Methodological note

CEA collects, analyses and compiles annually a substantial amount of general, financial and technical data

relating to insurance and obtained from its members.

This financial information is collected in millions in each market’s national currency. It is then converted

into euros at the exchange rate on 31 December of each year for non-euro zone countries as published

Eurostat. The inflation-adjusted value is calculated on the basis of data in national currency converted by

the price inflation rate published by the Eurostat. (Base 100 in 2005). Conversion into inflation-adjusted

euros is done at the rate for the last year in order to cancel out variations in exchange rates. Variations

on each market are then calculated for data in national currency for non-inflation adjusted variations and

for data in national currency corrected for inflation for variations exclusive of inflation. Total variations per

zone are calculated for euro and non-inflation adjusted euro totals.

Year on year variations have been calculated by subtracting from the total data countries for which there

was no information for the previous or following year. The average growth over time represents the

average of the past year on year variations.

Comparing sums collected in insurance with GDP for each country is just a first indicator of the of insurance

sector in the economy comparing across different countries. One has to keep in mind that a more precise

indicator should be based on added value of the insurance sector which shows the real contribution of the

enterprises in the GDP.

The ratio of “shares held by a country’s insurers / country’s stock market total” should not be taken as

meaning that insurers have the percentage of quoted shares indicated. In point of fact, they have also

in reserve shares of non-quoted companies or, above all, shares of companies quoted on foreign stock

markets. It is however an indicator oh the importance of the sector as an institutional investor and, at

European total level, a relatively precise evaluation in that shares held by European insurers are for the most

part shares of companies quoted in Europe.

Comparing insurance premium amounts to the number of inhabitants in each country is a good indicator of

insurance development in those countries. However, this ratio should be carefully analysed. Not only does

it not correspond to sums actually paid by insureds but in addition it does not always include premiums

paid by the inhabitants of the country concerned, like Luxembourg, where insurers largely benefit from

freedom to provide services (FOS).

All 2005 figures presented in this publication are provisional data that are subject to change.

The market share of the figures presented is 100% for most market and slightly under this level for some

others. Only Romania shows figures that represent around 70% of the total turnover.

Figures have been rounded-up to the nearest thousand. Financial indicators are in million of euros, unless

otherwise stated.

Foreword

First figures about the year 2005 confirm that the European insurance and reinsurance industry has recovered

from the stock market crash, increased technical provision and the slowdown of the economy experienced

at the begin of this decade. The significant increase in growth of total premium income to 4.5% to reach

€978bn demonstrated the confidence consumers and enterprises in insurers to protect and secure their

welfare and assets.

With an inflation-adjusted growth rate of 6.2%, the life insurance has driven the development of the

insurance industry in 2005. This evolution reflects the high confidence of insured’s in insurance products

after the financial crisis of 2001 but also the need for them to buy alternative investment offering good

capital guarantee and high return in a period of low interest rate.

This evolution may also reflect the change in demography characterised by an increase in the number of

retirees and by a longer life expectancy. Such an evolution will put public pension scheme under increased

pressure. Insurers, through funded pension products, offer a viable alternative to state system offering a

lifelong income after retirement and reducing strain on public sector budgets.

Non-life insurance has experience a more moderate growth of 1.8% in premium income. This evolution

conceals difference between countries with on one side moderate growth in western countries due to more

saturated markets and on the other side double-digit growth rate in eastern countries which experience a

healthy economic environment and a catch up effect.

Motor insurance constitutes the major activity of the non life business. It experienced a slight decrease of

0.2% related to a drop in liability premium income.

The health insurance continues to experience good development that can be related to the growing concern

of the population for healthcare. In this field also, the demographic changes will put public expenditure

under pressure and requiring reforms of the social security for both health care and long-term care. Health

insurers are key partners in such reform and for the constitution of second pillar alongside the public health

system.

I. Premiums

The years that immediately followed the financial crisis of 2001 have been

characterised by a relatively low premium growth rate (inflation-adjusted) of

between 1% and 3%. The year 2005 contrasts with these figures, since provisional

data for 2005 indicates that the total premium income of the European insurance

market1 grew by 4.5% (inflation-adjusted) after a growth of 3.1% in 2004. Total

premium income reached 978 billion euros at the end of 2005.

