Executive summary This document describes an overarching scenario and a set of candidate demonstration scenarios for the EULER project end-demonstration. It is part of Work Package 7.1 (Definition of demonstration scenarios) and to be considered as the 7.1 deliverable. Each of the described demonstration scenarios has to be assessed on level of appeal at the end-users and EU-commission community and on technical feasibility among the EULER work package leaders. This document therefore is a first document in a series of updates and a start for discussion within the EULER project but certainly also with stakeholders (end users) outside the EULER project.

1 Introduction

1.1 EULER at a glance EULER is a concept development project for a radio system to master the incompatibility between existing means of communication for European organisations for homeland security. Technological developments enable the use of modern radio concepts with which extended demands or topics for such communication systems can be realised.

EULER’s activities span the following four topics:

1. proposal for a new high-data-rate waveform for homeland security,

2. strengthening and maturing ongoing efforts in Europe in the field of SDR standardisation,

3. implementation of Software defined radio platforms,

4. realisation of an integrated demonstrator targeted towards end-users.

Interaction with E.U stakeholders in the field of security forces management will contribute in shaping a European vision for interoperability in joint operations for restoring safety after crisis.

1.2 WP 7 overview The goal of work package 7 is to gathers showcases for the project and organise a demonstration day.

Two kinds of demonstrations are considered:

• A System Demonstration based on ESRA standardised SDR concept to achieve end-to-end interoperability within a system of heterogeneous wireless networks (as deployed for multinational/EU crisis management operations)

• a SDR technology demonstration: waveform portability for a high-data-rate waveform.

The EULER Consortium believes that the first aspect could best be demonstrated based on use cases or demonstration scenarios which are appealing to stakeholders in the EU crisis management domain. The second aspect (waveform portability) will be a software-engineering demonstration. Behind this demonstration is a real embedded software challenge, because the targeted waveform will necessary be implemented on specialised devices for performance reasons. Still, this demonstration constitute the cornerstone in enabling the software defined radio model (separation of roles between waveform provider and SDR platform provider). WP7 comprises the following three tasks:

• Task 7.1: Definition of demonstration scenarios • Task 7.2: Systems and Terminal Interoperability’ demonstration • Task 7.3: High-data-rate Security waveform portability demonstration

1.3 Goal of this document This document describes an overarching scenario and a set of candidate demonstration scenarios for the EULER project end-demonstration. The demonstration scenarios will be finalised just after it has become clear that the scenarios are appealing and technically feasible. 1.4 Relation with other work packages The relation of task 7.1 (Definition of demonstration scenarios) with related work packages is shown below.

The base scenario as defined in work package 2 has been input for task 7.1. The described scenarios in this document are input for the EULER demonstration (WP 7.2 and WP 7.3). Work packages 4, 5 and 6 are technical input for this demonstration. Because the EULER demonstration event will in fact be a dissemination activity, WP8 definitively has a role to play within this activity.

1.5 Approach In Chapter 2 the overall technical set-up for the demonstration will be described.

Based on a base scenario (Chapter 3, Katrina in the Netherlands) several vignettes have been defined. Each vignette is described in a separate chapter. (Chapters 4 - 7). For each vignette, the link with the base scenario will be described, the vignette will be described and the technical set-up will be described.

The different vignettes are chosen in such a way that several incident development phases and different levels of crisis response organisations are touched upon. On the other hand the vignettes are chosen such that the main benefits of EULER will be displayed. These main themes are:

• Achieving interoperability

On the short term EULER opens the possibility to create interoperability between ‘ EULER-handsets’ and current legacy deployed COTS communication systems.

• Fast and easy deployment

In case of emergencies, an EULER communication network can be built up in an easy and fast way with the possibility to choose that specific legacy waveform which is to be used in that particular emergency area by the first responders.

• High data rate secure waveform

EULER offers a high datarate waveform specically tailored for public and governmental services (e.g. first responders). Security aspects will be partly covered with a software demonstration (Ciphered communications + Keys management) and partly by a study report (SDR platform security).

The scenario starts in a daily situation without any emergency threat to show that EULER also benefits daily operations. Then, the incident starts developing through several phases. Starting on a local level whith local emergency services then developing in an national upscaling phase and finally ending with a cross border situation where international units cooperate together. (See Figure 1.2)

Within the scenario and the vignettes a crisis response organisation will be used that is fictitious but resembles the Netherlands crisis response organisation. The structure of this organisation is depicted in Figure 1.3.

