It is time to make significant progress in terms of energy efficiency. The efficient use of energy is a main challenge of en-ergy policy – not only because of climate protection objectives, but especially as we have to face limited resources and poten-tially further increasing energy costs.Here the energetic improvement of buil-dings‘ envelopes plays a major role: al-most 70% of EU’s energy consumption of average private households are caused by heating and cooling. Even with exi-sting technologies the energy consump-tion could be reduced by at least a half. In other words: we do not make use of energy saving potentials that could be re-alized economically and waste both limi-

ted resources and money. Improving the energy efficiency on the other hand leads to a win-win-win situation. The competi-tiveness of regions and companies will be improved, consumers will be relieved from energy costs, and the environment will be preserved.By adopting the Energy Efficiency Direc-tive we managed to establish a stable and reliable legal framework for necessary in-vestments in energy efficient technologies and systems. Now we can develop compe-titive markets for energy services that will realize existing potentials actively. A look at the agenda of the 2nd European ETICS Forum makes clear that this conference faces the challenge.

Lothar Bombös est ingénieur diplômé de la construction et a été sa-larié du fabricant de mortier sec Maxit entre 1981 et 1988 où il a tra-vaillé notamment dans le domaine du marketing et de la vente. En 1988, il passe à la société Sto AG pour y devenir directeur d’une succ-ursale commerciale située dans le sud de l’Allemagne. Au bout de 12 ans au sein du service commercial, il passe ensuite au siège central de l’entreprise pour devenir d’abord responsable du management des produits d’isolation thermique par l’extérieur (ITE). Entre 2007 et 2012, il est directeur du management de l’ensemble des produits du groupe Sto. Depuis 2007, Lothar Bombös est membre de la direction du groupe et dirige aujourd’hui le secteur d’activité « Shared Ser-vices » (« Services partagés ») de ce groupe d’entreprises.

Depuis 2002, Lothar Bombös est membre du bureau de l’association allemande d’isolation thermique par l’extérieur, dont il est égale-ment le président depuis 2009. Depuis la fondation de l’association européenne de l’isolation thermique par l’extérieur (EAE) en 2008, il est également président de cette dernière.

Lothar Bombös is a degreed civil engineer. Between 1981 and 1988 he worked for the dry mortar manufacturer maxit with focus on marketing and sales. 1988 he went to Sto AG and became director of a sales branch in Southern Germany. After 12 years in the sales department he turned to the headquarter as head of the pro-duct management of the ETICS division. From 2007 to 2012 he was responsible for the product management of Sto Group. Since 2007 Lothar Bombös is member of the board of directors. Today he is in charge of the „Shared Services“ department of Sto Group. Since 2002 Lothar Bombös is a member of the board of the German ETICS associ-ation Fachverband für Wärmedämm-Verbundsysteme and since 2009 head of the board of directors. Since it was founded in 2008 he is also President of the European Association for ETICS (EAE).

Lothar Bombös ist diplomierter Bauingenieur und war zwischen 1981 und 1988 beim Trockenmörtelhersteller maxit mit den Schwer-punkten Marketing und Vertrieb tätig. 1988 wechselte er zur Sto AG und leitete eine Verkaufsniederlassung im süddeutschen Raum. Nach 12 Jahren im Vertrieb ging er in die Zentrale und verantwor-tete dort die Leitung des Produktmanagements WDVS. Von 2007 bis 2012 übernahm er die Leitung des gesamten Produktmanagements der Sto Gruppe. Lothar Bombös ist seit 2007 Mitglied der Geschäfts-leitung und verantwortet heute den Bereich „Shared Services“ der Unternehmensgruppe.

Seit 2002 ist Lothar Bombös Vorstandsmitglied im deutschen Fach-verband für Wärmedämm-Verbundsysteme und seit 2009 dessen Vorsitzender. Seit der Gründung im Jahr 2008 ist er zudem Präsident des Europäischen Fachverbands EAE.

