Impact Assessment of Small Ruminants | Southern Punjab Poverty Alleviation Project (SPPAP)
Executive Summary
The International Fund for Agriculture Development (IFAD) and Government of Punjab funded Southern Punjab Poverty Alleviation Project (SPPAP) was initiated in August, 2013. The project is designed to contribute to the reduction of poverty in Southern Punjab and to increase incomes of 80,000 poor households by enhancing the employment potential of the people and increasing agriculture productivity and production. The project also intended to keen focus on gender targeting approach to ensure that project addresses strategic gender interests and the practical gender needs of women. A combination of two main project components “Livelihoods Enhancement” and “Agriculture and Livestock Development” is expected to contribute towards asset creation and increase in income of poor households. Asset creation/transfer is sub component of Livelihoods Enhancement that includes assistance in form of provision of small ruminants (two goats to each women household) and small housing units to landless poor women in project area.
This report presents results from the impact assessment of small ruminants. The study focused on assessing the impact of small ruminants on the lives of beneficiaries and to assess at which extent intervention successfully achieved its outcome and contributed in achieving the project objective. The sample size (760 households) was taken from population cut-off of two financial years (July 2014-June 5015 and July 2015-June 2016) i.e. 24,894 households. Sample size of households was further defined in two categories; H1 and H2. The H1 category refers to number of households received incomes from sale of goats or who are growing their goats yet not sold any goat (estimated value of their existing herd was calculated). The H2 category refers to households who could not grow their goats and receive any income due to death of goats before conceive.
The results show that there has been significant and valuable addition in assets with 1,970 reproduced kids (130% reproduction rate), the overall growth rate of kids 115% while growth rate of currently existing goats or better to say growth rate of herd is 33% which was calculated through dividing cumulative change in growth rate by number of total goats (mother goats provided by SPPAP project). Mortality ratio in kids was examined 11% while in mother goats 36% that ultimately effect on overall reproduction and growth rate of small ruminants. The results also show that small ruminants contributed in incomes generation as well. In the study income was associated aggregation of direct sale of reproduced goats usually male goats (bucks) and estimated value of existing no. of goats (herd) stated as “Total benefit value of asset”. To make it more precise income was explicated into five income bands symbolized with “K” that refers to value of one thousand. The largest number i.e. 63% of the households fall under income band 1-50K (Rs. 1 to 50,000), 19% an encouraging number of households appeared in income band 51K-100K (Rs. 51,000 to 100,000) while only 16% households were observed with no monetary benefit due to death of mother goats before conceive. The consumption of income to meet the different household expenditures indicates that small ruminants played a pivotal role in food security (basic need of poor households);

improve health and medication, education, addition in assets and home appliances, addition in income sources such as initiation of agriculture activities or small business etc. A large number of beneficiaries i.e. 32% households utilised income on buying ration and food items that resulted food security and improved nutrition of family. In order to get better insight of impact related to efficiency of the intervention, the efficiency was measured through economic rate of return/investment (ERR) of the intervention. An encouraging value of ERR i.e. 54.34% was calculated for small ruminants intervention.
The study also revealed some constraints faced by beneficiaries while keeping small ruminants such as disease attack on animals, land access for grazing, fluctuation in market price at the time of buying and selling goats, weather conditions, lack of access to veterinary services etc. The study also captured some inspirational case studies of beneficiaries who remarkably increased and utilise their assets. Overall findings revealed that number of households observed in H1 category led to flourish an assumption that component of small ruminants remained 84% successful to achieve its outcome and overall project objective. Nevertheless, asset creation in form of small ruminants appears to have contributed to addition in sources of income and as well as asset multiplication. Associated with these improvements, the results suggest that this project component has improved beneficiary’s capacity to combat poverty and enhanced their livelihoods.

