Vision• Broad roll-out of Energy Performance Contracting (EPC)
programmes and their integration in local and regional energy plans in European cities and regions
Main target groups • Representatives from targeted cities or regions that will be
directly consulted in the concrete implementation of EPC projects in their communities
• Potential EPC project facilitators who have the chance to participate in training session and become multipliers for the EPC concept in their regions
Major outputs• Systematic EPC developments in major cities and metropolitan
regions, such as Antwerp, Barcelona, Berlin, Dublin, Graz, Oslo, Prague, Sofia, and Zagreb
• EPC training materials and workshops for EPC facilitators• Promotion media and EPC movies for all regions• 3 European Energy Service Awards to honour outstanding efforts
and achievements for the development and success of EPC• Aggregated European policy recommendations
3) Background EESI2020
The latest estimations suggest that the EU will achieve only half of the 20 % target for energy efficiency in 2020
New Energy Services Directive (2012/27/EU) considers Energy Performance Contracting (EPC) as an important tool for the refurbishment of buildings and for the upgrade of public infrastructures
Many European cities have committed themselves to energy saving measures, but predominantly non-technological barriers impede the broad application of EPC:
• lack of systematic information• lack of trust• lack of relative procurement procedures• shortage of professional project facilitators
EESI 2020 leverages best practice examples of successful EPC projects throughout Europe and launches training programs for project facilitators, which will be multipliers for the EPC concept in their regions and cities
4) Objectives and main steps of EESI2020
Key objective• Systematic implementation of EPC programmes in large cities and metropolitan
regions with at least 100,000 inhabitants
Mains steps• Experienced EPC project facilitators („Senior partners“) will transfer their European
best practice experience on project development to „Junior partners“ within the consortium
• Training materials will be developed and applied in EPC facilitator trainings and webinars for external interested parties (e.g. energy agencies, consultants, municipalities)
• Consortium partners will identify and initially develop at least 54 EPC project candidates, i.e. supporting and instructing members of city/regional authorities within the established EPC implementation task forces
• Finally, EESI2020 aims at becoming the European leading source of information on EPC facilitation by initiating a broad set of regional and international promotion and dissemination activities
5) Expected impacts of EESI2020
Main deliverables and impacts:
• Assessment reports of local / regional EPC implementation status• Locally adapted EPC basic documents and tools• European „Best Practice“ EPC projects database• Special training workshops and regular phone/web conferences for EPC facilitators
(knowledge transfer and capacity building)• Setup and support of local EPC implementation task forces in the partner cities/regions• Project identification and development (54 project diaries, 20 projects tendered and
signed)• Policy recommendations on further development of EPC in cities and regions (incl.
European position paper)• Creation of EESI2020 promotion platform and 7 EPC short films• 3 high profile EESI Award ceremonies