Vicente Leoz Argüelles est responsable de l’unité B/1 chargée de la politique industrielle durable et de l’industrie du bâtiment au sein de la Direction générale Entreprises et Industrie de la Commission européenne. Dans le cadre de cette fonction, il est notamment en charge du secteur du bâtiment et connaît l’importance des systèmes d’isolation thermique par l’extérieur (ITE) pour l‘amélioration de l’efficacité énergétique du parc immobilier existant. Son unité est no-tamment responsable de la mise en place d’un marché intérieur des produits et systèmes de construction sans barrières commerciales. La mise en œuvre de la directive sur les produits de construction (DPC) et l’accompagnement du processus de normalisation européenne des ITE font partie de ses missions principales et ont un impact direct sur le marché européen des ITE.

Vicente Leoz Argüelles is Head of the Unit B/1 Sustainable Industrial Policy and Construction of Directorate General Enterprise & Industry at the European Com-mission. In this position he is very much involved in the construction business and aware of the role External Thermal Insulation Composite Systems (ETICS) play to improve the energy efficiency of Europe’s building stock. His department is parti-cularly responsible for establishing a barrier-free internal market for construction products and systems. Setting the Construction Products Regulation (CPR) into force and following the process of European harmonization of ETICS are among the main tasks directly linked to the ETICS market.

Vicente Leoz Argüelles ist Leiter des Bereichs B/1 Nachhaltige Indus-triepolitik und Bauwesen beim Generaldirektorat Industrie und Un-ternehmertum der Europäischen Kommission. In dieser Funktion beschäftigt er sich sehr stark mit dem Bauwesen und weiß um die Bedeutung, die Wärmedämm-Verbundsysteme (WDVS) bei der Ver-besserung der Energieeffizienz des Gebäudebestands in Europa ha-ben. Seine Abteilung ist insbesondere zuständig für die Umsetzung eines Binnenmarktes für Bauprodukte und Bausysteme ohne Han-delsschranken. Die Umsetzung der Bauproduktenverordnung (CPR) und die Begleitung des Prozesses der europäischen Normung von WDVS gehören zu den wesentlichen Aufgaben, die einen direkten Bezug zum WDVS-Markt haben.

Depuis 2012, Laurent Deleersnyder est conseiller politique de la commission sur l‘efficacité énergétique, C.3 auprès de la direction générale de la commission européenne. Il est ingénieur diplômé en construction mécanique option génie civil. Depuis 1996, il colla-bore avec le ministère de l‘Environnement français. De 1996 à 2002, il a dirigé un secteur de soutien aux directeurs des hôpitaux et des maisons de retraite pour, l‘expansion ou la rénovation des bâti-ments. De 2002 à 2005 il était chef de projet auprès de Direction Gé-nérale de l‘Urbanisme, de l‘Habitat et de la Construction (DGUHC) pour les bâtiments publics. De 2006 à 2012 il a dirigé une équipe d’étude technique, économique et de conformité de constructions pour le CETE Nord Picardie.

Since 2012 Laurent Deleersnyder is a policy officer at the Unit C.3 Energy Efficiency at Directorate General Energy of the European Commission. He studied enginee-ring, graduating as civil engineer specialized on buildings. Since 1996, he is working in the French administration for the Ministry of Ecology. From 1996 to 2002, he wor-ked at the DDE59 as head of a unit delivering assistance to directors of hospital and retirement places to build, extend or refurbish their buildings. From 2002 to 2005, he was project manager in the field of public buildings at the Directorate General of Urban planning, Housing and Construction (DGUHC). From 2006 to 2012, he wor-ked at the CETE Nord-Picardie, as head of a team delivering technical, economical and legal studies on buildings and construction.

Seit 2012 ist Laurent Deleersnyder Politikberater beim Referat C.3 Energieeffizienz bei der Generaldirektion Energie der Europäischen Kommission. Er studierte Maschinenbau mit Abschluss als Bauinge-nieur, spezialisiert auf Gebäude. Seit 1996 ist er für das französische Umweltministerium tätig. Von 1996 bis 2002 führte er einen Bereich zur Unterstützung von Leitern von Krankenhäusern und Senioren-heimen bei deren Neubau, Erweiterungen oder der Sanierung von Gebäuden. Von 2002 bis 2005 war er Projektleiter im Bereich öffent-licher Gebäude in der Generaldirektion für Städtebau, Bau- und Wohnungswesen (DGUHC). Von 2006 bis 2012 arbeitete er bei der CETE Nord-Picardie als Leiter eines Teams für technische, wirtschaft-liche und rechtliche Studien zum Gebäude- und Bausektor.