Introduction
The Southern Punjab Poverty Alleviation Project (SPPAP) is designed to target the poorest districts of Southern Punjab in the cotton-wheat zone and low intensity production areas. The project is financially assisted by International Fund for Agriculture Development (IFAD) and executed by Government of Punjab through National Rural Support Programme (NRSP). NRSP as social mobilisation partner (SMP) of SPPAP primarily responsible for need identification of project components through the Community Organizations (COs)’ platform hence played a key role in identification of BISP’s enlisted households of project area and assisted them through different types of project activities.
The overall goal of programme is to contribute to reduction of poverty in Southern Punjab. Project objective is to increase incomes of 80,000 poor households by enhancing employment potential of the people and increasing agriculture productivity and production. The SPPAP is designed to directly impact poverty through a programme of social mobilisation, social protection, assets provision and skill creation for poor households. The project is mainly consisted on two major categories of assistance; 1- Livelihoods Enhancement 2- Agriculture and Livestock Development. The first component livelihoods enhancement includes interventions such as asset creation through small ruminants and small land plots (later converted into small housing units), community physical infrastructures schemes (CPIs), and skill enhancement through vocational and entrepreneur trainings. The second component agriculture and livestock development was composed off productivity enhancement initiatives (PEI), community service providers, and para-vet trainings. The combined impact of these is expected to be an increase in rural employment and incomes and ultimately reduction in rural poverty. The Project is implemented in four poorest districts (Bahawalpur, Bahawalnagar, Muzaffargarh and Rajanpur) of South Punjab. Focused on poverty incidence; NRSP began its activities in the poorest union councils of each poorest tehsil of the district. The Southern Punjab Poverty Alleviation Project has a clear strategy for both poverty and gender targeting. The poor households were identified through a National Poverty Score Card survey (NPSC). The results of the Poverty Score Card were further validated by participating COs. Based on the incidence of poverty in each of these districts the project targets and beneficiaries were distributed in project districts as Bahawalpur 16%, Bahawalnagar 22%, Muzaffargarh 22% and Rajanpur 40%.
SPPAP also focused on gender targeting approach to ensure that project addresses strategic gender interests and the practical gender needs of women. It is successful result of the project gender targeting approach that more than 70% of the beneficiaries of the Project are women. Moreover, two major sub components small ruminants and small land plots (small housing units) are benefitted solely for women. Likewise community organizations fostered under SPPAP are also blend of women and men organization with more than 70% of the COs are women represented.

Project Management Unit (PMU)-SPPAP played a vital role in remarkable achievement of project targets. Under the leadership of Project Director, (PMU-SPPAP) an excellent collaboration of PMU, District Management Units (DMUs) and NRSP district offices eventually made the project a hallmark of socio economic rural development. The timeless efforts of PMU and NRSP made SPPAP as a model project of Pakistan. The transparent implementation and successful achievement of project targets in quantitative and qualitative manner resulted better livelihoods. Targeted poor households have been strengthened to get rid from vicious cycle of poverty and move towards better and sustainable income opportunities.

Small Ruminants
The purpose of this sub-component is to provide poor women with a sustainable source of livelihood. Under this component assets were created for poor women by providing them two goats. Mostly in rural areas livestock is primarily a women’s activity. Women fond of keeping small ruminants and large cattle; they value this asset as gold jewels. Due to limited resources and poverty most of the households cannot afford to buy their own livestock and many share ownership of livestock with landlords under various exploitative arrangements that define their share in the produce and off-spring. This sharing arrangement limits the returns to women. By providing them with their own livestock in form of small ruminants, the project aimed to assist women break the vicious cycle of poverty and create their own incomes.
Eligibility Criteria
The eligibility criterion of provision of small ruminants (two goats) to each household is as follows;
a. Only women from households with a score 0 to 18 on the National Poverty Score Card (NPSC) will be eligible.
b. Only women whose names have been identified by the COs in resolution and validated by SMP.
c. Only women who can demonstrate that they have some access to adequate fodder or feed for the animals.
Objective of the Study
The impact study was conducted to assess the change in lives of beneficiaries after receiving small ruminants and at which extent project component contributed to improve livelihoods of beneficiaries. The study mainly assessed following indicators to lead a conclusion of success or failure of intervention:

Methodology
In order to get more precise information and measure the true impact, the study was conducted by collecting quantitative and qualitative data. In this context, a questionnaire (see Annex-1) was developed for data collection from the beneficiaries through the field visit of each household. The assessment was conducted through systematic sampling, data collection and analysis for findings of the study.
Sampling
To ensure authentic and accurate findings of the study, sample size was taken from the cut-off of two financial years i.e. July 2014-June 5015 and July 2015-June 2016. The total beneficiary households of small ruminants were 35,500 for the entire project time period of four years. The total beneficiaries of two years were taken as population of the study. The population of two years was presented in table 1.

