In a statement published on a Basque news site on Saturday, the group said it was ready to "listen to andanalyse" proposals from Madrid and Paris.

One outstanding issue was the transfer of Basque prisoners to jails closer to home, the statement, ran onNaiz.info, the website of the Basque newspaper Gara, said.

ETA wanted to discuss "formulas and timetables" to bring home prisoners and Basque political exiles;disarmament and the break-up of its armed structures; and the demobilisation of ETA members.

Until Saturday's statement, the group had refused to announce its dissolution and disarmament, asdemanded by Spain and France.

In its statement ETA said the process it was proposing would allow for "the end of the armedconfrontation".Gara said it would publish the full statement in its Sunday edition.

Conditions for talks

Officials close to the French Interior Minister Manuel Valls said on Saturday there could be nonegotiations with ETA before it disarmed.

They said it was up to Spain to lead discussions on the issue of the prisoners.

Last month Vals said France would keep up the fight against ETA as long as it refused to disarm.The Spanish government has repeatedly ruled out talks with ETA over its prisoners.

It reiterated its position shortly after the arrest in central France last month of Izaskun Lesaka, regarded asone of the movement's top leaders. Joseba Iturbide, considered to be one of Lesaka's top lieutenants, wasalso captured.

ETA has been placed on a list of terrorist organisations by the United States and the European Union andhas been blamed for the deaths of 829 people. Its last attack on Spanish soil was in August 2009.

It has persistently called for around 700 Basque prisoners incarcerated in jails across Spain to betransferred back to prisons in the Basque region so they can be closer to their families.

Earlier this month, 15,000 people demonstrated in the southwestern French city of Bayonne to support theprisoners.Demonstrators -- many of them relatives of those locked up -- regularly hold similar rallies in Spain'sBasque Country capital Bilbao.

Both Spain and France insist on the complete dismantling of ETA's arsenal and its unconditionaldissolution.The Basque separatist political movement has become an increasingly powerful political force. Basquenationalist parties secured about two-thirds of the seats in the regional parliament in elections last month.

Spain's government has flatly rejected an offer by Basque terrorist group Eta to negotiate ahandover of weapons and called instead for its unconditional dissolution.

Eta announced in a statement released Saturday that it was ready to dismantle its military operations

and turn over its arms if, in return, the government would agree to move Eta prisoners to the Basque

region.

Around 700 convicted members of Eta are currently incarcerated across Spain and their families

have long mounted a campaign for their transfer closer to home.

The group, which last year announced a definitive end to its armed struggle, said it was ready to

discuss "formulas and timetables" to bring home prisoners and Basque political exiles, in return for

disarmament.

Failure by the government to open such negotiations would pose "a real risk of the process stalling,"

the group said in its statement to Basque newspaper, Gara.

But Prime Minister Mariano Rajoy's conservative government refused to consider talks with Eta.

"They know that we have not negotiated nor will we negotiate in any way with the terrorist

organization," Fernandez Diaz, Spain's Interior Minister, said Sunday.

"So the only statement the government demands, not requests but demands and is working for, is its

unconditional dissolution," he said.

Eta, which stands for Euskadi Ta Askatasuna, Basque Homeland and Freedom, is blamed for 829

killings over a four-decade armed campaign for an independent homeland encompassing parts of

northern Spain and south-western France.

The group announced a "permanent ceasefire" in January last year, a move widely seen as

acknowledgement that Eta had been weakened by cross-border cooperation between France and

Spain that led to the arrests of successive leaders and commando units.

Previous "ceasefires" have been used as an opportunity to rearm and regroup before being broken

with brutal attacks.

In December 2006, a bomb at Madrid's airport that killed two people and injured hundreds brought

an end to a nine-month ceasefire.

MADRID (Reuters) ­ Spain's government rejected an offer of talks fromarmed Basque separatists ETA and demanded the group dissolveitself without conditions, after ETA called for negotiations on prisonersand a weapons handover.

ETA said in a statement published in Basque media on the weekend itwanted to enter talks with Spain and France to negotiate a definitiveend to military operations and a handover of its arms.

"The only statement we expect and demand is for its unconditionaldissolution," Interior Minister Jorge Fernandez Diaz told reporters onSunday.

"They know we have not negotiated and won't negotiate at all with a terrorist organization."

A year ago ETA announced an end to a four­decade armed struggle for independence in which more than 800 peoplewere killed, but did not fully halt operations or turn over its weapons. The group has broken ceasefires in the past.