Gino Gailliaert est président du comité de marketing de l’association européenne pour l’isolation thermique par l’extérieur (EAE) et prési-dent de l’association belge de l’isolation thermique par l’extérieur, le Werkgroep ETICS au sein de la fédération IVP.

Gino Gailliaert a fait des études du génie civil et est ingénieur diplô-mé spécialisé sur les télécommunications. Par ailleurs, il a fait des études des sciences appliquées. Entre 1991 et 1995, il est ingénieur commercial chez Air Liquide. De 1995 à 2001, il développe le mar-ché belge des installations de ventilation pour la société Aralco NV avant de passer à la société Sigma Coatings Deco Belux NV. Depuis 2005, Gino Gailliaert est directeur commercial et marketing chez Sto nv.

Gino Gailliaert studierte Bauingenieurwesen, machte seinen Ab-schluss als Ingenieur mit dem Spezialgebiet Telekommunikation. Er studierte darüber hinaus angewandte Wissenschaften. Von 1991 bis 1995 arbeitete er als Vertriebsingenieur bei Air Liquide. Von 1995 bis 2001 baute er für Aralco NV den belgischen Markt für Lüftungs-technik auf bevor er zu Sigma Coatings Deco Belux NV wechselte. Seit 2005 ist Gino Gailliaert Geschäftsführer für Vertrieb und Marke-ting bei Sto nv.

Depuis février 2009, Jérôme Gatier travaille pour le ministère de l’écologie, du développement durable, des transports et du loge-ment où il est directeur du comité stratégique du « Plan Bâtiment Grenelle » et adjoint de M. Philippe Pelletier, président du comité stratégique missionné par le Premier Ministre.

Jérôme Gatier a fait des études des sciences naturelles et techniques. Il a mené la première partie de sa carrière au service de l’Etat français avant de rejoindre le secteur privé.

Since February 2009 Jérôme Gatier has been working for the Ministry of Ecology, Sustainable Development, Transportation and as Housing Director of the Grenelle Building Plan strategic committee. He is deputy of Philippe Pelletier, missioned by the Prime Minister as President of the strategy committee.

Jérôme Gatier studied Natural Sciences and Engineering. At first he worked for the French administration. After that he turned to the private sector.

Er ist dort Leiter des Strategieausschusses für den „Grenelle Building Plan“ und zugleich Stellvertreter von Philippe Pelletier, dem vom Premiermini-ster ernannten Präsidenten des Strategieausschusses.

Jérôme Gatier studierte Naturwissenschaften und Technik. Er arbei-tete zunächst in der französischen Verwaltung. Anschließend wech-selte er in die Privatwirtschaft.

Charles Phillips est directeur adjoint au sein du ministère de l’énergie et du changement climatique britannique (DECC) où il est respon-sable de la mise en œuvre du « Green Deal », le récent programme du gouvernement destiné à améliorer l’efficacité énergétique des ménages britanniques. Il est notamment en charge des questions liées à la qualité, la réglementation et les capacités des filières indus-trielles concernées, comme par exemple la filière de l’isolation des murs pleins – un marché de faible importance historique en Gran-de Bretagne, mais qui devrait connaître dans les années à venir une croissance soutenue grâce aux mesures du Green Deal.

Par ailleurs, il est responsable des contraintes légales imposées aux grandes compagnies d’énergie par le gouvernement, les obligeant à mettre à disposition des ménages une isolation thermique et d’autres mesures d’économies d’énergie dans le cadre de différents programmes tels que le Programme de réduction des émissions de CO2 (CERT), le Programme des économies d’énergie des communau-tés (CESP) et la récente Obligation des compagnies d’énergie (ECO).

Charles Phillips is a Deputy Director in the UK Department of Energy and Climate Cage (DECC) and works on the Green Deal, the UK Government’s new scheme for promoting the delivery of energy efficiency measures in households. He has particular responsibility for quality, standards and capacity issues relating to the industry supply side – for example, the solid wall insulation industry which has historically been only a small component of the UK insulation market, but which is projected to grow strongly under the Green Deal. He is also responsible for the obligations that Government imposes on the major energy companies to deliver insulation and other energy saving measures through programmes such as the Carbon Emissions Reduction Target (CERT) and the Community Energy Saving Programme (CESP), and the new Energy Company Obligation (ECO).