The good growth in premium income conceals two different situations in the life

and non-life markets. In the former, the increase has been stronger than in 2004

with an inflation-adjusted rate of 6.2% while it was only 1.8% in the non-life

market.

A double-digit growth rate is observed in many eastern countries as well as in

Liechtenstein (80.5%), Portugal (25.7%), Luxembourg (23.1%), Sweden (17.2)

and Belgium (16.1%). Only three markets show decreases in total premium

income: Switzerland (-4.6%) and the United Kingdom (-0.8%), which are

amongst the most developed insurance markets, and Malta (-2.6%).

With 22.6% of the total premium income, the UK is still the leading insurance

market in Europe, followed by France (17.9%) and Germany (16.1%), with all

other markets having a share equal to or below 5%.

I.1 Strong growth in life in 20052

Life premiums grew by 6.2% in 2005 against 4.1% in 2004 and -0.1% in 2003.

This stronger growth reflects the confidence of insureds in life products as an

investment product for pensions, but also as an alternative investment in a

period of low interest rates offering a good return with a good guarantee of

capital security. The growth is high in several western countries such as Portugal

(43.1%), Sweden (23.4%), Belgium (22.4%) but also and mainly in eastern

countries where double-digit growth is observed on more than half of the market:

Latvia (52.1%), Romania (40.5%), Slovenia (23.7%), Croatia (20.6%), Lithuania

(19.9%), Hungary (19.8%), … This evolution in eastern countries demonstrates

the healthy economic environment of these countries and a catch-up effect.

The evolution of the life insurance market in all European countries reflects among

other things the expected changes in European demography characterised by a

decline in the active population (due to a lower birth rate not totally compensated

for by migration), by an increase in the number of retirees and by a longer life

expectancy. Such an evolution will put public pension schemes under pressure

and places pressure on national governments to foster alternative pension

schemes such as those provided by insurers. National and European authorities

should foster the development of funded private pensions as a supplement to

the current Pay As You Go (PAYG) state system. Such a system ensures solidarity

with PAYG and limits the problems associated with demographic change

(individual contributions are capitalised on a personal account and benefits are

paid out from this account). Tax advantages for life insurance products offered

by several States are a first step in the right direction, but should be extended to

all European States and strictly maintained in the long run.

The good progress of stock indexes, interest rates that remained low in 2005

and the restored confidence of insureds in more risky products is expected to

encourage demand for unit-linked products, whose share in total premiums had

already risen from 30% in 2002 to 37.3% in 2004.

I.2 Growth in non-life premiums remains moderate

The growth rate of 1.8% observed in the non-life market is almost identical to

that observed in 2004 (1.7%), but lags behind the levels of over 6% registered

in 2002 and 2003. There is a marked contrast between European countries: in

eastern countries there is impressive growth averaging more than 10%, whereas

in western countries the growth rate averages less than 2%.

This evolution reflects the development of eastern economies, within which the

insurance industry is one of the drivers, by providing the necessary risk coverage

and reduction of capital needs. The insurance sector also benefits from such

economic developments.

The western markets are characterised by more heterogeneity. While some

countries show growth rates above 6%, others register negative growth rates.

The lower growth in most western countries seems also to be related to the

maturity of these markets, where a large part of the needs are already covered.

I.3 Non-life by type of product

Motor insurance

The largest class of none-life products shows a total premium income of €127.4bn

which is a reduction of -0.2% compared to 2004. Such low growth of the main

non-life business had already been observed in 2004 (0.7%) and reflects the

competition between insurers to satisfy drivers, even while the number of ve-

hicles is increasing in most countries. The negative growth is mainly related to

liability products (-0.5%) which are mandatory almost everywhere and which

represent around 68% of total motor premiums. On the other hand, the evolu-

tion is slightly positive for damage to vehicles (1.04%).

