Vision

EuropElectro helps to bring Europe and China closer together in technical legislation, standardisation and conformity assessment for electrical and electronic products in order to facilitate the trade with these products in both directions.

Mission

We create and drive a network of people communicating in the field of technical legislation, standardisation and conformity assessment. In these fields we build up an exchange of experiences between European electrical and electronics companies and Chinese authorities, administration and organisations. We provide information about developments in national Chinese technical legislation, standardisation and conformity assessment for the support of our member companies. We also provide such information from Europe for the support of the Chinese administration, standardisation and conformity assessment. We aim for supporting Chinese authorities to use international ISO and IEC standards in the Chinese standardisation system. Our goal is to facilitate the trade of electrical and electronic products with regard to technical requirements. Through the cooperation with ORGALIME we are the voice of our member companies from all over Europe in China.

Member benefit, tasks and objectives:

■ Get information about developments in national Chinese technical legislation, standardisation and conformity assessment

■ Support the member companies in China regarding questions in the above named issues and protection of intellectual property rights

■ Create an effective interest group and build up an exchange of experiences by establishing a network of the local subsidiaries of European electrical and electronics companies

■ Aim for a reduction of costs by removing obstacles in the certification procedure

■ Lobby for an opening of the markets through the implementation of international ISO and IEC standards in the Chinese standardisation system

China represents a rapidly growing share of the global economy and is moving from a mainly supply based model to a more supply and demand balanced economy. No surprise that local and foreign businesses see great opportunities here and have strong strategic ambitions to be part of the game.

Unfortunately, for foreign companies it is often hard to even identify and understand the legal conditions for market access in China. Implementing regulatory requirements to ensure compliance of products and services, and the necessary approbation procedures, form a fierce hurdle to be in business. This calls for pre-competitive sharing of efforts with peers in the industry to address common challenges. Not in the least because China’s rapid political and economic development goes along with an on-going flow of reforms that needs to be monitored and understood by economic actors.

Fortunately EuropElectro has a strong team and solid record to support its members on these matters. Being an association for European companies in the electrical and electro-technical sector it provides insights in regulations and standards related to market access rules. It captures the latest political reform discussions in the early stages, providing translations of draft and official documents as well as interpretation of what they imply for businesses in practical terms. It has seats on regulatory and standards bodies where the rules are being shaped. It creates inroads for companies who wish to contribute to Chinese standards development. And it supports members on specific cases of policy advocacy to get outcomes that do not only serve the public policy objectives but are also compatible with good business sense and prosperity.

EuropElectro sets its priorities in direct alignment with its members through board and GA discussions and decisions, and executes these plans also in close cooperation with the members base. This guarantees that the efforts made from membership fees create business value far beyond the financial contribution.

I thank the EuropElectro team for its efforts and achievements in 2014 and look forward to another productive year in 2015.

It is virtually impossible to imagine modern society without digital networking – and the trend towards digitalization has penetrated the field of automation technology, too. Intelligent sensors and field devices already provide the basic data required for the digital networking of plants and production processes. New transmission technologies enable these plants and production processes to be connected to networked communication systems. The topic of Industry 4.0 is high on the agenda in Europe. But what is the situation in China?

Take for example the 'Smart City' concept, it relies on digital technologies to make it easier, more pleasant, and more environmentally friendly for the ever-growing urban population to coexist in society. The aim of the Smart City is to use scarce resources as efficiently as possible and to minimize the negative effects of population growth in large cities.

At a technical level, a Smart City requires intelligent and flexible automation solutions that can be used, for example, to manage traffic, commodity flows, waste disposal, and other public services as efficiently as possible, with due consideration for all social and environmental factors. Smart Waste Management is just one example of Smart City technology in action. The European Union is devoting constant efforts to devising a strategy for achieving 'smart' urban growth for its metropolitan city-regions.

Concepts of highest relevance to China; concepts of relevance to the members of EuropElectro. Concepts which require a concerted effort to lay a foundation of technical and legal standards and certifications. Strengthen our Voice in China, Strengthen EuropElcetro.

