European Commission – European Standardization Organizations (ESOs) Pro-active cooperation
Mandates from the European Commission
A standardization request (mandate) is a demand from the European
Commission to the European standardization organizations (ESOs) to draw up
and adopt European standards in support of European policies and legislation.
European standards, even developed under a mandate and for European
legislation, remain voluntary in their use.
Three types of mandates could be considered:
- standardization mandates: to develop and adopt European standards within
a given time
- programming mandates: to elaborate a standardization programme
- study mandates: to check the feasibility of European standardization in a
specific field or for a certain subject.

Conclusions and perspectives
In Europe, pro-active cooperation between European Commission (EC) and European Standardization Organizations (ESOs) :
• Identify gaps on both legislation side and standards side
• Accelerate the development of standards as major tools for the implementation of EU policies
• Ensure consistency between policies and standards
• ESOs’ advices in policy development/EC’s advices in standardization development
• Provide industry and users with a consistent and complementary framework
• Accelerate the implementation of innovation

In Europe, pro-active and permanent link between European Commission (EC) and CEN/CENELEC SFEM (Sector Forum Energy Management):
• EC active participation in SFEM plenary sessions and strategic planning
• SFEM active participation in European strategy planning (i.e. Integrated Energy Roadmap) and policy development
• SFEM advices in EU policies development (i.e. Directive on energy efficiency 2012/27/EC)
• Joint EC-SFEM events such as annual seminars and workshops
• SFEM as an open platform for exchanging information offers opportunities to gather comments, advices and expertise from a wide range of stakeholders and users.