This command and control structure is based on four levels (local (mobile HQ), regional (regional HQ), national (NCC and LOCC) and European (MIC)) and the nature of the different headquarters is quite generic. It satisfies, for example, the model propagated by the CEMM1 (Critical Events Management Model) project for use within the EU countries except for the national level where instead of one national level command room two headquarters exist in the Netherlands (NCC + LOCC).

Apart from the hierarchical command and control structure a second branch is in place for coordinating logistics and external support. At the EU level the Monitoring and Information centre (MIC) acts as a focal point for the exchange of requests and offers of assistance.

2 Demo technical set-up

2.1 EULER demonstration communication infrastructure

The technical set-up for the EULER end-demonstration is shown below. The main idea behind this set-up is to show that the EULER wave form (EWF in the yellow circle) is capable of conveying voice, data and video signals and at the same time to show that EULER is interoperable with legacy on field deployed PMR networks, such as TETRA.

In order to be able to cope with realistic crisis response scenarios, two means of long distance communication are included. First, a SATCOM link by ASTRIUM and second the Dutch Amateur Radio Emergency Service (DARES) with their equipment specially tailored for crisis response use.

One WIMAX node is part of the set-up to show high-data rate transport capabilities of the EULER wave form. A more detailed description of the demo technical set up can be found in the document “WP6 Elements Inventory”.

On the EULER end-demonstration day one or more scenarios/vignettes will be demonstrated where each particular scenario makes use of a different subset of this technical set-up. E.g. in the first scenario only Tetra voice over EULER backbone and COTS WiMAX over EULER backbone is used. See table below.

2.2 Candidate public safety applications for the demonstration

In order to demonstrate the possibilities of the EULER backbone some examples of public safety software applications will be used in the scenario/vignettes. These applications can be either operational or experimental. Examples of the first category are disaster management information systems like the Dutch CEDRIC information system for crisis management as used in the several headquarters in the Netherlands and Mobile Data Terminals as used in first responder vehicles or police cars video camera systems all over Europe.

Examples of the latter category are demo applications specially developed within the EULER project or demo applications developed in the EU-SECRICOM project.

3 Base scenario “Katrina in the Netherlands”

As the base scenario the novel of Eelco Dykstra has been taken called “Katrina in The Netherlands”.

An extraordinary huge sandstorm moves from the Sahara along the North African Coast towards Gibraltar. Strengthened by the year by year increasing sea water temperatures of the Mediterranean Sea the storm develops into a tropical hurricane called ‘Celine’. As a category 1 hurricane Celine causes damage and 15 casualties in Spain and Portugal and instead of disappearing on the Atlantic Ocean it merges with a low from the Azores into a category 4-5 hurricane with wind speeds of more than 265 km/h which is a new phenomenon for Europe. Celine turns and moves in north-eastern direction towards the Channel and the Netherlands.

Day 1 Aug 29 1600

Celine’s eye came on shore near Rotterdam. It moved inland with 12 km/h in the direction of the IJsselmeer. It created a 6m tidal wave and wind speeds of 225 km/h. Rainfall 110 mm/h.

The situation is unknown. Rapid assessment units from the ministry of Defence and the NCC are deployed near Rotterdam Harbour, the Zeeland delta dams and the main cities. They are hampered by the weather and communication problems.

Efforts are ongoing to couple the C2 systems from the Defence units and the C2 systems from the civil response organisations.

An estimated number of 600,000 people have moved from the western part of the Netherlands to the eastern part and Germany. Ministers have been moved to another country. The National head quarter (NCC) will be moved from The Hague to Apeldoorn.

Day 2 Aug 30, 1600

Many streets are impassable from water in the streets, fallen trees and debris. Several small/medium/large fires reported. Rotterdam harbour is blocked by drifted ships and floating containers. NCC has been moved to Apeldoorn and is operational.

Crisis organisation on day 2:

• National head quarter (NCC) in Apeldoorn is established. • 4 logistic coordination centres deployed in Breda, Soesterberg, Driebergen, Hilversum. • Central logistical centre for first responder equipment: Apeldoorn • Local information points: all town halls • National information point and central registration of casualties: LOCC in Driebergen

(LOCC = National Operational Coordination Centre) • National Press Centre: Orpheus theatre in Apeldoorn

Logistic demand for the following means:

• Food in the form of MREs (meals ready to eat) • Water • Power supplies • Medication • Clothing • Mobile sanitary equipment • Bulldozers, cranes, trucks etc.

Deployment of regional and local assessment teams are in preparation.

Day 3 Aug 31 1600

Celine has left the country in the direction of Denmark. In the Netherlands heavy damage has been done to the dikes. Cities Amsterdam and Rotterdam are flooded, from which a large numbers of evacuees need to be moved.