Background

2014 was the second year of operations for the new China government and 2015 is the last year of the 12th Five Year Plan. The most critical issue in China is the mounting downward pressure on China’s economy. ‘Reform and Development’ are still the key words for the government’s work. In July of 2014, the China government announced that, by 2020, a market surveillance system with a relatively mature framework and more definitive rules will have been established. One of the key points of the principles of reform is new for China - market participants may act as long as it is not prohibited by law and government departments may not take any action without the authorisation of the law. This new change in market surveillance is a promising step toward boosting economic quality and efficiency.

Accordingly, in March 2015, the China government announced a programme for reform for deepening the standardisation work and conformity assessment. Particularly related to the energy efficiency area, on 4 April 2015, the state council released “Opinions on Strengthening the Standardisation Work in Energy Conservation”. Over the next five years, we believe that market access conditions in the China market will be dramatically reformed.

The EU, with RMB 1,503.1 billion in exports maintains first place as the largest exporter to China. And with imports from China reaching RMB 2,278.7 billion, the EU rose from third place to become the second largest importer from China in 2014 – with the United States remaining in first place.

EuropElectro was also very busy during 2014 continually building a professional network with the Chinese government and authorities so much so that they have recognised us as a significant partner. EuropElectro has not only opened the door to the Chinese government but has also engaged in representing the European electro industry to the Chinese government and the European Commission cooperation programme.

We have completed our 2014 task plan and built a network of experts from our member companies by organising four work groups, one information platform and one task force to address priority and emergency tasks. We actively promoted our member interests in the key areas related to China’s market access conditions into the China regulations and standards drafting processes.

We are particularly proud of two of our success stories which help and will continue to help our members save significant costs and avoid noncompliance risks in market surveillance:

As part of the follow-up development of the CCC (China Compulsory Certification) reform started in 2013, all the CCC documentation and the list of authorised certification bodies, test bodies and inspection bodies was revised in 2014. Following EuropElectro's eight years of continued promotion, we have ensured that the CCC regulators included the adoption of our industry position on manufacturer self-declaration of conformity (SDoC) in the CCC reform. EuropElectro has produced unofficial translations of all of the documentations. With our two expert memberships in the newest term of the regulator CCC TCs (technical committees), EuropElectro has been successful in bringing our member companies’ interests into the CCC regulation documents drafting process. We have continued to keep our members apprised of any updates.

In 2014, EuropElectro convinced MIIT to postpone the implementation date of the revision of the China RoHS labeling standard so that it will align with the future enforcement date of the revision to the China RoHS regulations. This successful lobby is helping our member companies to save costs and avoid any market surveillance noncompliance risk.

I wish to express our appreciation for all the contributions made by our member experts as well as the efforts of our partners in 2014. I know that, together and with the guidance of our board, we can accomplish even more in 2015.

General Policy:

work. In July of 2014, the China government announced

that, by 2020, a market surveillance system with a relatively

mature framework and more definitive rules will have been

established. Key points of the principles of reform that are

– an easier threshold will be established to help promote

employment;

– market participants may act as long as it is not prohibited

by law and government departments may not take any

action without the authorisation of the law and

– fair and transparent post-supervision will be promoted.

This new change in market surveillance is a promising step

toward boosting economic quality and efficiency.

Accordingly, in March 2015, the China government announced

their reform programme for standardisation and conformity

assessment.

China has been reforming its standardisation system in the

areas of management of compulsory standards, manufacturer

self-declaration compliance with the standards and

encouragement of consortium standards in China, etc. since

2014.

The principle of the 2015 China certification and accreditation

work plan announced by CNCA in January 2015 is "service

excellence and governance innovation". One of the main

tasks is the promotion and development of certification and

accreditation in the new areas of e-commerce, IT-security,

service management systems and improvements to the

product scope and catalogue for energy efficiency, low carbon

product certification.

MIIT began programming a China manufacturing map

"China Manufacturing Programme 2025" in 2014. It will be

benchmarked with Germany's 'Industry 4.0' so that the core

is the integration of ICT technology with manufacturing.

1. Executive Summary

Energy Savings and Emissions Reduction Policy:

According to the working status report from NDRC, in

2014 the work on energy savings and emissions reduction

achieved its most significant progress compared with the

previous years of the 12th Five Year Plan. Energy consumption

and emissions of CO2 per unit GDP fell by 4.8% and 6.2%

respectively, increasing their progress by 1.2% and 1.8% over

the previous year. This achievement also helped the targeted

completion of energy savings and emissions reduction for

the 12th Five Year Plan to catch up with the planned time

schedule.

