Boeing airliner crashes in Russia, 50 killed

Moscow, 18 Nov — A Boeing 737 airliner crashed on Sunday in the Russian city of Kazan, killing all 50 people on board and spotlighting the poor safety record of regional airlines that ply internal routes across the world’s largest nation.

The son of the presi-dent of the oil-rich pro- vince of Tatarstan and the regional head of the FSB intelligence service were named among those killed when the plane exploded in a ball of fire on hitting the runway.

Pictures showed charred wreckage scattered over a wide area, appar-ently taken after firefighters had extinguished the fire. Russian television broad-cast a blurred video show-ing a bright flash of light. It also published a photo of the plane’s gaping fuselage with firefighters in the fore-ground.

The Tatarstan airlines

flight from Moscow had been trying to abort its landing in order to make a second approach when it crashed, killing all 44 pas-sengers and six crew on board, emergency officials said. Flight U363 took off from Moscow’s Domode- dovo airport at 6:25 pm (1425 GMT) and crashed just over an hour later, emergency officials said. The leased plane was 23 years old. According to lo-cal reports, the Boeing lost altitude quickly and its fuel

tank exploded on impact. There were high

winds and above-zero temperatures over the airport in central Russia. Flights to and from the airport were halted until midday on Monday.

Kazan, which is 800 km (500 miles) east of Moscow, is the capital of oil-rich region of Tatarstan. A new runway was built at the airport ahead of the World Student Games, held in the city earlier this year.

France assures Israel it will stand firm on Iran deal

JerusaleM, 18 Nov — President Francois Hol-lande assured Israel on Sun-day that France would con-tinue to oppose an easing of economic sanctions against Iran until it was convinced Teheran had given up any pursuit of nuclear weapons.

Hollande’s pledge could help underpin an intensive campaign by Prime Minister Benjamin Netanyahu to convince Is-rael’s main ally, the United States, and other leading powers to toughen terms of a proposed nuclear deal with Iran ahead of negotia-tions reconvening this week in Geneva.

Differences over how to ensure Iran does not ob-tain nuclear weapons have opened a rift between Ne-tanyahu and US President

Barack Obama, whose re-lationship has long been fraught. France has taken a tough line with Iran, help-ing Paris forge closer ties with Teheran’s foes in Is-

rael and the Gulf.“France will not give

way on nuclear prolifera-tion,” Hollande said at a welcoming ceremony at Tel Aviv airport. “So long

as we are not certain that Iran has renounced nuclear arms, we will keep in place all our demands and sanc-tions.” After Hollande’s three-day state visit, Netan-yahu is due to travel to Mos-cow on Wednesday to see Russian President Vladimir Putin and return to Israel to meet US Secretary of State John Kerry on Friday — by which point US and Rus-sian officials have said a preliminary deal with Iran might have been struck. Netanyahu has condemned a proposal, to be discussed by Iran in talks starting on Wednesday with six pow-ers — France, China, Brit-ain, Germany, Russia and the United States — to ease sanctions if it suspends some nuclear activities.

Merkel and SPD coalition talks enter final

make-or-break phaseBerlin, 18 Nov — An-

gela Merkel’s conserva-tives and Germany’s Social Democrats have forged a political marriage before and know each other’s ways, but as a new “big day” approaches, they are having to work hard to con-vince skeptical party mem-bers and the business world that they should give it an-other go.

Merkel’s Christian Democrats (CDU) and Ba-varian allies were the clear winners in September’s election, taking 41.5 per-cent of the vote, but their former liberal partners in government lost all their seats, so the center-right still needs to form a coali-tion with the humiliated centre-left.

After three weeks of negotiations on policy de-tails, coalition talks enter the “hot phase” this week, and the knottiest problems must be resolved in a fi-nal session on 26 Novem-ber for the chancellor to have a new government by

Dot London: City launches own domain to

boost online presenceLondon, 17 Nov —

London will join a hand-ful of cities launching their own Internet domain names next year to build a greater online presence and promote the British capital, the mayor’s office said on Friday. ICANN, the world body that oversees the web’s naming conven-tions, gave London the go-ahead this week to use its own unique domain name from 2014, along with New York, Berlin, Vienna and Brussels.

The city’s mayor, Bo-ris Johnson, said adopting the “.london” suffix would enable organizations to as-sociate themselves more closely with London’s global brand. “This is also an excellent opportunity to expand London’s digital presence, which in turn is set to generate funds to in-vest back into the city,” he

said in a statement.ICANN’s Vice Presi-

dent for Europe, Nigel Hickson, said that, in addi-tion to country-specific do-mains such as “.uk”, there are currently only 22 ge-neric top-level domains, in-cluding the familiar “.com”. He said ICANN had re-ceived requests for broad domains such as “.music” or “.tree”, as well as from companies seeking to use their names as a domain.

Hickson told Reuters he expected the number of domains to skyrocket, with as many as 1,000 new generic domains to be ap-proved in the next year. Hickson noted that it is not cheap to run an entity to register and sell domain names, but hoped the im-pact of expanding domain names would improve com-petition on the web.

Nokia Goldfinger, Moneypenny to run Windows Phone 8.1 with ‘3D Touch’

new York, 17 Nov — Microsoft has been ru-moured to be working on a revamped Windows Phone 8.1, codenamed ‘Blue’, since long. Now new de-tails of Windows Phone 8.1 have surfaced online that shed some light on some devices that will run the forthcoming operating sys-tem update as well as some of its new features.

