At least 8 wounded in a new airstrike in Southern Somalia

At least 8 people, including the wife of Al-Shabaab commander, were reported to have been
wounded in a new airstrike in Gedo region of southern Somalia on Wednesday night.
Suspected Kenyan fighter jets have carried out the air raid targeting militants in El Adde area,
an Al Shabaab-controlled in the region during the night, according to the villagers.
The situation of the village has returned to normal on Thursday morning following the
airstrike, which was the latest in a wave of attacks against Al Shabaab bases in Somalia.
On 15 January 2016, Al-Shabaab militants launched an attack on a Kenyan-run AMISOM
army base in the town of El Adde, Somalia, the deadliest single-day attack on KDF.
Hundreds of Kenyan soldiers were killed in the attack while many captured alive by Al
Shabaab, some have been executed in the past few months.
In the past, Kenyan warplanes killed dozens of civilians in Southern Somalia in airborne
attacks aimed at eliminating Al-Shabaab fighters in Southern Somalia.

SNA Conduct Military Operations In Lower Shabelle Region

Reports from Lower Shabelle region stated that the Somali government forces have been
conducting major operations in Leego, and other suburbs in the area. Witnesses stated that
the Somali National Army early Thursday, conducted a heavy operation in the area, after
they have been targeted yesterday with an IED attack.
The officers who are leading the operation have declined to comment on their operations.
The situation of the area remains calm and no casualties were reported. SNA backed with
AMISOM has managed to drive out Al-Shabaab from key towns in Somalia.
Lower Shabelle which once used to be Al-Shabaab stronghold, is an agricultural and strategic
town, that is located in the southwest of Somalia capital city, Mogadishu. The group is
carrying out hit and run attacks in major towns under government’s control area.

HirShabelle Deputy President Declares Fresh Offensive Against Al-Shabaab

Deputy President HirShabelle Ali Abdullahi Hussein on Wednesday announced a fresh
offensive against the militant group Al-Shabaab in parts of the state. Speaking at a press
conference in Jowhar upon returning from a trip to Mogadishu, Mr. Hussein vowed that his
administration will spearhead the renewed military operations against the militant hideouts
in HirShabelle.
Mr. Hussein further stated his work trip to Mogadishu ended successfully, noting that his
administration and the federal government had agreed to lead the operations, aimed at
liberating HirShabelle residents from Al-Shabaab. He was accompanied by the regional
assembly speaker Osman Barre Mohamed.
He lauded the self-organized armed group called (Ma’awisley), who stood up to resist the
militants in parts of Middle Shabelle. While sending condolences to the families and friends
of the Ma’awisley gallant leaders Mr. Hibal Ali Dasar and his deputy, who were both killed
recently fighting Al-Shabaab, he called on the HirShabelle people to take up their arms and
support their administration in the new fight against the militants.

of his appearing in the launch ceremony for the Union for Peace and Development (UPD)
political party which was today held in Mogadishu.
Shador further stated that he had received a telephone call from his boss hours prior to his
dismissal informing him of the government’s frustration with his participation in the
‘opposition’ organized event.

Somali Ex-Militant Leader Runs for Political Office

The former No. 2 leader of Somalia-
based militant group al-Shabab wants
to become president of the country's
South West regional state. Mukhtar
Robow, also known as Abu Mansour,
made the announcement to hundreds
of his supporters in a welcoming rally
Thursday in the South Western town of Baidoa.
"After receiving requests from the people of this region and their intellectuals, I have
decided to run for the president of this state in the coming election," Robow said at the rally.
"I have accepted the requests and, if God wills, we will win and peace will prevail." Robow,
who once had a $5 million American bounty on his head, will face 10 other candidates in the
election November 27.
Other contenders include the current head of the South West state and the former Somali
parliament speaker, Sharif Hassan Sheikh Adan. Robow is an elusive, charismatic militant
leader who received training from al-Qaida in Afghanistan and was once a senior
commander in al-Shabab. In 2012, the Obama administration offered up to $33 million for
information on the location of top members of the group, including him.
But that same year, Robow fell out with the group's emir — Ahmed Godane, killed by a U.S.
drone strike in 2014. He retreated to his home region, protected by a personal guard. With
Shabab fighters still trying to kill him, he surrendered to the government last year after
secret negotiations. Robow appeared to be more moderate than many of his former
comrades. In 2009, he freed five Somali parliament lawmakers after his militants took over
Baidoa, which was then the headquarters of Somalia's Transitional Federal Government. On

