The ETHICS (European Training in Higher International Criminal Sciences) Project willhold a high level two week training course in international criminal law in Florence, atthe European University Institute, from Monday 16 to Friday 27 February 2004.
COURSE DESCRIPTION
The course is open to 60 participants chiefly from States Parties to the InternationalCriminal Court (ICC).
The teaching programme covers two main areas:
– Fundamental principles of international criminal law and internationalhumanitarian law;
– International criminal justice in practice: lessons from the ad hoc tribunals for theformer Yugoslavia and Rwanda, and issues facing the ICC.
The course is aimed at officials (prosecutors, judges, civil servants, etc.) working in theContracting Parties, as well as practitioners who intend to work at the InternationalCriminal Court. It will adopt a practice-oriented approach and be based on theextensive experience that lecturers have gained in international criminal proceedings. Itoffers critical tools for facing the problems and challenges of the newly developinginternational criminal justice system.
Training takes the form of:
– Lectures providing a comprehensive framework of the legal issues;– Workshops offering a highly interactive forum for participants to raise solution-
oriented questions.
The lectures will be held in English or French with simultaneous interpretation.Workshops will be in either English or French without simultaneous interpretation. Basicteaching materials will be distributed in advance and accompanied by a complete setof documents, including papers especially produced by the speakers as well assummaries of the most relevant case law. Subsequently, these materials will be availableon CD-Rom, and on a web site, which will be constantly supplemented and updated withany new materials relevant to the course.

ATTENDANCE CERTIFICATE AND DIPLOMA
A certificate of attendance will be given to the participants who have regularly attendedthe course sessions. At the end of the course participants may sit a written and oral examwith a view to obtaining the ETHICS Diploma in International Criminal Law.
CANDIDATE REQUIREMENTS
As the number of places on the course is limited (60), preference will be given tocandidates meeting the following requirements:
– Nationals from countries which have ratified the Statute of the ICC;– Judges, prosecutors, legal officers of national ministries, attorneys at law, as well
as other candidates who have a PhD in law or equivalent degree;– Minimum five years working experience in the field of criminal law, international
law or judicial co-operation and assistance;– Very good command of English or French and at least passive knowledge of the
other language.
Participation for one week only is possible, although priority will be given to candidatesattending the full course.
TUITION FEES
The fees are:
3,500 for nationals of OECD countries; 2,000 for nationals of other countries; 3,000 for one week attendance.
A limited number of scholarships (20 to 30) covering travel and living expenses as wellas tuition fees will be made available for the best candidates from non-OECD countriesattending the full course.
Participants not eligible for a scholarship must cover travel and living expenses, as wellas pay enrolment fees covering tuition, reading materials and lunch on working days.
The fees must be paid and received in full by 31 December 2003.

Le projet ETHICS propose une formation intensive de deux semaines, du 16 au 27 février2004, qui aura lieu à l’Institut universitaire européen de Florence.
CONTENU DE LA SESSION
Cette session est ouverte à 60 participants, la priorité étant donnée aux ressortissantsdes Parties contractantes au statut de la Cour pénale internationale (CPI).
Le contenu du cours et des ateliers s’articule autour de deux thèmes:
– Principes fondamentaux du droit international pénal et du droit international humanitaire ;
– La pratique de la justice pénale internationale : l’apport des tribunaux ad hoc pour l’ex-Yougoslavie et le Rwanda, et les enjeux concernant la CPI.
Cette session s’adresse aux professionnels du droit (juges, procureurs, avocats, etc.)exerçant dans les États parties au statut, de même que aux juristes souhaitant travaillerauprès de la CPI. Le projet met l’accent sur la pratique et bénéficie des compétencesapprofondies que les conférenciers possèdent en matière de justice pénale internationale.Les participants pourront y acquérir les outils nécessaires pour affronter les enjeux et lesdéfis du système en éclosion de la justice pénale internationale.
La formation sera organisée sous deux formes:
– Conférences présentant le cadre juridique général;– Ateliers permettant aux participants d’intervenir, de poser des questions et de
participer à la discussion, dans une perspective de résolution des problèmes.
Les conférences se tiendront en anglais ou en français, avec traduction simultanée. Lesateliers se dérouleront en anglais ou en français, sans traduction simultanée. Unediffusion de matériaux de base sera assurée avant la session. Une série complète dedocuments sera distribuée au cours de celle-ci, comprenant les articles présentés par lesconférenciers et les résumés de la jurisprudence pertinente. Par la suite, ces matériauxseront disponibles sur CD-rom et sur un site internet qui sera constamment mis à jour.

CERTIFICAT DE PARTICIPATION ET DIPLÔME
Un certificat de participation sera remis aux participants ayant assisté assidûment àl’ensemble de la session. Ceux-ci pourront également se présenter, à la fin de la session, àun examen (écrit et oral) en vue d’obtenir le Diplôme ETHICS en Droit international pénal.
CRITÈRES DE SÉLECTION DES CANDIDATS
Le nombre des participants étant limité à 60, la priorité sera accordée aux candidatscorrespondant au profil suivant :
– Être ressortissant d’États parties au statut de la CPI ;– Exercer en tant que magistrat, procureur, juriste auprès d’institutions nationales,
conseil ou avocat, ou bien être titulaire d’un doctorat en droit ou d’un diplômeéquivalent ;
– Avoir un minimum de cinq ans d’expérience professionnelle en droit pénal, droit international ou coopération et assistance judiciaire ;
– Posséder une connaissance très approfondie de l’anglais ou du français et uneconnaissance au moins passive de l’autre langue.
Une participation limitée à une semaine est possible, mais la priorité sera donnée aux candidats assistant à l’ensemble de la session.
FRAIS D’INSCRIPTION
Les frais d’inscription s'élèvent à :
3.500 pour les ressortissants de pays OCDE ; 2.000 pour les ressortissants de pays hors OCDE ;3.000 pour une semaine.
Un nombre limité de bourses (20 à 30) prenant en charge les frais de déplacement,d’hébergement et les frais d’inscription est prévu pour les meilleurs candidats sélectionnésde pays hors OCDE assistant à l’ensemble de la session.
Les participants ne bénéficiant pas d’une bourse doivent prendre en charge tous les fraisde déplacement et d’hébergement, ainsi que les frais d’inscription, comprenant laformation elle-même, la documentation et les déjeuners lors des journées de travail.
Les frais doivent être intégralement acquittés à la date du 31 décembre 2003.
