Comrades, Our Armed Forces was originally formed with patriotic heroes to fight for independence. The leaders of the Armed Forces turned from poli- ticians into patriotic Tatmadawmen when armed struggle for inde- pendence was necessary, and they turned back into politicians engaged in na- tional politics when the time came for political struggle. In this way, our Armed Forces has had a brilliant history of achievement both in poli- tics and in military affairs. Engage in modern farming bymaking use of water resources

Hailing the 65th Anniversary ArmedForces Day, Yenwe Diversion Dam wasinaugurated in Kyaukdaga Township, BagoDivision, on 25 March. It can irrigate morethan 100,000 acres of farmlands, enabling thelocal farmers not only to grow monsoon andsummer paddy but also to engage in double andmixed cropping.

According to Bago Division’sgeographical conditions, Sittoung River andMyitmakha River flow along Bago Yoma onboth sides. Although there was a great deal ofcultivable land, the regions close to the basinhad to experience floods, farmers were unableto make full use of their farmlands.

The State has implemented SittoungBasin development project with a view totapping land and water resources in earnest.Yenwe Dam included in the project was opened.The hydropower station of Yenwe multi-purpose dam project has been built to generateelectricity.

Now again, the diversion dam has beenbuilt near Hsisonegon village, about seven milesdownstream Yenwe Dam in order to use thewater used by the hydropower station. Theemergence of Yenwe diversion dam helpsprevent Pyuntasa plain between Nyaunglaybinand Sittoung River from being flooded in therainy season.

Moreover, it irrigates over 100,000 acresof farmlands in Kyaukdaga, Nyaunglaybin andDaikU townships in Bago Division. And thelocal people will be able to grow summer paddyand green gram as well as double and mixedcrops.

The State is spending its funds onbuilding irrigation facilities across the nation.So, farmers on their part are to extendfarmlands and use modern cultivation methods.They have to use more quality paddy strainsand modern farm equipment. Besides, thefarmers are to work hard for the success oftheir agricultural undertakings by making fulluse of water resources.

Gunman attacks aid projectin Afghanistan, kills one

KABUL, 27 March — A gunman attacked a groupof German and Afghan aid workers inspecting a highschool under renovation in eastern Afghanistan onFriday, killing one person and injuring several oth-ers, officials said.

One of those wounded in the attack in Khost Prov-ince was a German citizen, said a spokesman for theGerman Foreign Office, speaking on condition ofanonymity in line with department policy. The per-son who was killed was Afghan. Separately, NATOsaid a serviceman died on Friday in a bombing insouthern Afghanistan. The international force did notdisclose the nationality of the soldier who died.

In Khost, the attacker opened fire from a vehicleas he approached the site in Khost City and then fledto a nearby house, where he engaged police in agunbattle that was ongoing on Friday evening, saidacting provincial Gov. the US Geological Survey said.According to the US agency, the quake, which occurred at about 10:52 am

First A/H1N1 flu case detected inChile’s earthquake devastated zoneSANTIAGO, 27 March— The Chilean Health Ministry reported

on Friday the first case of A/H1N1 influenza in the most devas-tated zones by the earthquake on 27 Feb.

The ministry said the patient is a 5-year-old boy from MochaIsland, who was taken to Guillermo Grant Benavente Hospital inConcepcion city, where he is recovering.

Due to this case, the ministry intensified the vaccination againstthe A/H1N1 flu for the risky groups and all the people living inshelters and camps. With this case, there have been confirmed 16cases of this flu since 1 Jan, 2010, the ministry said in a state-ment. According to the statement, the situation has been expected,because the virus is still circulating in the world and “in our coun-try, we are entering in a season when these kind of diseases willincrease.”—Xinhua

* build the Armed Forces into a strong,capable modern patriotic Armed Forces,capable of providing full protection fornational independence and sovereignty;

Singing military songs, the parade columnscomprising 13,085 members of the Tatmadaw,

MPF, Fire Brigade and Red Cross Brigade marchedtoward the Parade Ground.

The military columns took the designatedplaces at 7 am at the parade ground. At 7.15 am,Chairman of the State Peace and DevelopmentCouncil Commander-in-Chief of Defence ServicesSenior General Than Shwe, accompanied by SPDC

member General Thura Shwe Mann of the Ministryof Defence, took the designated place on the dais atthe Parade Ground. Afterwards, the parade columnssaluted the Senior General. Parade Commander Brig-Gen Soe Thein presented the columns to the SeniorGeneral.

Afterwards, the Senior General inspected the paradecolumns by car. The columns saluted the flags of theUnion of Myanmar. Meanwhile, the Central MilitaryBand played the National Anthem.

After paying tribute to the fallen members of theTatmadaw, the members of the parade columns took thefour oaths.

Next, the Senior General delivered an address.(The speech of the Senior General is reported separately.)

The parade commander sought the permissionfrom the Senior General to march past him. The columnsled by the parade commander marched past the SeniorGeneral and left the Parade Ground for the assembly area.The Senior General left the Parade Ground and the 65thAnniversary Armed Forces Day parade ended at 8.15 a.m.

