    Euratex strongly believes that to secure additional and true market access, the Doha Development

    Agenda underlined rightly the need to ind agreement on the removal o non!tari barriers "#$B%s& ornon!agricultural products to avoid undermining the beneits rom a reciprocal and symetrical tari dutyliberalisation'

    (istorically, #$B%s have gro)n in importance ater the implementation o the *arrakech Agreement in+-' $hose barriers have mushroomed all over the )orld and have progressively hampered trade)hile taris "applied and bound& are alling' Euratex has repeatedly stressed this point since +. andhas conducted several en/uiries to identiy those #$B%s and has supported all the ommission

    initiatives in this ield'

    6hile the latter concerns mainly agriculture and agro!industrial products, the grey area barriers )illhave to be addressed separately to ind an agreed solution' $his implies that most o the present #$B%sacing the exports o manuacturing products could be classiied as $B$ or $rade :acilitation areabarriers'

    Based on the most recent inormation gathered )ithin the E industries enclosed in annex 2 and 3 are

    various tables summariIing the non!tari barrier problems E exporters are acing in their day!to!dayoperations' $he countries concerned Argentina, Australia, BraIil, anada, hile, Egypt, 1ndia,1ndonesia, Japan, *alaysia, *exico, 9akistan, 9hilippines, 94 hina, South Arica, South Korea,$ai)an, $hailand and SA, represent our main E target as uture gro)th markets or our competitive$ exporters'

    Euratex added also Bangladesh, 8ust to sho) )hat may or )ill occur in uture )ith least developed

    countries unless concrete lanking measures are supported and correctly unded to overcome thoseproblems'

    Ater a close look to the inormation gathered, Euratex considers that the situation in the #$B ield )(!o% *)!'e# (&'!&+&*!%", (&!*e ...-/000 despite the eorts to solve some o the problemsunderlined several years ago'

    1n terms o importance, $rade acilitation issues clearly dominate "custom registration, customdocumentation, minimum import prices, import licences, import restrictions&, but $B$ "standards,/uality conormity, sanitary re/uirements other than S9S, marking and labelling& are still an importanteature o the most important consuming textile and clothing Asian markets "i'e' 9'4' hina, 1ndia,South Korea, Japan&'
