1 Introduction

The Private Motor Insurance Market Investigation Order 2015 issued by the CMA requires insurance providers to disclose the following information to their customers:

Average NCD amount awarded

Implied price for NCD protection

NCD step back formula SSP have implemented a number of changes to our systems to assist our partners to comply with the Order. This user guide explains how insurers and brokers can use the tools within Management Centre to; upload and maintain the average NCD data for their respective schemes and download the NCD compliance report to issue to the CMA.

2 Insurer Support

This section of the guide describes how insurers can use the support tools within Management Centre to:

Upload the average NCD data for their respective schemes using the NCD File Upload tool

Manually insert NCD data for the required schemes

View and amend the NCD data for stored schemes

2.1 Support Centre Application

When an insurer logs in to Management Centre, the Management Centre Dashboard will be displayed as per the illustration in Figure 1.

On selecting ‘Support Centre’ the user will be presented with two options:

2.2 NCD Data

This module provides insurers with access to add and retrieve average NCD data for the required schemes. The NCD Data page displays the following information:

Scheme Name

SSP Scheme ID

Line of Business

Data Available

Status The scheme name, ID and line of business are self-explanatory. The ‘Data Available’ column will display either true or false depending on whether average NCD data is available for the respective scheme. The ‘Status’ column confirms if data is available, not available or is currently in the AAP process (Approve, Authorise and Publish). See section 3 AAP Process for further details. One of the following statuses will be assigned to each scheme:

Pending (in AAP process)

Published (data available) Note For each new record added or amended, the change will have to be approved and then published before the data is available for the respective scheme.

2.2.1 Add NCD Data

To add NCD data, select the ‘Add New Record’ button displayed alongside the relevant scheme. On the NCD Data input page, confirm the following:

Year the data was generated from: the year entered here will be displayed on the Broker’s Report

Effective date from when the average NCD data will apply (DD/MM/YYY)

A description for the number of years NCD

The % discount that applies Note The description is limited to 30 characters and the % discount field will only accept numerical values up to 2 decimal places: maximum % permitted is 99.99. Overleaf is an illustration of the NCD Data input display.

Once you are satisfied with the data entered, assign the record to AAP for approval by selecting ‘Save’. Clicking ‘Back’ at any stage will return you to the NCD Data page and your changes will not be stored. Before a record is assigned to AAP, users will have the opportunity to add comments as per the example below.

On clicking ‘Submit’ the record will be added to AAP pending approval. The scheme will not return to the NCD Data page until the changes have been published. To see a list of schemes pending

approval, select the ‘Approvals’ tab displayed at the top of the page. A case in point is provided in Figures 8 and 9 where ‘Scheme 3’ was submitted to AAP: the record was moved from the NCD Data page to the Approvals page. Refer to section 3 for more information on the AAP Process.

2.2.2 View NCD Data

Once a record has been published, to access NCD data stored against a particular scheme, select the required effective date (if applicable) and then click on the ‘View’ button. The latest effective record will be pre-selected by default. To access a future dated record, click on the dropdown date field and select the required date.

2.2.3 Edit NCD Data

Should you wish to change the NCD data for a particular scheme, click on the ‘Edit’ button to access the NCD data in write mode. Enter a new effective date and proceed to edit the data as required. Once your changes are complete, click on the ‘Save’ button to re-submit the record to AAP for approval.

2.2.4 Save NCD Data

If a record fails to submit to AAP for approval, the NCD data entered for the relevant scheme will still be stored. These cases will, rather than have a ‘View’ button, display a ‘Save’ button allowing users to re-submit the changes to AAP.

2.3 NCD File Upload

The NCD File Upload tool will allow insurers to upload a CSV file containing NCD data for their respective schemes.

2.3.1 Download Template

Begin by downloading a copy of the ‘NCDTemplate.csv’ file to your local machine.

Microsoft Excel can be used to edit the file to add your schemes and the associated NCD data as per the example below. In Excel the CSV file is separated in to three columns titled Scheme Mnemonic, Number of Years NCD and Average NCD Discount.

You can rename the file to suit your requirements so long as the CSV file format is preserved. On saving your changes, MS Excel will ask if you wish to keep the workbook in this format. Users should select ‘Yes’ when prompted. Unless you wish to save a copy as a spreadsheet, there is no need to save the file again on closing down the worksheet or exiting Excel.

2.3.2 Upload New File

To upload a completed CSV file into Support Centre, follow the steps below.

1. Click on the ‘Upload New File’ button 2. Enter the date from when the average NCD data will take effect 3. Enter the year from when the average NCD data applies 4. Assign a file name for reference 5. Click on the ‘Browse’ button and locate and select the relevant CSV file. The path will be

inserted into the adjacent field on the left 6. Click on the ‘Upload’ button to initiate the upload process 7. Click on the ‘Approve’ button to submit the change to AAP 8. If required, enter comments to support your submission and click on the ‘Submit’ button to

complete the process After step 8 the screen will revert back to the NCD File page where the options to download the template or upload a new file will be displayed.

To check the uploaded file has been submitted to AAP, click on the ‘Approvals’ tab displayed at the top of the NCD File page.

