials.

HSLC: High School Leaving Certificate.

HS: Higher Secondary.

GENERAL OBSERVATIONS OF THE COMMISSION

A considerable number of children (253 in total) sheltered in the relief camps of Goalpara

districts are candidates of forthcoming board (Secondary Education Board of Assam &

Meghalaya Board of secondary Education) and Council (Assam Higher Secondary Education

Council). In most cases these children have either lost their books or due to lack of proper study

environment they are not in a position to prepare for the forthcoming examinations.

Food including milk, cereals, and soybeans are been provided to all the children sheltered in the

relief camps of Goalpara district.

Drinking water is been provided by PHE department in most of the relief camps, in some relief

camps where PHE water supply has not reached tube wells have been installed by the district

administration.

Medical team consisting of doctors and malaria workers make daily visits and conduct checkups

of all the inmates including the children.

Children under the age of 5 years have been vaccinated.

No arrangement for closed bathroom has been provided.

In the absence of necessary materials like sanitary napkins, hygienic cloths etc., the adolescent

girls and women have to compromise with their personal hygiene.

GENERAL RECOMMENDATIONS OF THE COMMISSION

Out of the total 253 children who are candidates of the forthcoming board and council exams 141 of

them are affiliated to Meghalaya Board of Secondary Education (MBOSE) and 112 of these

children are affiliated to Secondary Education Board of Assam & Assam Higher Secondary

Education Council. In the best interest of these children the appropriate authority should make

immediate arrangements to provide study materials and ensure proper environment so that

the students of forth coming Board & Council Exams can prepare themselves. Assam

Government to take up the matter with its Meghalaya Counterpart immediately, so that those

affiliated under MBOSE can appear in their exams.

To heal the trauma faced by these children during the conflict and to ensure that scars of this

ethnic clash do not leave a negative impact on the impressive and evolving mind of these

children child psychiatrists and child counsellors should be included in the medical team which

visits these relief camps daily.

Sanitation facilities are to be improved immediately with necessary arrangement of closed

bathrooms for adolescent girls.

Sanitary napkins/ clean cloths should be made an integral part of relief materials.

As a significant number of relief camps are run either in the school buildings or in the school

premises of the district, this has lead to disruption of regular classes. The Government of Assam

should immediately take necessary measures to ensure safe return of the inmates or take any

other appropriate measures so that classes can be resumed at the earliest in these schools.

CAMPWISE FINDINGS AND OBSERVATION OF ASSAM STATE COMMISSION FOR PROTECTION OF CHILD RIGHTS:

1. DHEKIABARI LP SCHOOL RELIEF CAMP:

As per District Administration Report when the camp was opened it sheltered 122 inmates of

Rabha Community who fled from Meghalaya as well as Assam, out of which 23 inmates are

children and all of them are male. During the visits of the Commission, the delegates were

reported that presently there are 50 inmates in the camp, out of which only 17 inmates are

children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

Food and drinking water facility is being provided to all the inmates of this relief camp including

children.

Medical team and malaria workers conduct routine medical checkups of all the inmates

including the children.

Children under the age of 5 years have been vaccinated.

No arrangement for closed bathroom has been provided.

2. GURIA HIRAPARA LP SCHOOL RELIEF CAMP

As per District Administration Report when the Guria Hirapara LP camp was opened it

sheltered 203 inmates of Rabha Community who fled from Meghalaya, out of which 89 inmates

were children (34 Female and 55 Male). During the visits of the Commission, the delegates

were reported that presently there are 140 inmates in the camp.

3. GONAGRI LP SCHOOL RELIEF CAMP

As per District Administration Report when the Gonagri LP School camp was opened it

sheltered 218 inmates of Garo Community of

Assam, out of which 59 inmates were children (24

Female and 35 Male). During the visits of the

Commission, the delegates were reported that

presently there are 229 inmates in the camp, out

of which only 63inmates are children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the

following findings:

13 & 11 students will appear in the forth coming HSLC and HS Final year Exam under Meghalaya

Board of School Education and 1 student will appear in HSLC under SEBA, Assam. However,

conflict induced displacement has left them with little option of appearing in their forth coming

exams.