Product Safety:

CCC - As a follow-up development of the CCC (China

Compulsory Certification) reform that started in 2013, all

the CCC documentations and the name list of authorised

certification bodies, test bodies and inspection bodies were

revised in 2014.

Product-related Environmental Requirements:

China RoHS - Generally speaking, there is no change in

the China RoHS duties of manufacturers in 2014 compared

to 2013. The revision of the China RoHS Regulation was not

completed in 2014 meaning that the 2007 version is still

valid. In 2014, EuropElectro convinced MIIT to postpone

the implementation date of the revision of the China RoHS

labeling standard to the future enforcement date of the

revision of the China RoHS regulations. This successful lobby

is helping our member companies to save costs and avoid any

market surveillance noncompliance risk.

China WEEE - Since1 July 2012, the GAC (General

Administration of Customs) started to levy the fund for

imported products. Since 1 October 2012, the SAT (State

Administration of Taxation) has also been levying the fund

for domestic products but the efficiency of the system still

needs improvement. At the beginning of 2015 the "China

WEEE Product Catalogue (2014 version)", which includes 14

products, was officially published. And it will be implemented

on 1 March 2016. The fund criterion for the 14 products has

not yet been identified.

Energy Efficiency & Energy Labeling- By the end of

March 2015, this included a total of 62 compulsory energy

efficiency standards, among which 3 new ones were added

and, 34 product catalogues for energy labeling, among which

there are 6 new added ones.

A new policy tool for energy management, the ‘Top Runner

Programme’ was introduced in the beginning of 2015. The

implementation rule will be carried out at an appropriate

time, according to the publicly issued government notice.

The “Administration Regulation on Energy Efficiency” is also

under revision.

The State Council issued “Opinions on Strengthening the

Standardisation Works in Energy Conservation” in April 2015.

We consider it a very important guideline for the next step of

the work on energy efficiency and energy labeling. The key

points include:

1. By 2020 all industries with high energy consumption

will be covered by standards on energy consumption

limits and an 80% energy efficiency index will reach the

advanced international level.

2. The 'Top Runner Programme' will weed out at least 20%

of outdated products and production.

3. The compulsory energy conservation standards will

be carried out strictly and adopted as a responsibility

assessment index for government at all levels.

China Low-Carbon - Low-carbon voluntary certification

started in 2014. The current product scope includes 4

products: general purpose portland cement, plate glass,

aluminum alloy construction profiles and small and medium-

sized three-phase asynchronous motors.

Smart Grid & Demand-Side Management:

Smart Homes, Smart Buildings & Smart Cities – By

the end of 2014, a total of three batches of smart cities pilot

projects had been approved by the government. More than

200 cities are going to build ‘Smart Cities’ with different

emphases. In 2014, related technical committees delivered

and planned a series of standards for Smart Homes/

Buildings/Cities, which were much more intensive than those

of previous years.

Smart Metering – Reform in the electricity industry in China

has deepened. At the same time, the technical committee in

charge of smart metering has planned a series of standards

related to the exchange of data and smart metering for smart

grid areas. It is generally expected that more related policies

and rules will be clarified in the near future.

E-mobility – For our electro industry, we focus more on

the standards of charging interfaces in the E-mobility area.

Generally speaking, all of the necessary charging interface

standards have been published. CEC has solicited comments

for revision of 5 standards of charging interfaces in March

2015.

2014 EuropElectro Achievements:

Government Network/Communication: EuropElectro has built a professional network with the Chinese government and authorities. During the regulation establishment process, they recognized EuropElectro as a reliable and significant European industry representative.

In 2014, EuropElectro convinced MIIT to postpone the implementation of the China RoHS labelling standard SJ/T11364-2014: “Marking for the Restriction of the Use of Hazardous Substances in Electronic and Electrical Products” in the China RoHS regulation. MIIT agreed to align the implementation date of the revision of the China RoHS labeling standard to the future enforcement date of the revision of the China RoHS regulations. This will help companies to save cost and avoid any market surveillance noncompliance risk.

On 22 May 2014, EuropElectro organised a Sino-German Electrical and Electronics Industry Association ZVEI-CEEIA communication meeting in Beijing. The top leadership from ZVEI, EuropElectro and CEEIA discussed ‘Industry 4.0’ and the influence of China’s intelligent production on the direction of future industrial development in order to fully promote the update of industrial cooperation between our two countries in this field.