Popular phone tipster, @evleaks has revealed that two Nokia smartphones, codenamed Goldfinger and Moneypenny, will be the first devices to run Win-dows Phone Blue. @ev-leaks’ tweet reads, “Nokia Goldfinger and Money-penny are shaping up to be the first Windows Phone Blue devices.” It’s worth pointing out that both code names are linked to the

James Bond movies. In ad-dition, The Verge in a report reveals that out of the two Nokia phones, Goldfinger is the flagship device. Further, the report quotes sources familiar with Nokia’s plans and notes that the Goldfin-ger will come with Nokia’s ‘3D Touch’ technology, which the company has been working on for long.

The report suggests that the rumoured ‘3D Touch’ feature uses device’s sen-sors to detect interactions that are off-the-glass.

The Nokia Goldfinger is said to come hand gesture support which will let users navigate on a phone without touching the display, while other gestures under con-sideration include flipping and scrolling. However, the report does not mention anything about the gesture

support in other Nokia de-vices that are already avail-able in the market.

The report also specu-lates that Microsoft might reveal the Windows Phone 8.1 update at MWC 2014.As of now, no other details of the alleged Nokia Gold-finger and Moneypenny have been revealed. It is not clear whether the two

devices are smartphones or tablets. Reports had sug-gested that Windows Phone 8.1 would come with large-screen support.

Earlier this week, a report claimed that Nokia would launch its next tablet dubbed Lumia 2020 along-side the Lumia 1820 smart-phone, at MWC 2014.

Bill Gates wants Norway’s $800 billion fund to spend more in

Africa, AsiaosLo, 17 Nov — Phi-

lanthropist and Microsoft co-founder Bill Gates called on Norway’s $800 billion oil fund, one of the biggest investors in the world, to spend more in the poorest countries, gaining the prime minister’s support with his proposal. Gates, who runs the $37 billion Bill and Melinda Gates Foundation, said Norway should set aside a portion of the fund to invest in infrastructure in sub-Saharan Africa and Asia, and buy equity in small enterprises that allevi-ate agricultural and medical problems.

“Norway is by many measures one of the richest countries in the world and you can afford to take some

of that money and help out people in other places,” Gates said on a visit to Oslo. Norway is working on a complete review of the fund, including its invest-ment strategy. Critics say it has become too big and needs to diversify away from stocks, bonds and real estate, and may even need to be broken up into spe-cialized vehicles.”It is part of our platform that the oil fund should invest more in developing markets,” Prime Minister Erna Solberg, who took power last month, said after meeting Gates. “We will make sure the fund gets a mandate that allows them to invest in companies and maybe also infrastructure in these developing countries,”

new York, 17 Nov — A Chicago computer hacker tied to the group known as Anonymous was sentenced on Friday to 10 years in prison for cyber attacks on various government agen-cies and businesses, includ-ing a global intelligence company.

Jeremy Hammond, 28, was handed the maximum term for the December 2011 hacking of Strategic Fore-casting Inc, an attack his lawyers contend was driven by concern about the role of private firms in gathering intelligence domestically and abroad. Prosecutors say the hack of Strategic Fore-casting, or Stratfor, resulted in the theft of 60,000 credit card numbers and records for 860,000 clients, which were then uploaded online.

Chicago hacker tied to Anonymous given 10 years in prison

Hammond admitted being behind it in May. He also admitted to hacking several law enforcement agencies and organizations, includ-ing the Arizona Department of Public Safety, releasing personal details of offic-ers as part of an attack by the Anonymous-affiliated group LulzSec.

Hammond’s lawyers argued their client should be sentenced to only time he had already served since his March 2012 arrest, por-traying him as a political activist and whistleblower. As part of the Stratfor at-tack, Hammond’s lawyers said he turned over com-pany emails to the anti-secrecy group WikiLeaks, which has since selectively released documents reveal-ing the firm’s dealings with

clients including Goldman Sachs Group Inc and Coca-Cola Co. “As a result of the Stratfor hack, some of the dangers of the unregulated private intelligence indus-try are now known,” Ham-mond said in court.

But Chief Judge Lo-retta Preska of the US Dis-trict Court in Manhattan imposed the 10-year term followed by three years of supervised release, citing his “total lack of respect for the law.” “There was cer-tainly nothing high-minded or public spirited about his hacking,” Preska said. The sentence was the maximum allowed under the single charge of conspiracy to engage in computer hack-ing that Hammond pleaded guilty to in May.

Princeton University can import vaccine to combat meningitis outbreak

New York, 17 Nov — A meningitis vaccine ap-proved for use in Europe and Australia but not in the United States can be import-ed to try to stop an outbreak of the disease at Princeton University in New Jersey, federal health officials said. The Food and Drug Admin-istration agreed this week to the importation of the vac-cine, Bexsero, for poten-tial use on the Ivy League campus, Barbara Reynolds, a spokeswoman for the Centers for Disease Con-trol and Prevention, said

on Saturday. The school, which has about 7,900 stu-dents, reported its seventh case of the year this week, said university spokesman Martin Mbugua. Bexsero, a new vaccine made by Swiss drugmaker Novartis, is de-signed to protect against a strain of the disease, sero-group B, that is not as com-mon in the United States as it is in other parts of the world, Reynolds said.

The outbreak of se-rogroup B meningitis at Princeton is rare but not the first of its kind in the Unit-

ed States, Reynolds said. “What’s a little different now is this is the first time we’ve had an outbreak and also have had the possibility of using a vaccine that could protect against it,” she said.