Food and drinking water facility is been provided to all the inmates of this relief camp including

children.

4. BAMUNIPANIKHOWA LP SCHOOL RELIEF CAMP

Bamunipanikhowa LP School is located at

approximately 51 km East of Goalpara Town. As

per District Administration Report when the

camp was opened it sheltered 731 inmates of

Rabha Community who fled from Meghalaya and

Assam, out of which 270 inmates were children

(128 Female and 142 Male). During the visits of

the Commission, the delegates were reported

that presently there are 799 inmates in the

camp, out of which only 283 inmates are

children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

12 students will appear in the forth coming HSLC Exam under SEBA and 15 students will appear

in HSSLC final. 1 student is a HSLC candidate under MBOSE. However, conflict induced

displacement has left them with little option of appearing in their forth coming exams.

Food is been provided to all the inmates of this relief camp including children.

Drinking water facility is not adequate.

5. CHENIMARI LP SCHOOL RELIEF CAMP

As per District Administration Report when the Chenimari LP School camp was opened it

sheltered 610 inmates of Rabha Community from Meghalaya and from within Assam, out of

which 233 inmates were children (117 male and 116 female). During the visits of the

Commission, the delegates were reported that presently there are 610 inmates. 566 inmates

are from Meghalaya and 44 are from within Assam. No inmates have been reported to have left

the camp.

During the visit, the Commission observed the following findings:

6. JHIRA HIGH SCHOOL RELIEF CAMP

As per District Administration Report when the Jhira LP School camp was opened it sheltered

103 inmates of Rabha Community who fled from Meghalaya, out of which 40 inmates were

children (16 Female and 24 Male). During the visits of the Commission, the delegates were

reported that presently there are 110 inmates in the camp, out of which only 42 are children.

During the visit, the Commission observed the following findings:

7. PUTHIMARI LP SCHOOL RELIEF CAMP

Puthimari LP School is located at a distance of approximately 35km from Goalpara Town. As per

District Administration Report when this relief camp was opened it sheltered 1203 inmates of

Garo Community, from within Assam out of which 308 were male children and 279 were female

children. During the visits of the Commission, the delegates were reported that presently 750

inmates are in the camp, out of which only 292 inmates are children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

Food and drinking water facility is being provided to all the inmates of this relief camp including

children.

Medical team and malaria workers conduct routine medical checkups of all the inmates.

Sanitation facility is found to be very poor.

Children under the age of 5 years have been vaccinated.

No arrangement for closed bathroom has been provided.

In the absence of necessary materials like sanitary napkins, hygienic cloths etc., the adolescent

girls and women have to compromise with their personal hygiene.

RECOMMENDATIONS:

Following are the recommendations of the Commission:

8. KHAMARI LP SCHOOL RELIEF CAMP

Khamari LP School is situated at a distance of 32 kms from Goalpara district. As per District

Administration Report when the Khamari LP School camp was opened it sheltered 4115

inmates of Rabha Community who fled from Meghalaya, out of which 521 were male and 694

were female children. During the visits of the Commission, the delegates were reported that

presently 903 inmates are in the camp, out of which only 360 are children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

12 students will appear in the forth coming HSLC Exam under Meghalaya Board of School

Education and 3 students will appear in HSSLC Final year. However, conflict induced

displacement has left them with little option of appearing in their forth coming exams.

Food and drinking water facility is being provided to all the inmates of this relief camp including

children.

3 babies were born in this relief camp. But no especial care has been provided to the new borns

and their mothers.

Government should form a special medical team, which should consist of at least 1

woman doctor/ medical worker who can take especial medical care for the pregnant

women and new born babies

As per District Administration Report when the Bongaon LP School camp was opened it

sheltered 1409 inmates of Rabha Community who fled from Meghalaya, out of which 241 were

children (115 male children and 126 female children). During the visits of the Commission, the

delegates were reported that presently 1069 inmates are sheltered in the camp, out of which

only 215 are children.