Health and accident

The Health and accident classes products are characterised by 2.7% growth and

reached a total amount of €95.2bn in 2005. This evolution, which is lower than

in the previous years (5.7% in 2004), reflects the rise of 1.8% in health prices

(Eurostat), the growing concern of citizens for their health and welfare and their

willingness to be financially protected in case of disease or accident. This figure

also conceals developments which differ between the two branches: the health3

branch which represents approximately 30% of the premium income recorded a

growth of 5%, while the accident branch recorded a slight decrease of 0.7%.

Property insurance

The premium income in property insurance amounted to €79.8bn in 2005,

against €76.2bn in 2004. This represents a growth of 2.5% (inflation-adjusted)

which is almost double that observed between 2003 and 2004. Amongst oth-

ers factors, the rise in house and building prices on several markets, stimulated

by low interest rates, explains this increase which is nevertheless below the high

levels recorded in 2002 and 2003.

General liability

The general liability branch experienced a growth of 1.1% in 2005 against 3.3%

in 2004. The total premium income reached €31.6bn which represents 8.3% of

total premium income.

Marine Aviation and Transport

After a major fall of 21.3% in 2004, the Marine Aviation and Transport (MAT)

premium income decreased by 5.4% in real terms in 2005. This situation was

observed on several markets but is closely related to the decrease of 9.1%

observed in the United Kingdom which represents 45% of the European MAT

market. The increase in the dollar value may partly explain this dropdown in a

market widely open to international competition

Legal expenses

This class which represent only 1.4% of total non life premiums increased by

3.7%

Other covers

Finally all other non life covers including assistance, credit insurance, pecuniary

losses … show higher growth of 9.2%.

I.4 Penetration rate

The penetration rate, defined by the ratio of life premiums to GDP, does not

represent the insurance contribution to GDP (since premiums are not involved

in the calculation), but it makes it possible to compare the scope of this activity

compared with the total for the economy, the importance of the sector and its

development over time.

According to provisional figures, the penetration rate for the insurance as a

whole settled at 8.3% in 2005 and is identical to that observed in 2004 and

2003 but one point higher than in 1998 and 1.7 points higher than in 1993. The

evolution of the penetration rate is strongly related to the development of the

life insurance market over the last ten years.

The penetration rate of life insurance in the economy showed a slight increase

from 5% in 2004 to 5.1% in 2005 but is 0.8 points higher than in 1998 and

1.7 points higher than in 1993. This average level hides differences between

European countries which reflect not only differences in living standards but

also differences in legislation, in social protection, in savings habits, in product

developments, in pension organisation …

In non-life, the penetration rate decreased by 0.1 points to 3.2% in 2005. This

level has been more or less stable throughout the last ten years. The highest

levels were recorded in Luxembourg (5.8%), the Netherlands (4.9%) and

Switzerland (4.5%) while the lowest levels are found in Romania (0.8%) and

Greece (1.1%).

I.5 Density

Density, defined as the average premium per inhabitant, reflects the development

of the insurance sector in an economy and enables comparisons to be made

between countries. However, the conclusions need to be seen in relation to other

observations:

the first is that contracts may not necessarily be taken out by nationals of

the market where the premium is issued. This is the case particularly in

Switzerland and above all in Luxembourg where insurers operate largely in

other countries under the Freedom of Services Directive (FOS);

the second is related to substantial differences in the cost of living between

countries;

finally, in life insurance, participation by insurers in the management of the

1st pillar can create significant differences between countries (this is the case

in several Scandinavian countries and to some extent in Belgium and the

United Kingdom).

The average premium per inhabitant rose by 6.3% (non-inflation adjusted)

in 2005 up to €1698 per inhabitant. Like the penetration rate, density is

heterogeneous across European countries. With a density greater than €25 000

per inhabitant, Luxembourg and Liechtenstein are greatly above the European

average. This level is directly related to the distribution of insurance products

across the whole European market by means of FOS which has developed over

the last ten years. Behind these two outliers, Switzerland shows an average

premium per inhabitant of above €4200 and is closely followed by the United

Kingdom (€3679/hab). The density is much lower in all eastern countries where

it ranges from €41 in Romania to €821 in Slovenia. Nevertheless, these countries

recorded the highest growth, since most of them were above 10% and even

above 40% for Romania.

