BIO Indran has overseen a significant reform of the evaluation function at UNDP moving it towards full independence, enhanced credibility and an expansion in the scope and coverage of UNDP work. Through the professional model under his tenure, the unit has seen IEO take the lead and full responsibility for its work at the global and country level, with changes evident in the methodologies and approaches towards country-level and corporate assessments, quality assessment of decentralized evaluations and national evaluation capacity. The new policy established an Audit and Evaluation Advisory Committee (AEAC) and an International Evaluation Advisory Panel (IEAP) to enhance the credibility and utility of IEO work. He has substantial experience in evaluation thought leadership, has served as instructor (IPDET) and panellist globally on the subject, and sees evaluation as a key accountability tool for improving performance and governance at all levels, and advancing the development agenda. Active in the evaluation community, he has been a board member of the South African M&E Association, former board member of IDEAS, and led conferences at the IEO and elsewhere.

Former Chief of Section at the Inspection and Evaluation Division of the UN Secretariat’s Office of Internal Oversight Services (OIOS)
BIO Arild Hauge is the Deputy Director of IEO. He also serves as the Executive Coordinator of the UN Evaluation Group (UNEG). Following an initial private sector career based in Norway, Arild Hauge joined the UN in 1990 as a JPO in Zimbabwe. Subsequently serving as Head of External Assistance Unit in Swaziland’s Ministry of Planning, he then joined the Office of Evaluation and Strategic Planning at UNDP in New York as an Evaluation Advisor in 1996. Between 1999 and 2005 he was an independent M&E Advisor to various UN agencies and the World Bank. During this time, he did the initial development of UNDP’s Outcome Evaluation Guidelines. He was a partner co-recipient of the World Bank President’s 2002 Team Excellence award for his contribution as M&E Advisor to the Uganda Poverty Reduction Strategy Credit (PRSC) programme sponsored by the Operations Evaluation Department. For nearly 10 years before joining UNDP’s Independent Evaluation Office as Deputy Director in May 2015, Arild Hauge served as Chief of Section at the Inspection and Evaluation Division of the UN Secretariat’s Office of Internal Oversight Services (OIOS), supervising a range of thematic and programme evaluations considered by the Secretary-General, the General Assembly and specialized oversight bodies.

BIO Ximena Rios is responsible for leading the Operations Section in order to support IEO’s evaluations and other initiatives, as instructed by the Deputy. She also serves as IEO’s Learning Manager. Prior to joining IEO, she served 5 years in UNDP Chile as Operations Manager, leading the County Office operations to be well known as one of the best offices in UNDP’s regional operations, and is a member of UNDP’s Candidate Pool for Deputy Resident Representatives (Program and Operations). She started her professional career in the founding team of Microsoft in Chile, and subsequently worked for Oracle and Ernst and Young where she developed strong managerial and project management skills. She is a certified Ontological Coach.

BIO Alan Fox is Chief of Section for corporate evaluation at the Independent Evaluation Office. He came to UNDP in 2009 after 25 years of experience as a government official and consultant. He began his government career in 1984, serving as Executive Assistant to the Mayor of Cleveland, Ohio, and then Associate Assistant Administrator for Water at the U.S. Environmental Protection Agency. Prior to joining UNDP, Mr. Fox served as Vice President for Consulting, and Regional Director – Southern Africa, for the Infrastructure Division of the international engineering and consulting company Pöyry PLC (Finland). BIO Fumika Ouchi is Chief of Section for independent country programme evaluations at the UNDP IEO. Prior to joining the UNDP, Fumika worked for the United Nations Population Fund (UNFPA), the World Bank, UN Office on Drugs and Crime (UNODC) and the Office of Internal Oversight Services at the International Atomic Energy Agency (IAEA). Naturally curious about why things work (and don’t work), she has enjoyed evaluation work for the past 20 years. Particular milestones in her learning included, e.g. eradication of tsetse flies from the Sub-Saharan Africa, counter-narcotics efforts in Central Asia, global human trafficking issues, and mechanics of nuclear safeguards. At UNDP, Fumika is engaged in country-by-country reporting on why our work matters in the context of conflict and crisis, ensuring equity and dignity, and sustainable human development. Served as Executive Coordinator for the United Nations Evaluation Group (UNEG) in 2015-2017.

BIO Heather Bryant is Chief of Section for capacity development and quality assessment. Before joining the IEO in 2012, Heather worked for UNDP Nepal, heading the Strategic Planning and Development Effectiveness Unit, where she was responsible for country programme planning, monitoring and evaluation, with a special emphasis on human rights, gender equality and social exclusion issues. She also facil itated the development by Nepal’s National Planning Commission of a Poverty Monitoring and Analysis System. She has designed and led many workshops and training courses on monitoring and evaluation for government officials, UN staff and partners. Prior to joining UNDP, Heather conducted research at the University of Lausanne’s Institute of Geography in Switzerland.

