It was RESOLVED to recommend that this application be deferred and the following was

submitted to WDC accordingly:

Evesham Town Council recommends that this application be deferred. The Council is not

against the development of this site for the church and the housing, hence the proposal for

deferment rather than refusal, so the applicant can look to address the points raised. The

creation of a T-junction further up the Offenham Road is not ideal. This road is already busy

and a traffic study has shown that drivers regularly exceed the speed limit along this stretch

which in turn has implications for highway safety when entering and leaving this

development. The Town Council would much rather see the access to the church and the

housing development come from the existing roundabout if possible. It is believed that this

could be done with a slight reconfiguration of the church site, for example moving the

proposed terrace. Regarding the housing development, the Council is of the opinion that the

design of the houses is sub-standard and would like to see an alternative. In addition the

Council’s own Town Plan states that new housing should meet the best practicable

environmental standards, yet there is no mention of car charging, insulation, solar etc.

opposed to the plan per se but it believes that the past history of the building as illustrated by

rich history and the Town Council whilst understanding that the use of it will change, would

like some key aspects, such as the cellar doors to be retained and preserved.

Cllr P Boyd abstained from voting on this application.

A report was circulated with the agenda advising of an application for a mobile street trading licence

to sell ice creams etc. from an ice cream van in all areas of Wychavon. The application had come

via Worcestershire Regulatory Services (WRS) who administered these licences.

The Clerk explained that in essence this was an application for an ice cream van to sell their

products around the district. WRS had explained that there are no prohibited streets in Wychavon

so the trader could trade anywhere, though they would require permission to go to private events,

trade from private land.

It was RESOLVED to state no objection to this application, though the vendor was asked to

provide a waste bin for customers when stopping to sell.

18. Matters of urgency raised, for information only, at the discretion of the Chairman

The issue of banners being put up around the town was highlighted with Dominos Pizza being

culpable recently. It was noted that the Council was investigating the installation of a banner to

advertise events over Bridge Street. Flyposting and general appearance was being looked at by the

Town Plan committee and this would be something for them to consider.

SUBJECT: RESTORATION OF PLAQUE ON WORKMAN BRIDGE

REPORT BY: TOWN CLERK

1.0 PURPOSE OF REPORT

1.1 To inform the committee of a request to consider financing the restoration of the plaques on

Workman Bridge.

2.0 RECOMMENDATIONS

2.1 The committees are asked to make a recommendation.

3.0 WORKMAN BRIDGE PLAQUES

3.1 Some time ago the Clerk was asked whether the Town Council would contribute towards the

cost of the restoration of the Workman Bridge plaques. Last year the Council considered

this request but deferred a decision in order to see if ownership could be established.

3.2 WCC have been asked whether they are or would take ownership but to no response. There

is no doubt that the bridge structure is the responsibility of WCC, however, given that the

plaques depict the town coat of arms and the name of a former Mayor it could be argued that

they are the responsibility of the Town Council.

3.3 The Civic Society subsequently contacted the Town Clerk to reaffirm their request to have

the signs restored and ask whether the Town Council would contribute towards it. With no

further contact from WCC, and no definitive answer as to who is the owner of plaques, the

committee is asked to make a recommendation.

3.4 The Civic Society have obtained a quote to do the work from a local company who

specialise in signs and they have quoted £1,095. The company have undertaken historic

work before including the repainting of the coat of arms on the Town Hall exterior.

3.5 It is understood that the Civic Society have got a commitment from Cllr Bob Banks that he

would fund £400 from his divisional fund. It is also understood that Wychavon District

Council have pledged to fund 50% of the remainder subject to Evesham Town Council

finding the rest, £347.50.
