The Belgian authorities in cooperation with the Children’s Rights Division of the Council of Europe are pleased to welcome you to Brussels for this European Conference focused on “the child’s best interests”. The Conference, which will permit a real dialogue between theory and practice, is organised in the frame-work of the Belgian Chairmanship of the Committee of Ministers of the Council of Europe in the perspec-tive of “the promotion and realisation of human rights”. This event simultaneously celebrates the 25th anniversary of the United Nations Convention on the Rights of the Child (UNCRC).

The three obectives of the Conference are:

♦ to take stock of the understanding and application of the child’s best interests in the international context as well as in the various national contexts;

♦ to identify factors that hinder and those that drive as observed by the decision makers in the applica-tion of the child’s best interests, and to outline solutions;

♦ to find and develop ethical, procedural and practical standards for supporting practitioners and pol-icy makers when they take into consideration the child’s best interests.

The main lessons drawn from the Conference will be submitted to the Committee of Ministers of the Council of Europe.

The first day of the Conference will focus on the child’s best interests in general and the second day, on the child’s best interests in family affairs.

For Belgium, as well as for the Council of Europe, it is essential that all partners experts, decision makers, practitioners, as well as children can give their point of view and can contribute to the discussion.

We would like to thank all those who were involved in this event. We hope to launch a fruitful debate in order to strengthen children’s rights.

L’Intérêt Supérieur de l’Enfant : un dialogue entre théorie et pratique

Focus sur l’intérêt supérieur de l’enfant dans les affaires familiales

Les autorités belges, en collaboration avec la Division des droits des enfants du Conseil de l’Eu-rope, sont heureuses d’accueillir à Bruxelles cette Conférence européenne centrée sur « l’intérêt supérieur de l’enfant ». La Conférence qui initie un vrai dialogue entre théorie et pratique, s’inscrit dans les priorités retenues par la Présidence belge du Comité des ministres du Conseil de l’Europe sur l’axe « promotion et réalisation des droits de l’homme ». Cet évènement célèbre, dans un même temps, le 25ème anniversaire de la Convention des Nations Unies relative aux droits de l’enfant (CDE).

Cette Conférence poursuit trois objectifs :

♦ dresser le bilan de la compréhension et de l’application de l’intérêt supérieur de l’enfant dans le contexte international et les différents contextes nationaux ;

♦ identifier les freins et les leviers rencontrés par les décideurs opérationnels dans l’application de l’in-térêt supérieur de l’enfant et esquisser des pistes de solutions;

♦ repérer et développer des balises éthiques, procédurales et pratiques qui soutiennent les praticiens et les décideurs politiques dans la prise en considération de l’intérêt supérieur de l’enfant.

Les principaux enseignements de la Conférence seront soumis au Comité des ministres du Conseil de l’Eu-rope.

Le premier jour de la Conférence est consacré à l’intérêt supérieur de l’enfant en général, le second jour à l’intérêt supérieur de l’enfant dans les affaires familiales.

Tant pour la Belgique que pour le Conseil de l’Europe, il est essentiel d’associer directement à ces travaux l’ensemble des partenaires concernés, experts, praticiens et décideurs et d’y relayer indirectement les points de vue et voix des enfants.

Nous remercions vivement tous ceux et celles qui contribuent à cette réflexion qui sera riche en conclusions et permettra, nous l’espérons, de rendre plus effectifs encore les droits de tous les enfants.

De Belgische overheden in samenwerking met de Afdeling Kinderrechten van de Raad van Europa zijn verheugd om u te verwelkomen op deze Europese Conferentie die zal toegespitst zijn op het belang van het kind. De Conferentie, die een echte dialoog zal toelaten tussen theorie en praktijk, wordt ge-organiseerd in het kader van het Belgische voorzitterschap van het Comité van Ministers van de Raad van Europa vanuit het perspectief van de “bevordering en realisatie van mensenrechten”. Dit evene-ment viert, tegelijkertijd, de 25ste verjaardag van het VN-Verdrag inzake de Rechten van het Kind (VRK).

De Conferentie streeft drie doelstellingen na:

♦ De balans opmaken van het begrip en de toepassing van het belang van het kind binnen de interna-tionale context en de verschillende nationale contexten;

♦ De remmingen en hefbomen identificeren die worden ervaren door beleidsmakers bij de toepassing van het belang van het kind en de pistes voor oplossingen schetsen;

♦ Ethische, procedurele en praktische standaarden opsporen en ontwikkelen die praktijkwerkers en be-leidsmakers ondersteunen bij het in overweging nemen van het belang van het kind.

De voornaamste lessen die worden getrokken uit de Conferentie zullen worden voorgelegd aan het Comité van Ministers van de Raad van Europa.

De eerste dag van de Conferentie zal de nadruk leggen op het belang van het kind in het algemeen en de tweede dag op het belang van het kind in familiale aangelegenheden.

Zowel voor België als voor de Raad van Europa is het essentieel dat alle partners, experten, beleidsmakers, praktijkwerkers, maar ook kinderen hun mening kunnen geven en kunnen bijdragen tot de discussie.

We willen allen bedanken die betrokken waren bij dit evenement. We hopen een vruchtbaar debat te lance-ren met het oog op de versterking van de rechten van kinderen.

The Belgian authorities in cooperation with the Children’s Rights Division of the Council of Europe are pleased to welcome you to Brussels for this European Conference focused on “the child’s best interests”. The Conference, which will permit a real dialogue between theory and practice, is organised in the frame-work of the Belgian Chairmanship of the Committee of Ministers of the Council of Europe in the perspec-tive of “the promotion and realisation of human rights”. This event simultaneously celebrates the 25th anniversary of the United Nations Convention on the Rights of the Child (UNCRC).

The three obectives of the Conference are:

♦ to take stock of the understanding and application of the child’s best interests in the international context as well as in the various national contexts;

♦ to identify factors that hinder and those that drive as observed by the decision makers in the applica-tion of the child’s best interests, and to outline solutions;

♦ to find and develop ethical, procedural and practical standards for supporting practitioners and pol-icy makers when they take into consideration the child’s best interests.

The main lessons drawn from the Conference will be submitted to the Committee of Ministers of the Council of Europe.

The first day of the Conference will focus on the child’s best interests in general and the second day, on the child’s best interests in family affairs.

For Belgium, as well as for the Council of Europe, it is essential that all partners experts, decision makers, practitioners, as well as children can give their point of view and can contribute to the discussion.

We would like to thank all those who were involved in this event. We hope to launch a fruitful debate in order to strengthen children’s rights.