BIO Vijayalakshmi Vadivelu is an Evaluation Advisor with the UNDP IEO. She has 25 years of experience in international development policy, evaluation, and research. Richard Jones, Evaluation Advisor at IEO, UNDP, has taken the lead in support to Decentralised Evaluation since joining IEO in 2016. This has included a revision of the quality assessment system as well as analysis of the UNDP decentralized evaluation plans and training of country office M&E focal points. During his 15 years in development, he has most recently worked as a technical advisor in local governance for DANIDA in Vietnam and DfID in Tanzania, developing planning, budgeting and M&E systems for local governments. BIO Deqa Musa has extensive experience in international development assistance/cooperation programme design, monitoring and evaluation. Prior to joining the IEO, she worked in the United Nations system at the country level in complex and diverse policy environments in Africa and Asia, including Somalia, Eritrea, Bangladesh and Indonesia. Between 1999 and 2014, as M&E Specialist for UNICEF she managed M&E units, and was responsible for strengthening internal and external (host country) M&E capacities. She managed large programmes, for example, with the Bangladesh Bureau of Statistics and Indonesian Central Bureau of Statistics aimed at strengthening capacities to collect, analyze and disseminate strategic data on the MDGs. Some of this work resulted in the modernization of national household survey systems. She also worked with planning ministries in different countries on strengthening national evaluation capacities. She has successfully advocated for the separation of programme management and evaluation in UNICEF country offices she worked in. At the IEO, she is responsible for conducting country level evaluations.

Prior to joining IEO, Yogesh led the evaluation programme of the Commonwealth Secretariat in London contributing to planning and policy decisions, organisational learning and change at the Secretariat. Earlier at the International Water Management Institute (CGIAR) - in South Africa and Sri Lanka - he was responsible for evaluation and impact assessment of agriculture and natural resource development projects in Africa. At CARE International in India, he established the Design, Monitoring, Evaluation and Organisational Learning Unit providing strategic, advisory and technical support to all country programs. Yogesh enjoys working on collaborative programs in multi-cultural settings and has lived in India, Sri Lanka, South Africa and UK, and worked with partner organisations in over fifty countries in Asia, Africa, Caribbean and the Pacific.

BIO Natalia Acosta is a management and international development specialist with over 8 years of experience with international organizations focused on sustainable development, poverty reduction and agriculture. Prior to joining UNDP IEO as an Evaluation Specialist, Natalia served as an Evaluation Officer with Food and Agriculture Organization (FAO) of the UN where she managed and conducted project and country programme evaluations in all regions. During this time, she managed five project evaluations, carried out four country programme evaluations and one thematic evaluation. In addition, she also contributed to the preparation of the Office of Evaluation’s Guidance document for country programme evaluations, and convened the inter-agency team responsible for the United Nations Evaluation Group’s (UNEG) work on principles for stakeholder engagement. Previously, she served as a Human Resources Assistant for the United States Department of State in Honduras where she managed the performance management plan and the health and benefits plan for US Government staff. She holds a Master degree in International Relations Management.

BIO Amanuel Zerihoun is a management and international development specialist with about 7 years of experience working with international organizations in the field of evaluation. Prior to joining UNDP IEO as an Evaluation Specialist, Amanuel served as an Evaluation and Inspection Officer for the Joint Inspection Unit of the United Nations System, where he conducted and contributed to UN system-wide evaluations and reviews. During this time, he contributed, among other things, to the pilot implementation of the Independent System Wide Evaluation policy mandated by the General Assembly through the QCPR, and to the conduct of 4 system-wide reviews around the theme of evidence informed decision making (RBM, Evaluation function, and statistical capacity building). Amanuel previously held positions in different UN evaluation offices at headquarters including experience at the decentralized level at country level. Throughout his experiences, Amanuel has been involved in the conduct and commissioning of projects/programmes and policy level evaluations, and contributing to strategic planning activities including the development of RBM systems and trainings. Before joining IEO in November 2017, Andson worked for 12 years developing and implementing results based monitoring and evaluation systems in World Vision, LandO’Lakes International Development and Eight (8) years at UNDP Zambia, as well as capacity development of Project, UNDP and Government staff in Results Based Management and M&E. Andson has considerable hands-on experience having worked at project, programme and country programme levels in different sectors which include Agriculture, Poverty Reduction/Rural Development, Governance and Environment & Climate Change Projects.
