Evacuation Plan

Historically, Brazil has always been a peaceful country with regard to diplomacy and

its international relations. However, in the light of a global scenario that tries to

stop terrorism, it is necessary to anticipate situations in case of emergencies.

Commonly, the country is not a target for international extremist groups. But in

such huge event as the Olympic and Paralympic Games that reunites more than 10

thousand athletes from 206 nations, the country is going to be in the public eye

what might culminate in emergencies, and evacuation plans may be needed. Still,

not only is the city susceptible to terrorist attacks, but also to the local crime and

natural disasters, both of which are unpredictable.

The security plan developed for the event will be providing with 85 thousand

officers (47 thousand security guards, civil enforcement officers and 38 thousand

armed forces officers). It was elaborated by the Brazilian government. Also, there

will be plenty of security centres all over the followings cities: Brasilia, São Paulo,

Belo Horizonte, Salvador, Manaus and Rio de Janeiro; and mainly throughout the four regions hosting the competitions (Copacabana, Barra, Deodoro and Maracanã)

instance, Presidente Dutra highway that leads to São Paulo, Volta Redonda

The venues in Copacabana are close to André Rebouças tunnel. To leave the region,

just go through André Rebouças tunnel until you see the Freyssinet Engineer Bridge.

Then, go ahead the Red Line which leads to Presidente Dutra Highway.

From Maracanã

The Olympic venues in Maracanã are very distant from each other, for this reason,

find below an evacuation plan from all of them.

Turn to Francisco Biscalho Avenue

Then, go straight on until you reach Rio de Janeiro Avenue, where you

will have access to Presidente João Goulart Highway.

João Havelange Olympic Stadium (Nilton Santos Stadium)

The Olympic Stadium is located right next to the Yellow Line which gives you access

to the Red Line.

Sambódromo

To get out of it, take the Presidente Vargas Avenue, and then turn to

the Red Line.

Once you are in Presidente Dutra Highway, just go straight ahead and you will reach

São Paulo city. Having arrived in São Paulo, you can take Tatuapé Bridge that gives

access to Salim Farah Maluf Avenue. Taking this avenue, you can go to the east zone

or the city centre. Also, driving through Marginal Tiete Road, you can reach the north

and West zones.

from the Olympic venues in Barra da Tijuca)

Small airport located next to the region where the competitions are taking place. To

get to the airport, take Embaixador Abelardo Bueno Avenue, then go down Ayrton

Senna Avenue until you reach the airport. The best option to leave the area is flying

a private flight.

Niterói e Vitória

From Barra

To get to Niterói, go all the way the Yellow or the Red Line; or even Avenida Brasil.

After that, focus on the signs to take the Presidente Costa e Silva Bridge (Rio – Niteroi

Bridge).

From Copacabana

If you are in Copacabana and want to go to Niteroi, follow these directions: go all the

way down Epitácio Pessoa Avenue, then go through André Rebouças Tunnel and keep

going to the direction of the Elevado Engenheiro Freyssinet. Right after that, go ahead

Francisco Biscalho Avenue and go on throughout Elevado da Perimentral, then take

the Presidente Costa e Silva Bridge.

From Deodoro

Just go all the way down Av. Brasil until you reach Presidente Costa e Silva

From Maracanã

Maracanã Stadium Go straight ahead Radial Oeste Avenue, then take Francisco Biscalho Avenue and go

through Elevado da Perimetral until you see Presidente Costa e Silva Bridge.

João Havelange Olympic Stadium (Nilton Santos Stadium) Take the Yellow Line, then, turn to Av. Brasil, which will give you access to the Costa

e Silva Bridge.

Sambódromo Take Salvador de Sá Avenue, then turn to Francisco Biscalho Avenue and go through

Elevado da Perimetral until you can access the bridge.

From Niteroi it is possible to go to the countryside of RJ following Niteroi – Manilha

Road, passing through São Gonçalo (50 km) and Itaporaí (71 km). Also, it is viable

to get to Vitoria (the capital of Espirito Santo) taking Mario Covas Highway, crossing

the city of Campos de Goytacazes (300 km). Then, keep going on Campos-Vitória

Highway until you cross Guarapari City (500km). Last, but not least, go ahead

Rodovia do Sol until you reach Vitoria (the capital of Espirito Santo – 500km).

Belo Horizonte

From Barra

Follow the Yellow Line until you get to the Red Line where you will have access to

Washington Luís Highway. This is the road that leads to the capital of Minas Gerais.