Population size for impact assessment of small ruminants was consisted of 24,894 households. The sample size was taken from the following worldwide recognized sampling formula derived by National Education Association (NEA), USA.

Following the sample size (760) each district was equally distributed the sample as 190 households. A brief glimpse of sampling is presented below.

The 760 households were randomly selected from total population of 24,894 households through excel formula. The complete list of randomly selected 760 households of the sample size with district wise random number is presented in Annex – 3. The final sampling frame is presented in table 2.

Data collection
Data collection was made through a questionnaire. The questionnaire was filled at individual household level with allocation of unique household identification number named as “HH-ID” allocated to each questionnaire form. Household IDs description is presented below for hereinafter understanding.

Results and Findings
1. Household Profile in Income Context
The study was based on categorization of beneficiary households of small ruminants. The 84% of the households observed in H1 category led to flourish the assumption that component of small ruminants remained 84% successful to achieve its outcome and overall project objective. Only 16% households fall in H2 category. The highest number of H1 households observed in district Rajanpur and highest number in H2 category was observed in district Bahawalpur. On the other side the lowest number of H1 was found in district Bahawalpur and lowest number of H2 was found in district Rajanpur. Following figure shows cumulative and district wise status of H1 and H2.
In addition to this, an average family size of the household was 7 members. The goats were retained and managed by women in all the households. Men members of the family were observed to participate merely in buying or selling of animals or to buy fodder.
2. Status of Small Ruminants
Before embarking on impact of intervention on the lives of beneficiaries, it was important to know the factors that contributed to that change. Hence the status of small ruminants was keenly observed through following indicators; existence rate of goats, no. of goats died or sold, reproduction status i.e. no. of kids produced, growth rate of kids, mortality ratio, current number and value of the asset etc. According to household sample size of 760 the total goats provided to households were 1,520 (2 x 760) goats.

During the study it was revealed that currently 875 goats existed out of 1,520 with 58% existence or survival rate of mother goats. Mortality ratio of the mother goats was found 36% and sale ratio was only 6% as mentioned in table above.
2.1. Reproduction and Growth Status
Reproduction and growth status refers to number of goats reproduced by mother goats commonly known as “Kids”. Following table comprehensively presents kids growth rate.

3. Reasons of Goats’ Sale (Mother Goats)
The households who sold their goats (two goats provided by SPPAP) were also observed in the study. It was revealed that only 10% (75 out of 760) of the households have to sell their goats due to following reasons:
» To meet their urgent need - about 44% of the households sold their goats to fulfil their urgent needs such as to meet medical expenses, educational expense of children, and social event in family or any other emergency.

» Goat sicknesses - 56% of the households sold their goats due to sudden or prolong attack of disease which could not recoverable.
4. Income Creation
The income of the households was combined in five income bands for representation of income as depicted in table 7.

The income refers to total benefit value of asset a beneficiary household received from small ruminant package. The total benefit value of asset is the accumulation of three values; 1) income from sale of kids, 2) estimated value of existing asset (existing herd size), 3) income from the sale of mother goats (SPPAP provided two goats). The cumulative status of income bands is presented in figure 2.
Study revealed that small ruminants prominently contributed in income creation. A large number of 478 households (63%) have increased their incomes and fall in 1-50K range of income, second large portion of income band is 51K-100K that covers 19% of the households. In addition to this, a little but very encouraging segment is observed in high income bands i.e. a 101K-150K and 151K-200K covers 8 and 4 household respectively. Only 16% of the households could not get any income or monetary benefits from small ruminants due to pre-conceive of mother goats. A District wise comparison of H1 and H2 categories in context of income creation is depicted in figure 3.

