"AN ORDER RECONSTITUTING THE DAVAO CITY-EARLY CHILDHOOD CARE &DEVELOPMENT (DC-ECCDCC) COORDINATING COMMITTEE
AND FOR OTHER PURPOSES"
WHEREAS, it is the policy of the State to promote the rights of children tosurvival, development and special participation with full recognition of the natureof the childhood and its special needs; and to support the parents in their rolesas primary caregivers as their children's first teachers;
WHEREAS, in consonance with the said policy of the State, Republic ActNo. 10410 otherwise known as the Early Years Act (EYA) , has been andapproved to institutionalize a national system for Early Childhood Care andDevelopment (ECCD) that is comprehensive, integrative, sustainable andinvolves multi-sectoral and inter-agency collaboration at the national and localgovernment levels among the government; among service providers, familiesand communities and among the public and private sectors, non-governmentorganizations (NGOs), professional associations and academic institutions;
WHEREAS, DILG Memorandum Circular No. 2002-121, dated August 5,2002, Revised Guidelines on the Organization and Strengthening of the LocalCouncils for the Protection of Children (LCPC) incorporating thereat EarlyChildhood Care and Development (ECCD) Coordinating Committees at theProvincial, City, Municipal and Barangay levels.
WHEREAS, the City of Davao is supportive of the mandate of the said lawand order considering that the same definitely boils down to the best interestand welfare of children;
NOW THEREFORE, I, RODRIGO R. DUTERTE, Mayor of the City of Davao/
by virtue of the power vested upon me by law, do hereby promulgate andreconstitute the creation of the DAVAO CITY - EARLY CHILDHOOD CARE &DEVELOPMENT COORDINATING COMMITTEE (DC-ECCDCC), with the followingspecifications:
Section 1. COMPOSITION. The Davao City-Early Childhood Care &Development (DC-ECCD) Coordinating Committee (Committee for brevity) shallbe composed of the following:

Section 2. SECRETARIAT. The City Social Services & DevelopmentOffice (CSSDO) shall act as Secretariat which shall coordinate and monitor theeffective implementation of the ECCD programs in the city. It shall be headed bythe Division Chief of the Preschoolers' of the said office;
Section 3. ATTACHED TO THE LOCAL COUNCIL FOR THE PROTECTIONOF CHILDREN (LCPC). DILG MC No. 2002-121 states that LCPC shall be theumbrella organization for all programs on children and the ECCD CoordinatingCommittee shall be one of the committees under it;
Section 4. FUNCTIONS. The Davao City-Early Childhood Care &Development (DC-ECCD) Coordinating Committee shall have the followingfunctions:
a) Formulate long-term, medium-term and annual plans and policies ofthe city about Early Childhood Care & Development Program, andrecommend the same to the City Mayor for approval;
b) Coordinate and monitor the implementation of City ECCD Programs;
c) Coordinate and support all barangays in the city in their EarlyChildhood Care and Development Programs;
d) Mobilize and encourage private sectors initiatives about ECCDPrograms;
e) Come-up with a documentation of all ECCD Programs of the cityincluding those already implemented;
f) Perform such other functions as may be directed to by the City Mayoron in accordance with the existing laws and ordinances.
Section 5. FUNDING. All expenses to support the activities of the ECCDCoordinating Committee shall be taken from any available fund of the Officeof the City Mayor. MAY 0 5 m
