Type of business or sector The Centre for Science, Society and Citizenship (CSSC) is an independent, non-partisan, research centre based in Rome (IT). CSSC’ overall aim is to contribute to a better understanding of the contemporary world by clarifying the human (social, cultural and ethical) factors which shape technological innovation. CSSC was incorporated as an Ltd on 12 March 2002 and was further registered as a private research centre by the Italian Ministry of University and Research. CSSC is accredited by the Faculties of Psychology of the La Sapienza University of Rome to provide internship programs in socio-psychological research for undergraduate, graduate and PhD students. CSSC participates in the Fundamental Rights Platform of the Fundamental Rights Agency of the EU (FRA). The Centre is member of the European Association of Centers of Medical Ethics (EACME) and of the International Association of Bioethics (IAB). CSSC is member of the Italian Confederation of Education and Knowledge Companies (Assoknowledge). By taking an interdisciplinary approach, CSSC explores social, cultural and ethical implications of emerging technologies (e.g., biometrics, cloud computer, assitive technologies) in various fields (e.g.,homeland security, disaster preparedness, e-health, e-Inclusion). Research Career Achievements

SCIENTIFIC CAREER: Emilio Mordini has pioneered research in psychiatric ethics, ethics of globalization and emerging global risks, privacy and societal impact of security and identification technologies. In all scientific areas in which Emilio has given his contribution, he has been an inspiring leader and has produced a major impact. Since the 1990s, Emilio has developed an original approach to ethical and societal impact analysis by exploring the role of collective imaginary. Emilio’s major scientific contributions concern to the notion of social unconscious - which derives from scholars such as Castoriadis1, Hopper2, and Taylor3 - applied to ethical and societal impact4. According to Emilio, understanding the implicit assumptions, values and vision which underlie the emerging of a technology is vital for technology governance and policy. Imaginaries and unconscious social drives are materially powerful; they do shape practices, relationships, and commitments, and as such, they demand reflective, accountable attention and analysis. The whole Emilio’s scientific career witnesses his ability to productively change research fields and establish new interdisciplinary approaches.

Psychiatric Ethics: Emilio was partner at the Psychoanalytic Institute for Social Research where he pioneered research on the ethics of psychiatry and neuroscience. In 1993 he organized with the Italian National Research Council the first European Multidisciplinary Congress on Psychiatric Ethics. In 1994 he gave a series of lectures in Paris under invitation of the French Ministry of Research and served in the committee of the First International Congress on Philosophy and Medicine in Paris. Emilio was also contractor in the FP4 funded project Ethical Aspects of Coercive Supervision and Treatment of Uncooperative Psychiatric Patients in the Community. Still in 1994, Emilio was awarded with a grant by the ELSA program of DG XII for organizing the workshop “Ethical Aspects of Brain Research” (Rome). In 1995 Emilio served in the committee of the Conference “Ethique et Recherche sur le Cerveu” (French Ministry of Research), and was keynote speaker in the XVI World Congress of Social Psychiatry (Rome), in the Annual Conference of the European Brain Bank Network (Barcelona), and in the Conference “Informed Consent in