EuropElectro also served as a bridge for EU and China bilateral cooperation, as well as SINO-German. As the European industry representative, these platforms provided an excellent opportunity for us to express our industry positions to the regulators.

Membership in Chinese TCs and Organisations:By March of 2015 EuropElectro had a total of 14 membership positions in Chinese organisations and in standardisation TCs related to our task list. With our active work in these organisations and TCs, we continue to advance our industry interests to the drafting process of the Chinese regulations and standards.

Public Forum:EuropElectro has jointly organised 2 forums and 3 promotion events: – The 13th Forum on Industry Automation and Standardisation

2014 - User Quantified Requirements and the Realisation jointly organised with China IEC/TC65 and ITEI in Beijing

– EuropElectro hosted an ‘Industry 4.0’ section at the Industry

Automation and Standardisation 2014 Forum– Promotion event: EuropElectro cooperated with AHK Beijing

(German Chamber of Commerce) to hold a seminar to introduce CCC reform development information

– Promotion event: EuropElectro organised a CCC seminar in

Frankfurt am Main– Promotion event: EuropElectro delivered a presentation at

the ZVEI automation division board meeting

Work Groups:To work closely with our member company experts, EuropElectro has established 4 work groups focusing on ‘China RoHS’, ‘Energy Efficiency’, ‘China WEEE’ and ’CCC’ as well as 1 information platform focusing on ‘China Smart Grid and Demand-Side Management Information’ and 1 task force on ‘IP Involved in Standards’. These work groups, the platform and task force are always open to new participants from our member companies.

Information:EuropElectro published 5 newsletters to ensure that our members are informed of further developments in a timely manner. We created 10 study reports to analyse and summarise topics of great concern to our members.

Internal Events:EuropElectro’s general assembly meeting was held in Frankfurt on 4 March 2014 & 3 March 2015.

A EuropElectro board meeting was held in Shanghai on 24 October. EuropElectro board members from BSH, Harting, Pepperl+Fuchs, Philips, Phoenix-Contact, and Weidmüller, as well as ZVEI and EuropElectro, participated in this meeting. Dr. Klaus Mittelbach, CEO of ZVEI, affirmed EuropElectro’s success in the year of 2014. Chairman of the EuropElectro Board, Mr. Paul Coebergh van den Braak, IP&S Manager/Senior Director of Philips, hosted the meeting.

2. 2014 EuropElectro Task Plan and Action

2.1 2014 Horizontal Issue Task Plan

On 24 October 2014, the 2nd EuropElectro BoD meeting was held in Shanghai.

The Chairman of the board, Mr. Paul Coebergh van den Braak, chaired the meeting. The board reviewed and discussed EuropElectro’s task list. They agreed that EuropElectro’s tasks should continue to focus on product-related market access conditions rather than production-site related ones. In total, there are 15 tasks on the list including 1 new additional one – Accreditation regulations in China - and 1 edited task - Functional safety (Occupational health & safety regulations related to machinery safety, which influences our members' products).

In 2015, EuropElectro is continuing to focus on market access conditions for entry into the China market. These consist of standardisation, conformity assessment and technical legislation related to our electro industry. We will pay close attention to the five high priority tasks, including CCC, Energy Efficiency, China RoHS, China WEEE and China general standardisation and industry policy. We will help our members receive the most recent status and translations of regulations and compulsory requirements, assist them in their understanding of the requirements and lobby the regulators for our industry interests in the high priority tasks mentioned above.

We will also continue to track and report on the status of Functional Safety, Smart Grid and Smart Buildings, Smart Homes and E-mobility in the area of standards, conformity assessment and technical legislation.

3. Country Profile and Economic Environment

3.1 2014 GDP

The Chinese national economy maintained stable growth in 2014. According to preliminary accounting, the gross domestic product (GDP) of the year was RMB 63.64 trillion, up by 7.4 percent over the previous year.

(100 US dollars ≈ RMB 620)

Of this total, the value added by primary industry was RMB 5,833.2 billion, up by 4.1 percent; that of secondary industry was RMB 27,139.2 billion, up by 7.3 percent and that of tertiary industry was RMB 30,673.9 billion, up by 8.1 percent. The value added of the primary industry accounted for 9.2 percent of the GDP, that of the secondary industry accounted for 42.6 percent, and that of the tertiary industry accounted for 48.2 percent.