10. SARAKPARA LP SCHOOL RELIEF CAMP

As per District Administration Report when the Sarakpara LP School camp was opened it

sheltered 1908 inmates of Rabha Community who fled from Meghalaya, out of which 363 were

male and 347 were female children. During the visit of the Commission, the delegates were

reported that presently 296 inmates are in the camp, out of which only 115 are children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

16 students will appear in the forth coming HSLC Exam under Meghalaya Board of School

Education and 12 HSSLC Final years under MBOSE. However, conflict induced displacement has

left them with little option of appearing in their forth coming exams.

Kalajhar LP School is located at a distance of approximately 41 km East of Goalpara Town. As

per District Administration Report when the camp was opened it sheltered 468 inmates of

Rabha Community of Meghalaya and Assam, out of which 201 were children (102 Female and

99 Male). During the visits of the Commission, the delegates were reported that presently 308

inmates are in the camp, out of which only 134 are children.

During the visit, the Commission observed the following findings:

7 students will appear in the forth coming HSLC Exam under Meghalaya Board of School

Education and 1 HSSLC Final year under MBOSE. However, conflict induced displacement has

12. NIBARI MV SCHOOL RELIEF CAMP

Nibari MV School is located under Kukurkata Police Station, approximately 65 km from

Goalpara Town bordering Meghalaya. As per District Administration Report when the camp was

opened it sheltered 2860 inmates of Rabha Community of Meghalaya, and Assam. The

delegates of the Assam State Commission for Protection of Child Rights after reaching the

Nibari MV School Camp interacted with in- charge of the Camp Mr. Amulya Kumar Rabha as

well as the inmates of the camp. The camp is occupied by the people of Rabha Community fled

from 11 villages both from Assam and Meghalaya after losing their houses. Following are the

names of villages including the number of inmates under the heads male, female and minors.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

Out of total 1895 inmates, 678 are males while 736 are female and 481 are listed as children.

50 numbers of students will appear in the forth coming HSLC Exam and 16 & 11 numbers of

students will appear in the HSSLC 1st year and 2nd year Exam respectively. However, as their

houses were burnt during the ethnic class, they have lost all their study materials. As a result

they are uncertain whether to appear in

the forth coming exams.

Food and drinking water is being provided

to all the inmates of this relief camp

the visits of the Commission, the delegates were reported that presently there are 209 inmates

in the camp, out of which only 90 are children (55 male and 35 female).

were male children and 9 were female children. During the visits of the Commission, the

delegates were reported that presently 94 inmates are in the camp, out of which only 32

inmates are children.

Maju Bargum Mahila Samity is located at a distance of about 45 km East from Goalpara Town.

As per District Administration Report when the camp was opened it sheltered 163 inmates of

Rabha Community who fled from Meghalaya, out of which 41 were female and 32 were male

children. During the visits of the Commission, the delegates were reported that no have left the

camp. In fact the total number has increased to 207.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

1 student Shri Dhaneswar Rabha will appear in the forth coming HSLC Exam under SEBA. The

delegates found the student enthusiastic for appearing in the exam however, conflict induced

displacement has left him with little option.

Food which includes dal, rice, soybean etc. are been provided to all the inmates of this relief

camp. Baby food which includes milk, cereals are been provided to infants.

Drinking water facility is poor.

Gyandhaini Puthibharal relief camp is located at a distance of about 40 km East from Goalpara

inmates belonging to Rabha Community who fled from Meghalaya, out of which 108 were

presently there are 71 inmates, out of

which 32 are children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

3 students will appear in the forth coming HSLC Exam under SEBA and 1 student will appear in

HS Final. It has been reported that one voluntary organization had come forward to help the

student and shifted them from relief camp for ensuring them safe and secured environment for

their study. However their whereabouts are not known to their families.