ETA has been significantly weakened in recently years, as many of its leaders have been arrested and arms cachesseized.

Hundreds of ETA prisoners are in jail across Spain. The group wants talks on having them moved to the Basque regionin return for dismantling its military structure and turning in weapons.

ETA said in the statement successful talks on these areas "would bring about a definitive end of the armed conflict".

ETA said in the statement that successful talks over those three areas "would bring about a definitive end of thearmed conflict."

Just over a year ago ETA announced an end to a four-decade armed struggle for independence in which more than800 people were killed, but did not fully end operations, nor turn over its weapons. ETA has broken ceasefires in thepast.

Spain's Interior Ministry could not be immediately reached for comment on Saturday.

The government has repeatedly said it would not negotiate with ETA, and has called on the group to disarm anddisband.

ETA said in the statement that it would listen to proposals from both the Spanish and French governments over anend to the conflict.

The group has lost support in the Basque country and been crippled by numerous arrests and discoveries of armscaches in recent years, mostly in Spain and France.

Earlier this month British police arrested a suspected ETA member in Liverpool linked to several murders, while itsmilitary head was arrested in France in October.

The statement came four days after discussions were held between Basque political parties, labor unions, theCatholic Church, and French Socialists in the northern Spanish city of San Sebastian. After that meeting the groupssaid an end to ETA was close.

(Reuters)La banda armada vasca ETA condicionó en su último comunicado el final definitivo de la luchaarmada a un acuerdo con España y Francia mientras el Gobierno español advirtió que el únicocomunicado que espera y exige a ETA es el de su disolución incondicional.

ETA ha propuesto, en el comunicado publicado el domingo en Gara, una agenda de diálogocentrada "exclusivamente en las consecuencias del conflicto", que incluiría tratar la situación desus presos, del desarme y de la desmilitarización.

El ministro del Interior, Jorge Fernández Díaz, recordó este domingo a ETA que el gobierno no hanegociado ni negociará con "una organización terrorista".

"El único comunicado que esperamos y que exigimos es el de su disolución incondicional", dijoFernández Díaz en Barcelona tras ejercer su derecho al voto en las históricas eleccionescatalanas que previsiblemente darán luz verde a un controvertido proceso independentista en laregión más rica de España.

ETA, que se alzó en armas hace más de cuatro décadas para luchar por la independencia delPaís Vasco, dijo en su comunicado que observa "una involución" por parte de los Estados españoly francés en el año que ha transcurrido desde su decisión de abandonar definitivamente la luchaarmada.

La organización separatista armada acusa a España y Francia de desdecirse tras afirmar que "sila lucha armada concluía definitivamente estaban dispuestos a iniciar un proceso de paz por la víadel diálogo", según el comunicado.

"También ahora hay un riesgo real de dejar sin salida el proceso", dijo ETA, en lo que podríainterpretarse como una advertencia, aunque a continuación añadió que "seguirá sosteniendofirmemente la oportunidad de solución".

ETA hace también una referencia a las más de 800 víctimas de su lucha armada y asegura queestá dispuesta a incluir este tema en la agenda de diálogo "a fin de reconocer la verdad y laresponsabilidad de cada uno".

Cuando hace un año ETA anunció el fin de su actividad armada, no cesó totalmente susoperaciones ni entregó sus armas.

La banda ha roto ceses al fuego anteriormente.

La agrupación ha perdido respaldo en el País Vasco y ha sido golpeada por numerosos arrestos yhallazgos de depósitos de armas en los últimos años, mayormente en España y Francia.

Este mes, la policía británica arrestó en Liverpool a un supuesto miembro de ETA vinculado convarios asesinatos, mientras que su jefe militar fue aprehendido en Francia en octubre.

MADRI ­ Neste domingo, a Espanha rejeitou uma oferta do grupo separatista basco Eta para conversar com osgovernos da Espanha e França para negociar um “fim definitivo” de suas operações militares.

O ministro do Interior, Jorge Fernandez Diaz, disse que a Espanha não vai negociar com uma “organizaçãoterrorista” e exigiu “dissolução incondicional” do Eta. O País Basco fica na fronteira entre a Espanha e a França,que apoia a opinião de Madri nas negociações.

O Eta lutou por 45 anos pela independência basca. Porém, o grupo armado perdeu apoio nos últimos anos. Noano passado, a organização anunciou o fim de sua campanha de violência.

