By tlu recent lowering of thefranchise in Knglnnd, the cleetoiatewas increased from three millions to

cretion was from the working classes.Yet the new House of Commons ap-
pears to be as able, intelligent amiwcll-eilnciit- a body us precedingones. This goes to prove that the
working people of the United King-
dom have justified the trust reposed
in them, contrary to tho apprehen-
sions of a disastrous democratic
deluge. They have not been car-
ried away by preposterous notions
of a betterment of their condition to
be achieved by having their newly
acquired power wielded by members
of their own class. Their good
sense has been displayed in select-
ing ability, intellect and experience
to serve them in the councils of thenation, rather than the untrained
zeal without knowledge of would-b- e
reformers from their own ranks.

The build of tiio backbone of thenew vessel is peculiar. Amidshipsthere will be a double keel made ofwhite oak timbers, 21 inches square,and from 50 to .r)5 feet long. Pro-
jecting from between these, forward"and aft to the ends of the vessel,and securely scarfed to the doublela-el-, will be two timbers, 12 incheswide by 21 deep, which arc calledthe kceisons. Under these keelsonsand the double keel will be placedthe white oak keel proper, whichwill be moulded to coincide withthe V shaped bottom of the hull,lint about .'12 feet aft of the step ofthe stem, instead of continuing theoak undcrkeel, thu lead will bemoulded on. The lead begins justabreast of the piulal on which the.centreboard swings, and continuesaft on both sides of the centreboardwell, and will continue aft about 35
feet.The forward end of the lead is
about lh feet aft of the stepof themast. The lead will be bolted tothe big keel timbers through andthrouirh with diagonal 1A andholts, four to each bent. As thebutt of the forward keel extends aftbetween the big keel timbers to theforward end of the centreboard box,the mast will have a very substan-tial foothold.
The stem will be made of whiteoak, 8x14 inches large, and thestern post will be 8x10 inches. Theframes will be made double, ofwhile oak below the water line andhacmatack above, each frame being10x5 at the heel. They will beplaced 2G inches apart from centreto centre. They will be mortisedinto the keel and further strength-ened at the joint by iron floors Unitwill be two inches thick at tho angle.The ends of the floors will turn upabreast the centreboard box, andwill bo bolted to its lower plank.The garboards and plank will be2i-inc- h Oregon pine, and the walesS'incli white oak, tapering to 2A atthe ends. The bilge strakes will be3xC-iuc- h Georgia pine. The ceilingbetween bilge strakes will beOregon pine.
The beams that support the mastwill be made Gxl2 inches, the part-ners being the full depth of thebeams and kneed and bolted throughand through.
Tho designer has determined thatthe frame shall not be strained byany amount of carrying on in heavyweather. To make the chain platesto which the shrouds are set upamply secure, they will be let intothe frames and riveted to diagonaliron straps.
Tho centreboard trunk, or box,will be made of Georgia pine, andbuilt clear up to the deck beams, towhich it will be notched. Thecentreboard will bo made of five-inc- h
white oak, bolted together withli-inc- h iron bolts. It will have aknife-edge- d bottom, faced withwrought iron.
The cabin will be floored anddivided up with white pine, but the
' hatch coamings and companion-wa- y
will he made of mahogany. Theforecastle will be fitted for a crowof eight men, but that is, of course,no indication of the number of hercrew on racing days.
To give extra strength to the hull.amidships, 10 U-in- iron bolts willbe placed abreast tho centreboardtrunk, running through tho keeltimbers and up through the deckbeams, setting up with turnbuckles.A copper cutwater will extend fromone foot above the water lino tothree feet below it. She will havea Perley steering gear, with a hardwood wheel.
The mast will be of Oregon pine,about 81 feet long, and 20 inchesdiameter at the deck; tho mainboom 7G feet long, by 15 inchesdiameter; the bowsprit 51 feet long,
by 17 inches in diameter; tho gnff,of spruce, 18 feet long, by U in-
ches diameter ; topmast, of spruce,feet long, by 11 inches diameter,
and the spinnaker polo 75 feet long,12 inches in diameter. She will
carry four topsail sprits and a doubleset of the light spars.
Everything about her is to bemade under the supervision and totho satisfaction of l'hilip Ellsworth,her designer. The club expects to
sailing in her on May 1. Sincehas been announced that Kllswoith
would design a yacht for the Atlan-tic club, ho lias received numerousletters from would-b- e designers suggesting astonishing features, uneman wanted him to make a hollow
centieboard and (111 it with quick-
silver for ballast. As the quicksilverwould cost anywhere from 875,000to 100,000, and when in placewould be just where it isn't wanted,the suggestion was not adopted.Neither was another suggestion,which was to make the bottomround, like an inverted U, makingthe bilges lower than the keel.