A copy of the file pending approval can be downloaded via the ‘Download’ button. Standard AAP processes should be followed to approve, authorise and publish uploaded files. After publication the record will be removed from the ‘Approvals’ tab and the affected schemes will be updated with the relevant NCD data. Using the example file in Figure 13 what users can expect to see on the NCD Data page is illustrated in Figure 18. Note An insurer scheme mapping exercise has already been completed so insurers can only upload NCD data for their respective schemes. Attempting to upload anything outside of the scheme mapping table will result in an error.

3 AAP Process

Regardless of the method used to add average NCD data (manual entry or via file upload), all changes have to pass through the Approve, Authorise and Publish process. When a new request is submitted to AAP users can add comments on the Commence AAP Process pop-up to support their case. An email is sent to all users with the AAP approval role notifying them of the new record pending approval. Refer to the Security Centre user guide for more information on setting up new users and, in particular, the AAP roles that can be assigned to each user.

3.1.1 Approval Stage

Clicking on the ‘Approve’ button on a pending approval record will display the Update AAP Process pop-up to advise the user they are about to progress the record to the authorise stage in AAP. If required, comments can be added to support the approval. Note Clicking on the ‘View’ button at any stage in AAP will display the NCD data entered for the relevant scheme.

On selecting ‘Approve’ an email will be sent to all users with the AAP authorisation role and the screen will revert back to the Approvals page. The ‘Approval’ button will be updated to read ‘Authorise’. Note Clicking on the ‘Reject’ button at any stage in AAP will remove the record out of the Approvals page and no changes will be stored. An email notification will also be sent to the user who submitted the original record to AAP.

3.1.2 Authorisation Stage

Once a record has been approved, the status will revert to pending authorisation. Users with the AAP authorisation role can process the record by clicking on the ‘Authorise’ button.

As usual comments can be added to the Update AAP Process pop-up before the record is progressed to the final stage. Again an email will be sent to all users with the AAP publishing role.

3.1.3 Publishing Stage

Users with publishing authority will be able to publish the record and add comments to support the publication by clicking on the ‘Publish’ button.

Once the changes have been published, the record will be transferred back to the NCD Data page and the status will be updated from Pending to Published. Email confirmation will also be sent to the user who submitted the original request. The effective date linked to each change is selectable from the dropdown date field displayed next to the ‘View’ button.

3.1.4 AAP Comments

Once a record has been published, users can access the AAP comments by clicking on the blue ‘Published’ status link. This link will provide access to the Approval Process History pop-up for the relevant record.

4 Broker Support

This section of the guide describes how brokers can use the support tools within Management Centre to:

Add/delete schemes on their insurance panel

Download a copy of the NCD Report for submission to CMA

4.1 Support Centre Module

When a broker logs in to Management Centre, the Management Centre Dashboard will be displayed as per the illustration below. Note Depending on the user’s access, other modules and applications may be displayed such as eSuite Control Centre, Broker Analytics and Security Centre.

4.2 NCD Schemes

On selecting NCD Schemes the NCD Schemes page will be displayed. Unlike the illustration in Figure 27, a list of schemes available to each broker will be displayed. Note SSP will arrange to upload the relevant schemes for each broker so the NCD Report can be generated without the need to insert each record manually. The process documented here is solely to add/delete schemes as and when required.

4.2.1 Add Scheme

Follow the steps below to add a scheme to the list.

1. Click on the ‘Add Scheme’ button 2. Select the insurer and scheme from the dropdown fields on the Add Scheme selection page 3. Click on the ‘Add Scheme’ button 4. If required, enter comments to support your submission and click on the ‘Submit’ button

After step 4 the screen will revert back to the NCD Schemes page. To check the scheme has been submitted to AAP, click on the ‘Approvals’ tab displayed at the top of the NCD Schemes page. See Figure 28 on page 22, for an illustration of a scheme pending approval.

Standard AAP processes should be followed to approve, authorise and publish the scheme submitted for approval. See section 3 on page 16 for further details. Once a record has been published, the scheme will be displayed on the NCD Schemes page as illustrated below. Email confirmation will also be sent to the user who submitted the original request. Note AAP Comments can be accessed on a published record by clicking on the ‘Published’ status link. Refer to section 3.1.4 AAP Comments on page 19 for further details.

4.2.2 Delete Scheme

To delete a scheme simply select the ‘Delete Scheme’ button displayed alongside the relevant record. The usual AAP process will have to be followed. Until the request has been published the ‘Delete Scheme’ button will be greyed out.

4.3 Broker Report

A PDF copy of the Average NCD annual compliance report can be downloaded via the ‘Generate New Report’ option displayed on the Broker Reporting page. Note The report will be based on the schemes stored in the NCD schemes table and will only include NCD data effective from the present day e.g. future dated NCD records uploaded by insurers will not be reported on until the effective date is present.

Downloaded reports will have the naming convention ‘NCDReport-dd-mm-yyyy.pdf’ e.g. NCDReport-30-03-2016.pdf. See appendix for an example report.

4.3.1 Historical Reports

Once a report has downloaded successfully, a record will be added to the Broker Reporting page confirming who and when the report was downloaded. If required, the same report can be downloaded again via the ‘Download’ button.