other occasions, Robow condemned al-Shabab's attacks on civilian targets. However, Robow
has never expressed remorse about his role in the group. Ali Hasan, a regional parliament
lawmaker, says they will elect the regional leader based on the will of the local population.
"We represent the people and in the upcoming election, we will elect whoever the people
want us to elect regardless of his background and affiliations," he told VOA's Somali service.
Mohamed Farah Ali, a former militant commander who now works with the Somali
government in deradicalizing youth, believes Robow's move could weaken al-Shabab.
"He is a man who knows about the group's secrets: their sources of money, the way they
recruit fighters and the tricks they use. Therefore, I think being a leader would turn the tide
against al-Shabab insurgents, specially the South West region," Ali said.
"As I am, he is one of the beneficiaries of the government amnesty program and he will help
the end of the same group he helped establish

Somali Federal Government To Back Self-organised Militias To Fight Al-
Shabaab

The Somali government has resolved to provide military support to self-organised militia
groups, otherwise known as “Ma’awisley”, to fight off Al-Shabaab militants, the Somali
National Army (SNA) chief, Dahir Adan Elmi has said.
“We are ready to provide military support to locals communities who voluntarily opt to
liberate their villages from the Al-Shabaab attacks. We will boost their efforts to dismantle
Al-Shabaab,” Mr. Elmi said. The development comes a day after fierce fighting broke out
between the Al-Shabaab militia and local clan militias in Hirshabelle state
Over seven people from both sides have been killed in the intermittent clashes in several
villages since Sunday. Among those killed is the leader of the local militia, identified as Hibad
Ali Dasar. Speaking to the media, the SNA chief reiterated the Somali military’s resolve to
support local militia groups.
The fighting between Al-Shabaab and the local militias in Hirshabelle state was triggered by
alleged Al-Shabaab conscription of teenagers into their ranks. According to residents, the
clashes kicked off on Sunday when self-organized clan militias in Middle Shabelle region
turned down Al-Shabaab’s order to take their children to them.

Somali Air Traffic Controllers Strike Amid Dispute With Turkish Company

Air-traffic controllers at Mogadishu’s international airport announced a new work strike on
Wednesday owing to a number of unresolved disputes including the dismissal of fellow
aviation staffers by Favori LLC, a Turkish company running the airport’s operations. The
strike by over 30 workers reportedly affected several scheduled flights before officials from
Favori LLC moved in to help restore the airport’s routine operations.
Nonetheless, there are concerns over the long term impact of such strikes to the airport
services. Following Wednesday’s standoff, the traffic controllers warned their strike would
be extended if their terms were not met. Some of the airport’s workers accused the Turkish
company of unfair dismissals of air traffic controllers and other airport staffers.
Officials at the company were not immediately available for comment. In 2013, the Somali
government awarded the Turkish based company, Favori L.L.C, a multimillion dollar contract
to take over the Mogadishu airport’s management for 15 years. Somalia, a leading livestock
and bananas exporter, largely relies on its ports and airports as main domestic revenue
sources for the government, which is currently dependent on donor largesse to operate.

state-members after regional leaders

central government last month in a likely
setback to efforts to pacify the Horn of Africa country as it emerges from two decades of
conflict. The US, Swedish and Germany ambassadors to Somalia have hedl talks with leader
of Jubaland state of Somalia, Ahmed Mohamed Islam (Ahmed Madobe) in Nairobi, Kenya.
The two sides discussed on current security situation in Somalia, amid rising attacks by Al
Qaeda linked Al Shabaab group. US and its partners is said to be going to mediate a rift
between Somali Federal governments and its state members. Last month, the leaders of
Jubaland, Puntland, Southwest, Galmudug and Hirshabelle regions officially cut ties with the
federal government “until all the previous agreements are implemented”, according to a
statement. The Federal government was also accused of “interfering” regional issues and
“failed” to manage security of the country, said in the statement. The move by the regional
leaders seems a potentially political setback in Somalia, amid on-going efforts to make peace
in the war-revenged country. “We have suspended all cooperation with the federal
government over lack of political progress, failure to build national security architecture,
“politicisation” of National Intelligence functions and lack of sharing of national income and
international aid”, the memo said. The regional leaders, who have been meeting in Kismayo
town, some 500km south of Mogadishu since Tuesday had raised concerns about funding
from the Federal Government, reiterating earlier accusations of inadequate support. In a
similar meeting in May held in Baidoa town, the leaders claimed that they were not getting
a share of international aid to the Federal Government and called donors to separate funds.

