KINGDOM OF SAUDI ARABIA’S VISION 2030
Foreword
We are determined to build a thriving country in which all citizens can fulfill their dreams, hopes and ambitions. Therefore, we will not rest until our nation is a leader in providing opportunities for all through education and training, and high quality services such as employment initiatives, health, housing and entertainment.
We intend to provide better opportunities for partnerships with the private sector through the three pillars: Our position as the heart of the Arab and Islamic worlds, our leading investment capabilities, and our strategic geographical position. We will improve the business environment, so that our economy grows and flourishes, driving healthier employment opportunities for citizens and long-term prosperity for all. This promise is built on cooperation and on mutual responsibility.
This is our ‘Saudi Arabia’s Vision for 2030’. We will begin immediately delivering the overarching plans that we have set out. Together, with the help of Allah, we can strengthen the Kingdom of Saudi Arabia’s position as a great nation in which we should all feel an immense pride.

WHY SAUDI ARABIA?
“We want to work on the method of preparing the Saudi worker or employee to enter the labour market (…) The output of the educational system and linking it to the market needs and the future vision - especially for next year - will also be very crucial for preparing the
Saudis to enter the labour market or for any procedures in this regard.”

As the Kingdom of Saudi Arabia is moving towards its 2030 Vision focusing on economy diversification and encouraging foreign investment in its local markets, it has become a necessity to ensure that the local human capital meets the requirements of both the public and private sectors to support this transformation and drive the country’s growth.
The Kingdom is one of the world’s largest investors in knowledge development with an investment in education and training sectors that has reached $400 billion over the past 10 years; however, while the country’s science and technology system has taken important strides forward, there is still a tremendous gap between education systems outputs and market needs.
Recognised professional certifications play a key role in framing this market and helping to understand its complex requirements. The large Saudi youth need new ways of increasing their knowledge and competence to meet the changes in the competitive local job environment.
The 10th strategic principle of the national policy for science and technology which states “the importance of activating the role of education and raising their effectiveness both in size and variety to realise the requirements of desired scientific and technological development. [They] should continue to keep up with global scientific and technological developments and challenges [...] through connecting the outputs of educational and training institutions with the genuine requirements of the system and finding effective mechanisms to achieve this”.
Saudi’s 2030 vision has also stressed the importance of the professional coordination between educational institutions and the work market. It has highlighted the importance of continuous encouragement of education and qualification to reach a permanently learning society where the Saudi worker is continuously developing his/her skills and competence.
