EU STRUCTURAL FUNDS ALLOCATIONS
LTL 5,36 billion of EU Structural Funds have been allocated for the
implementation of transport projects in 2007–2013:
• European Regional Development Fund – LTL 1,53 billion;
• Cohesion Fund – LTL 3,83 billion.
The EU structural assistance is being invested into international
and regional road and railway networks, civil aviation, logistics
centers, water transport, modernization and development of
municipal infrastructure.

EU STRUCTURAL ASSISTANCE PRIORITIES:
MAIN OBJECTIVES
BASIC ECONOMIC INFRASTRUCTURE (transport sector):
implement engineering measures for road safety;
improve technical parameters of transport infrastructure of national and
regional significance;
development of regional water transport infrastructure.
DEVELOPMENT OF TRANS-EUROPEAN TRANSPORT NETWORKS:
development of land transport infrastructure links with other EU
Member States and third countries; adaptation of TEN-T to the growing
traffic intensity;
better utilisation of the potential of the Klaipėda Seaport as the most
important transit hub of the country; increase of the competitiveness of
Klaipėda Seaport;
development of infrastructure capacities of the international airports;
reduction of accident rates and congestion in the TEN-T network.
ENVIRONMENT AND SUSTAINABLE DEVELOPMENT:
improving air quality (complex development of public transportation).

Priorities of EU support for Lithuanian state roads network:

„DEVELOPMENT OF TRANS-EUROPEAN TRANSPORT NETWORKS“. EU
support amounts to 1,354.9 mil. litas or 392.4 meuro (Cohesion fund):
Measure No. 5.1 „Increase of Trans-European road transport infrastructure throughput
and improvement of technical parameters“;
Measure No. 5.4 „Implementation of traffic safety infrastructure, construction of
bypass roads“.
• ECONOMIC GROWTH OPERATIONAL PROGRAMME, PRIORITY NO. 4
„BASIC ECONOMIC INFRASTRUCTURE“. EU support amounts to 1,018.6 mil.
litas or 295.0 meuro (European Regional Development Fund):

• Reconstruction of TEN-T road E77 (Ryga–Šiauliai–Tauragė–Kaliningrad) (stage II)“;

• Development of TEN-T road E67 (Via Baltica). Reconstruction of pavement, stage V;
• Development of TEN-T road No. 141 (Kaunas–Jurbarkas–Šilutė–Klaipėda). Construction
of Priekulė bypass“;
• Development of TEN-T road E272 (Vilnius–Panevėžys–Šiauliai–Palanga).

Public benefits for the 2007-2013 EU funded projects
The completed projects:
• improve vehicle traffic conditions for local and transit transport;
• reduce the negative impact on the environment;
• reduce the number of accidents;
• increase the strength of the pavement structure for the maximum allowable load;
• slow down the deterioration of the road pavement and extend pavement life;
• reduce vehicle operating costs;
• reduce number of traffic accidents;
• make shorter travel time.
In the case of gravel road paving the completed projects:
• reduce socio-economic differences in the regions;
• improve traffic conditions on regional roads and transport connections between settlements and
agricultural and administrative centers;
• accelerate regional development;
• reduce road repair and routine maintenance costs;
• reduce the negative environmental impact;
• reduce travel time and reduce vehicle operating costs, when riding the vehicles along the paved road.