In 1996 Emilio co-chaired the First International Conference on Philosophy and Psychiatry (Malaga), and was co-founder of the International Network on Philosophy and Psychiatry and the Association for the Advancement of Philosophy and Psychiatry. In 1997 Emilio was invited by the Italian Psychiatric Association (IPA) to deliver a key note on psychiatric ethics in the 40th Congress of the Italian Psychiatric Association (Palermo). Subsequently he was invited by the IPA to organise the first Italian course on psychiatric ethics. Emilio was section editor of the psychiatric section of the Encyclopaedia of Applied Ethics. In 1997 Emilio was awarded by the EC with an FP5 research contract on Ethical, Legal, and Social Aspects of Brain Research. In 2002 Emilio was invited to give one of the opening lectures in the World Congress of Psychiatric Genetics (Brussels). Ethics of Globalisation and Emerging Global Risks: In the late 1990s - through his interest in ethics and fundamental rights - Emilio’s was challenged by the ethics of globalisation. In 1996 he was awarded by the EC with a grant for organising a workshop on Ethical, Legal and Social Aspects of Vaccination and in 1998 he was appointed coordinator of a 3 year FP5 research project on Ethical, Legal, and Social Aspects of Vaccine Research. In the same year Emilio was invited by the Council of Europe to deliver a keynote on ethics of vaccine research in the International Conference “Ethical issues arising from the application of biotechnology” (Oviedo, May 16-19). In the following years Emilio participated as a main contractor in two EC funded projects on ethics of HIV research in developing countries, and in 2002 he was awarded with a new research contract for coordinating a 4 year research on Bioethical Implications of Globalization Processes. In this period Emilio published extensively on ethics, ethnicity, and global risks, and he was invited to serve as a member of the editorial committee of the Dictionary of Race and Ethnicity published by Sage in 2001. Focusing his efforts on creating an international research centre devoted to ethical, political and social implications of emerging technologies, in 2002 Emilio founded the Centre for Science, Society and Citizenship (CSSC), an independent, non-partisan, research centre, whose aim is to contribute to a better understanding of the contemporary world by clarifying the human factors which shape technological innovation. Emilio was then invited by the Chinese Centre for Disease Control as a keynote speaker in the “International Workshop on Influenza Pandemic Preparedness and Control” (International Risk Governance Council, Beijing, 2006). He served in the Advisory Board of the International Conference on Ethics, Research and Globalisation (European Commission, Brussels, 2006). In 2008 Emilio was invited to deliver a key note in the Interministerial conference “e-Health without frontiers” organised by the Slovenian Presidency of the EU (Portoroz, 6-8 May); in the same year he was also invited to deliver a key note in Paris, in the international conference “Ethical Issues in European National Preparedness for Pandemic Influenza” (Paris, 20-21 November). Since 2008 he has also been serving in the International Advisory Board of Center for Public Health Security at the Haifa University (IL). In 2009 Emilio was awarded by the NATO Science for Peace Program with a grant for organising a NATO ARW on Internet-based intelligence for public health emergencies and disease outbreak: technical, medical, and regulatory issues. In 2012 Emilio has started as a scientific coordinator a FP7 project devoted to “Transparent communication in Epidemics: Learning Lessons from experience, delivering effective Messages, providing Evidence”. Privacy and Societal Implications of Security and Identification Technologies: Research on emerging global threats, led Emilio to the vast area of security and identification technologies and their wider societal, policy and privacy implications. He pioneered research in the field of ethics of biometrics and in 2004 he launched the EC funded project Biometric Identification Ethics. Emilio initiated two seminal international conferences (in Brussels and Washington DC) on ethics and biometrics convened by the European Commission and the US Dept of Homeland Security. In 2006 Emilio chaired a NATO Advanced Workshop on Identity, Security and Democracy (Jerusalem) and in 2008 he was awarded with a FP7 grant to coordinate a 3 year research project on Homeland security, biometric identification & personal detection ethics. In 2009 he was also appointed as a coordinator of the FP7 project Rising pan-European and international Awareness of Biometrics and Security Ethics. In the scope of this project Emilio supported the organization of the Third International Conference of Ethics and Policy of Biometrics (Hong Kong, Jan 4-5, 2010). Emilio chaired the ethical and legal WG of the Biometric European Stakeholder Network, funded by the EC in the scope of the ICT PSP programme. Emilio has been also invited to serve as a member of the ENISA Stakeholder Forum on Emerging and Future Risks; as a member of the EC expert group on Social Aspects of Security Research; as a member of the EC expert group on the ethical and regulatory challenges to science and research policy at the global level. Since 2009 he has been chairing the biometric sector of the Italian Association of Knowledge Companies (Assoknowledge) and since 2011 he has been elected scientific secretary of the Biometric Technological Alliance established by the Italian Ministry of Research. Emilio sits in the European Committee for Standardization (CEN) WG18 on Biometrics, chairs the ethics and privacy committee of the European Association for Biometric, chairs the WG6 (ethics and society) of the COST ACTION IC1106 Integrating Biometrics and Forensics for the Digital Age. In 2012 Emilio has started as a scientific coordinator a FP7 research project devoted to Public perception of security and privacy: Assessing knowledge, Collecting evidence, Translating research into action.