Er ist ebenfalls verantwortlich für die Anforderungen, welche die britische Regierung den Energiekonzernen auferlegt, damit sie Dämmsysteme sowie andere Energieeffizienzmaßnahmen mit Hilfe von Förderpro-grammen bereitstellen, wie etwa durch Ziele für die Reduzierung des CO2-Ausstoßes (CERT), das kommunale Energieeinsparprogramm (CESP) und die neuen Anforderungen an Energieunternehmen (ECO).



L’entreprise Barreca & La Varra a été fondée en 2008 à Milan par Gianandrea Barreca et Giovanni La Varra, ce dernier avait ouvert en 1999 la maison Boeri Studio avec Stefano Boeri. Ces dernières années, leurs travaux ont attiré l’attention du grand public no-tamment grâce à leur participation à différents concours et appels d’offre publics et privés lancés par des maîtres d’ouvrage italiens et internationaux de renom.

Parmi les projets réalisés par le studio dans la période récente à Milan, on compte notamment le réaménagement de la circulaire extérieure du stade San Siro, un projet de logements sociaux à Se-regno, le nouveau siège administratif du RCS Mediagroup et le bâ-timent Pirelli RE 307 près de Bicocca. Actuellement, différents autres projets sont en cours, comme par exemple « La Villa, Centre régional de la Méditerranée » pour la région PACA à Marseille (France) ; la « Forêt verticale » pour la société Hines, Milan ; le « Centre Européen pour la Recherche biomédicale avancée » pour la Fondazione Cer-ba, Milan ; le nouveau stade de Gênes et la rénovation de la polycli-nique de Milan. Le studio Barreca & La Varra travaille pour différents grands maîtres d’ouvrage internationaux comme Hines, Siemens, Pirelli Real Estate ainsi que pour les municipalités de Milan, Naples, Ravenne et Gênes (Italie) ainsi que Marseille (France).

Depuis 2009, ils sont par ailleurs architectes consultants dans le cadre de la rédaction du schéma directeur pour l’Expo 2015. Le studio fait parler de lui notamment grâce à sa curiosité perma-nente pour les innovations technologiques dans le domaine de la construction et à ses recherches expérimentales sur le langage ar-chitectural et urbain complexe, tout en tenant compte de l’évolution permanente des formes d’expression de la société contemporaine et de la complexité des processus économiques, sociaux et instituti-onnels caractérisant les villes et l’environnement de notre époque.

Barreca & La Varra were founded in 2008 in Milan by Gianandrea Barreca and Giovanni La Varra, who already founded the Boeri Studio in 1999 together with Ste-fano Boeri. Milan. Barreca & La Varra work for some big international companies like Hines, Siemens, Pirelli Real Estate and the public administrations of Milan, Naples, Ravenna and Genova (all Italy) and Marseilles (France).

Since 2009 they are the consultants for the Expo 2015 masterplan. The distinctive feature of the studio is its constant attention to new building technologies and their use in experimental research of a complex architectural and urban language, consi-dering the changeable articulation of the contemporary society and the complexity of the economic, social and institutional processes nowadays produced by the city, the territory and the environment.

Gianandrea Barreca, architect, was born in Genoa in 1969. He has worked with the Domus Academy 2nd-level postgraduate school since 2004 and has been director of the Master’s Program in Urban Vision and Architectural Design of Domus Academy since 2006.

Sie berücksichtigen dabei den wechselnden Ausdruck der je-weils aktuellen Gesellschaft und die Komplexität der ökonomischen, sozialen und institutionellen Prozesse unserer heutigen Zeit, die von Städten, der Umgebung und der Umwelt ausgehen.

Vit Vaníček est président de l‘association SCMBD – la fédération des coopératives tchèques et moraviennes de l’habitat social et coo-pératif – et président de CECODHAS Housing Europe depuis 2010. L’association SCMBD représente aujourd’hui plus de 695 coopéra-tives de logement dans toute la République tchèque. Ses membres gèrent un total de plus de 700 000 logements. La fédération CECOD-HAS a été fondée en 1988 en tant que fédération européenne des sociétés et coopératives du logement public et social. Les membres gèrent un total de plus de 27 millions de logements, soit environ 12% du parc de logements en Europe.