Ghorapota LP School is located at approximately 51 km East of Goalpara Town. As per District

Administration Report when the camp was opened it sheltered 493 inmates of Rabha

Community who fled from Meghalaya, out of which 182 inmates were children (82 Female and

100 Male). During the visits of the Commission, the delegates were reported that presently

there are 292 inmates in the camp, out of which only 105 inmates are children.

relief camp opened on January 8, 2011 and it

sheltered 423 families consisting of 2856 inmates

belonging to Garo Community who fled from

Assam. Due to space constraint some of them

took shelter in the nearby Church and school field

in makeshift dingy dwellings made of canvas

During the visits of the Commission, the

delegates were reported that presently 13

families consisting of 62 inmates are leaving the

camp for their own houses.

20. CHOTOMATIA COMMUNITY HALL RELIEF CAMP

Chotomatia Community Hall is located at

approximately 50 km South East of Goalpara

Town. When the camp was originally opened

on January 5, 2011 it sheltered 370 inmates of

Rabha Community who fled from Meghalaya,

reported that presently 302 inmates are in the camp, out of which 124 are children.

Chasapani L.P School is located approximately 37 km South of Goalpara Town. The delegates of

the Assam State Commission for Protection of Child Rights after reaching the School Camp

interacted with the inmates of the camp. The camp is occupied by the people of Rabha

Community who fled from Meghalaya. When the camp was first opened on 5th January, 2011

there were 310 inmates, out of which 154 were children. (Male 48, Female 106). During the

visits of the Commission, the delegates were reported that 205 inmates are in the camp. The

Commission was informed that the rest of the inmates have left for their homes due to return

of normalcy in their area.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

drinking water facility was found to be in a poor state, the inmates complained of foul smell in

their drinking water.

Regular medical checkups of all the inmates including the children are being provided. Children

under the age of 5 years have been vaccinated.

Sanitation arrangement was found to be poor. No arrangement for closed bathroom has been

made.

Following are the recommendations of the Commission:

Immediate arrangements of study materials and ensure proper environment for study to the

students of forth coming HSLC Exam. In the interest of the students the Assam Government to

take up the matter with its Meghalaya Counterpart immediately.

Sanitation and drinking water facility are to be improved immediately with necessary

arrangement of closed bathrooms for adolescent girls.

Sanitary napkins/ clean cloths should be made an integral part of relief materials.

22. BELDANG PARA LP SCHOOL

Beldang Para L.P School is located approximately 54 km South of Goalpara Town. The delegates

of the Assam State Commission for Protection of Child Rights after reaching the School Camp

interacted with the inmates of the camp. The camp is occupied by the people of Rabha

Community fled from Meghalaya. When the camp was fist opened on 4th January, 2011 there

were 900 inmates, out of which 392 were children. (187 male and 205 female) During the visits

of the Commission, the delegates found 315 inmates in the camp, out of which 105 are

children. The Commission was informed that the rest of the inmates have left for their homes.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

5 numbers of students will appear in the

forth coming HSLC Exam under

Meghalaya Board of School Education.

However, conflict induced displacement

has left them with little option of

appearing in the forth coming exam.

Food and drinking water is being

provided to all the inmates of this relief

camp including minors/children.

Regular medical checkups of all the

inmates including the children are being provided. Children under the age of 5 years have been

vaccinated.

Sanitation arrangement was found to be poor. No arrangement for closed bathroom has been

made.

In the absence of necessary materials like sanitary napkins, hygienic cloths etc., the adolescent

girls and women have to compromise with their personal hygiene.

24.NAYAPARA RABHAPARA LP SCHOOL RELIEF CAMP

As per District Administration Report when the Nayapara Rabhapara LP relief camp was opened

it sheltered 352 inmates of Rabha Community, most of them who fled from Meghalaya. Out of

352, 140 inmates were children (63 Female and 77 Male). During the visits of the Commission,

the delegates were reported that presently there are 240 inmates in the camp, out of which 86

are children.

FINDINGS OF THE COMMISSION:

During the visit, the Commission observed the following findings:

2 students will appear in the forth coming HSLC Exam under MBOSE and 2 students, one each,

will appear in the HS Exam under AHSEC & MBOSE respectively. However, conflict induced

displacement has left them with little option of appearing in their forth coming exams.