The major share of the average premium relates to life insurance, which amounted

to €1040/hab in 2005 and which grew by 8.1%. The non-life density level is

€667 and grew by 5.0% in 2005. The density, as well as the penetration rate,

shows a wider spread in life than in non-life and reflects differences in economic

development but also differences in savings habits, in social protection, in pension

organisation (1st pillar), …

I.6 Place of Europe in the worldwide insurance business

According to figures published by Swiss Re in a Sigma inquiry, with 36.9%

of the world insurance business in 2004, Europe (Eastern and Western taken

together) is the world’s largest insurance market, just ahead of North America

which accounts for 36%. The development of life insurance in Europe and the

increase in insurance penetration rate in Eastern countries allowed Europe to

overtake North America in this ranking for the first time.

Behind these two leaders, Asia accounts for 22.7% of world premium income

and has slightly decreased by 0.5 points compared to 2003. This Asiatic reduction

is due to a 1% fall in life business. Other continents (Africa, Latin America and

Oceania) represent only 4.4%.

II INVESTMENTS

II.1 Investments increase by 8.3%

According to provisional figures, total investment by the insurance industry

(estimated at their market value) amounted to €6 371bn in 2005. This amount,

estimated at market value, has advanced by 8.3% (inflation adjusted) and reflects

the dynamism of insurers in investment activities and the good performance of

the stock market, following the lows of 2001 and 2002.

Life investments amount to €5161 billions and represent 81% of total invest-

ment. This amount is 8.4% (inflation-adjusted) higher than the one observed in

2004 and reflects on one side the good performance recorded on the financial

markets, and on the other the marked success of life products over several years.

The largest share of this sum is provided by the United Kingdom, France and

Germany which taken together represent 63% of total life investment.

Non-life investments amount to €1195bn and represent 19% of the total. The

rise of 8% is slightly below the rise observed in life but is much higher than the

1.7% growth observed in 2004.

The share of life investment represents 81% of the total investment and is stable

compared to 2004 but has advanced compared to 1993 when the share of life

was only 76.5%. The share is higher than 50% in all countries except for a few

eastern countries (HR, LT, LV) where life insurance is not yet as developed as it is

in other European countries.

According to 2004 figures, the insurers’ investments are mostly constituted of

fixed income products whose share accounts for 43.2% of total investments and

which has risen compared to 2003 (42.3%) and to 1998 (38.9%). The jump of

almost 5% since 1998 occurred mainly after the crisis on the stock market in

2001 and continues now despite low interest rates.

Shares and other variable-yield products represent 28.2% of the total. This level

is slightly higher than in 2003 (27.9%) but lower than in 1998 (32.3%) i.e.

before the financial crisis. The share of loans has decreased to 11.9% while

the remaining 16.8% is almost equally distributed between land and buildings

(4.3%), investments in affiliated undertakings and participating interests (4.4%),

deposits with credit institutions (3.1%) and others (5%).

II.2 Investments in share / market capitalisation

The ratio of “shares held by a country’s insurers / country’s stock market total”

should not be taken as meaning that insurers hold the percentage of quoted

shares indicated. In point of fact, they hold also in their reserves shares of non-

quoted companies and, above all, shares of companies quoted on foreign

stock markets. It is however an indicator of the importance of the sector as an

institutional investor and, at European overall level, a relatively precise evaluation

in that shares held by European insurers are for the most part shares of companies

quoted in Europe.

At European level, the proportion of shareholdings by insurers in the total market

capitalisation was 24.6% in 2004 and has declined by 2 points since 2002.

Despite this withdrawal, insurers are still amongst the main institutional investors

and this role can be expect to rise in the future as the proportion of pension

products is expected to increase in the coming years and decades.

II.3 Investment / GDP

The ratio of Investments to GDP constitutes another indicator that allows an

estimation of the relative importance of the insurance sector in the economy and

mainly that allows comparison of the development of the insurance sector from

country to country. If through investments, the insurance sector contributes to

the growth of GDP, this ratio is in no way a formal indicator of the contribution

of the insurance sector to GDP.