The bar graph shows that district Bahawalnagar has visible lead in 1-50K, 101K-150K and 151K-200K income bands, district Muzaffargarh have highest number in 51K-100K. District Bahawalpur appears with highest number of 56 households fall in 0 income band who could not get monetary benefits from small ruminants that also indicates highest mortality ratio of goats in the same district. Cumulatively all the four districts have large number of households in 1-50K income band. Overall findings from income
status also shows that women get opportunity to create their own incomes in each district. They not only become owner of their asset but also have sustainable source of income. Moreover, they have a supportive push to face and survive under crucial circumstances self-reliantly.
5. Income Consumption
The results show that the households who received income from sale of goats (reproduced) tend to expensed it on different purposes. Following chart shows nine different categories of income utilisation of the 315 households who sold their kids to meet different needs. As depicted in figure below small ruminants largely contributed in household food security i.e. access to ration, meal and routine food items as 32% of households consumed income on this segment. Respectively 28% utilised income on health and medication, 9% made addition in livestock in form of buying heifer, young buffalo or more goats. The result also shows that income was also consumed on organizing wedding event particularly income consumed on dowry arrangement for daughters. Quality of life was also improved through consumption of income on buying home appliance such as refrigerator, washing machine, sewing machine and TV etc. Interestingly some households sold their goats to meet education expenses and hostel dues. Detail of each segment of income consumption is briefly discussed in figure 4.
a. Addition in livestock Small ruminants made value addition in form of adding large cattle in existing herd; hence small ruminants’ holders transformed their status to livestock owners. There were 29 (9%) households sold their adult bucks and brought heifer, young buffalo, or calf. This productive use not only added value in their exiting herd but also encourage them to grow their herd of small ruminants more effectively.
b. Support in businessThe study revealed that 26 (8%) households consumed their income to start new business and added new source of income. The nature of business observed as leasing small pieces of land

of 1 to 2 acres for agriculture farming, small general store (karyana shop), confectionary shop, and motor cycle mechanic. This initiative of business shows that assistance of small ruminants supplemented the income opportunities for the beneficiaries.
c. Health & medication One of the most basic and crucial needs fulfilled was medication and emergency situations e.g. accidents. Poor households in rural areas usually relay on domestic tips to cure the disease instead to visit doctor. One of the main factors to deprive from medical facility is lack of money. On the other side in most cases they have to borrow money from their relatives or neighbors. Keeping goats and growing their herd supported poor households to get prompt and proper medication that ultimately contributed to improve health. Moreover, in case of any emergency e.g. accident they sold the goats’ kids to meet the urgent expenses. The 88 (28%) households from sample size consumed their income from the sale of kids on health and medication.
d. Dowry arrangementAnother important factor of income consumption was expenses on social gathering and family events particularly dowry arrangement of daughters for their wedding. The 7 percent of the households consumed their income to meet wedding expenses or dowry arrangement. This shows that assistance of small ruminants not only created asset for poor women but also financially enabled them to smoothly manage their family events.
e. Bought home appliancesSmall ruminants bring comfort in the lives of households. A few beneficiaries sold their goats’ kids to buy refrigerator, washing machine and sewing machine, ceiling fan, and other home appliance. The 8 percent households improved their life style through addition of different home appliances at home.
f. Improvement in housing structure Improvement in housing structure refers to different kind of small scale constructions such as roof plaster, boundary wall, construction of room, latrine, earth filling or floor plaster etc. Small ruminants holder improved living structure as 25 (6%) of the beneficiaries expensed their income of goats’ sale on construction of housing structure.
g. Food Security – Ration, meal and food itemsThe study revealed that the largest segment of income consumption was to fulfill most daring need of food that include arrangement of ration and necessary food items to prepare 2-3 times meals. The 102 (32%) of the 760 households consumed income to buy ration items and have improved their food and nutrition. Now they have easy access to ample quantity of wheat flour, rice, fresh vegetables & fruits, and milk.