Somalia And Saudi Arabia Ink Deal On Civil Aviation

The Somali government on Wednesday signed a civil aviation agreement with Saudi Arabia.
A delegation was led by Minister of Civil Aviation, Mohamed Abdullahi Salad, who negotiated
with officials from Saudi Arabia’s Civil aviation ministry. The sides discussed ways and
prospects of improving bilateral cooperation between the two countries in the field of air
transport.
The deal was signed by the Minister for Civil Aviation, Mohamed Abdullahi Salad, and his
Saudi counterpart Nabel Al Amoudi. Speaking to the media, Minister Salad said, the
agreement with Saudi Arabia will improve Somalia’s air transportation sector. “The
agreement is part of the government’s efforts to improve the country’s civil aviation. We
will continue with such agreements, which in turn will help rebuild Somalia, and the
government encourages Saudi bid to fund Somalia to boost the economy for job creation in
the country,’’ he said.
In 2016, Somalia inked a memorandum of understanding and initialed bilateral agreement
with Saudi Arabia. The memorandum of understanding was stating that, air operations
between the two countries, “from” and “to” 4 international destinations to be determined
at a later time by the two authorities. The MoU was also articling the principle of multiple
appointments of the national carriers on each side, as well as an agreement on the mode of
transport, including code sharing and additional operations.

Road Construction Brings Jobs And Infrastructure To Baidoa

Hassan Mohamed Dhabar, 27, was glad to join the team
of workers hired to build a new road in Baidoa, southern
Somalia, after staying unemployed in one of the IDP
camps for several months:
“I didn’t have a stable job to provide a living for my
family, so we just lived off handouts from people. Now
in a day I earn between 300,000 to 400,000 shillings
($13-18). It’s more than what we need to spend every day so I will make savings for the
family,” Hassan said.
He is one of 437 people hired on a six-month road building project implemented by the
South-West state government, funded by Nordic International Support Foundation.

and members of local labour associations. Hassan has been trained on various skills and
techniques involved in road construction that he hopes will help him get other jobs in future.
He was displaced from Deynunay in Bay region after Al-Shabaab banned the making and
selling of charcoal that was his livelihood.
He decided to migrate with his family of five children to camps in Baidoa to find food and
other support. Saynab Mohamed Adan is one of around 200 women working on the project.
She collects gravel after the men have broken down rocks. She said it is physically demanding
and she has never done such work before, but it is better than staying at the camp with
nothing to do.

She manages to save $15 of the $20 she earns a day. When the project ends she hopes to
open a small grocery stall with her savings. Saynab and her husband and two children were
displaced from Qansax-dheere in 2017 after their herd of 45 goats died in the drought.
They now live in Hanaano IDP camp in Baidoa. As they depended on livestock, Saynab is the
first member of the family to get work in the city. The director of the South-West ministry
of public works, reconstruction and housing, Mohamed Sufi Adan, told Radio Ergo that this
$700,000 road project has dual benefits for the people in Baidoa, by providing employment
and improving roads and access in the city.
He said he hoped this model of providing jobs to ease the unemployment problem would be
used for further infrastructural development projects in the city.

Secret US base in Somalia is getting some ‘emergency runway repairs’
05.10.18 The U.S. Defense Department awarded a
more than $12 million contract for “emergency
runway repairs” at Camp Baledogle, Somalia, last
month.
Camp Baledogle was the subject of a Foreign Policy Magazine exclusive this year in which it
was described as a training base for Somali Army commandos. The trainers were reported
to be U.S. contractors working for Bancroft Global Development.
Now, the new runway repairs appear to be stepping up the capabilities of the airfield there,
and could be the harbinger of an expanding U.S. foot print in Somalia.
U.S. Africa Command confirmed to Air Force Times that it operates the facilities at Camp
Baledogle alongside African partners, but remained scant on details regarding what aircraft
currently, or are planned, to fly from there.
“These repairs are needed due to years of wear and degradation due to inadequate
maintenance,” said Mike Andrews, the public affairs director for Naval Facilities Engineering
Command Atlantic, which executed the military construction contract for Camp Baledogle.
“The repairs referred to in our press release will consist of full depth patching and overlay of
the runway,” Andrews said.
He also provided the specifications for Camp Baledogle’s runway: 10,092 feet by 140 feet
and made of asphalt.
Andrews referred all other questions about armed aircraft, whether manned or unmanned,
that fly from the site to U.S. Africa Command.
That combatant command “owns” Camp Baledogle, he said.