3.2 Manufacturing Industry Purchase Manager Index 2014

The China Manufacturing PMI remained above the threshold (50%), which indicated that the manufacturing industry continued to maintain slight growth in 2014. But the growth speed has tended to slow down since July.

In January and February 2015, it dropped to 49.8% and 49.9% indicating that manufacturing started to shrink.

China’s Non-manufacturing PMI remained above the threshold (50%) throughout 2014, which indicated that the non-manufacturing industry maintained stable growth in 2014.

3.3 Value-added of Industry in 2014

Industrial production grew steadily. In 2014, the total value added by the industrial sector was RMB 22,799.1 billion, up by 7.0 percent over the previous year.

3.4 Exports & Imports in 2014

The total value of the import and export of goods in 2014 reached RMB 26,433.4 billion, up by 2.3 percent over the previous year.

Of this total, the value of goods exported was RMB 14,391.2 billion, increased by 4.9 percent, and the value of goods imported was RMB 12,042.3 billion, down by 0.6 percent. The balance of imports and exports (exports minus imports) was RMB 2,348.9 billion, an increase of RMB 739.5 billion over the previous year.

The EU, with RMB 2,278.7 billion in value, rose from being the 3rd to the 2nd largest importer from China in 2014 behind the United States.

With RMB 1,503.1 billion in value, the EU maintains the 1st

4. Technology Environment

4.1 Expenditures of R&D Funds

As reported by the Bureau of Statistics in 2014, China’s total expenditures on R&D continued to maintain rapid growth. Expenditures on research and development activities (R&D) was RMB 1,331.2 billion in 2014, up 12.4 percent over 2013, accounting for 2.09 percent of GDP. Of this total, RMB 62.6 billion was appropriated for fundamental research programmes.

4.2 Authorised Patents in 2014

Some 2,361,000 patent applications were accepted from home and abroad of which a total of 1,303,000 patents were authorised. Among them, inventions account for 233,228 (a growth rate of 12.3% higher than that of 2013); for utility models 707,883 (a growth rate of 2% over 2013) and for designs 361,576 (a growth rate of -12.3% under 2013).

5. Regulation Environment

5.1 Genera l Economic Envi ronment and Achievements in 2014

According to the report on the work of the government for 2014, China achieved its major economic targets although the global economic environment remained depressed.

According to the report, the growth of the economy in China has better quality than before with several important indicators:- The economy operated in a reasonable range with a stable

employment rate and CPI- The development model became more sustainable with

growing household consumption and added value in the service industry

- Middle and western areas achieved faster growth than eastern areas, reducing the regional disparities

- The average annual disposable income of national residents rose at a rate of 8%, for the first time the rate is greater than the growth of GDP.

5.2 Targets of the Government in 2015

According to the report on the work of the government for 2014, the major targets of economic and social development for 2015 are: - The economy will maintain reasonable growth and GDP

growth is expected to be about 7%- CPI growth is expected to be about 3%- About 10 million new jobs will be added while urban

unemployment is to be held within 4.5%- There will be growth in imports and exports with a balance

of about 6% in international payments- The growth of residents’ income nationally will be relative

to the growth of economic development- Energy consumption intensity will fall by more than 3.1%;

major pollutants will be continuously reduced.

5.3 Policy Environment for the Electro Industry

‘Reform and Innovation' are the most important key words of the government’s current mandate. Macro economic policy has not been changed but effective proactive fiscal policy and prudent monetary policy are expected to be implemented. Solid progress in key reforms such as in the budgetary management and tax systems, financial management, price reform in energy, transport, environmental protection, etc. has been achieved.

From a government administration point of view, the central government continued to delegate more powers to lower-level governments and to society in general while improving regulation. In 2014, departments under the State Council cancelled the requirement of or delegated the power for the review of 246 items.

6. Status of High Priorities

6.1 Ch ina Market ing Access Condi t ions Development in 2014 (status until 31 March 2015)

In 2014, the remarkable change in the area of technical requirements for market access is the continuation of CCC reform. CCC reform started in May 2013. It covers the whole

spectrum of the product catalogue. In 2014 most of the CCC implementation rules were modified.

