Rulemaking status for TCO
EASA is preparing for the implementation of Part-TCO.
The rulemaking procedure for the envisaged Part-TCO is on-going:
NPA issued in April 2011 received 234 comments
CRD 2011-05 issued in January 2012
EASA opinion published in November 2012
Awaiting final text approbation and publication on Official Journal
As such, nothing contained hereafter:
constitutes a final policy, concept or procedure and may be subject to changes; or
should be considered binding on the Agency or on the European Commission.

„One stop shop“ principle
A single European system for the vetting the safety performance of foreign (non-EU) commercial air transport (CAT) operators.

Relation to the EU Safety List
The European Commission continues to be in charge of of the EU Safety List (Reg EC 2111/2005).
The EASA TCO authorisation scheme follows a „white list“ principle and complements the EU safety list.
Close coordination will be in place between the European Commission and EASA, supported by harmonized working procedures.
Operators subject to an EU operating ban may apply for a TCO Authorisation. Depending on the circumstances the case will be coordinated with the European Commission and may require an on-site audit.

TCO project timelines
EASA has published its Opinion for Implementing Rules on Part TCO on November 26, 2012. It serves the European Commission as the basis for the adoption of a Commission Regulation by when the new rules will become applicable.
EASA will commence the new task as soon as the rules enter into force. No entry into force date can be specified at this time.
Operators must apply for a TCO authorisation within 6 months following the the date of entry into force.
A transition phase of not less than 24 months will be introduced in order to ensure continuity of international air traffic.

Important note:
Foreign air operators who fail to apply for a TCO authorisation within six 6 months after entry into force or Part-TCO may face delays in their
authorisation process which can potentially lead to a disruption of the operation to the EU until completion of their assessment and issuance of the
TCO authorisation.
It is therefore in the best interest of operators to apply for a TCO authorisation within the application period (6 months after Part-TCO entry into force).