On average, investment represents 53% of the GDP in 2004 against 51% in

2003 and 46.5% in 1998. This ratio has grown almost constantly throughout

the ten last years and constitutes an indicator of the growing role of insurers in

the financing of the economy. This growing importance of the insurance sector

reflects the success of life products over more than 10 years, which represents

the major part of the investment.

Differences between countries are very important. Luxembourg and Liechtenstein

are well above 100% due to the large share of international business which is

reported in these two countries through FOS. Behind these two outliers, countries

such as Switzerland, Sweden, the United Kingdom, Denmark and France show

ratios of between 70% and 95% and are countries where life insurance has

been very well developed for a long time. The other extreme of the ranking is

composed mainly of eastern countries where insurance is newly developed and

where the ratio has been increasing regularly for several years. Countries such as

Spain, Portugal and Austria show ratios below 25% which demonstrates that the

potential for development of insurance is still high.

III MARKET OPERATORS

III.1 Number of companies decreases

The number of companies operating in the European market fell by 0.8% in 2005

to approximately 5 300 companies. This concentration has been ongoing for

several years and is a reflection of insurers increasing their critical size in order to

operate in a large market such as the EU25 and the pursuit of economies of scale

(the more the risks are pooled and diversified, the less capital is needed to cover

the risks). The intense concentration process that is observed on the European

insurance market primarily concerns life insurers and has happened by means of

mergers and acquisitions. Although the increase in concentration slowed down

during the financial crisis, it is expected to grow again in the forthcoming years,

especially in life business.

The breakdown of these companies for 2004 shows that around 75% are

national, 22% are EU branches and only 3% are non-EU branches. On most

markets, domestic companies account for more than 90% of total premium

income. If these figures may cause one to think that the integration of the

European insurance market is not yet well developed, it has to be stressed that

its capital ownership is much more widely spread across European shareholders.

Furthermore, it can also be underlined that differences in national legislation

favour the creation of domestic companies instead of branches.

III.2 Concentration ratio

The market share of the 5, 10 and 15 largest groups of insurers in each country and in Europe is also an indicator of the concentration of activities on the insur-ance market.

In life, on every market except the United Kingdom, Spain and Germany, which are three major markets, the share of the 5 top groups, calculated on the basis of their turnover, is above 50%. The development of this share between 1993 and 2004 shows an increase in most western countries and a decrease in Eastern Europe and Scandinavia. The share of the top 15 groups in life insurance is over 90% on almost every market apart from the three large markets quoted above.

The non-life market shows a similar pattern to the life market. The market share of the 5 top groups is above 50% on every market except for Spain and Cyprus. On average the market share of the 5 largest groups on each market was 58% in 2004 against 35.6% in 1993. The market share of the 15 largest groups is 84%, i.e. 22.8% higher than in 1993.

Both for life and for non-life, the concentration ratio of the 5 largest groups is negatively correlated with the size of the market: on the largest markets (e.g. UK, FR, ES) where there is space for a large number of companies, the market share of the largest group is lower while it is the reverse on the small markets

(IS, SI…)

III.3 Largest European groups

According to data collected by “L’argus de l’assurance”5, the 20 largest European insurance groups collected more than €634bn across the world and more specifically €461bn in Europe, which represents approximately 50% of the total premium income in Europe. These 20 leading groups operate essentially in Europe where 73% of their premium income is collected, while the remaining 27% is collected in North America (17%), Asia (9%) and in other areas (2%).

As for the whole insurance market, the 20 largest European groups are marked by heterogeneity in their size: for instance, the largest European group (Allianz) collects €88bn, which represents 8 times the premium income of the 20th group (Eureko).