Other technical requirements for market access still remain the same but the scopes of the regulations have expanded.

6.1.1 CCC – China Compulsory Certification

Development in 2014As a compulsory market access condition, CCC influences electrical products and non-electrical products. A total of 20 product categories and 158 products were included in the newest version of CCC product catalogue by October of 2014.

In 2014, the CCC documentation system was rewritten and published. A renewed name list of authorised certification bodies, test bodies and inspection bodies has been published.CCC reforms began in May 2013. CNCA is maintaining its supervisory role and wants to introduce more competition in the CCC area. This reform has gradually covered the whole product catalogue.

The regulator is establishing a more scientific, reasonable and systematic CCC scheme by borrowing the EU’s idea of issuing conformity assessments to guarantee quality and using the EU’s technical regulation system as a reference.

The CNCA expects that new competition in CCC service bodies (certification bodies, test bodies and inspection bodies) could improve service to manufacturers.

The CCC reform principle is "Match rights with responsibility, control risk and guarantee quality". Accordingly, certifications bodies assume the CCC certification risk themselves. According to the risk assessment, certification bodies are allowed to determine certification models, the manufacturer test report adoption, reduce the type test; classification management of manufacturers in follow-up inspections; transition solutions for new version standards, etc. These updated responsibilities were embodied in the new CCC documentation system in 2014.

Industry Concerns EuropElectro supports the CCC simplification and reduction of the administrative burden for manufacturers. Self-declarations of Conformity (SDoC) by manufacturers is always our industry position. Our concerns are:

• How fair and transparent this new system will be• How the application process will be impacted; what the

follow-up process will be; what the cost and timing will be• How new product units and the key components scope of

every product group scope will be handled; Does it really help to reduce the quantity of certifications for the same group of products?

• How we can protect our technical secrets during ‘design validation’

Actions for our Members• In 2014, with 2 expert memberships in the government

regulators’ CCC TCs, EuropElectro had a window of opportunity for introducing our industry interests into the CCC legislation process for: TC04: for household and similar-use appliances andTC06: for low-voltage electrical appliances.

• We analysed and reported on the reform of CCC for our members and kept them abreast of the news on revisions to the CCC standards and regulation development.

• We continued to represent our members’ interests to the 2 regulators' TCs in their meetings and discussions.

• We prepared unofficial translations and comparisons of new CCC documentation including general CCC implementation rules, the updated name list of authorised certification bodies, test bodies and inspection bodies issued by CNCA and part of the new detailed implementation rules by certification bodies.

• We participated in the EU-China Regulatory Dialogue on Conformity Assessments WG meeting in China.

• EuropElectro organised seminars to introduce CCC reform development in Frankfurt on 6 September for German electro companies and in cooperation with AHK north in Beijing for German electro companies and local subsidiaries in Beijing on 14 March. EuropElectro explained CCC reform and troubleshooting for participants during the meeting.

Standards Development in 2014- New 100 Energy Efficiency Standards Programme

The new 100 Energy Efficiency Standards Programme will end by the end of 2015. All terminal energy-using products widely used in large volume and key products in high energy-consuming industries will be covered by the compulsory standards for energy efficiency or corresponding energy consumption per unit products.

- Compulsory Energy Efficiency Standards and Energy LabelingBy the end of March 2015, there were a total of 62 compulsory energy efficiency standards among which 3 are new , 34 product catalogues for energy labeling among which 6 are new .

Trends in China:We regularly tracked the updated standards, implementation rules and incentive policies on energy conservation products and reported them to our members in a timely manner.

■ Facilitate communication between members and major official management and administration departments in China. (eg. SAC, CNIS, MIIT, etc.)

- We will collect and summarise our members’ opinions when SAC solicits public comments

- We will lead our member companies to visit related government departments at our members’ requests.

6.1.3 China RoHS

China RoHS Development in 2014Generally speaking, there was NO change of China RoHS requirements for the manufacturers in 2014 compared with 2013. The hottest discussion topic focused on the revision of the China RoHS labeling standard – SJ/T11364-2014.

Regulation status: The revision of the China RoHS Regulation was not completed in 2014. According to our communication in 2014 with the core regulator – MIIT, the revision of the China RoHS regulations publication was postponed. The 2007 version of the regulation is still valid.

