euroCRIS Strategy: aims
a) Promote and improve communication and interaction between global CRIS;
b) Maintain and publish the CERIF (Common European Research Information Format) recommendation and any standards endorsed by euroCRIS;
c) Organize and run the CRIS series of conferences with associated workshops and other events;
d) Provide a source of expertise in CRIS to members and to others under business arrangements made at the time;
e) Develop euroCRIS guidelines; f) Nurture the CRIS community by events, a monthly newsletter, an
online discussion forum and other appropriate mechanisms; g) Provide a forum for exploring and exploiting new and emerging
concepts and technologies (including data quality, standards, etc.);
h) Establish a one-stop portal / gateway to international CRIS resources.

Here is the current situation for euroCRIS, with reference to the organisation’s aims:CERIF/BEST PRACTICE (a) Promote and improve communication and interaction between global CRIS• Increased adoption of CERIF during 2005 has been facilitated by the progress of
uniCRIS, a commercial company marketing a CERIF-compliant product. The uniCRIS product underpins the new CERIF-compliant CRIS implemented by the Flemish Research Database IWETO. The relationship between euroCRIS and uniCRIS is still under discussion, but is likely to be defined by a revised euroCRIS membership structure. Other commercial products exist that deploy CERIF, and bespoke systems have also been built. Active discussion has taken place within the Board and wider membership on the extent to which euroCRIS should promote and improve communication and interaction between global CRIS exclusively by reference to CERIF.
(b) Maintain and publish the CERIF (Common European Research Information Format) recommendation and any standards endorsed by euroCRIS
• The latest release remains CERIF 2004 Full Data Model Release 1.1, available from the euroCRIS website. This is available in a variety of expressions including RDF and OWL, thanks to the work of the IST-World project and, in particular, Brigitte Jörg.

CERIF / BEST PRACTICE (continued)(d) Provide a source of expertise in CRIS to members and to others under business
arrangements made at the time• The euroCRIS email list is available for sharing advice and expertise among members, but is
lightly used. The euroCRIS email lists are now hosted at Bergen rather than by Yahoo.(e) Develop euroCRIS guidelines• The euroCRIS code of good practice remains available.
CONFERENCE(c) Organize and run the CRIS series of conferences with associated workshops and other
events• The Spring 2006 conference will be held in Bergen, and arrangements are ongoing for this.
This will be evaluated by the Board. The September 2005 seminar took place in Brussels, and will be evaluated by the Board at the next opportunity. A CERIF tutorial is forming one part of the Autumn 2005 members’ meeting in Lisbon.
EXTERNAL RELATIONS(f) Nurture the CRIS community by events, a monthly newsletter, an online discussion forum
and other appropriate mechanisms• The euroCRIS community has come together in Estonia in Spring 2005, and will convene
again in Lisbon in Autumn 2005, with the Brazilian CRIS community.• The “Newsflash” has disseminated CRIS news effectively.

PROJECTS(g) Provide a forum for exploring and exploiting new
and emerging concepts and technologies• The various projects in which euroCRIS members are
involved have explored and exploited new concepts and technologies, including RDF and OWL expressions of CERIF via IST-World. CISTRANA remains active.
(h) Establish a one-stop portal / gateway to international CRIS resources
• The euroCRIS website has served as a portal for CRIS resources, but changes within its host organization now mean that new arrangements need to be made to ensure continuity.

In consideration of the above, the euroCRIS strategy (objectives) for 2006 under each aim is as follows.
CERIF/BEST PRACTICE(a) Promote and improve communication and interaction between global
CRIS by:i. Seeking actively new models and techniques to improve communication and
interaction between global CRIS. Meantime, support and develop CERIF. ii. Identifying, documenting and pursuing ways in which euroCRIS can legitimately
support the efforts of commercial and non-commercial organizations in broadening the implementation base for CERIF.
iii. Identifying and pursuing ways to publicise the technical benefits of CERIF among development communities.
iv. Identifying and pursuing ways to publicise the commercial and social benefits of CERIF among commercial, institutional and political communities.
v. Reviewing the Lisbon CERIF tutorial, assessing demand, and planning accordingly

(b) Maintain and publish the CERIF recommendation and any standards endorsed by euroCRIS, by:
i. Ensuring continuity within the CERIF Task Groupii. Reviewing and, if necessary, revising the CERIF change management, release
and maintenance procedures, to ensure that they continue to meet high standards of transparency and quality.
(d) Provide a source of expertise in CRIS to members and to others under business arrangements made at the time, by:
i. Documenting the procedures and conditions under which non-members of euroCRIS may seek guidance from the organization.
ii. Reviewing and, if necessary, improving the static documentation and dynamic forums through which members may access CRIS expertise within the organization.
(e) Develop euroCRIS guidelines, by:i. Reflecting the outcome from (a)i.ii. Maintaining up-to-date guidance on implementing CERIF in bespoke systems.iii. Maintaining up-to-date guidance on procuring CERIF-compliant products.iv. Reviewing and, if necessary, updating other aspects of the best practice
guidelines as appropriate.

CONFERENCE(c) Organize and run the CRIS series of conferences with associated workshops and
other events, by:i. Running the 2006 conference in Bergen, ensuring the proceedings are published, and
evaluating the conference to inform future events.EXTERNAL RELATIONS(f) Nurture the CRIS community by events, a monthly newsletter, an online discussion
forum and other appropriate mechanisms, by:i. Holding Spring and Autumn members’ meetings.ii. Continuing to publish the Newsflash, and encouraging members to use it to inform the
community of developmentsiii. Reviewing the 2005 Brussels seminar and deciding what form this should take in future
years.PROJECTS(g) Provide a forum for exploring and exploiting new and emerging concepts and
technologies (including data quality, standards, etc.), by:i. Developing an inventory of technologies and concepts of interest to membersii. Using (g)i, (a)i, and other information to draft a roadmap for interoperable CRIS.iii. Using the above, plus a review of CRIS domains represented within euroCRIS, to identify
relevant EU calls, as information about these becomes available, in order to excite interest among members in putting collaborative bids together.

• PROCESS– Management of the research process: CRISs and workflow management viewed
from different perspectives (the researcher desktop, the research administrator in a re search institution (academic or commercial), funding agency or government depart ment) and covering the research process through proposal, funding, execution, deliv ery of outputs and on to innova tion and exploitation
• INTERACTION– Interoperation of systems and people, interaction of CRIS users with systems,
integra tion of different CRIS-related inputs, portals and information access (including Open Access), data warehouse construction, new support paradigms such as GRIDs
• EVALUATION– CRISs as evaluation tools, use of a data warehouse, measurement of research out
puts, quality assessment, novel methods for peer review of proposals and publica tions, identification of strategic future R&D topics
• ARCHIVES– CRISs providing intelligent contextual access to repositories of pub li ca tions,
patents, products, primary datasets and associated management of curation with legalistic, media and metadata aspects