Life business accounts for the greatest share of their business (73%) and of their provisions (90.5%). In terms of life premium income, Prudential is the leading European company with €58bn, followed by Axa and Allianz whose premium incomes are €46bn and €44bn respectively. The ranking of net technical provisions is slightly different. With €342bn of technical provisions, Axa is substantially ahead of the other European players and is followed by Allianz and Aviva whose levels are respectively €278bn and €244bn. The share of unit-linked products in these net technical provisions is 29%. The three leading companies in terms of technical provision also lead in term of investment. They represent more than 30% of the total investment in the Top 20.In non-life, the Top 3 ranking also includes Allianz and Axa and is completed by Zurich. The lower importance of technical provisions in non-life activities does not change the ranking when calculated on the basis of this indicator.5 December 2005

III.4 Number of employees

According to provisional figures for 2005, the total number of people directly

employed in the insurance industry was slightly above 1 million employees. This

number has fallen by 0.7% compared to 2004. This decrease in the workforce

is partly due to the high competition between insurers, the concentration of the

market and the externalisation of services. Furthermore, it should be noted that

insurers provide work for approximately 1 million agents, brokers and financial

intermediaries and deal with several thousand experts, computer firms, preven-

tion officers, etc.

The share of full time workers in 2004 was approximately 85% and has been

lower than the level observed in 1998 (89.8%) and 1993 (90.4%) for several

years. This development is closely related to the greater flexibility of the labour

market.

Since 1998, the share of the people directly employed by insurers in their

commercial networks has also decreased from 22.4% to 19.7%. This shift is

encountered on most national markets which are characterised by very diverse

situations: while in some countries (SI, HU, AT) the share of the personnel

employed in the commercial network is above 40%, in other countries such as

Belgium, Italy and Poland this share is less than 10%. This heterogeneity reflects

differences in distribution methods between countries.

III.5 Distribution channels

Distribution channels for insurance products show very different patterns across

European countries. While in several countries (NL, PL, SI) agents (tied or multiple)

represent more than 50% of the total insurance business, in some others banks

appear to be preferred by consumers for the purchase of insurance products (PT,

FR, IT). Although in Switzerland 84% of the premium income is directly collected

by company employees, in Austria, Spain and Belgium the share of the premium

income is more evenly allocated between the various distribution channels.

Major differences between life and non-life products require these two segments

to be treated separately.

Life distribution channels

In the United Kingdom, Ireland and Slovakia, brokers are the most important

distribution channels for life products. This predominance by independent

distributors in the UK has grown over the last few years, and is concomitant with

the fall in tied agents’ and employees’ market share.

In western continental Europe (IE, AT, BE, ES, FR, IT, PT, SE), the bancassurance

network is the leading distribution channel for life products. The share of this

channel varies from 45% in Sweden and Belgium to 83% in Portugal. In most

countries, financial establishments have generally increased their market share

during the development of individual life insurance products in the 1990s.

The importance of bancassurance in Germany is not yet as well developed as it

is in other continental countries, but its share has been developed over the last

years. Brokers and tied agents still lead the life insurance market in Germany.

Agents predominate in the markets of the Netherlands, Poland and Slovenia

where their share is above 50%.

If banks are leaders in the distribution of life insurance in many European

countries, agents (tied or multiple) lead the distribution of non-life products in

many countries. Their market share is above 50% in Italy (83%), Slovenia (71.5%),

Turkey (70.6%), Portugal (60.6%), Poland (56.2%) and the Netherlands (54%).

The lowest market shares are encountered in Austria (10.5%) and Belgium

(8.4%).

In Belgium, Slovakia and the United Kingdom, brokers are the main distribution

channels for non-life products with 67.1%, 57% and 36% market shares

respectively. Insurance companies’ employees whose market share is falling on

every market (except the UK and NL) are far from negligible players in Austria

(43.7%), France (35%) and the Netherlands (35%).

Except in the United Kingdom, the Netherlands and Portugal where they have

more than 10% of market share, bancassurance providers have not met with the

same success in non-life as in life activity. This difference may find its origins in

the savings aspect of many life products, which is close to bank products, and to

the willingness of customers to keep privileged relationships with their agents or

brokers who are often able to offer a greater proximity.

Comparing insurance premium amounts to the number of inhabitants in each country is a good indicator of insurance development

in those countries. However, this ratio should be carefully analysed. Not only does it not correspond to sums actually paid by insureds

but in addition it does not always include premiums paid by the inhabitants of the country concerned, like Luxembourg, where insurers

largely benefit from freedom to provide services (FOS).
