    SPECIAL MASTER CLASS

EU Export Control Law & PracticeEU Export Controls for North AmericanTrade Compliance Professionals

North American trade compliance professionals are aware that theyneed to take account of a diverse array of export and re-export con-trols imposed by the US and Canadian governments and of the pe-nalties that may be imposed as a result of violations of those lawsand regulations. But many may wrongly assume that the familiarexport compliance practices in North America are identical with ex-port control requirements in one of our largest trading partners, theEuropean Union (EU).

In fact, the practical administration of export controls in the EU andits 27 Member States is very different from the environment withwhich North American compliance professionals are familiar. Com-panies with manufacturing or sales operations in the EU need en-sure that they have an effective compliance management pro-gram in place that meets the dual-use and defense control require-ments of the EU and the Member States in which they have a pres-ence, as well as applicable requirements from their home countries..Financial penalties may be imposed on companies and individualsthat violate EU export control prescriptions and imprisonment maybe imposed.

This Special Master Class is designed to give participants a one-

day overview of the essentials of EU dual-use export controls, withan introduction into the complexity presented by the national admin-istration of those controls (and their own additional controls) by theindividual EU Member States. Led by a senior official of Germanysexport control agency, this program will outline parallels and con-trasts between the EU and US regulatory systems. The program willfeature practical presentations and information presented by leadingexport control attorneys and consultants from the perspective of bothin-house counsel and outside counsel/consultants. The program willalso feature keynote remarks by Kevin Wolf, the U.S. Department ofCommerces Assistant Secretary for Export Administration.

Participants will receive comprehensive documentation on thecourse subject which they can refer to when dealing with EU exportcontrol law in practice. Global Compliance Managers will be pro-vided with recommendations on how to implement and maintain

global export control procedures in their companys operations.