The bronze statues of King Anawrahta, KingBayintnaung and King Alaungphaya could be seenat the Nay Pyi Taw Parade Ground. A torch was litat the right side of the statues. The parade groundwas decorated with water fountain, flowery plants,the lawns and multi-coloured lights. Variousbillboards with mottos of the Tatmadaw and flagsof Tatmadaw were put up along Pinlaung Road.

sions. Article 74 of the 1947 Constitution statedthat a person serving prison terms of not lessthan two years or a person during the periodof five years from the date he is released shallnot have the right to stand for election as anMP or to continue as an M.P. The 1948 Parlia-mentary Election Act stated that convicts aredisqualified from MP as well as from voting.Article 13 of the First Pyithu Hluttaw and Peo-ple’s Councils at different levels Election Law1973 stated that a person serving prison termfor a certain criminal case shall have no rightto stand for election as a Pyithu Hluttaw rep-resentative. So, we can draw a conclusion thatthe Article 11 (d) is reasonable and in accordwith the past laws of Myanmar and interna-tional norms.

Article 82 of the Pyithu HluttawElection Law prescribes the instructionsfor election staff including all levels ofsub-commissions. Article 87 states thatthe Commission its members and sub-commissions at all levels and their mem-bers, the election tribunal and its mem-bers and returning officers and staff aslong as they are sincerely dischargingduties in accord with law under the en-trusted rights shall not be liable to le-gal charges under civil law or criminalcode. The article is stipulated for thesaid members and staff not to have anyhesitation in discharging duties. Theselaws will not protect them if they domisconducts.

Articles 57, 58, 59, 60, 61, 62, 63, 64 and65 of Chapter XIII clearly state the punishmentsfor every one including the said members andstaff for committing any electoral crime. Herewe all should note the expression saying “as longas they are sincerely discharging duties in accordwith law under the entrusted rights”. It is a properact to provide legal protection for those mem-

bers and staff as long as they are sincerely discharg-ing duties in accord with law under the entrustedrights.

The nation-building task will be in ac-cord with the public approved Constitution inour country. In some cases, laws have beenenacted to be in conformity with the Consti-tution. For example Article 91 (b) of the PyithuHluttaw Election Law states that the multi-party democracy general election held in ac-cord with the law revoked by this law shallautomatically be null and void as it is no morein accord with the Constitution. According tothe present Constitution the legislative bodyof the Union will have hluttaws of the Re-gions and States in addition to the PyidaungsuHluttaw which is a combination of PyithuHluttaw and Amyotha Hluttaw. In accord withthe previous Pyithu Hluttaw Election Law, the1990 election is just for one parliament. Hencethe result of the election is not in accord withthe present Constitution.

Another factor is that the 1990 electionwas held 20 years ago. Under-18s duringthat time have now become people in their30s and 40s. Even the persons who were notborn then have already reached 18. Somepersons including elder persons who castvotes then are no more at present. Hence thenumber of votes and voters has alreadychanged. During the over 20 years, theknowledge, stance and conviction of the pub-lic including voters have also changed a lot.The results 20 years ago cannot be in con-formity with the present situation which has

already seen a lot of global changes in vari-ous sectors and aspects. Accordingly thenew laws have been enacted to revoke theold ones. The election held in accord withthe old laws is automatically null and void.

Hence, it is crystal clear that the electionlaws and rules have been enacted by the gov-ernment in accord with the existing laws in-cluding the Article 443 of the Constitution.Moreover the said laws and rules meet the in-ternational standard.

The international practice is that refer-endum is held only to ratify the constitutionand important constitutional amendments.Other laws are approved in the parliamentsunder voting system. Myanmar does not haveany parliament yet. The Tatmadaw governmentis administering the nation with ordinance. Asa legitimate government it is enacting neces-sary laws. There were no explanations aboutthe 1990 Election Laws and public wish andsuggestions were never collected in enactingthose laws.

Our country has promulgated proce-dures in every sector such as the executiveand judicial sectors. Responsible personnelcarry out tasks in conformity with those pro-cedures. As to the judicial sector, there havebeen rulings and procedures on scrutinizationof cases and return of proposals and applica-tions. In view of those procedures, law offic-ers have to scrutinize the submitted cases tothe Supreme Court to make sure that the casesmeet the requirements. Qualified cases arethen registered for serial numbers. They alsohave to make appointments for court appear-ance. Law officers can return such proposalsand applications that carry mistakes and short-comings. Therefore, law officers have theright to return such disqualified cases.

Here, mistakes and shortcomings com-prise wrong courts, and lawsuits filed withoutpower to judge along with missing necessarydocuments and stamps and incomplete ad-dresses. So, law officers do not accept all thecases filed by clients or lawyers.

It is required of the electorates to elect cor-rect candidates in the national interest. Other-wise, the people and the nation in addition tothey themselves will come under evil conse-quences. So, the people should be convinced thatthey can do their bit in building a modern, de-veloped democratic nation by choosing respon-sible candidates.

take action in such cases filed to make someamendments to laws enacted by State legis-lative body and to issue orders to declaresuch laws ineffective. Only the legislativebody has exclusive power to take action inthat regard. In addition, any court does nothave power to take action in such casesassociated with the constitution. No right totake action at a court is no right to hand downa sentence. Therefore, power is bestowedupon law officers to dismiss the cases fieldaccording to the court procedures.