O governo espanhol quer que o grupo se dissolva completamente e entregue as armas. O comunicado publicadono site do jornal basco “Gara” sugere que o Eta está pronto para negociações, mas coloca condições para adissolução, que incluem a transferência de presos bascos para prisões mais perto de suas casas.

Em resposta, o ministro do Interior disse: “Eles sabem que nós não negociamos nem vamos negociar de formaalguma com uma organização terrorista”.

Madrid, sin embargo, volvió a acoger con frialdad estas declaraciones, asegurando que sóloespera la "disolución incondicional" de ETA, que el 20 de octubre de 2011 anunció "el cesedefinitivo de su actividad armada", tras más de 40 años de lucha armada por la independenciadel País Vasco, informó Efe.

"Sobre lo que diga ETA o deje de decir, sólo nos interesa una cosa y es que el únicocomunicado que esperamos y que exigimos, y para lo que estamos trabajando, es que seproduzca su disolución incondicional", dijo el ministro del Interior, Jorge Fernández Díaz.

Respondió de esta manera al comunicado de ETA, enteramente redactado en vasco, quepublicó este domingo el diario independentista GARA, habitual canal de comunicación de lasreivindicaciones del grupo armado.

En su comunicado, ETA afirma querer negociar "las fórmulas y plazos para traer a casa atodos los presos y exiliados políticos vascos", según los extractos traducidos al castellano porGARA.

El grupo armado también quiere abordar "las fórmulas y plazos del desarme de las estructurasarmadas de los militantes de ETA".

ETA, incluida en la lista de organizaciones terroristas de Estados Unidos y de la UniónEuropea, es considerada responsable de la muerte de 829 personas.

La organización terrorista ETA pidió ayernuevamente negociar con los gobiernos deEspaña y Francia para concretar su“disolución” y resolver la situación de lospresos y prófugos. Lo hace un año despuésde haber anunciado el final de cuatro décadasde lucha armada, y en momentos de grandebilidad ya que el independentismo sedecanta por la senda política. Una proposiciónsimilar fue rechazada por el gobierno españolhace un año atrás.

A través de un comunicado en el periódicoGara, la organización sostiene ahora quequiere discutir “fórmulas y plazos para traer a

casa a todos los presos y exiliados políticos vascos; las fórmulas yplazos del desarme, la disolución de las estructuras armadas y ladesmovilización de los militantes de ETA; y los pasos y plazos para ladesmilitarización de Euskal Herria”. Por Euskal Herria se entiende unagran nación vasca que abarcaría desde el País Vasco y Navarra, enel norte de España, hasta la región vasca del suroeste de Francia.Por eso pide negociar con ambos gobiernos.

El proceso permitiría, según ETA, aplicar el final de “la confrontaciónarmada” anunciada el 20 de octubre de 2011. El grupo vasco seencuentra reducido a unas pocas decenas de miembros activosen libertad después de la oleada de detenciones de los últimos añosllevadas a cabo por las fuerzas policiales de España y Francia.

Considerada organización terrorista por la Unión Europea, ETA esresponsable de 829 muertos. Su último atentado se remonta a agostode 2009. En noviembre de 2011 dijo estar dispuesta a asumircompromisos para un calendario de desarme, a cambio de unaamnistía para todos sus prisioneros, una proposición rechazadatajantemente por Madrid. El debilitamiento de ETA permitió unimpulso político de la izquierda independentista vasca, que se apartóde la violencia.

ETA vuelve a poner condiciones para eldesarmeA un año de haber anunciado el definitivo cese la la lucha armada , la organizaciónindependentista vasca instó a los gobiernos de Espa ña y Francia a llegar a un acuerdosobre los etarras presos y en libertad que están en esos países. Dijeron que de estodepende "las fórmulas y plazos para el desarme" del País Vasco, así como también "ladisolución de las estructuras armadas" y la "desmov ilización" de sus integrantes.

A través de un comunicado publicado en su sitio de internet, ETA pide también "pasos y plazos para ladesmilitarización", refiriéndose a la salida del territorio de las fuerzas y cuerpos de seguridad españoles. En sucriterio, un acuerdo que incluyera todos esos elementos "traería el final definitivo de la confrontación armada".

El gobierno del conservador Mariano Rajoy varias veces aseguró que no negociará con ETA sobre sus presos nisobre nada, y le exige su disolución. La organización separatista vasca, que desde los años 60 mató a más de 800personas en su pretensión de lograr la independencia del País Vasco del resto de España, había el 21 de octubre de2011 el "cese definitivo" de su actividad armada, pero no la entrega de sus armas ni su disolución.
