NETWAS International

Background• NETWAS was established in 1986 through an

initiative of the UNDP-World Bank Water and Sanitation Program (WSP)

• In 1995, was registered as an independent and not-for profit organisation in Kenya.

• Operates all over Africa with a focus on Eastern and Southern Africa

• Has affiliate offices in Uganda and Tanzania

Components of WSPs Training

• Practical instructions on how to undertake WSPs;

• Targeted Training on particular aspects of drinking-water quality management issues;

• Training of Regulators or other third parties on how to Review and Audit WSPs

Scaling up WSPs: Recommendations

• Disseminate local expertise gained through demonstration projects e. g. through peer-to-peer sharing or presentations in relevant forums;

• Enhancing the capacity of National & Regional organizations in water and public health sector to deliver WSPs training;

• Introduction of more formal/certified training and education as thr program progresses; and

• Incorporation of WSPs into University curricula and continuing professional education programs.

Past Experience• In 2005 Netwas partnered with Bristol University,

UK in water quality monitoring• In 2010, Netwas together with UNESCO-IHE

designed a water quality and management module entitled: “Water Quality Management and Treatment CDI”

• The CDI was delivered by Netwas to water utilities in-charge of Bondo, Kisii and Homa Bay in Kenya; Bugembe (Jinja), Masaka, Kyotera and Mutukula in Uganda; and Muleba, Bunda, Bukoba and Mutukula in Tanzania

• Currently Netwas is working with various organizations in this area.

Intermediate Results

• A survey revealed that since undertaking the capacity building intervention in these towns, there has been deliberate efforts to undertake water quality surveillance and documentation of findings on regular basis by the all the water utilities who participated, even though before the capacity building that was not the case.

Lessons Learnt• For capacity building of WSPs to yield results, the

approach must be practical in orientation, driven by change agents, and scaled-up within the utilities.

• At the Utility level, investment in capacity building for WSPs yields immediate results with low or moderate capital investments.

• At the national level, progressive mainstreaming of WSPs is possible through strengthening capacity building institutions, regulators and Universities to provide the technical backstopping.

• ‘Champion’ utilities identified through benchmarking techniques can play an important role