h. Clothing Some households also consumed income on buying clothes for their family members. A few women reported that before having small ruminants they collect old clothes from their owners where they do labour. It was the first time when they buy clothes for the whole family members through the income from goats.
i. Education A little but encouraging utilisation of income observed in education expenses of the children. The 13 (4%) households stated that they sold their bucks to arrange books, school bags and few of them fulfilled hostel expenses of their children who are studying out of their home city.
6. Fodder Arrangement
Fodder arrangement was the key aspect of keeping goats healthy and growing. Fodder arrangement was calculated in three categories as shown in table 8.

project intervened area while 22% of the households were deprived from nearest availability of veterinary services; they have to go far away city area for veterinary services.
Constraints in Keeping Small Ruminants
There were some constraints experienced by households that had significant impact on the success or failure of keeping small ruminants. All the 760 households provided their feedback on constraints they preferably faced and which can impact in overall growth of herd. This biggest constraint observed was animal disease attacks followed by another major constraint of access to land for grazing herd. Most of the beneficiaries had no ownership of land for grazing purposes. Fluctuation in market price was also seen as an important constraint; market price at the time of buying and selling are always different that often caused to bear loss by small ruminants holders. Lack of veterinary service was also observed as powerful constraint that impact on health of goats. There were only four percent households who stated that quality of goats breed was not good therefore they could not successfully managed their small ruminants. Figure below shows contribution of constraints that impact on success of the intervention.

Impact
On the base of findings the impact of small ruminants was assessed with four key indicators i.e. relevance, effectiveness, efficiency, and sustainability that ultimately defines impact. These indicators further linked with outcome of the intervention and overall project objective. Extending the impact analysis; lesson learned, challenges and exit strategy of the component was also articulated.
Objective
“Increase incomes of 80,000 poor households by enhancing the employment potential of the people and increasing agriculture production and productivity.”
Outcome
Enhanced capacity of sustainable livelihoods.
Relevance
Women in rural area usually manage livestock activity whether they are owner or not but their services in managing small ruminants and livestock are major contribution in overall rural economy. Ownership of small ruminants is essential for subsistence and economic wellbeing and if successfully managed ultimately led towards poverty reduction and improve household livelihoods. As goats’ keeping is mainly managed by women hence they contribute to the empowerment of women therefore SPPAP rightly addressed the daring need of rural women and provided them opportunity to fit well into smallholder farming system. Small ruminant package assisted 100% women (total 35,500 women beneficiary households) that allows and encourages their access to social support networks, cultural and social well-being.
Effectiveness
Keeping small ruminants certainly created food security (32% utilise income on food and ration), cash income (84% of H1 households category have received income and increase number of asset), and many more services to the owners of goats. Usually for the poor rural community food insecurity is one of the dimensions of poverty and it encompasses food production, stability of supply and access to quality food. Hence provision of two goats’ package assisted poor households in such perspectives as landless people who cannot grow crops or possess large cattle can easily keep goats. Goats’ production is less influenced by weather compared to crop production.
Small ruminants also improved household assets by providing additional sources of income as 9% of the households have addition in their livestock and 8% utilised income to lease

