Founded in 1857, San José State University (SJSU) is a major, comprehensive public university located in the center of San José, California – the heart of Silicon Valley. The PositionReporting to the Vice President for Administration and Finance/CFO, Mr. Charles Faas, the Associate Vice President (AVP) for Facilities Development & Operations is the principal facilities administrator at the University. The AVP is responsible for leading and directing the operational and developmental planning of all campus facilities to support the academic mission of the University.

The AVP provides vision and leadership for Facilities Development and Operations, which includes the following departments: Planning, Design and Construction, Maintenance and Operations, Environmental Health and Safety, as well as

the Financial and Administrative Services unit that supports the needs of the department. The AVP is responsible for the successful operation, maintenance and development of the University physical plant, and will play a key role in establishing and directing the strategic goals of the department and will ensure operational objectives are achieved. The AVP plays a significant role in creating the campus master plan and the five-year capital outlay program, and will engage collaboratively with campus administration and the campus community to provide superior customer-focused services while advancing the University’s goals.

Essential Functions

Service Group Responsibility – The AVP is directly responsible for the services delivered by

the Facilities Development & Operations group, and manages the professional, technical, administrative, operational support and skilled trade employees who are responsible for the day-to-day operations and the development of the University’s physical plant.

Planning, Design and Construction – In conjunction with University construction personnel,

the AVP is responsible for the design and construction, from inception to completion, of major, minor, deferred maintenance and capital renewal projects.

Maintenance and Operations – The AVP is responsible for managing an aging infrastructure

to provide a safe and comfortable learning environment. He or she is responsible for the maintenance of grounds, providing custodial services, recycling program, utility projects and for continuing the university’s commitment to sustainability and energy conservation.

Environmental Health & Safety – The AVP is responsible for the administration of the

Environmental Health and Safety program on campus providing consultation and training on occupational health and safety standards and the management of hazardous materials. The AVP is responsible for ensuring the University’s compliance with environmental health and safety standards.

Strategic Planning and Leadership – Serving as an active member of the Vice President for

Administration & Finance Executive Leadership Team, the AVP is responsible for the development and implementation of the University’s five-year capital outlay program, the physical master plan, the annual minor capital outlay, building audit, preventive maintenance, deferred maintenance and capital renewal programs. In addition, the AVP develops public/public and public/private development opportunities. The AVP also attends system-wide meetings and conferences designed for CSU Executive Facilities Officers.

– Reporting to the AVP is the Sr. Director, Planning, Design & Construction; the Senior Director of Facilities Services; the Director of Environmental Health & Safety; and the Director of Administrative Services.

– Ability to define problems, collect data, establish facts, and draw valid conclusions and to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables.

– Ability to comply with reporting requirements as it relates to construction management policy and procedures and financial reporting.

– Ability to work collaboratively with campus constituents.

– Ability to develop and monitor metrics to ensure the organization is operating efficiently and effectively serving campus needs while meeting budgetary parameters

– Ability to administer effective environmental health and safety program and remain current on compliance and safety standards.

– Ability to effectively respond to the needs of the constituency of a major metropolitan university.

– Ability to work with all levels of the campus community to solicit feedback and improve services

– Ability to drive and sustain a high performing, service-focused organization.

– Ability to ensure budget integrity of the FD&O service group.

Qualficiations for the Position Minimum Qualifications

– Bachelor’s degree in engineering, architecture, construction or related field

– Collective bargaining experience

– 10 years of progressively responsible relevant experience including at least 7 years in a senior level leadership role in a large and complex Facilities Department (either Operations and Maintenance or Planning, Design, & Construction)

– Successful completion of multiple large-scale capital projects

Preferred Qualifications

– Master’s Degree

– Higher Education environment experience

– Demonstrated experience building and sustaining a high performing, service-focused organization

– Experience with strategic planning