The university’s trus-tees are meeting this week-end to discuss the outbreak. Mbugua would not talk about the nature of those discussions or what day they would be held. “I will not pre-empt the trustees’ dis-cussion by talking about it beforehand,” he said. Reyn-olds said she did not have a timetable for how quickly the vaccine could be availa-ble. Its use would be option-al for students at Princeton, she said. The most recent case at the school was diag-nosed last Sunday, Mbugua said. Six of those affected are students, and one was a visitor, he said.

The Slush 2013 also drew 60 billion US dollars worth of venture capital, almost twice the value last year. Believing the global internet is still largely dom-inated by US technology, Wang said the well-sold Slush entrance tickets gave him confidence to expect a non-American ecosystem to emerge.

He said, “80 percent of netizens are outside Amer-ica, whereas 80 percent of

internet services are pro-vided in America. This is ... not only ... a huge chal-lenge ... but an opportunity as well.”Wang said he was impressed by the “enthusi-asm, determination and sol-idarity” at the Slush venue. “They are similar to us,” referring to a recent confer-ence in China organized by Aliyun, a cloud platform of e-commerce set up by Ali-baba group.Wang chaired the conference, which was held earlier this month in Zhejiang Province in east-ern China, and attended

by some 5,000 developers, customers and investors.

Like Europe, thou-sands of Chinese business startups began to gener-ate huge revenues through internet and to provide services to millions of us-ers beyond China. “This is a development thanks to the global internet,” said Wang. He noted that many of Chinese successful start-ups are gaming companies, just like Finland, a nordic country that saw its gaming industry the fastest growing sector in 2012.—Xinhua

Dubai Airshow to open with Gulf spending spree

Dubai, 17 Nov—Gulf airlines are set to place or-ders worth over $100 bil-lion as the Dubai Airshow gets under way on Sunday, industry sources said, led by record investment in a new Boeing jet. The birth of a revamped successor to Boeing’s 777 jet, with some 250 orders booked or in the pipeline from four air-lines, marks a new step in the growth of Gulf airlines and a fierce contest between Boeing and Airbus (EAD.PA) for their business. Boe-ing is expected to launch the 777X jet with orders from the top three Gulf carriers — Dubai’s Emirates, Abu Dhabi’s Etihad Airways and Qatar Airways — and Ger-many’s Lufthansa (LHAG.DE) which has already ten-tatively committed to buy 34 of the planes.

Gulf airlines have been expanding rapidly as they

seek to take advantage of a strong geographical posi-tion connecting East and West. A fifth, Hong Kong’s Cathay Pacific, could join the program later, industry experts said, while Brit-ish Airways (ICAG.L) has expressed interest in the jet. Boeing’s (BA.N) top planemaking official pledged not to let a dispute with Seattle assembly work-ers over where the plane should be built interfere with its launch, which is expected to be announced on day one of the 17-21 November show. Boeing is looking for a home for the new jet after members of the International Association of Machinists rejected a pro-posed contract that would have seen Boeing commit to keeping the latest member of the 777 series near Seat-tle in exchange for restruc-tured benefits.—Reuters

Siemens chairman plans to stay until 2018

FraNkFurt, 17 Nov — Siemens (SIEGn.DE) chair-

man Gerhard Cromme plans to stay in his post until his

contract ends in 2018, Ger-man magazine Focus report-ed on Saturday, saying he had made his intention clear to close colleagues inside the engineering conglomer-ate. The magazine said there had been increasing specu-lation that the 70-year-old might step down from office early, after critics argued his departure would afford the company a fresh start.

Cromme, in contrast, sees his chairmanship as

adding to continuity and sta-bility at Siemens, the maga-zine said.

Siemens has been re-shaping its management organization under Chief Executive Joe Kaeser, who took over in July after the company dumped former chief Peter Loescher four years before the end of his contract, following a series of profit warnings. A Sie-mens spokesman declined comment. —Reuters

UNSG’s message on World Toilet Day

19 November 2013Each year, more than 800,000 children under five

die needlessly from diarrhoea – more than one child a minute. Countless others fall seriously ill, with many suffering long-term health and developmental conse-quences. Poor sanitation and hygiene are the primary cause. Worldwide, some 2.5 billion people lack the benefits of adequate sanitation. More than 1 billion people practice open defecation. We must break the taboos and make sanitation for all a global develop-ment priority.

This first official observance by the United Nations of World Toilet Day is an opportunity to highlight this important topic. Sanitation is central to human and envi-ronmental health. It is essential for sustainable develop-ment, dignity and opportunity. Poor water and sanitation cost developing countries around $260 billion a year — 1.5 per cent of their gross domestic product. On the other hand, every dollar invested can bring a five-fold return by keeping people healthy and productive. When schools offer decent toilets, 11 per cent more girls attend. When women have access to a private latrine, they are less vul-nerable to assault.

Despite the compelling moral and economic case for action on sanitation, progress has been too little and too slow. That is why I launched a Call to Action on Sanita-tion this year to end open defecation by 2025 and build on existing efforts such as Sanitation and Water for All and the Sanitation Drive to 2015, the target date for achieving the Millennium Development Goals.

We are a long way from achieving the MDG target of reducing by half the proportion of people lacking ad-equate sanitation. We must urgently step up our efforts, with all actors working together for rapid, tangible re-sults. And as we look beyond 2015, it is essential that sanitation is placed at the heart of the post-2015 devel-opment framework. The solutions need not be expensive or technology-driven. There are many successful models that can be replicated and scaled up. We must also work to educate at-risk communities and change cultural per-ceptions and long-standing practices that have no place in our modern world.