The electricity has broken down in all affected areas. As a result all critical infra structure has collapsed which means that communication has broken down and also ATM-machines and all necessary food storage equipment, like fridges, broke down.

Day 4 Sep 1 1600

The situation turned worse. Especially in Amsterdam and Rotterdam civil disorder situations arise. Reports come in of large scale looting. Many people leave their houses and have gone to refugee centres.

Columns of trucks guarded by military people, with emergency aid move into the disaster areas. Evacuees are moving in the opposite direction, out of these areas.

Foreign support arrives from the UK (Ferries, helicopters, Royal Air Force units), from Germany (helicopters, transport airplanes, emergency aids and emergency personnel)

The German government is willing to accommodate refugees in Düsseldorf (on the airport).

Both non governmental organisations and first responder units from non-affected areas offer their support.

Military units have set up SATCOM communication from the disaster areas to the government, NCC and LOCC. These military units coordinate the local needs and evacuation.

Day 5 Sep 2 1600

The situation is slowly getting better. Detailed damage assessments enable a dedicated effort of emergency aids. Repairing damaged infrastructure is ongoing.

Telecommunication companies list the damage and list the possibilities of quickly repairing (parts of the) communication infrastructures. Communication remains problematic due to ‘high call volumes’. SATCOM is used in the affected areas. More than 800 technical experts are working in the affected areas to repair communication infrastructure.

Main priorities are:

• Search and rescue • Direct medical support (including evacuation of hospitals, elderly homes) • Preserve order • Guarantee safety of rescue personnel • Provide essential needs for affected people (food, water, housing) • Logistics (fuel for support teams, food/water transport)

4 Vignette 1: Daily operations 2015

4.1 Scenario background Fictitious situation in 2015: Over the past few years since 2010 the bandwidth demand by first responder organisations has increased exponentially due to the introduction of state of the art ICT means on the first responder level. Each police car is now (2015) equipped with a live video connection to the dispatch centre to enhance security for the police personnel.

PMR2 (professional mobile radio) systems in use in the different EU nations (such as TETRA, TETRAPOL) were not able to cope with the increasing demand for data bandwidth. Available commercial solutions like UMTS were not suitable because of lack of security and availability.

In this vignette most PMR systems had got a mid life upgrade between 2012 and 2015, where base stations were equipped with the EULER waveform.

4.2 Goal and characteristics This vignette shows the potential of EULER to meet the high data rate communication requirement of first responders during daily operations. EULER offers both a high data rate waveform as well as a possibility to convey TETRA voice communication over the EULER backbone.

The described situation in this vignette is an example of day-to-day use where all networks are fully operational. In the vignette a small local incident is described.

4.3 Vignette description A police car arrives at an incident. A live video connection between the police car and a dispatch centre is established. Police personnel get out of their car and start handling the incident. In the dispatch centre, one can follow all police actions live and take appropriate actions.

4.4 Demonstration set-up During the demonstration the audience is (virtually) placed in the dispatch centre where they can see the dispatch centre’s video screen and can hear the voice communication between the dispatch centre and the police car. A real police car or a car representing the police car, equipped with a video camera

5 Vignette 2: Fast and Easy Deployment, Regional

5.1 Scenario background In order to provide first responders on the incident area data communication a fast and easy deployable EULER backbone is set up on the incident area which is connected to the regional HQ. Mobile first responders in the vicinity of the incident will be provided with an EULER data communications link to the local mobile HQ and regional HQ.

5.2 Goal and characteristics This vignette shows the capability of EULER to provide fast and easy deployable means for data communication on the incident area for first responders operating in vehicles or on foot.

In this vignette the first responders working on the incident area are provided with data communication facilities. This enables them to make use of mobile command and control systems (such as car mounted command and control systems (MDT) but also man-worn computer systems).

5.3 Vignette description Police officers at the incident area equipped with either a personal C2 system or with a mobile data terminal (MDT) both exchange digital information with the local and regional HQ via EULER communication equipment. Both C2 systems have WiMAX capability.

TETRA Voice communication is established either via EULER or via the standard TETRA infrastructure. The vignette only shows the data communication capability of EULER.

6 Vignette 3: Voice Interoperability

6.1 Scenario background Celine’s eye came on shore near Rotterdam. It moved inland with 12 km/h in the direction of the IJsselmeer. It created a 6 meter high tidal wave and wind speeds of up to 225 km/h. Rainfall was measured at 110 mm/h.