The people should have knowledge ofsome court procedures on the constitution. Ina case that is filed with charges in connectionwith the constitution, any courts do not havepower to make a decision, according to theconstitution. And in a case that is field withmatters associated with the constitution andother legal matters in combination, legalmatters are heard only after hearing of thematters associated with the constitution. Theyare some court procedures.

Today, there is a boom in democraticrights in the nation, unlike anti-governmentgroups have said that the people are in thedark about democracy. Without doubt, therewill be a democratic government and ademocratic country, following 2010 elec-tions. However, we must have patienceand pragmatic approaches in the process.A copied democracy that does not complywith the objective conditions of the nationand the people cannot flourish. Therefore,we have to show great patience and takeonly one step after another based on real-ity to become more mature and transpar-

ent.A political party should not be impa-

tient and should not disregard the objectiveconditions in the democratization if it putsthe public interest in the fore. Any politicalparties should take into consideration theirinterest and public interest or national in-terest in combination.

Today's world history reveals that thereare many countries, some of which havecollapsed whereas some have achieved suc-cess in democratization without any adverseeffect on national unity. Which way should apolitical party take: to make history by hand-ing down good legacy to younger genera-tions in the national interest, or to leave evillegacy after everything is destroyed. Historyis the records of today's activities. A notablepoint is that one will gain good reputation inthe nation's history if one works right today,and one will gain notoriety in the history ifone works wrong today. Surely, one will

remain abysmally stupid in the history, ifone sticks to evil policy.

Overall, today's promulgated elec-tion laws and rules are fair according tolocal and international laws and they meetinternational norms. In particular, provi-sions for designation of qualifications anddisqualifications for a delegate were prom-ulgated in line with the internationalnorms.

Today, the ultimate goal of the entirepeople is to build a modern, developeddiscipline-flourishing democratic nation.Except highly qualified delegates with moralconducts, no one cannot guide the peopletowards the goal. If members of parliamentinclude those without moral conducts andthose serving their terms, that will tarnishthe image of the parliament concerned, andthe future of the nation and the people willbe uncertain. Therefore, political partiesshould honour the systematically-promul-gated laws and enhance their dignity in thelong-term interest of the nation and thepeople.

Multiparty democracy elections willbe held successfully in accordance with thepromulgated laws and rules this year. So,there will be elected hluttaws formed withelected representatives. It is required of theelectorates to elect correct candidates in thenational interest. Otherwise, the people andthe nation in addition to they themselveswill come under evil consequences. So, thepeople should be convinced that they can dotheir bit in building a modern, developeddemocratic nation by choosing responsiblecandidates.

PASADENA, 27 March — US space scientists saya strange coating on Mars rocks discovered by therover Opportunity near a crater has left them puz-zled.

NASA said the rover spent six weeks investigat-ing a crater dubbed Concepcion that was flagged inadvance as a study target because it appears to beyoung.

The scientists said rocks ejected from the impactthat formed the crater are chunks of the same type ofbedrock Opportunity has seen at hundreds of locationssince landing in January 2004 — soft, sulfate-richsandstone holding harder peppercorn-size dark sphereslike berries in a muffin. NASA said the spheres, richin iron, gained the nickname “blueberries.”

“It was clear from the images that Opportunity tookon the approach to Concepcion that there was strangestuff on lots of the rocks near the crater,” said SteveSquyres of Cornell University, principal investigatorfor Opportunity. “There’s dark, grayish material coat-ing faces of the rocks and filling fractures in them. Atleast part of it is composed of blueberries jammed to-gether as close as you could pack them. We’ve neverseen anything like this before.”

VIENNA, 27 March — German and Austrian research-ers said dark-roasted coffee may contain substances thatreduce stomach acid. BALTIMORE, 27 March— US researchers said anantibiotic used to treat acne for more than 30 yearsmay help treat HIV infection.

Scientists at John Hopkins University School ofMedicine in Baltimore found minocycline — the an-tibiotic used for acne — targeted the infected immunecells in which human immunodeficiency virus maylie dormant.

The study, published in The Journal of InfectiousDiseases, found minocycline helped immune functionby aiding cellular pathways that help keep the virusfrom reactivating.

The researchers said the drug has the potential ofimproving the current treatment regimen of HIV-in-fected patients —a drug cocktail known as HighlyActive Antiretroviral Therapy or HAART.

SCIENCE DAILY, 27 March— For the first time,researchers have been able to confine and study anindividual protein, one that plays a key role inphotosynthesis, without having to pin it down sotightly as to alter its fundamental behavior.

In the first practical application to proteins of arecently developed technique, two Stanfordchemists were able to make detailed observationsof the dynamic behavior of the molecule for morethan one second, a 50- to 100-fold increase inviewing time compared to other methods, andthereby “set a new standard in single-moleculespectroscopy,” according to a commentary in theMarch issue of Nature Chemistry.—Internet