By working together — and by having an open and frank discussion on the importance of toilets and sani-tation — we can improve the health and well-being of one-third of the human family. That is the goal of World Toilet Day.

of Health. Five other stu-dents have recovered, and the visitor’s case is being followed by another state health department. The first case was reported in March.

Meningitis is a seri-ous disease that is spread through coughing and ex-changes of saliva, and peo-ple living in dormitories or other crowded living quar-ters are especially at risk. There is a vaccine avail-able in the United States for other strains of the disease, Reynolds said.

The CDC recommends the vaccine for children and students before they head off to college. Bacte-rial meningitis can cause the membranes covering the brain and spinal cord to swell. The most severe cases can result in death, hearing loss, brain damage, kidney disease or require the amputation of limbs. Symptoms include fever, headaches and stiff neck.

TEPCO to start fuel removal from Fukushima No 4 spent fuel pool

Tokyo, 18 Nov — The operator of the Fukushima Daiichi nuclear power plant

is set to start later Monday a yearlong mission to remove fuel from a pool at a dam-

aged reactor building, in a move to address one of the major hazards remaining at the accident-stricken plant.

While the process of removing fuel assemblies from the spent fuel pool of the No 4 reactor unit is a milestone toward the de-commissioning of Tokyo Electric Power Co’s Fuku-shima plant, the work will require careful attention so as not to result in another radiation-leaking incident.

The Nos 1 to 4 units lost their cooling systems during the 2011 nuclear crisis, triggered by a huge earthquake and tsunami in March 2011.

The No 4 unit suffered damage to the building due to a hydrogen explosion, but avoided a reactor melt-down, unlike the Nos. 1 to

3 reactors, as all of its fuel was stored in the spent fuel pool due to the reactor un-dergoing periodic mainte-nance work at that time.

However, the condi-tion of the spent fuel pool on the highest floor of the crumbling building was a major source of concern in the early days of the cri-sis, as the water level was suspected to have dropped low enough to expose the fuel. TEPCO later said the fuel of the No 4 unit was unlikely to have sustained major damage. To ensure radioactive substances will not spread outside dur-ing the fuel removal work, TEPCO has created a huge cover, supported by steel frames, to blanket the reactor building.

New climate of pragmatism prevails in

US-Cuba relationsWashingTon, 18 Nov

— US relations with Cuba have undergone a surprise warming in recent months, raising expectations of pos-sible agreements to bring the two countries closer after more than 50 years of hostility.

US and Cuban offi-cials overcame a series of potentially divisive inci-dents this summer with mu-tual displays of pragmatism rarely seen since Cuba’s 1959 socialist revolution that brought Fidel Castro to power. President Barack Obama appeared to rec-ognize this publicly on 8

November when he said at a fundraiser in Miami that it may be time for the United States to revise its policies toward Cuba.

“We have to be creative and we have to be thought-ful, and we have to continue to update our policies,” he said. Hostile rhetoric has long characterized relations

between the two countries, separated by only 90 miles (140 km) of sea.

But US and Cuban of-ficials now are privately expressing appreciation of each other’s handling of the incidents. They include Cuba’s decision not to of-fer a safe haven to fugitive former US National Se-curity Agency contractor Edward Snowden, who is sought by the United States for alleged espionage, and the diplomatically deft US handling of a North Korean ship carrying Cuban weap-ons in possible violation of UN sanctions.

“I think there is a will-ingness on both sides to en-gage more pragmatically, but we are not on the cusp of any great policy changes,” said one US official involved in discussions on Cuba policy. “We are not as optimistic as the Cubans are, but there’s interest in moving things along.”—Reuters

UN talks on new carbon markets break downneW york, 18 Nov —

International negotiations on how to set up new car-bon markets to cut green-house gas levels broke down over the weekend in Warsaw, sources said, after developing nations refused to progress the issue before rich nations increase efforts to cut their own emissions.

More than 9,000 dele-gates from almost 200 countries are gathered in the Polish capital for 11-22 November United Na-tions-sponsored meetings

aimed at forging by 2015 a new treaty to fight climate change, which would enter into force after 2020.

Sources said negotia-tors were unable to agree, before the start of high-lev-els talks beginning on Mon-day, proposals to develop new carbon markets and link them together through common accounting and transparency standards.

Talks on the issue have been shelved until June 2014, despite agreement in War-saw expected by many. A

spokesman for the European Union Commission said the negotiations had proved very difficult and that it regretted that progress was not made.

“We remain interested in a political discussion on the role of markets in the 2015 agreement here in Warsaw,” he added.

Reaction to the break-down in talks was mixed. “The profound lack of pro-gress is obviously disap-pointing.

We hope the parties regroup and find a way to

progress the (talks) as soon as possible,” said Miles Austin of trade group the Climate Markets & Invest-ment Association.

Meena Raman of green groups alliance Third World Network welcomed the news, “given the grave lack of ambition from developed countries to reduce emis-sions”.

Poorer nations, which bear the brunt of the worst ef-fects of climate change, want rich governments to take on more ambitious and bind-ing emissions reduction targets.

Fast-moving storm kills five as tornadoes rip US Midwest

WashingTon, 18 Nov — A fast-moving storm system triggered multiple tornadoes on Sunday that killed at least five people and flattened large parts of a town in Illinois as it tore across the Midwest, author-ities said.

The storm also forced the Chicago Bears to halt their game against the Bal-timore Ravens and the NFL fans at Soldier Field to seek shelter as menacing clouds rolled in. Chicago’s two major airports also briefly stopped traffic while the metropolitan area was un-der a tornado watch.