Go through André Rebouças Tunnel until you reach Elevado Engenheiro Freyssinet,

and go ahead to the Red Line. Then, instead of keep the same direction, turn to

Washington Luís Avenue.

From Deodoro

Take Av. Brasil, and then turn on Av. das Missões. Go straight ahead on Washington

Luís Highway. This is the one that leads to Belo Horizonte.

From Maracanã

Maracanã Stadium- take Radial Oeste Avenue, turn to Franscisco Biscalho Avenue,

and go over Elevado da Perimetral where you will turn on the Red Line. Being on the

Red Line, take the Washington Luís Highway.

Get off the Sambódromo and take Presidente Vargas Avenue, turn to the Red

Line where you can take Washington Luis Highway.

Follow Washington Luis Highway until you reach Petrópolis City, then turn to Juscelino

Kubitschek Highway and go straight ahead so that you get to Belo Horizonte (the

capital of Minas Gerais). Along the way, you will have access to the follow cities:

Congonhas (379 km), Conselheiro Lafaiete (358 km) and Juiz de Fora (197 km).

Expected travel time: 05h50min

Approximate distance: 440 km

Santos Dumont Airport

From Barra

Follow the Red Line to take Presidente Vargas Avenue, turn right on Av. Passos. Then,

go along Tiradentes Square and keep going on República do Paraguai Avenue. Go

past the Metropolitan Cathedral of São Sebastião do Rio de Janeiro and turn on

Teixeira de Freitas Street. After that, go ahead Infante Dom Henrique Avenue and

the Airport Access will be on your right.

From Copacabana

To leave Copacabana, it is necessary to take Av. Atlântica, turn on Princesa Isabel

Avenue, and go through Leme tunnel (Galeria Coelho Cintra). Right after that, keep

going on Venceslau Braz Avenue, turn left on Pasteur Avenue, take Reporter Nestor

Moreira Avenue which gives access to Nações Unidas Avenue. Then, go along

Botafogo Beach until you take the access to Infante Dom Henrique Avenue and the

Airport Entrance will be a few minutes from where you are.

From Deodoro

Go along Av. Brasil and take Gasômetro Viaduct and go ahead until Francisco Biscalho

Avenue. Then, go over Pracinhas Viaduct to access Presidente Vargas Avenue. After

that, turn right on Passos Avenue and go on Tiradentes Avenue to get to Republica

do Paraguai Avenue. Being there, take Teixeira de Freitas Avenue and turn on Infante

Dom Henrique Avenue, where you will have access to the airport.

From Maracanã

To leave the Stadium, take Radial Oeste Avenue and go straight ahead until

you reach Presidente Vargas Avenue. Then, turn right on Passos Avenue and

keep going on Tiradentes Avenue until you take Republica do Paraguai

Avenue. After that, go on Teixeira de Freitas Street and turn on Infante Dom

Henrique Avenue to get to the airport.

João Havelange Olympic Stadium (Nilton Santos Stadium) and Sambódromo

To leave the Olympic stadium; take the Yellow Line and right after that, the

Red one. Keep on the right side and turn on Francisco Biscalho Avenue, then

go over Pracinhas viaduct and finally turn on Presidente Vargas Avenue. To

leave Sambódromo, follow the same steps previously mentioned in order to

get to Presidente Vargas Avenue.

Tom Jobim International Airport (Galeão)

From Barra

To get to Galeão Airport, take the Yellow Line and, then, the Red Line in the north

direction. Go over Galeão Bridge and keep driving ahead until you see the airport

entrance.

From Copacabana

Follow Epitácio Pessoa Avenue and go through André Rebouças tunnel to get to

Elevado Engenheiro Freyssinet. Instead of taking the Red Line, go ahead to go over

Galeão Bridge.

From Deodoro

Take Av. Brasil and turn on the Red Line.

After that, it is necessary to make a return before going over the bridge.

From Maracanã

FromRadial Oeste Avenue, take Francisco Biscalho Avenue and go over

Elevado da Perimentral. Then, Go along Av. Brasil and turn on the Red Line.

The airport is right across Galeão Bridge.

To arrive at the airport, you can take either Yellow or Red Lines.

Sambódromo

Get off Sambodromo, take Presidente Vargas Avenue and turn on the Red

Line, then, make a return at Dinah de Queiroz Square.