La carrière professionnelle de Vit Vaníček a débuté en 1968 dans l’entreprise de construction Konstruktiva. En 1974, il rejoint la coo-pérative de logement Prague 10 pour devenir son directeur com-mercial. En 1992, il devient directeur exécutif de la coopérative de logement Prague 5. Depuis 1998, il est premier directeur exécutif de la coopérative de logement Prague 10. En 2003, il est élu au bureau de la SCMBD et devient son président.

Vit Vanicek is Executive President of the Union of the Czech and Moravian Housing cooperatives SCMBD and from 2010 also President of the CECODHAS Housing Eu-rope. SCMD associates more than 695 housing co-operatives all over the Czech Re-public and more than 700,000 housing units. CECODHAS was founded in 1988 as European association of public and social housing companies and cooperatives. Member associations manage more than 27 mil apartments representing about 12% of Europe’s stock.

Vit Vanicek began his professional career at the construction company Konstrukti-va in 1968. In 1974 he joined the Housing Co-operative Prague 10 as Commercial Director. Since 1998 he held the position of a CEO. In 2003 he became Board Mem-ber and Executive President of SCMBD.

SCMBD vertritt heute über 695 Wohnungsgenossenschaften in der gesam-ten Tschechischen Republik. CECODHAS wurde 1988 gegründet als europäischer Verband der öffentlichen und sozialen Wohnungsge-sellschaften und Wohnungsgenossenschaften. Von den Mitgliedern werden mehr als 27 Millionen Wohnungen verwaltet, was etwa 12% aller Wohnungen in Europa entspricht.

Seit 1998 ist er verant-wortlicher CEO der Wohnungsgenossenschaft Prag 10. 2003 wurde er als Vorstandsvorsitzender in den Vorstand der SCMBD gewählt.



Werther Colonna est président de CORTEXA, l’association italienne de l‘isolation thermique par l’extérieur. Depuis 1990, il est président du Gruppo Ivas, un groupe d’entreprises italien spécialisé sur la fa-brication de peintures, de revêtements et de systèmes de façades. Depuis 2000, il est en outre membre du bureau de la fédération AVISA, l’organisation interprofessionnelle des fabricants de colles, de produits d’étanchéité, d’encres pour l’imprimerie et de vernis et peintures.

Werther Colonna a fait des études de chimie industrielle. Il dispose d’une expérience professionnelle de plus de 35 ans dans différentes positions dans l’industrie du bâtiment.

Werther Colonna is President of Consortium Cortexa, the Italian trade association for External Thermal Insulation Composite Systems (ETICS). Since 1990 he is Presi-dent of Gruppo Ivas, an Italian group of companies specialized on paints, finishes and facade systems. Since the year 2000 he is also member of the Board of Direc-tors of AVISA, the sector Association representing manufacturers of adhesives and sealants, printing and silk-screen inks, paints and varnishes. Werther Colonna graduated in industrial chemistry. He looks back on more than 35 years of experience in various positions in the construction industry.

Seit 1990 ist er Präsident von Gruppo Ivas, einer italienischen Unter-nehmensgruppe, die sich auf Farben, Beschichtungen und Fassa-densysteme spezialisiert hat. Seit 2000 ist der darüber hinaus Vor-standsmitglied bei AVISA, des Branchenverbands der Hersteller von Klebern und Dichtstoffen, Druckfarben, Lacken und Anstrichstoffen.

Werther Colonna studierte Industriechemie. Er blickt zurück auf mehr als 35 Jahre Berufserfahrung in unterschiedlichen Positionen der Bauindustrie.

Werner Mai pilote les activités du groupe de travail chargé de la prévention d’incendie de l’association allemande pour l’isolation thermique par l’extérieur (Allemagne). Il a fait des études des tech-nologies des matériaux de construction et du génie des procédés. Après ses études, il travaille d’abord pour l’industrie des matériaux de construction, puis devient chargé de cours dans la formation d’ingénieurs. il est salarié d’un fabricant d‘ITE.

Depuis 1992, Werner Mai travaille pour la société alsecco, une en-treprise faisant partie du groupe d’entreprises DAW. Dans sa posi-tion actuelle, il est responsable de l’étude de la stabilité et du com-portement au feu des ITE et des façades-rideaux, de la réalisation d’examens d’aptitude de matériaux ainsi que du développement de produits. Werner Mai apporte son expérience dans de nombreux allemands et européens des comités techniques.