National Weather Service survey team con-firmed preliminary EF-4 tornado damage in Wash-ington County in south-ern Illinois, with winds of 166 to 200 miles (267-322 km) per hour. A small farmhouse there took a

direct hit, according to the NWS survey team re-port. “The homestead was totally destroyed with only the foundation remaining,” the report said.

A total of 80 tornado reports were received along with 358 reports of damag-ing winds and 40 reports of large hail, according to Rich Thompson, a lead

forecaster with the weather service’s Storm Prediction Center in Norman, Okla-homa.

The storm moved dan-gerously fast, tracking east-ward at 60 miles per hour (97 kph) and Thompson said the bulk of the torna-do damage from the storm occurred over a period of about five hours.—Reuters

Pakistani party postpones NATO supply blockade

islamabad, 18 Nov — The ruling party in Pa-kistan’s northwestern Khy-ber Pakhtunkhwa Prov-ince on Sunday announced postponement of its plan to block supply route for NATO troops in neighbour-ing Afghanistan.

Pakistan Tehrik-e-In-saf, or PTI, had announced to cut the NATO supply line from 20 November as a protest against the US drone strike which had killed the Pakistani Taleban chief, Hakimullah Mehsud.

PTI Chairman Imran Khan announced the post-ponement of the protest sit-in against drones and to stop NATO supplies from 20 to 23 November, keep-ing in view the grave secu-rity situation in the country,

“This is not a cancella-

tion but a postponement in response to the sensitivities of our people and the acute security situation prevailing in the country,” Khan ex-plained in a statement.

The decision was taken after sectarian clashes in the garrison city of Rawalpindi, which claimed nine lives and dozens more were in-jured. The incidents caused tensions in some other cit-ies, and law enforcement agencies have been put on high alert in view of possi-ble backlash.

Last week PTI’s coa-lition partner, Jamaat-e-Islam party briefly stopped supplies to NATO forces against the American drone strikes. Supporters of Jamaat-e-Islami party staged a sit-in on the main NATO supply route in Pe-

shawar for two hours, forc-ing the authorities to stop NATO containers from en-tering Afghanistan.

Nearly 70 percent supplies are transported through Pakistan, the short-est and cheapest route, for over one hundred thousands foreign troops. The US is also using Pakistani route for withdrawal of its heavy machinery from Afghani-stan as part of its exit plan.

The government of Prime Minister Nawaz Sharif has been under tre-mendous pressure from re-ligious and some political parties to block NATO supply line after the 1 November drone strike, which officials said, sabo-taged the government strat-egy of holding peace talks with the Taleban. —Xinhua

Rural development essential to ensure safe and secure food for all

Most recently, the launch of EU-Myanmar Task Force took place at the Myanmar Inter-national Convention Centre, Nay Pyi Taw. The Task Force will support Myanmar as it takes over the rotating presidency of ASEAN in 2014 in addition to its full integration in the ASEAN political, economic and social-cultural com-munities by 2015. It will also support on-going efforts to transform Myanmar into a modern democracy a key part of which is the consti-tutional review under way, as well as credible, transparent and inclusive elections in 2015.

Given the importance of small and medium-sized enterprises, tourism and the raw materi-als/mine sector, the Task Force welcomed the signature of letters on intent in these areas with a view to deepening co-operation between the EU and Myanmar. And it noted that the My-anmar government’s intentions to boost invest-ment in key sectors of the economy will bring new job opportunities for Myanmar and new opportunities for investment from European industry.

The Task Force stressed the key role of ag-riculture in Myanmar. Rural development and food security are essential to ensure safe and secure food for all, but also improve the live-lihoods of farmers and provide opportunities for rural communities. This will make an enor-mous difference to the lives of many rural peo-ple who’ve lost their livelihoods in recent floods.

The activities of the Task Force are de-signed to achieve a number of broad economic and strategic objectives as the economy is still every much driven by investment, and will con-tribute much to many who face a multitude of challenges in their daily lives including difficult living conditions and poor access to essential services.

We have to be honest that we need to under-stand the trend of the time, devise strategy and plan carefully in undertaking major diplomatic activities, with particular attention to neigh-bouring countries. We also need to work hard-er to remain competitive with other companies like EU because things like narrow nationalism, protectionism and xenophobia are negative val-ues. And we are sure that this would be geared towards a high level of national development.

9Tuesday, 19 November, 2013New Light of Myanmarn a t i o n a l

Nay Pyi Taw, 18 Nov — Only when development of agriculture and livestock sectors can be realized, will there be incomes of rural people and poverty rate be reduced as their livelihoods lies with these sectors. Gen-erating per capita income calls for firm policies to be able to attend the needs of each and every citizen, President U Thein Sein said at an opening of national workshop on rural develop-ment strategic framework held at Myanmar Interna-tional Convention Centre-MICC, here, this morning.

In his opening address, the President said the gov-ernment’s half-term was on, making great strides as much as it can in the tasks of improving political, eco-nomic, administrative and private sectors.

He continued that the government, during the term went by, has expe-rienced not only success but also challenges in its sweeping reform processes. Based on the experience,

Development of agriculture, livestock breeding, key to rural developmentPresident U Thein Sein addresses National Workshop on Rural

Development Strategic Framework

the government will try hard to translate the desires of the people into a success with the support of the peo-ple and international com-munity during the remain-ing term, he added.

