EU Financial Assistance, Grants/Funding Programmes: General Overview
Why the EU provides
financial assistance? To achieve European integration project;
Ø Financial assistance to member states (MS) in order toclose the development gap between MS,
Ø Financial assistance to candidate countries in order toprepare them for membership. These grants aim to improveand strengthen the existing institutional capacities, providethe required resources to support the harmonization processand adaptation of EU standards

What is “grant”?
Grant; Non-refundable financial resource given to aninstitution or individual to realize a project, address aproblem or need under a specific policy area.
The main difference between a “grant” and“charity/donation”?
You have to realize what you have proposed in yourproject application/proposal, all the activities and outputs.Grants are not free loans!

What is an “EU Grant Programme?”
Financial resources allocated by the EU for memberstates and candidate states to be used for specificpolicy areas. Grants are given to nationalgovernments or to different segments of the society(Universities, high schools, municipalities, NGOs etc)
Exercise
• Find out and list 2 EU grant programmes that offers funding only for Member States
• Find out and list 2 EU grant programmes that offers funding for Turkey as part of IPA
In order to benefit from the grants, you have to develop PROJECTS. Grants are allocated through projects

1. ANNOUNCEMENT OF THE CALL FOR PROPOSAL
The call is published by the grant agency. Example: European Commission, National Agency
Check whether my institution is eligible to apply/prepare a project?

2. PREPARING THE PROJECT
• Projects are planned in line with the priorities and objectives laid down in the call.
• Projects are prepared in line with the application form and its annexes (logical framework matrix, budget etc.)

Before planning the project...
• Carefully examine the Grant Programme:Carefully examine the guide for proposal. Check whether the priorities address your project idea. Check the calendar for planned activities. Check the amount of
financial contribution.
Carefully read the general EU policies and policy objectives concerning specific policy area of the call.
• Carefully examine the application form and annexes

3.SUBMITTING THE APPLICATION
• After you prepared the application in line with the guide, the project has to be submitted to the grant authority/agency no later than the deadlineannounced in the guide.
• Without an open call for proposal, you can not submit a project. Therefore, you might need to wait until a relevant, open call for proposal is announced for your project.

WATCH OUT!• My project is relevant for the call. It addresses the objectives of
the call
• I examined the specific policy area of the call. I studied the relevant EU policies in the same field.
• My institution is eligible to submit a project for the call. • I carefully examined the guide, application form, annexes and any
other additional documents requested. • The amount of financial contribution/grant meets the project
budget.• Deadlines! Deadlines meet my calendar, I am available to prpeare
and implement the project. • My institution is aware and willing to provide its own financial
contribution, own resources.