Werner Mai is Convenor of the working group reaction to fire of the German ETICS association Fachverband für Wärmedämm-Verbundsysteme. He studied construction materials technology. After his degree he worked in the construction materials business, later he became lecturer to educate engineers.Since 1992 Werner Mai is working for alsecco, a company of the DAW Group. As part of his current position he is deeply involved in test procedures regarding stabi-lity against collapse and reaction to fire of ETICS and ventilated facade systems, re-search and development. Werner Mai shares his experience with various working groups at both European and national level.

Werner Mai ist Leiter des Arbeitskreises Brandschutz im deutschen Fachverband für Wärmedämm-Verbundsysteme. Er studierte Bau-stofftechnologie und Verfahrenstechnik. Nach seinem Studium war er in der Baustoffindustrie tätig, nachfolgend als Lehrbeauftragter in der Ingenieurausbildung.

Seit 1992 arbeitet Werner Mai für alsecco, ein Unternehmen der DAW-Gruppe. In seiner heutigen Position beschäftigt er sich mit der Standsicherheit und dem Brandverhalten von WDVS und vorge-hängten Fassadensystemen, Tauglichkeitsuntersuchungen sowie der Produktentwicklung. Werner Mai bringt seine Erfahrungen viel-fältig in europäischen und deutschen Fachausschüssen ein.

Wolfgang Setzler est directeur de l’association allemande pour l’isolation thermique par l’extérieur (Allemagne) ainsi que de l’association faîtière européenne EAE.

Maître peintre en bâtiment de par sa formation, il installe son pre-mier système d’isolation thermique par l’extérieur dès 1965 pendant son apprentissage. Après avoir complété sa formation par un app-rentissage commercial dans la filière des matériaux de construction, il fait ensuite des études de gestion d’entreprise, couronnées par un doctorat en économie. Depuis plus de 4 décennies, il est très attaché au secteur de l‘ITE – que ce soit en tant que directeur commercial d’un fabricant d’ITE de renom, associé commandité d’un fabricant de peintures et d’enduits, membre du bureau de l’association alle-mande de l’ITE ou depuis plus de 15 ans en tant que directeur de celle-ci. Dans ce cadre, il s’engage notamment pour la protection de l’environnement et du climat grâce à l’assainissement énergétique du parc immobilier existant.

Dr. Wolfgang Setzler is Managing Director of Fachverband Wärmedämm-Verbundsysteme (Germany) as well as General Manager of the European umbrella association EAE.The master craftsman for painting installed his first ETIC system in 1965 during his apprenticeship. After finishing his commercial apprenticeship, specialized on construction products, he studied economics and later on he achieved a doctor‘s degree.For more than four decades his career is closely linked to the ETICS business – he was Sales Director of a well-known ETICS manufacturer, as personally liable partner of a paint and mortar producer, board member of the Ger-man ETICS association Fachverband WDVS and for more than 15 years now being its General Manager. In this position he is very active in supporting en-vironmental protection and preventing climate change by energy efficiency improvements of buildings’ envelopes.

Dr. Wolfgang Setzler

Dr. Wolfgang Setzler ist Geschäftsführer des Fachverbands für Wär-medämm-Verbundsysteme (Deutschland) sowie des europäischen Dachverbands EAE.

Der gelernte Maler- und Lackierermeister hat bereits 1965 als Ma-lerlehrling sein erstes WDV-System angebracht. Nach Abschluss der Kaufmannslehre, Fachbereich Baustoffe, hat er BWL studiert und als Ökonom promoviert. Seit mehr als vier Jahrzehnten ist er mit der WDVS-Branche eng verbunden - ob als Vertriebsleiter eines nam-haften WDVS-Herstellers, als persönlich haftender Gesellschafter eines Farben- und Putzherstellers, als Vorstandsmitglied des Fach-verbandes WDVS und seit mehr als 15 Jahren als dessen Geschäfts-führer. Hier engagiert er sich in besonderem Maße für Umwelt- und Klimaschutz durch die Maßnahmen energetischer Sanierung im Gebäudebestand.