As peace and stability and socio-economic devel-opment are interrelated, the government initiated politi-cal and economic reforms at the same time. Peace-mak-ing process is progressing to a certain extent and both sides are striving for ensur-ing nationwide ceasefire soon and moving towards a political dialogue.

The President high-lighted food security, ru-ral development poverty reduction and sustainable economic development for parallel development in economic, social, health and education sectors after re-storing peace and stability.

He stressed the need to store rice and paddy for food sufficiency as the world is experiencing ad-verse effects of climate change and lay down poli-

cies for water management as water supply is essential for agriculture sector.

He called for effec-tive utilization of marine resources and formulation of policies for ensuring sus-tainable meat and fish pro-duction. Cooperation with international organizations is necessary in order to avoid depletion of marine resources and degradation of ecosystem, he added.

In accord to meet mil-lennium development goal, it is required to put utmost efforts in the task of re-ducing poverty rate to 16 per cent from 26 per cent in 2015. Rural develop-ment and poverty allevia-tion scheme is high on the agenda and implementation of the eight points is in pro-gress.

He continued that firm polices are needed to take effective measures for the development of integrated farming system. It is nec-essary to initiate a micro-finance policy so that in-dividual requirements will

be fulfilled. Delivery units have been formed for en-suring direct contacts with the public.

In his conclusion, the President stressed the im-portance of conservation of marine and natural re-

sources, saying that those who are in improper use of natural resources are per-petrators. He expressed his belief that policies, strate-gies and tactics for conser-vation of natural resources could be laid down through

this workshop.Next, the President

posed for documentary photos together with those present.

Then, the President and party observed docu-mentary photos on progress of rural electrification, rural housing, opening of courses for job opportunities, com-munity-based development projects and construction of roads and bridges and drinking water supplies and development undertakings by NGOs.

Also present at the opening ceremony were Vice-President U Nyan Tun, the Union ministers, the region/state chief min-isters, deputy ministers, members of Amyotha Hlut-taw committee for rural re-gion development and pov-erty alleviation, the region/state ministers, Task Force members, experts, UN of-ficials, responsible persons of organizations at home and abroad and guests.

Mount Merapi volcano

erupts in IndonesiaJakarta, 18 Nov —

Mount Merapi, the most ac-tive volcano in Indonesia, erupted on earlier Monday, shooting a cloud of black ash about 2,000 metre high, officials said.

The authorities had asked travelers or tourists to stay away from the vol-cano located in Yogyakarta Province, part of central Java, Heru Suparwoko, an official at the monitoring post of Mount Merapi, said.

“Mount Merapi erupt-ed at 04 : 53 local time to-day (Monday). The mount was rumbling and has been spewing the ash the east since, “ he told Xinhua by phone from the post.

The 2,911 metre high Mount Merapi’s most vio-lent eruption was in 2010, killing about 350 people and displacing thousands of others. Indonesia, a vast archipelago country with 17,500 islands, is home to 129 active volcanoes and sits on a vulnerable quake-hit zone called “the Pacific Ring of Fire”. —Xinhua

Philippine authorities seek to revive economy in typhoon-hit areas

Cebu City, (Philip-pines), 18 Nov — Philip-pine authorities are prepar-ing to revive the economy in areas wrecked by Ty-phoon Haiyan, with gov-ernment-run banks set to resume operations and busi-nesses being encouraged to reopen quickly.

Interior Secretary Mar Roxas said in a televised interview on Sunday that Landbank of the Philip-pines and the Development Bank of the Philippines would resume operations in the severely damaged Tacloban City in the cen-tral Philippines on Monday, with the former committing to bringing in automated teller machines to facilitate the availability of cash.

He said efforts are be-ing made to get banks, gro-cery stores, chain stores and shopping malls to reopen as soon as possible so that residents can resume nor-mal life. The disruption of power lines is a main factor that has paralyzed business activities in badly hit com-munities like Tacloban City on Leyte island.

Desperate for food and drinking water, some local people have looted stores and shopping malls.

The shortage of sup-plies has sent fuel prices skyrocketing, thus curtail-ing public transport.

“It’s already the 17th, and the last payroll of gov-ernment employees here was not consummated be-cause of the storm,” Roxas said in the interview. Au-thorities are trying to pay government employees so as to get the local economy moving again, he said.

Other sources of in-come would be “cash-for-work” programmes offered by social welfare authori-ties and the emergency em-ployment programme run by the labor department. Roxas said relief operations

will continue for typhoon victims despite “affirmative action” efforts to bring a measure of normalcy to lo-cal communities.

The National Disaster Risk Reduction and Man-agement Council on Sun-day put the confirmed death toll from Haiyan at 3,976 with 1,590 people reported missing. Of the affected 10 million people from 44 provinces, nearly 4 million have been displaced, with around 349,000 staying in 1,530 evacuation centres.

Damage to agriculture and public infrastructure is estimated at 10.3 billion pe-sos (US$235 million).

S Korean president vows to set foundations for reunification with DPRK

Seoul, 18 Nov — South Korean President Park Geun-hye vowed on Monday to build up foun-dations for peaceful reunifi-cation with the Democratic People’s Republic of Korea (DPRK) within her five-year presidency.

“I’ll make all-out ef-forts to make sure that foun-dations for peaceful reunifi-cation will be set up within my tenure and North Korea

(DPRK) can be changed into a responsible member of the international commu-nity,” Park said in her first address to lawmakers at the headquarters of the Nation-al Assembly since she took office in February.

Park said the peaceful reunification on the Korean Peninsula is a path that the two Koreas must go though it may look murky and far away until now, noting

that Seoul will continue to push for the Korean Penin-sula trust-building process based on firm principles and patience.