small land for agriculture purposes or initiated small shops (business purpose). A little but impressive portion of income was also consumed on education (4% households) of children; this mainly refers to meet routine school expenses and hostel cost. Likewise SPPAP also contributed in improving health and access to prompt medication services through small ruminants. Study revealed that 28% of the households have easy access to medication and improved their health. Women are usually the managers, they derive some socio-economic benefits from this activity, not only in terms of access to food and cash (this may be their only source of cash), but also through more subtle changes in their status. In beneficiaries’ views the goats are easier to sell when cash is need to meet the emergency such as construction and repair of roof, medical and accidental expenses and to participate in social gathering and to better manage wedding arrangements.
Efficiency
Provision of goats to targeted beneficiaries is ensured well in time. After approval of case, procurement done within 15 days from the available nearest cattle market. This is also cost saving as procurement is made in full competitive environment with no compromise on quality. Goats efficiently met the needs of targeted beneficiary women. They are more comfortable with the goats as adopting it as permanent and an efficient source of income. Small ruminants compare to large cattle requires less space and cheaper buying and managing. Managing small ruminants directly related to input cost in form of fodder and grazing herd. Only 23% of the beneficiaries have to rely on buying fodder while rest of 77% have their own fodder arrangement and free access to fodder or seldom require fodder from market. The growth rate of small ruminants is also encouraging, as the study based on two years period the growth rate of this period is 115% that resulted to uplift income of the household up to income band 151K-200K.
Efficiency of this component can be assessed to calculate economic rate of return. Economic rate of return of small ruminants The estimated economic rate of return (ERR) of small ruminants in SPPAP is also remarkable i.e. 54.34% which is calculated as:
ERR = (Average current value of small ruminants – Project cost of small ruminants ) ÷ Project cost of small ruminants x 100If ERR = (40,127 – 26,000) / 26,000 x 100ERR = 54.34 % Here Average current value of asset was calculated from total benefit value of assets (sum of Rs. 25,601,300) of 638 households who received income and have increased their herd.

In the nutshell small ruminants generally perform and grow better under conditions where food availability is scarce hence larger and sustainable impact on the livelihoods of beneficiaries.
Sustainability
In rural areas women are responsible for the livestock management. They have keen interest in reproduction of their goats for income generation motives therefore the willingness and passion of having own livestock itself ensured the sustainability of the component. Moreover, it can sustain even in harsh and dry environment that is another benefit for the poor people in managing their small ruminants. Cumulative growth rate of existing herd examined in the study i.e. 33% itself guarantee of sustainability of the intervention. Moreover, utilisation of income on valuable purposes and desire of growing herd also shows that beneficiaries have motives to keep their small ruminants in longer terms.
Impact
SPPAP through its asset creation component of small ruminant tangibly achieve its objective and outcome of increasing productivity and enhanced capacity of sustainable livelihoods. Overall reproduction rate (130%), growth rate (115%), sale ratio of goats’ kids (31%), mortality ratio of goats’ kids (11%) and cumulative growth rate (33%) shows positive and substantial impact on targeted community. Moreover, findings of study also shows that beneficiaries have enhanced their access to improved livelihoods through sale of their adult male goats (bucks) and spend this amount to fulfill their various needs as shown in income utilisation status.

Case studies
Following are two most significant case studies that show how the assistance of small ruminants improved the life style of beneficiaries and supported them to meet emergency expenses.
1- Addition in home appliances ‘Refrigerator’ (HH-ID.BN79)
Sakina Bibi W/O Ali Asghar, household size 8, PSC-13. CO Basti Mehram-A, union council Malikpura, Tehsil & District Bahawalnagar. She received goats in December, 2014. Currently she has 7 goats while her goats gave birth to total 12 kids. Each year in summer season availability of cold drinking water became critical issue for the family. She and her children have to collect ice from their neighbours. She also had to store milk and meal in others’ refrigerator. She had desire for her own small refrigerator but limited financial capacity restricts her dreams to come true.
Sakina exemplary grow her goats and become owner of a small herd. She and her husband decided to sale five bucks (male goats) to buy refrigerator. The five bucks sold at Rs. 40,000 and next day family has their own refrigerator. Sakina and her children are very happy with valuable addition of home appliance that bring comport in their life. No more hesitation and dependency that family earlier had to face while requesting for ice from neighbours. Sakina is growing her goats and the estimated value of herd is Rs. 68,000 while total benefit value of asset she got is worth of Rs. 116,000.

