2013 – 2015
• Games assessed as most problematic are regulated stricter than games with lower risk for developing gambling problems among vulnerable groups
We regulate games so that as few as possible develop gambling problems
• Two approaches when there is high risk: – Change characteristics of the game– Implement tools for responsible
gambling
• No games or regulation are introdused without considering the impact of problem gambling

gambling• Personal players card on all games offered
by the monopoly Norsk Tipping – including IVTs
• Spending limits• Payment ban on online gambling
Measures to prevent problem gambling
VLTs have stake limits set by both the authorities and the gambler. In addition there are
- mandatory loss limits- mandatory break after one hour- permanent exclusion - maximum stake- maximum price- cash less (player use player account through the player card)