“Yes, AFRICOM operates out of Baledogle alongside our African partners,” Maj. Karl Weist,
an AFRICOM spokesman, confirmed in an emailed statement. “The command has a variety
of platforms that can operate out of that location in support of missions designed to
promote security and stability in the region.”
The United States has carried out more than 20 airstrikes against al-Shabab militants in
Somalia this year. One incident occurred in September, after U.S. and partner troops came
under attack 37 miles west of Mogadishu, the country’s capital.
Two militants were reportedly killed by that airstrike.
However, “we do not discuss where strike platforms originate from as a matter of
operational security,” Weist said when asked whether armed aircraft were flying from Camp
Baledogle now.
Mikael Lindvall, Sweden’s former ambassador to Somalia, posted pictures of Camp
Baledogle from a verified Twitter account in January 2017.
He described the base as having “impressive facilities” consisting of an “old, Soviet-built
terminal [and] control tower.”
“I’ll add that we will continue to work with our partners to support AMISOM and the federal
government of Somalia in its effort to bring improved governance, development and
stability,” Weist said.
AMISOM is a United Nations-backed African Union mission to defend Somalia and bolster its
government forces as they battle internal terrorism threats from al-Shabaab.
The African Union has a combined contribution of roughly 22,000 personnel in Somalia. By
comparison, al-Shabab has an estimated strength of 7,000 to 9,000 fighters, according to the
Council on Foreign Relations.
“Our strategy in East Africa is to enhance partner capability to ensure that violent extremist
organizations, who wish harm in the region, are contained," Weist said.

Additionally, in early June, one U.S. soldier was killed and four more were wounded during
an attack by al-Shabaab militants that consisted of small-arms fire and mortars. That attack
occurred in southern Somalia’s volatile Jubaland region.
The company contracted to complete the repairs at Camp Baledogle is URS Group Inc., out
of Morrisville, North Carolina.
At the same time as this new $12 million project kicks off in Somalia, the U.S. Air Force is
close to opening Niger Air Base 201 on the edge of the Sahara Desert.
That base’s total cost will be roughly $98.5 million, according to Air Force Capt. Mayrem
Morales, a U.S. Air Forces Africa spokesperson. The base will eventually house the U.S.
armed drone mission in Niger that currently operates out of Niger’s capital, Niamey.

The objective of Sweden’s international development cooperation is to create opportunities

Development cooperation will be based on the principles of aid and development
effectiveness, and the new agreements reached by the international community in 2015:
the 2030 Agenda, the Addis Ababa Action Agenda and the Paris Agreement.
Within the framework of this strategy, Sweden’s development cooperation with Somalia will
contribute to sustainable peace, strengthened resilience to crises and disasters, greater

sustainable development. The strategy applies during the period 2018–2022 and provides a
total of SEK 3 030 million, of which SEK 3 000 million is intended for activities implemented

UN says 22.4 million people severely food insecure in Horn of Africa

The United Nations Office for Humanitarian Affairs (UN-
OCHA) revealed on Wednesday that 22.4 million people in
the Horn of Africa region need food aid.
In a press statement, UN-OCHA, said 700,000 people in
Kenya, 1.6 million people in Somalia, 6.1 million people in South Sudan, 7.9 million people
in Ethiopia and 6.2 million people in Sudan are food insecure.
UN-OCHA said conflict and internal violence has contributed to a spike in the number of food
insecure people in Sudan and South Sudan, although sustained humanitarian response and
good rainfall in Somalia has helped to slightly decrease the number of food insecure people
in Somalia.
UN-OCHA further said the Horn of Africa region is also suffering from displacement crisis
mainly because of armed conflict and internal violence, mainly in Ethiopia, Somalia and

Ethnic violence along the common border of Ethiopia’s Gedeo zone in Southern regional and
West Guji zone in Oromia regional state since April has led to the displacement of around
960,000 Ethiopians, contributing to a dramatic spike in number of internally displaced
people in Ethiopia in recent months.
The UN-OCHA report also revealed conflicts have led to the creation of around 3.82 million
refugees in and from the Horn of Africa region.