2- Health & medication (HH-ID.BN46)
Shamshad Bibi W/O Falik Sher, household size 5, PSC-15. CO Chak Bala Arain-K, union council Malikpura, Tehsil and District Bahawalnagar. She received goats in May, 2015. Her goats gave birth to total 12 kids. Falik Sher was the only earning hand of the family who daily wages labour of different work. They have three children.
Two months ago, Falik Sher badly injured in an accident that cause damage his right leg. Doctors advised him to operate leg for immediate recovery. Having no ample saving Shamshad had to sale four goats at Rs. 46,000 to meet the operation cost and medical expenses. Shamshad considers her goats as reserved asset and support in any emergency situation. According to her she could have to borrow money from relatives and neighbours and then it would be difficult to return debts. Shamshad’s love and care to her goats arouse
after the incident. Her current size of herd comprised of 10 goats with estimated value of Rs. 94,000 while the total benefit value of hers asset she owned is Rs. 140,000.

Exit Strategy
SPPAP trained local youth under the para-vet training component this will ensure the door step services of veterinary care services. CRPs are also playing pivotal role in making contacts of beneficiaries with local available veterinary assistant. At the time of procurement in cattle market, all the women beneficiaries and CO office bears were educated in basic livestock management skills, health and hygiene related indicators of small ruminants and precautionary measures.

During the study lot of successful beneficiaries who have exemplary grown their small ruminants were found. Some of these inspirational stories are briefly presented below.
HH-ID.RJ110: Rehana Bibi W/O Muhammad Ramzan, household size 7, PSC -11. CO Basti Ameer Bux, UC Bangla Icha. Tehsil Rojhan, District Rajanpur. She received goats in July, 2014. Now she has 8 goats of estimated worth Rs. 68,000. Her two goats gave birth to 10 kids out this 4 were sold and currently she has 6 kids with two mother goats. She sold four kids at Rs. 53,000. The Income was consumed to buy ration and goods. Her total benefit of asset is worth of Rs. 121,000.
HH-ID.BW122: Batol Khaton W/O Bashir Ahmed, household size 7, PSC-11. CO Malik Shafi Berth, UC Mandhal. Tehsil Ahmedpur East, District Bahawalpur. She received goats in September, 2015. Her one SPPAP goat died after birh of 3 kids. Now she has total 7 kids and one mother goat, total 8 goats. She is growing her goats and aimed to sale three bucks (male goats) on coming Eidul Azha. Currently she is owner of herd that worth Rs. 86,000.
HH-ID.BN25: Sajida Bibi W/O Abdulshakoor, household size 8, PSC-17. CO Kot Bahawal Bux - A, UC Malikpura, Tehsil & District Bahawalnagar. She received goats in March, 2015. Sajida Bibi exemplary growing her goats and currently owned 14 gotas. Her gotas’ total reproduction was 17 kids, out of 2 died and 3 kids were sold at Rs. 27,500. This income utilised on value addition in livestock as she bought young buffalo. The etimated value of currently exiting goats is Rs. 150,000, while the total benefit value of Sajida’s herd is Rs. 177,500.
HH-ID.MZ68: Nazir Mai W/O Elahi Bux, household size 9, PSC-7. CO Billu Sandela, UC Bhinda Ishaq, Tehsil Jatoi, District Muzaffargarh. Nazier Mair received her goats in December, 2015 and now become owner of the herd of 13 goats (including two SPPAP goats and 11 kids). Her six kids have become adult gotads. Yet she did not sale any goat but she is very ambitious for the growth of her goats and aimed to sale male goats on good rates. The estimated value of her 13 gotas is Rs. 180,000.

Conclusion
Small ruminants appear as successful intervention that have contributed to asset creation, income generation and livelihoods enhancement in sustainable manner. Women in rural areas found as potential candidate to keep small ruminants and get optimum benefits. The project component also appears to have contributed to improve quality of life and reduce poverty. The intervention also has some challenges and constraints that impact on health of goats and eventually reproduction. Whatever the disease, it must be handled promptly in order to create the framework in which successful livestock keeping can flourish. If delivery of veterinary services ensured at local premises of the households the result can be more productive and impressive. Grazing patterns also play important role in overall growth rate, households having free access to grazing area of their neighbors have better production comparison to those having frequent cost occurrence. Above all, finding in respect of rate of reproduction, growth rate, income creation, utilisation of income and economic rate of return shows that intervention of small ruminants remained very result oriented and contributed well in achievement of project goal.