If trust on issues, in-cluding the DPRK’s nu-clear programme, is built between Seoul and Pyong-yang, a wider range of eco-nomic cooperation will be made possible among the two Koreas, Park said.

Angelina Jolie receives humanitarian award from

AcademyLos AngeLes, 18 Nov

— The Hollywood film industry recognized Ange-lina Jolie on Saturday with a humanitarian award for her work with refugees and advocating for human rights through her film career. Ac-tors Angela Lansbury and Steve Martin and costume designer Piero Tosi also received what are called “honorary Oscars” for their contributions to film at the annual Governors Awards from the Academy of Mo-tion Picture Arts and Sci-ences. In a celebrity-packed room, with partner Brad Pitt and Cambodia-born son Maddox by her side, Jolie was introduced by Bosnian and Serbian cast members from her directorial debut, “In the Land of Blood and Honey.” They thanked her for giving those who lived the Balkan war a chance to express themselves. The 38-year-old Oscar winner is a special envoy to the United Nations High Com-missioner for Refugees and has made more than 40 field missions, including recently to help refugees fleeing the war in Syria.

Upon receiving the Jean Hersholt Humanitarian Award from director George Lucas, Jolie remembered her late mother who encour-aged her to live a life of use to others, although the ac-tress said it took time for her to realize what that meant. “When I met survivors of war and famine and rape, I learned what life is like for most people in this world,” Jolie said. “I realized how sheltered I had been,” she added, “and I was deter-mined to never be that way again.” Past winners of the humanitarian award include Elizabeth Taylor and Paul Newman.

British-American ac-tress Lansbury, whose ca-reer has spanned seven decades, was feted for mem-orable roles in films like her cockney maid in “Gaslight” in 1944, directed by George Cukor. While nominated three times for supporting actress Oscars, including for “Gaslight,” she has never won. “Ms. Lansbury, here is your Academy Award at last,” said film historian Robert Osborne as he pre-sented her with the golden Oscar statuette.—Reuters

Vettel sets record with US Grand Prix win

Austin, (Texas), 18 Nov — Red Bull’s quad-ruple world champion Se-bastian Vettel won the US Grand Prix on Sunday and became the first driver to take eight consecutive vic-tories in a single Formula One season. Starting from

pole, the 26-year-old Ger-man was again in a class of his own, taking the chequered flag 6.2 seconds clear of Frenchman Ro-main Grosjean in a Lotus. Vettel’s Australian team mate Mark Webber finished third. The champion, who

clinched his fourth straight title in India last month, is now one step away from equaling compatriot Mi-chael Schumacher’s 2004 record of 13 wins in a sea-son after collecting his 12th of the year.

zilian Grand Prix is the last race of the season.” I’m speechless,” Vettel told his team over the radio after his first victory at the Circuit of the Americas after miss-ing out last year. “We have to remember these days. There is no guarantee they will last forever,” he added, his victory coming a day af-ter Red Bull team principal Christian Horner celebrated his 40th birthday.

Britain’s Lewis Ham-ilton, last year’s winner for McLaren, finished fourth for Mercedes with Ferrari’s Fernando Alonso fifth and Nico Hulkenberg sixth in a Sauber. Finnish rookie Valtteri Bottas took his first points of the season with eighth place for struggling Williams behind McLar-en’s Mexican Sergio Perez.

Jimmie Johnson captures sixth Sprint Cup title

Los AngeLes, 18 Nov — Jimmie Johnson added another title to his dominant NASCAR career by clinch-ing the Sprint Cup Series championship with a ninth-place finish at the season-ending Ford EcoBoost 400 on Sunday.

For Johnson, who only needed to finish 23rd or better at Homestead-Miami Speedway to win the Cup, it marked his sixth champi-onship in eight years as he finished 19 points ahead of Matt Kenseth in the final standings.

“I’m so happy to win this sixth championship,” Johnson told reporters after

winning his first series title since 2010.

“I’m so thankful. I’m at a loss for words.” The victory puts Johnson in rare company as he joins Rich-ard Petty and Dale Earn-hardt as the only drivers to win at least six NASCAR series championships.John-son delivered five in a row from 2006-2010.His latest win did not come without a little drama as Johnson and Kenseth made contact with one another during a restart late in the race. The inci-dent caused a little damage but could not slow John-son’s run.

“I had contact from

behind. I didn’t know what to think,” Johnson said. “It made the last 50 laps kind of interesting.” Ken-seth was the pole-sitter and led most of the way in the season finale but he would have needed Johnson to slip up along the way. Ken-seth finished second behind

winner Denny Hamlin, who snagged his 23rd career victory. Dale Earnhardt Jr finished third in the race and fifth in the final stand-ings. Kevin Harvick and Kyle Busch were third and fourth, respectively, in the overall Sprint Cup results.

Serbia left Ferrari in the garage, says StepanekBeLgrAde, 18 Nov —

Serbia’s decision to leave Novak Djokovic out of the doubles rubber of their Da-vis Cup final against Czech Republic was “like leaving a Ferrari in the garage”, victorious opponent Radek Stepanek said on Sunday. The Czechs wrapped up a 3-2 win to retain their title thanks to Stepanek’s crush-ing straight-sets demolition of the inexperienced Dusan Lajovic in the decisive rub-ber.

