The qualitative study on day-care services of Local Government Organization (LGO)

aims to assess services organized in day-care centers of the LGO and assess needs of

service providers and their constraints in conducting the activities. The study areas compose

of five provinces: Phrae, Burirum, Chonburi, Suphanburi and Trang. Six day-care centers in

each province were selected as study sites. Those 30 day-care centers had 2,723 children

participated. The target groups for collecting data were 30 representatives from LGOs which

administered the studied day-care centers, 30 heads of studied day-care centers, 145

teachers at day-care centers and 1,246 caregivers of children who are their parents or

relatives. In-depth interview was used for representatives from LGOs and heads of day-care

centers, focus-group discussion was used for teachers and self-administered questionnaire

was used for childrens caregivers. An observation was conducted to examine whole-day

activities performed for children at the day-care centers. Content analysis and synthesis key

issues were conducted to present the findings.

The results show that transference of day-care centers from original organizations to

LGOs was not complete which affected the long-term development of day-care centers. Large

LGOs had advantages towards the small ones such as finance and information that provided

opportunities to strengthen day-care centers in many ways such as physical environment

development and manpower development. The diversity of development in day-care centers

depended mostly on vision of LGOs leaders. Most day-care centers set activities more or less

the same according to the guidelines of the Ministry Public Health and the Ministry of

Education which focus on total child development. However, the diversity of quality of care

and child outcomes was still existed. Although most families showed their needs for day-care

services, few of them participated in day-care centers activities.