The situation is yet unknown. Rapid assessment units from the ministry of Defence and the NCC are deployed near Rotterdam Harbour. They both use different communication systems. In order to achieve interoperability, a deployable truck with EULER equipment (specially procured for emergency operations) hooks in an existing military base station and sets up an army radio base station with interoperability connection.

Since the Dutch military doesn't use PMR, the demonstration is carried out by using DARES as a stand-in. DARES is not equipped with TETRA, which makes the vignette a little different but comparable. In previous exercises like FLOODEX, DARES has shown that this vignette is very realistic in many different senses.

6.2 Goal and characteristics This vignette shows the potential of EULER to provide voice interoperability between different voice radio types both secure and unsecure.

All networks are only partly operational, but they lack the connectivity. Interoperability is achieved by allowing units equipped with non-TETRA radios to connect to a TETRA net. This type of radio interoperability is needed when respond teams are mixed at low hierarchical levels.

A straightforward solution for this type of interoperability situations would be to lend a TETRA radio to the military platoons. But the drawback is then that these users are not trained on TETRA radios. They prefer to use their own type of radios.

6.3 Vignette description On a dedicated channel both the army unit and the NCC unit can broadcast voice communications on one (virtual) channel. The part to be demonstrated is that this can be done while operating on an unsecure network.

7 Vignette 4: Voice and Data interoperability

7.1 Scenario background Foreign support units and non governmental organisations offer their support and are working collaboratively in the disaster area. EULER provides the (short-term) interoperability solution to connect the different communication systems of the different parties.

7.2 Goal and characteristics This vignette shows the capability of EULER to provide (short-term) interoperability between TETRA and COTS WiMAX networks.

7.3 Vignette description The TETRA and COTS WiMAX network are connected to enable:

- The possibility to extend a TETRA voice-group with one WiMAX node.

- The possibility to set up point-to-point connections for voice and data traffic between the TETRA and the WiMAX network.

8 Vignette 5, Fast and Easy Deployment – Internatio nal HQ

8.1 Scenario background In order to coordinate first responder units in the different incident areas, on each incident area a deployable mobile headquarter is built up. It consists of a meeting room for up to 8 people, command and control computer systems and voice and data communication systems. For data communication with the national HQ and international HQs an EULER WiMAX connection is established.

8.2 Goal and characteristics This vignette shows the capability of EULER to provide fast and easy deployable means for long distance data and voice communications between mobile, regional, national and international headquarters.

9 Vignette 6, Claiming for civil HDR bandwidth

9.1 Scenario background In order to guarantee safety of people and rescue personnel on all food/water distribution points mobile video surveillance cameras are installed. The pictures are transmitted live to a regional Dispatch Centre.

9.2 Goal and characteristics This vignette shows the capability of EULER to be easily connected to civil data communication networks too (such as WiMAX, LTE, WLAN etc) which opens the possibility to claim bandwidth in case of emergencies. "Claiming" is to be understood as getting the highest priority access to civil networks and having the ability to get unrestricted, secure access. The use of the claimed connection is to be considered as a fall back option in case connections are lost on the EULER backbone. :

This option to claim civil WiMAX is not yet implemented in civil COTS access points. Therefore this demonstration will be shown in a poster demonstration. If this idea is considered feasible EULER might be a showcase to have it part of any standard in the future.

9.3 Vignette description Several food and water distribution points are set-up in the emergency areas. In order to prevent looting and violence, these distribution points are observed 24 hours a day by video cameras. The information from the cameras is transmitted over the EWF. In case of a failing EWF network the video cameras have the ability to claim a civil communications network (like WiMAX or other networks) and then via the EULER backbone to the dispatch centre where personnel can observe the video images.

10 Epilogue

Task 7.1 aims at the definition of relevant demonstration scenarios that can be accomplished within the scope of WP7. Many iterations have been used, mainly based on WP2 for end users relevant scenario and WP6 for the integrated communication system prototype. Regarding WP2, one important feedback we received from our end users during the first round of interviews and during the first workshop in Brussels was that the scenario initially chosen in WP2 was too extreme, and they had trouble picturing themselves in that situation in order to describe their communications needs. Therefore an alternative less extreme and more gradually deteriorating scenario to be used was proposed both to the European Commission during EULER mid term review and to the End users in the 2nd round of interviews. The present report has taken as a basis this scenario named "Katrina in the Netherlands" written by Dykstra (see references) and we developed the different vignettes with this scenario in our mind. Regarding WP6, all integration steps are not yet achieved. So changes could occur with regards to the EULER demonstration technical set up.

However, to show that EULER is interoperable with legacy on field deployed PMR networks, such as TETRA, remains a main objective for WP7 jointly with WP6 partners.