Standards status:GB standard: 3 general standards were published: - GB/T 31250-2014 General requirements on environmental

information of electrical and electronic products - GB/T 31274-2014 Restricted substances management

systems of electrical and electronic products - Requirements- GB/T 31249-2014 Environmentally conscious design for

electrical and electronic products - Materials selection MIIT industrial standard:China RoHS labeling standard: SJ/T 11364-2014 - Marking for the restriction of hazardous substances in electrical and electronic products was published in July 2014. But at the request of EuropElectro member companies, EuropElectro successfully lobbied with the regulators and the implementation of this standard in China RoHS regulation was postponed. The old version SJ/T 11364-2006 is still valid until the revision of China RoHS regulation is published in the future.

Compliance requirement status: In 2014 the China RoHS compliance requirement was still in its first implementation step – information disclosure. There were no CCC or other requirements for China RoHS compliance in 2014. The concrete conformity assessment system is under construction.

Voluntary certification status: As of 1 July 2012, the State-Promoted China RoHS Voluntary Certification was implemented. This is only a voluntary certification, there is no custom control and no market surveillance in the domestic market. In 2014 this voluntary compliance continued to run as normal.

Industry Concerns & Our WG Task ListTo promote the self-declaration of conformity and determine how industry cancomply with China RoHS from manufacturers1. Track and influence transparency of the China RoHS

compliance process (e.g. China RoHS’ CCC process, key management catalogue) and organise members to be aware of the risks earlier;

2. Lobby MIIT regulators at an earlier phase to accept the ‘exclusion’ and ‘exemption’ scopes allowed in the EU RoHS Directive in the China RoHS;

3. Determine whether China RoHS is in accordance with the EU RoHS directive;

4. Continue to include our industry position in the legislation process

EuropElectro Actions for Members in 2014EuropElectro- Successfully lobbied MIIT to postpone the revision of China

RoHS labeling standard SJ/T11364-2014 implementation in China RoHS Regulation.

- Had direct communication meetings with MIIT responsible regulators regarding China RoHS labeling standard.

- Introduced the recent EU RoHS development at the MIIT China RoHS meeting.

- As the Chinese member of IEC/TC111, attended the 78th IEC annual meeting in Tokyo.

- Continued communicating with the China RoHS regulators and promoting the manufacturer’s self-declaration of conformity in the China RoHS conformity assessment system construction process.

- As an official member of China IEC/TC111, promoted our members’ interests in China RoHS related standards drafting process.

6.1.4 China WEEE

China WEEE Development in 2014 Generally speaking, in 2014, the basic China WEEE legal system was set up and the fund levy process continued to run. But its performance still needs to be improved. Throughout 2014, the new version of the China WEEE product catalogue was under discussion. At the beginning of 2015, the "China WEEE product catalogue (2014 version)", including 14 products, was officially published. And it will be implemented as of 1 March 2016. The fund criterion for the 14 products has not been identified yet.

Background:The China WEEE Regulation – "Regulation on the Administration of the Recovery and Disposal of Waste Electrical and Electronic Equipment" came into force on 1 January 2011. Since 1 July 2012, it has been fully implemented. The WEEE fund for imported products has been levied since 1 July 2012 and for domestic products since 1 October 2012.

Status: - Product Catalogue

According to NDRC announcement No. 5/2015 dated 13 February, the "China WEEE Product Catalogue (2014 version)" was published. The 2014 version catalogue includes 14 products and will be effective as of 1 March 2016. At that time, the "China WEEE Product Catalogue (1stbatch)" will be withdrawn. The 14 products included are as follows:1. Refrigerators2. Room air conditioners3. Range hoods4. Washing machines5. Electrical water heaters6. Gas water heaters7. Printers8. Copiers9. Fax machines10. Televisions11. Monitors12. Microcomputers13. Mobile communication handsets14. Telephones

According to our position paper "EE-2014001 EuropElectro Position Paper on Amendments to China WEEE Product Catalogue (exposure draft version)" (for this position paper, please refer to www.europelectro.org/position-papers/china-weee/) submitted to the regulators in January 2014, the regulators accepted 3 of EuropElectro’s proposals.- that the regulators remove fluorescent lamps from the

China WEEE exposure draft version catalogue- that the regulators make some modifications to ‘Product

Name’ and ‘Remarks’ in the China WEEE exposure draft version catalogue with regard to the range hood industry to keep them consistent with the product performance and safety standards (GB/T17713 -2011 & GB4706.28-2008)

- that the regulators will take into account the possibility that spare parts such as batteries, printer supplies and fluorescent lamps are included in the China WEEE exposure draft version catalogue. These spare parts are generally sold installed in end equipment. If the spare parts and end equipment are both listed in the catalogue, double levies are almost assured.