The match, however, hinged on the outcome of the doubles with Djoko-vic winning both his sin-gles ties and Stepanek, along with stand-in captain Vladimir Safarik, said they were surprised the world number two was rested. “We expected him to play but that was their decision

and we just focused on beating whoever was on the other side of the net,” Safa-rik, deputizing for the ill Ja-roslav Navratil, told a news conference.

In Djokovic’s absence, Tomas Berdych and Radek

Stepanek romped to a 6-2, 6-4, 7-6(4) win over Nenad Zimonjic and Ilija Bozoljac to take a 2-1 lead heading into the final day. Serbia were already weakened af-ter losing Janko Tipsarevic to a foot injury and Viktor

Troicki who was banned for missing a blood test in April.

“We only had so many fit and eligible players to choose from and although I must take responsibility for the outcome as the decision maker, I have no regrets about the team selection in any of the rubbers,” Serbia captain Bogdan Obradovic said. —Reuters

MYANMAR TVHaye advised to retire after shoulder surgery

London, 18 Nov — Former world heavyweight champion David Haye has been advised by doctors to consider retiring after un-dergoing shoulder surgery, the Briton said on Sunday. Hayeunderwentfivehoursof surgery in Germany on Thursday to reconstruct his right shoulder and was advised to think about end-ing his 11-year professional boxing career. Haye, 33, had been due to box com-patriot Tyson Fury in a rearranged bout on 8 Feb, 2014, in Manchester, but he hascanceledthefightforasecond time.

The bout had been originally scheduled for 28 September but was called off after Haye cut his left eyebrow in sparring. “I genuinely believed the

shoulder injury wasn’t that bad,” Haye said in a state-ment on his website (www.hayemaker.com).

“But the doctor sent me for a detailed MRI scan and within 24 hours I was told the full extent of the dam-age. Twenty-four hours af-ter that I was in the operat-ing theatre. “It’s a crushing blow for me. I had big plans for next year and the ulti-mate goal was to win back the world heavyweight title, something my amazing fans deserve.

“What I didn’t an-ticipate was that this year would be the unluckiest of my career and that a number of injuries would disrupt my plans so much. Perhaps it just wasn’t meant to be. The boxing Gods keep hinting that

maybe enough is enough and that it’s time to fi-nally hang up my gloves.” Haye, who lost his WBA belt in 2011 to Ukrainian Vladimir Klitschko, called off his previous planned fight against Germany’sManuel Charr in June when he suffered a hand injury.

“The surgery and sub-sequent results are a bitter pill to swallow because I truly felt I had a lot more to offer and was looking forward to paying back my loyal fans with some great fightsin2014,”headded.

“But I’ve been boxing for 23 years now, amateur and pro, and this has clearly taken its toll on my body.”

“I can only offer my sincerest apologies to all those fans who have fol-lowed me over the years and, like me, wanted to finish on a real high. Thiswasn’t how I wanted to end 2013.”

If I’m now destined to have won the European Championship, the Uni-fied World CruiserweightChampionship and the WBA Heavyweight Cham-pionship of the world — witha recordof28fights,26 wins, 24 victories com-ing via knockout and only two defeats — then so be it. I’m proud of these achievements and consider my boxing career a huge success.”

Nine PKK militants surrender to Turkish security forcesAnkArA, 18 Nov —

Nine militants of the out-lawed Kurdish Workers’ Party (PKK) surrendered to the Turkish security forces in southeastern Turkey on Sunday, pri-vate Dogan news agency reported.

The nine PKK mili-tants from PKK camps in northern Iraq surrendered to the Turkish troops at Habur Border Gate in Si-lopi town of Sirnak Pro-vince on Sunday noon, according to the report, adding that the PKK mem-bers were sent to a Gen-darmerie station in Silopi.

Speaking at a rally of thousands of ethnic Kurds in Turkey’s southeastern Diyarbakir Province on Saturday, Massoud Bar-zani, visiting leader of northern Iraq’s Kurdish

autonomous government, pledged full support for Turkey’s peace process with the PKK, an outlawed group that only entered ceasefire with Ankara af-ter30yearsofconflicts.

The Turkish authori-ties started peace nego-tiations with the PKK in October 2012, which led to a ceasefire in March.InMay, the PKKfightersstarted to return to their strongholds in northern Iraq.

The PKK, listed as a terrorist group by Turkey and some other countries, took up arms in 1984 in an attempt to create an ethnic homeland in southeastern Turkey. Since then, over 40,000 people have been killed in conflicts involv-ing the group.

Chiellini hails Conte’s psychological expertise

rome, 18 Nov — Ju-ventus defender Giorgio Chiellini has said the ex-ceptional psychological ex-pertise Antonio Conte mas-ters has made him a great coach. Conte excels at what is the hardest for a soccer coach, said Chiellini.

“I think the psycho-logical aspect is the most difficult for a coach, butthat is where Conte excels. He evaluates everything based on moments, people and needs. At times all it takes is a glance, at others a speech,” he said.

“I didn’t expect he’d be able to change us so much and so quickly. I went through the ‘dark years’ of finishing in seventh place, which were much worse than Calciopoli and being demoted to Serie B,” he said.

He suggested that Conte has made history in Juventus with two Serie A titles in a row.

“To get right back up and in fact win the title un-beaten will always remain in the history of Juventus. It was unique and special,” he said.

The Italy defender is confident that Juventuscould achieve more un-der the guidance of Conte. “Now the challenge is even tougher, as we can become thefirstpost-War Juventusside to win three Scudetti in a row,” he said.

“This is now the strongest squad of the Con-te era, as we raised the bar with new signings and our overall growth over time. Now we have to prove that onthefield,”headded.
