Established under regulation 1592/2002, created on 15 July 2002

Based in Cologne, Germany

EASA is the central safety regulator and advisory body for civil Aviation in the EU (through 1592/2002)

Mission is to set up & maintain the highest possible safety and environmental standards in aviation.

the EASA was full functionality in 2008, taking over functions of the Joint Aviation Authorities (JAA).

Strong and independent counterpart to the FAA.

The responsibilities of EASA include to: Giving advice for the drafting of EU legislation, implementing and

monitoring safety rules (including inspections in the member states),

Giving type-certification of aircraft and components as well as the approval of organizations involved in the design,

Authorizing foreign operators,

The JAA was headquartered at Hoofddorp, North Holland.

EASA has legal regulatory authority within the European Union (EU) through the enactment of its regulations through the European Commission, Council of the European Union and European Parliament, while

JAA has very limited scope within EU (Some JAA nations such as Turkey were outside the EU whereas by definition, EASA

is an agency of the EU and other nations adopt its rules and procedures on a voluntary basis)

EU Regulation 2042/2003

1. Certifying staff shall be qualified in accordance with the provisions of Annex III,.

2. Any aircraft maintenance licence and if any, the technical limitations associated with that licence, issued or recognised by a Member State in accordance with the JAA requirements and procedures and valid at the time of entry into force of this Regulation, shall be deemed to have been issued in accordance with this Regulation.

Significant diff. b/w US & European systems:

In the United States: Aircraft maintenance technicians (Part 65 Airframe and Power plant Mechanics) are permitted to work under their own certificates and approve their own work for return to service.

In European Part 66 certificate holders are required to perform their functions under the aegis of a Part 145 organization for Transport Category and Large (MTOM>5700 kg) Airplanes.

The part 145 organization in the EASA system has the authority to approve for return to service.

Many non-European countries have been moving toward the European approach, most notably Canada (See Part 571 of the Canadian Aviation Regulations).

EU Regulation 2042/2003

1. Organizations involved in the training of personnel referred to in Article 5 shall be approved in accordance with Annex IV to be entitled:

(a) to conduct recognized basic training courses; and/or (b) to conduct recognized type training courses; and (c) to conduct examinations; and (d) to issue training certificates.

2. Any maintenance training organization approval issued or recognized by a Member State in accordance with the JAA requirements and procedures and valid at the time of entry into force of this Regulation shall be deemed to have been issued in accordance with this Regulation. For this purpose, by derogation from the provisions of 147.B.130(b) under Annex IV, level 2 findings associated with the differences between JAR 147 and Annex IV may be closed within one year.

EU Regulation 2042/2003

1. The continuing airworthiness of aircraft and components shall be ensured in accordance with the provisions of Annex I.

2. Organizations and personnel involved in the continuing airworthiness of aircraft and components, including maintenance, shall comply with the provisions of Annex I and where appropriate those specified in Articles 4 and 5.

3. By derogation from paragraph 1, the continuing airworthiness of aircraft holding a permit to fly shall, without prejudice to Community law, be ensured on the basis of the national regulations of the State of registry

EU Regulation 2042/2003

1. Organizations involved in the maintenance of large aircraft or of aircraft used for commercial air transport, and components intended for fitment thereto, shall be approved in accordance with the provisions of Annex II.

2. Maintenance approvals issued or recognized by a Member State in accordance with the JAA requirements and procedures and valid before the entry into force of this Regulation shall be deemed to have been issued in accordance with this Regulation. For this purpose, by derogation from the provisions of 145.B.50(2) under Annex II, level 2 findings associated with the differences between JAR 145 and Annex II may be closed within one year. Certificates of release to service and authorized release certificates issued by an organization approved under JAA requirements during that one-year period shall be deemed to have been issued under this Regulation.

3. Personnel qualified to carry out and/or control a continued airworthiness non-destructive test of aircraft structures and/or components, on the basis of any standard recognized by a Member State prior to the entry into force of this Regulation as providing an equivalent level of qualification, may continue to carry out and/or control such tests.

Maintenance Organization Exposition (MOE).◦ To support their MOE they must have a documented set of