- Fund Levy and Management The fund levy started on1 July 2012. It continued to run in 2014 but the performance and quality of the process and system need improvement. And the fund criteria for the products listed in the China WEEE Product Catalogue (2014 version) is still under construction.

The fund must be levied for the electric and electronic products listed in the China WEEE product catalogue. The current fund criteria is: RMB 13/TV set, RMB 12/refrigerator, RMB 7/washing machine, RMB 7/room air conditioner and RMB 10/microcomputer. The fund is used as a subsidy for disposing enterprises and the China WEEE management fee.

Industry Concerns & Our WG Task ListThe EuropElectro China WEEE WG was set up in 2009 and the most recent review of the task list was on 13 January 2014. The following tasks which were based on members’ concerns were agreed on:- Follow up on the development of China WEEE legislation,

such as on fund establishment, the fee levying criteria, product catalogue, etc.

- Periodically exchange information and organise the WG meetings, if necessary, for detailed discussion

- Cooperate with other associations on topics of common interest concerning China WEEE legislation

writing of a report – "How Companies canFulfill the China WEEE Requirements in China".

6.2 Smart Grid and Demand-side Management Standardisation Activities in China

In 2011, EuropElectro opened windows and developed a network for standardisation activities for Smart Grid and Demand-side management such as E-mobility, Smart Buildings, Smart Homes and Smart Metering in China. The board directed us to emphasise these tasks and we will continue tracking the status and take action at the request of our members.

In 2014, EuropElectro tracked the standardisation activities on the China Smart Grid and Demand-side management and reported the development information via our platform for our member companies.

We continue to be active members in related technical committees in order to get the inside and access first-hand information on standards development. EuropElectro experts obtained standing as a 'P' member (participation member) on SAC/TC426 for smart buildings and homes. SAC/TC104 - electrical measuring instrument is another technical committee on which we hold an 'O' member (observer member) position.

6.2.1 Smart Cities, Smart Buildings and Smart Homes

Policies and Programmes in 2014- On 15 January 2015, NDRC, MIIT and other ten ministries

jointly issued a notice on "Accelerating Implementation of Information Benefit People Programme"

- On 16 March 2015, State Council released "National Plan for New Urbanisation (2014-2020)"

- On 27 August 2014, NDRC, MIIT and other six ministries jointly issued a notice of "Instruction on Accelerating Smart Cities Developing Healthily"

- By the end of 2014, the 3rd batch of Smart Cities Pilot Projects had been setup and more than 200 cities are going to build ‘Smart Cities’ with different emphases.

EuropElectro Actions for Members in 2014- Actively attended all meetings and events organised by

all related technical committees and reported to members about the updated progress of smart homes/buildings/cities.

- Identified a new information channel for IoT issues for members. CATR(China Academy of Telecommunication Research) of MIIT plays an important role in the IoT area and is willing to keep contact with EuropElectro and its members.

- Analysed and reported on the draft of "Indicator System for Smart Communities" issued by SAC/TC426 and MoHurd. The indicator system is used as an important tool in the acceptance inspection for the first batch of smart city pilots projects and is also a useful input for SAC to draft the national standard for smart cities.

- Summarised and delivered EuropElectro reports on smart homes/building/cities to members.

- Upgraded to a Participating member in SAC/TC426 which is mirrored to IEC/TC205 WG3;

Next Steps- Continue to track the policy and standards development

and updated status of smart cities, smart homes and smart buildings in China and keep members informed on a timely basis.

- Continue to facilitate the communication with Chinese partners and share our members’ positions and concepts with them.

Status of Development in 20141. For our electro industry, the standards of charging interface

are the focus in the E-mobility business. In general, all of the necessary charging interface standards were published. CEC solicited comments for the revision of 5 standards of charging interfaces in March 2015.
